지방정부의 농촌개발사업 추진체계의 문제점과 개선과제 - 충청남도를 중심으로 - (A Study on Propulsion system of Rural Development Program in Chungnam Province)

  • With the cognition of the problems on propulsion system of rural development program, the requirement for accurate diagnosis of the problems and for reform scheme is increasing. This study was performed to solve the above requirement especially on the level of a local government, Chungnam province as an instance. For accurate diagnosis of the problems, the present situation of propulsion system, i.e. organization and governance, planning and policy making, implementation and supervision of rural development program was investigated, and the cognition of public officials and specialists was surveyed. From the study, it showed that the problems of propulsion system for rural development program in Chungnam province are duplication of work sphere among departments, formal administration of governance, an absence of long-term plan with vision and strategy, and absence of department in charge of comprehensive supervision and so on. As a result of the study 9 reform schemes to solve the problems were suggested.

발전수단 전환이 우리나라 경제와 환경에 미치는 영향분석 (Impact Analysis of Transition in Electricity Generation System on a National Economy and Environmental Level in Korea: a Recursive CGE Modeling Approach)

  • This paper attempted to analyze impacts of transition in electricity generation system on a national economy and environmental level in Korea using a recursive computable general equilibrium(CGE) model. In particular, the paper presented a hybrid model combining the top-down CGE model with the bottom-up model which describes the structure of electricity production in detail. The impacts were analyzed by two policy scenarios base on the basic plan for electricity supply and demand proposed by the Korean government. As a result, the paper specifically showed that there exists a trade-off relationship in the policy-making between economic efficiency and environmental level. The paper also suggested that the transition in electricity generation system should be done more gradually and carefully.

  • The study was conducted to project supply and demand of the physicians from year 1991 to year 2010 based on the analysis of supply and demand of the physicians up to year 1989. Results of the study will provide information for the physicians manpower planning of the 7th 5-year Economic Social Development Planning(1992-1996) and contribute to the overall health manpower planning for the 21the century. It is projected that physician will be oversupplied from the very near future based on the current productivity or underestimated based on the optimal productivity. Thus, it is desirable not to change size of training and education during the 7the 5-year planning period and re-examine the status of the physician manpower at the end of the 7th 5-year period taking into consideration medical services utilization pattern, patients' satisfaction, and physicians' productivity.

교통계획과 토지이용계획간의 연계체계 구축에 관한 연구(영국의 PPG 13과 LTP 사례를 중심으로) (Exploring the Link between Transportation and Land Use Planning with Reference to the British Planning Policy Guidance 13 and Local Transport Plan)

  • 이 논문은 도시계획이나 교통계획과정에서 교통과 토지이용을 서로 연계할 수 있는 정책적, 제도적 통합계획 체계를 모색하는 것이 목적이다. 이를 위해 영국의 1994년 도시계획 정책지침 제13호와 1999년의 도시계획 정책지침 제13호의 내용과 특징을 분석하여 교통과 토지이용의 정책적 통합과정을 파악하고, 또한 개발계획과 지방교통계획의 내용과 절차를 분석하여 교통계획과 토지이용계획의 제도적 통합체계를 모색하였다. 실증적 분석을 위해 카디프시의 단일개발계획과 지방교통계획의 실제 수립사례를 통하여 계획 상호간의 연계체계를 파악하였다. 분석결과를 요약하면, 첫째 교통과 토지이용을 계획과정에서 실질적으로 통합할 수 있도록 도시 및 농촌계획법, 환경법, 도로교통저감법 등의 법과 도시계획 정책지침 제11호, 제12호, 제13호와 지방교통계획 지침을 서로 연계시키고 있고, 둘째 개발계획과 교통계획의 목표설정, 전략개발, 계획추진 과정에서 교통과 토지이용부문간의 일관성을 유지해야 중앙정부로부터 교통보조금을 받을 수 있으며. 셋째 카디프시는 계획수립의 초기단계부터 관련 기관간의 긴밀한 협조를 통하여 자문과 의견청취를 시행하며, 특히 주민의 참여를 적극 유도함으로써 사전에 이해 당사자간의 갈등을 해소하고 있고, 또한 계획안 작성에 있어서도 간결하고 명확한 정책목표와 전략을 제시하고 있고, 복잡하고 난해한 수식, 도표나 도면 제시는 되도록 지양함으로써 정책결정자나 주민이 계획안을 쉽게 이해하도록 서술하고 있다는 점등이 특이하다.

