Comparative Analysis on the Pilotage System among Major Hub Ports (부산항 및 주요 항만간 도선요율체계 비교분석)

  • The pilotage tariff system in port operations has received little attention in the academic literature. While studies addressing legal issues-such those concerning liability, marine accidents, and compensation for accidents-and institutional aspects have been prevalent, scant research has been conducted in the form of comparative analysis of pilotage tariff systems and current levels of pilotage charges in major ports. The purpose of this research is to investigate the rate structure of pilotage tariffs of major ports. Specifically, this study explores the current level of pilotage price and regulations by comparing the pilotage systems of six major hub ports in the world: Busan, Kobe, Hong Kong, Los Angeles, Singapore and Rotterdam. Results show that Busan Port's pilotage tariff system ranks low (5th) among these six ports. Another finding is that the simplification of Korea's pilotage tariff system will yield productivity and efficiency improvements in this area.

Study on the Improvement of Maritime Pilot Certification System (도선사 자격증명제도 개선 방안)

  • A person who intends to become a maritime pilot shall have sea experience as a master, pass the apprentice pilot test and pilot test, and obtain a license from the Minister of Oceans and Fisheries. In Korea, the government limits the number of pilot licenses, considering the demand for pilotage. An inherent problem exist in the apprentice pilot test system as it conducts a relative evaluation based on test scores without an absolute evaluation standard. The purpose of this study is to identify problems of the current pilot test system and to suggest ways to improve the pilot certification system. In this study, the history of amendments of the pilot certification system in the Pilotage Act was investigated, and implications were derived by examining international standards for pilot certification, and a survey was conducted on 77 incumbent pilots. Consequently, a plan to improve the domestic apprentice pilot test and a step-by-step implementation plan for pilot certification system improvement were presented. The results of this study are expected to be utilized not only for the development of the government policy on pilot certification and for related academic basic data.

System-Theoretic View of Marine Pilotage Accident in Busan New Port

  • A contact accident with gantry cranes involving the container ship MV Milano Bridge in Busan New Port took place on 6 April 2020. The report concluded that the pilot unreasonably piloted the ship with impaired maneuverability and without a proper pilotage plan. Analyzing the entire system by CAST model gives a holistic approach in linking all the key components and their roles as well as violations that led to the accident, stepping away from placing the blame on only one component in the system. Furthermore, analyzing the accident as an system theory gives a clear overview of the relationships between system components and how these interactions led to the accident.

  • In the past, regional pilot service is provided by individual pilots directly on board each ship, but it will be difficult to provide this type of service in the near future when autonomous vessels are activated. This can be seen as the need for automation and intelligence of pilot service and provision of remote control system. In this paper, we propose a method, system, and service target that can carry out the electronic pilot service through the intelligence aids to navigation for smart port operation.

  • External forces acting on the mooring facilities include wave, wind, current, and ship's kinetic energy. In particular, the ship's kinetic energy is changing as the ship become larger, and larger carrying capacity. It was intended to analyze the berthing velocity measurement data at on tanker terminals equipped with a DAS (Docking Aid System) through statistical means and algorithms and use it as basic data for safer and more efficient pier design and pilotage.

A Study on Improvement of the Pilot Certification System for stabilizing Supply and Demand of Harbour Pilots (도선사수급안정화를 위한 도선사 자격제도 개선에 관한 연구)

  • An increase in the number of retiring experienced pilots as well as drastic graying of new pilots will raise the problems on deepening imbalance of supply and demand of pilots over the next 7 years, which could entail fatal problems for the safety of harbour pilotage. In this study, the improvement plan of legal system to ease imbalance between supply and demand of pilots and help secure more experienced pilots has been proposed. A current state survey and analysis, statistical analysis, questionnaire survey on foreign countries, in-depth consultation with experts, etc., were all carried out to support this research. The conclusions of this study are, firstly, to propose an amendment that the minimum requirement of 5 years of seagoing service as a master to sit for the pilot exam should be relaxed to 2 years(which must include at least 1 year of master's seagoing service within the most recent 5 years) but the minimum requirement of 1 year of pilotage service should be reinforced to 1 year and 6 months to obtain a higher class of pilot certificate. Secondly, it is proposed that an amendment offering an additional 1 point per year over the minimum period of 2 years of seagoing service as a master should be added, with a maximum of 10 points in order to rationalize the additional incentive point system. In order to secure experienced pilots and resolve the legal conflict between the certificate revalidation system and the retirement system, it is also proposed that an amendment be passed revoking the retirement system and limiting the validity of any new certificates only to 68 years of age when issuing or revalidating a certificate, if an applicant is over a certain age. Promotional work, such as collecting opinions from interested parties and generating positive public awareness, should be carried out in the future. It will also be necessary to conduct a study on the training pilot exam system.

