This paper is part of an ongoing project of KEPCO; 'A Study on Criteria and Standards for Transmission System Planning', The objective of this project is to develop the standards and procedures for transmission system planning. This involves reviewing published literatures, other documents of existing criteria and procedures, and various case studies of advanced countries which are already under the competitive electricity industry. This paper presents the result of evaluating Korean Power System as a pre-study for developing the Planning Standards of Korean Power System. For this, WSCC/NERC's performance criteria for planning transmission system, and KEPCO's 'Long Term Transmission System Planning Criteria' are considered. By doing this, the level of performance criteria which should be applied to Korean Power System and the detailed procedures which would be used in system test were reviewed.

지난 100여년 동안 미국 대부분의 주에서는 공공도서관의 계획과 평가를 위한 도구로 도서관기준을 개발 보급해 왔다. 본 연구는 이러한 주(州)공공도서관기준의 유용성을 도서관의 계획과 평가에 중심적인 역할을 하는 공공도서관 관장들의 인식조사를 통하여 알아보았다. 주도서관기준이 개별 도서관의 계획과 평가활동에 유용한지, 유용하다면 기준 항목의 어느 영역이, 그리고 구체적으로 어떤 활동에 유용한지를 파악하였다 공공도서관 관장의 인식에 영향을 미칠 수 있는 요인들도 검토되었다. 연구결과 공공도서관장들이 도서관기준의 유용성을 도서관과 지역의 환경을 고려하여 이해하고 확인되었다. 그러므로 도서관기준의 개정시 지역사회를 기반으로 한 도서관의 계획과 봉사가 강조되어야 할 것이다.

도시계획정보시스템은 전 국가적 네트워크상에서 운용되어야 하는 도시계획분야의 핵심 시스템으로서 구축 초기에서부터 표준화에 대한 면밀한 검토가 필요하다. 따라서 본 연구에서는 도시계획정보시스템 구축과 관련된 국제표준, 국내법률, 상위계획 및 현재 구축된 2008년 표준시스템에 대한 분석을 통해 문제점을 파악하고, 향후 성공적인 도시계획정보시스템 구축을 방향을 제시하였다. 본 연구를 통해 제시한 도시계획정보시스템 구축의 방향은 첫째, 도시계획정보시스템 구축을 위한 표준을 선제적으로 작성하고 사후에 국제표준을 제정함을 추진하고, 둘째, 개방형 구조로 제작해야 하며, 셋째, 상위계획인 국가공간정보체계의 구축방향을 준수하여 연계통합이 가능한 방향으로 진행되어야 한다는 것으로 정리할 수 있다.

본 연구는 해양치유시설의 계획기준을 마련하는 연구로서 해양치유시설의 주요 계획항목인 입지선정, 환경계획, 공간계획을 대상으로 한다. 이를 위해 먼저 해양치유시설 특성을 살펴보고 해양치유시설계획의 기초가 되는 치유자원과 치유요법을 조사하며 해양치유시설 관련 해외기준을 분석한다. 이상의 결과를 바탕으로 해양치유시설의 입지선정, 환경계획, 공간계획을 위한 기준을 제시한다. 연구결과 입지선정기준으로는 해안선에서 1km 이내 거리에 위치하고 오염물질 배출시설이 없으며 더위체감지수와 체감온도가 연중 80%이상 '주의' 이하로 유지되는 곳으로 한다. 환경계획기준에서 수질은 국내기준 혹은 ISO 17680 기준 가운데 가장 엄격한 기준으로 하고 공기의 질은 「환경정책기본법」의 대기환경기준치의 60% 수준으로 하며 공기 중 SO₂, NO₂, O₃, PM10 농도는 연간기준초과횟수를 EU기준에 맞도록 하고 소음은 주간 50dB 이하, 야간 40dB 이하로 한다. 공간계획기준은 공간의 특성에 따라 「건축법」의 기준, 건축계획실무기준, 국제기준을 따르도록 한다.

This research proposes the importance of physical environment if integrated early childhood education. For a successful integration of children's education, we processed fundamental research on requirements of facility and equipments, looking at related standards and code on handicapped person's convenience facility. Also, this research alms at providing first step to establish evaluation method and quality assurance standards of integrated child care facility, regarding space planning of handicapped children. By examining home and abroad material and analyzing handicapped children's convenience facility standards, this research pursues improving the basis of planning criteria. As present criteria of relevant regulations appears not to handle detailed facility standards, and the handicapped people's facility is for childhood education, it is necessary first to differentiate indispensable equipments from optional one, then categorize them into more specific needs.