6차산업화 활성화를 위한 한·일 정책 비교 연구 (A Comparative Study on Korean and Japanese Policy for the Activation of Sixth Industry)

  • Korean sixth industrialization policy is similar to that of Japanese such as goal of policy, setup and promotion method of specific policy projects as it benchmarked a Japanese case. First of all, the certification systems of both countries, the most representative policy, are very alike that the governments officially certificate management bodies, prepare the ground for continuous sixth industrialization, devide intermediate support organization into the central unit and regional unit, and have the function of support and control of sixth industrialization management bodies. Furthermore, both countries create fund for sixth industrialization as an investment support policy, and push forward with the phased support policy businesses such as individual support and connected support for management bodies. However, there are some differences between certification systems of both countries such as process-oriented or result-oriented for certification, subtle differences of the role in support organization, and the range and rate of support.

주요 국가 의사인력 수급 추계방법론 비교분석 (A Comparative Analysis for Projection Models of the Physician Demand and Supply Among 5 Countries)

  • Background: In Korea, the problem of physician workforce imbalances has been a debated issue for a long time. This study aimed to draw key lessons and policy implications to Korea by analyzing projection models of physician demand/supply among five countries. Methods: We adopted theoretical framework and analyzed detail indicators used in projection models of demand/supply comparatively among countries. A systematic literature search was conducted using PubMed and Google Scholar with key search terms and it was complimented with hand searching of grey literature in Korean or English. Results: As a results, Korea has been used a supply-based traditional approach without taking various variables or environmental factors influencing on demand/supply into consideration. The projection models of USA and Netherlands which considered the diversity of variables and political issues is the most closest integrated approach. Based on the consensus of stakeholder, the evolved integrated forecasting approach which best suits our nation is needed to minimize a wasteful debate related to physician demand/supply. Also it is necessary to establish the national level statistics indices and database about physician workforce. In addition, physician workforce planning will be discussed periodically. Conclusion: We expect that this study will pave the way to seek reasonable and developmental strategies of physician workforce planning.

신규 R&D 기획 프로세스에 관한 주체별 비교연구 (A Comparative Study by Subject on the New R&D Planning Process)

  • 본 연구는 정부의 R&D 정책 변화에 선제적으로 대응하고 한국지질자원연구원에서 수립된 KIGAM R&D 기획 프로세스의 한계점으로 지적된 부분을 보완하기 위해 시작하였다. 기존 연구 문헌을 통해서 다양한 R&D 기획 프로세스에 대해 알아보았고, 인터뷰를 통해 각 기관별 특성 및 신규 R&D 기획 방법에 대해 분석하였다. 그 결과 환경분석, 수요발굴방법, 과제 구성 및 선정방법 세 가지 측면에서 결론 및 시사점을 도출하였다. 환경분석의 경우 전체적인 Mega Trend 분석을 하면서 기술 시장 별 Trend 분석을 강화해야 하고, 수요발굴방법의 경우 도전적이고 구체적인 목표 설정을 통해 수요를 찾아내야 한다. 또한 과제 구성 및 선정의 경우 융합연구과제, 중소기업지원, 자원분석, 장기과제 선정 등 여러 가지 시사점을 도출 할 수 있었다. 도출 된 시사점은 향후 한국지질자원연구원의 신규 R&D 기획 프로세스에 사용될 것이다.

Analysis of Priorities of the 6th Industrialization Policies for Agriculture through AHP

  • The purpose of this paper is to decide priorities of policy-objectives and support measures related to the $6^{th}$ industrialization of agriculture, and prepare policy-objectives and alternatives to contribute to maintaining and promoting the community through creation of more jobs and added value. We used the Analytic Hierarchy Process (AHP) to reflect the experts' opinions about objectives, means and priorities of the $6^{th}$ industrialization of agriculture. The important objectives of the 6th industrialization of agriculture were to create jobs, to increase added values, and to maintain and activate the community. The results showed that the most important objectives for the $6^{th}$ industrialization of agriculture were maintaining and activating the community, expanding added values and creating employment in order. Policy means to achieve these objectives were financial support, human resource training & consulting, research & development, and marketing. The decision-makers determined marketing as the most important among the policy means to achieve the objectives of the $6^{th}$ industrialization.

Evaluating Geographic Differences in Electricity Burdens: An Analysis of Socioeconomic and Housing Characteristics in Erie County, New York

  • The increasing cost, and demand for, household energy has increased attention to the phenomena of energy burdens. Despite this increased attention, a lack of consensus remains in pinpointing the strongest predictors, and geographic differences, that exist within the energy ecosystem. This study addresses this gap by utilizing a series of dummy variable regressions across cities, suburbs, and rural areas within Erie County, New York-a county noted to have particularly high energy burdens. Specifically, three types of predictor sets were incorporated into the methodology: a set of socioeconomic variables, physical variables, and a combination of both variable sets. The results of this study suggest that cities tend to have the highest electricity burdens. Despite the aging infrastructure in Erie County, high energy burdens were driven primarily by socioeconomic factors such as housing cost burden and poverty status. Lastly, this study explores various planning and policy implications Erie County can utilize to reduce energy burdens. In turn, this study highlights the importance of focusing policy efforts on existing social service programs to provide support to the region's neediest households.