  • Currently, ship control, tug, and pilot work in import/export ports including Gwangyang Port are operated according to factors such as the order of arrival and departure regardless of the shipping company. Also, even this is done very inefficiently by hand. Therefore, there is an urgent need to develop a system to increase the efficiency of port and ship operation through standardization and digitalization of tasks related to Berthing and unberthing of ships. In this study, we propose a method to increase the efficiency of port and vessel operation by designing a smart port operation system based on big data such as vessel location information, pilotage and tug schedule, arrival/departure operation information, and weather information.

  • In recent years, VTS system was developed in Korea through a government R&D project for domestic manufacturers and operating authorities. The field test of the developed system in a real environment was constructed at the Gunsan VTS center. Testing was conducted for certain new IT convergence technology with VTS, such as traffic analysis, pilotage etc. So, we described some functions and advantages with tested VTS in real environment.

An Empirical Study on the Improvement of Marine Traffic System at the Pyeong-taek Adjacent Areas (평택항 접근수역의 해상교통시스템 개선에 관한 실증적 연구)

  • This study focused on the investigating of the improving measure of marine traffic system around Pyung-Taek Pilotage area. First, we analyzed the marine traffic environment on the study area based on the expert point of view of pilot and shipmasters. Then suggested the following countermeasures to improve the traffic safety according to the analytic results of the hazardous items on the Jangan-Seo and Ippa pilot embarking/disembarking area. We suggested to establish Mokdeok-do TSS and TSS in Ando area, and to adjust the width of Jangan-seo TSS to improve the congestion on the TSSs. Also suggest to put lightbuoys along the outer limit of the TSS. In addition, recommend to establish traffic safety specific area on the Jangan-seo/Ippa-do water, and to suggest expand the anchorage area of Ippa and Jangan-seo anchorage. It is anticipated to improve the traffic safety on the study area through the marine traffic system improvements.

Analysis of major issues in the field of Maritime Autonomous Surface Ships using text mining: focusing on S.Korea news data (텍스트 마이닝을 활용한 자율운항선박 분야 주요 이슈 분석 : 국내 뉴스 데이터를 중심으로)

  • The purpose of this study is to identify the social issues discussed in Korea regarding Maritime Autonomous Surface Ships (MASS), the most advanced ICT field in the shipbuilding industry, and to suggest policy implications. In recent years, it has become important to reflect social issues of public interest in the policymaking process. For this reason, an increasing number of studies use media data and social media to identify public opinion. In this study, we collected 2,843 domestic media articles related to MASS from 2017 to 2022, when MASS was officially discussed at the International Maritime Organization, and analyzed them using text mining techniques. Through term frequency-inverse document frequency (TF-IDF) analysis, major keywords such as 'shipbuilding,' 'shipping,' 'US,' and 'HD Hyundai' were derived. For LDA topic modeling, we selected eight topics with the highest coherence score (-2.2) and analyzed the main news for each topic. According to the combined analysis of five years, the topics '1. Technology integration of the shipbuilding industry' and '3. Shipping industry in the post-COVID-19 era' received the most media attention, each accounting for 16%. Conversely, the topic '5. MASS pilotage areas' received the least media attention, accounting for 8 percent. Based on the results of the study, the implications for policy, society, and international security are as follows. First, from a policy perspective, the government should consider the current situation of each industry sector and introduce MASS in stages and carefully, as they will affect the shipbuilding, port, and shipping industries, and a radical introduction may cause various adverse effects. Second, from a social perspective, while the positive aspects of MASS are often reported, there are also negative issues such as cybersecurity issues and the loss of seafarer jobs, which require institutional development and strategic commercialization timing. Third, from a security perspective, MASS are expected to change the paradigm of future maritime warfare, and South Korea is promoting the construction of a maritime unmanned system-based power, but it emphasizes the need for a clear plan and military leadership to secure and develop the technology. This study has academic and policy implications by shedding light on the multidimensional political and social issues of MASS through news data analysis, and suggesting implications from national, regional, strategic, and security perspectives beyond legal and institutional discussions.