Purpose: This study is to present basic data and standards for calculating the space composition and area required when planning a neonatal intensive care unit. Methods: Review domestic and foreign facility standards and regulations related to the current neonatal intensive care unit, select a regional neonatal intensive care center designated by the Ministry of Health and Welfare as a case hospital, and organize a space program for the construction plan of the neonatal intensive care unit through analysis of characteristics such as facility size and function composition. Results and Implications: The size, facility area, and detailed room composition characteristics of the neonatal intensive care unit in Korea were confirmed, and essential rooms and appropriate areas were derived when planning the construction of the neonatal intensive care unit. Korea's legal facility standards related to neonatal intensive care units are lower than the actual hospital status and overseas standards, and the facility standards of the medical law need to be improved.

Since Seoul city supplied 'Sangsang Children's Playground', domestic playgrounds are changing from formal facilities to creative play and learning space recently. From eco-friendly safe playground model development project, eco-friendly playground planning and its actual cases have been occasionally introduced. However, we could not know how well most playgrounds reflect eco-friendly features and whether they are eco-friendly or not because the definition about the concept of eco-friendly playground is inadequate and there are not the specific planning guidelines and evaluation standards for making the eco-friendly playground. Therefore, the development of guidelines for the construction of eco-friendly playground is required and evaluation guidelines for them should be made for the active dissemination of the actual eco-friendly playground and the proper construction of the eco-friendly playground. In this study, we defined the concept of eco-friendly outdoor playground and presented the types and characteristics of the playground based on the concept and suggested basic plan guidelines based on the existing requirements for becoming eco-friendly playground. For this purpose, we checked the plan's common points in the existing playground configuration requirements, installation standards, regulations, and safety standards, and offered the planning elements and guidelines through the analysis of outdoor space evaluation standard in eco-friendly safe playground guidelines and eco-friendly building certification system.

이 연구는 플로팅 건축과 관련된 각종 기준과 플로팅 주거건축 사례에서 확인할 수 있는 플로팅 주거건축의 주요 건축 계획 항목을 정리하고자 하였다. 미국과 캐나다, 네델란드, 일본에서 작성된 총 6종의 관련 기준과 미국과 캐나다, 네델란드의 플로팅 주거건축 사례를 총 14개 사례로 나누어 분석하였다. 이와 같은 분석을 통해 도출된 플로팅 주거건축의 주요 건축 계획 항목은 첫째, 육상과 연결되는 진입로 및 주거단지의 공용 통로 계획, 둘째, 공동으로 사용하는 주차장, 창고 등을 포함한 각종 편의 시설과 공용 공간 계획, 셋째, 방화 및 안전 장비의 설치와 불연 재료 및 난연 재료의 사용, 단지 규모에 따른 소방 설비 계획, 넷째, 단위 모듈러 주택의 제작 장소, 운송 방법, 시공 방법 등과 같은 모듈러 건축 시스템 적용 계획으로 정리할 수 있다.

The purpose of the study, approaching from the aspect of the construction technologies, is to determine the architectural techniques of traditional wood architects in existence, through which the systems and techniques that create the inherent characteristics of Korean architecture are clarified. With understanding traditional construction system and focusing on the fact that built environment results from the consistent standards and technologies of architects, this study inquires into the systematic standard and its formation that present in the process of planning for the overall scale and shape of a building from the study determines dimension of structural members. All the members that constitute the structure are trimmed in advance and assembled in a short period of time on the site. Because of that, the dimensions for trimming and assembling are predetermined according to designated standards in the planning process, therefore consistent standard of computation are in necessity to design shapes and sizes of enormous amount of structural members. This study also shows the standards of measurement employed by architects while planning for structural members of a building, and how the size and range of its composition are developed.

Recently the population to enjoy leisure time has increased, due to the advancement of income level and increase of spare time. In the meantime, the growing attention to well-being life has shed light on Han-ok or traditional Korean house. Such a social background as former, the growing number of people prefer staying at Han-ok style accommodation when they are enjoying leisure time. However there has been little substantial study or survey on architectural standards of Han-ok style accommodation because it is a new type of accommodation facility. Therefore this study aims to suggest a set of basic standards on architectural planning for Han-ok style accommodations. For this purpose, it investigated architectural planning on Han-ok style accommodations in Jeollanamdo province through on-site survey and interview to classify them based upon size and scale of the facility, layout of buildings and interior spaces in terms of function, elevation and materials and to find basic standards on architectural planning of Han-ok style accommodations.
