  • The NGAP and TRAINAIR PLUS programme goal is to improve the safety and efficiency of air transport through the establishment, maintenance and monitoring of high standards of training and competency of aviation personnel on a world-wide basis and in a cost-effective manner. According to the trend, the approval of training organization must be change. In this study, personnel training system and certification mechanism were studied.

  • Human Resource Planning and Management(HRPM) is to make organization efficiently and effectively. Based on Promotion and Aging Chain Model, a revised personnel management prediction simulation is established in terms of mid- and long-term organizational changes, annual budget and personnel strategy including a promotion, aging and laying off for the best personnel architecture in organization. Also, the model is possible to find a solution for increasing the organizational capacity. An empirical application to quasi-governmental organization proceeded to testing and validating the model.

인터넷상의 주민등록번호 대체수단의 문제점들과 해결방법 (Problems of alternative means of Inhabitants Registration Identification Number on Internet and their Countermeasures)

  • As internet is wide spread, the number of internet service provider is increased. Internet service providers gather the personnel information with inhabitants registration identification number for the user management and the adult authentication. The personnel information is spreaded thorough the Internet by the system hacking, mismanagement and malicious resale. And the personnel information is used for spam email, phishing scams, etc. by malicious others. So the Ministry of Information and Communication Republic of Korea developments I-PIN system of the personnel identification. But, I-PIN has some problem the guideline for it and the method of 5 I-PIN services. In this paper, we analyze the problem about the guideline for I-PIN and the method of 5 I-PIN services. And we propose the countermeasure about the problem.

  • In electrical power supply systems, an earthing system determines the electrical potential of the conductors relative to that of the Earth's conductive surface. The choice of earthing system has implications for the safety of the power supply. Note that regulations for earthing (grounding) systems vary considerably among different countries. A protective earth(PE) connection ensures that all exposed conductive surfaces are at the same electrical potential as the surface of the Earth, This paper investigates that when PEN conductor of TN-C-S system is disconnected, dangerous touch voltage is caused at personnel body. According to this paper, we can understand that when TN-C-S system is applied in Korea, what we should set up to ensure the personnel safety from fault current.

Median Rank를 이용한 연구인력 평가 시스템 (Development of Research Personnel Evaluation System Using Median Rank)

  • Median rank is used to systemize the evaluation of research personnel in a research institution. Suggested evaluation system is purposed to enhance the fairness, distinguish the factors of evaluation and maximize the synergy of researchers. The factors of evaluation are largely divided into the subjective and the objective factor. The final rank of the researchers is determined with the converted median rank value. The propriety of applying median rank is tested by Spearman's rank correlation coefficient. We also suggest the method of determining the rank of researchers. This evaluation system is not fixed in special case but can be changed in situation. It also can be applied to any other personnel evaluation system through the appropriate revision.

성과주의 인사제도와 조직문화와의 관계에 관한 연구 - 국내 ICT 강소기업을 중심으로 - (A Study on the Relationship between Performance Personnel System and Organizational Culture - Focused on domestic ICT enterprises -)

  • 본 연구는 국내 ICT 강소 기업들이 도입하여 활용하고 있는 성과주의 인사제도의 요소들을 분류하여 살펴보고, 또한 성과주의 인사제도가 기업 조직문화에 미치는 영향을 분석하고자 한다. 이를 위해, 문헌조사를 통해 성과주의 인사제도가 조직문화에 영향을 미칠 것 이라는 연구모형 및 가설을 설정하였다. 또한, 이들의 관계에서 LMX의 조절효과를 파악하였다. 실증분석을 위해, 대구 경북 지역의 ICT 강소기업에 종사하는 조직 구성원을 대상으로 설문조사를 진행하였고, 다중회귀분석 및 계층적 회귀분석을 실시하여 가설검증을 실시하였다. 분석결과, 성과주의 인사제도는 조직문화에 유의미한 영향을 미치는 것으로 나타났다. 특히, LMX는 위계문화와 집단문화에 주로 조절효과를 갖고 있음을 파악하였다. 이러한 연구결과는 ICT 강소 기업의 경쟁력 제고와 새로운 핵심역량을 창출하는데 이바지 할 것으로 사료된다.

공무원 총액인건비제에서 공공도서관 사서직 인력에 대한 고찰 (A Study of the Librarian Personnel for Public Libraries on the Lump-sum Personnel Expenditure System)

  • 본 연구의 목적은 공무원 총액인건비제가 시행되는 시기에 새로 공공도서관을 개관한 기초자치단체의 사서직 공무원 정원 변화를 분석하는데 있다. 연구방법으로 2008년에서 2010년 사이에 공공도서관을 2개관 이상 개관한 전국의 15개 기초자치단체를 선정하여, 이들 기초자치단체의 공무원 정원과 사서직 정원을 "자치법규정보시스템"과 해당 기초자치단체 홈페이지에서 데이터를 수집하여 분석하였다. 연구결과 총액인건비제가 실시된 시기에 조사대상의 15개 기초자치단체의 공무원 정원은 증가하였으나, 사서직 정원의 증가는 극히 미약하였다. 또한 복수직렬을 이용하여 행정직원 수를 증가시킨 결과를 보여주고 있었다. 결과적으로 총액인건비제 때문에 사서직 정원을 증가시킬 수 없다는 것은 사실이 아니다는 것이 밝혀졌다.

  • 본 연구는 위기관리체제 구성원들의 테러대비에 관한 인식수준을 분석함으로써 소방 업무를 담당하는 자치단체 위기관리 담당 공무원과 소방공무원들의 테러에 대한 인식차이를 도출함으로써 예방의식수준을 제고할 수 있는 기초자료를 제공하기 위한 목적으로 수행되었다. 이를 위해 위기관리 담당공무원의 전문성, 위기대비체제수준, 위기관리체제간의 협력 등에 대한 우선순위를 설문조사를 통하여 측정하였다. 분석결과 테러대비의 측정변수에 대한 우선순위에 대해서는 응답수준의 차이는 있지만 구성원들 모두 그 중요성에 대하여 인식하고 있는 것으로 나타났다.

안전요원 배치 여부에 따른 무인운전 경전철의 운행중단 시간예측 연구 (A Study on Prediction of Suspension Time of Unmanned Light Rail according to Safety Personal Deployment)

  • The number of unmanned light rail train operators is continuously increasing in Korea. In a failure event during an operation due to the nature of the unmanned operation, recovery is performed based on the remote control. However, if remote recovery is not feasible, safety personnel arrive at the train to resume the train operation. There are regulations on safety personnel and the suspension time of the train operation. However, there is currently no rule for safety personnel deployment. Currently, railway operating organizations operate in three scenarios: safety personnel on board trains, stationed at stations, and deployed at major stations. Four major factors influence the downtime for each emergency response scenario. However, these four influencing factors vary too much to predict results with simple calculations. In this study, four influencing factors were considered as random variables with high uncertainty. In addition, the Monte Carlo method was applied to each scenario for the safety personnel deployment to predict train service downtime. This study found a 17% difference in train service suspension by safety personnel deployment scenario. The results of this study can be used in setting service goals, such as standards for future safety personnel placement and frequency of service interruptions.

Impatience 특성을 고려한 군 긴급정비시스템 정비인력 최적할당 연구 (A Study on the Optimal Allocation of Maintenance Personnel in the Military Emergency Maintenance System Considering the Property of Impatience)

  • Impatience characteristics are an important factor to be considered in the defense field, which is sensitive to time, but there are not many cases applied. In addition, due to the difficulty of analysis that must consider various probabilistic factors (breakdown/maintenance distribution, impatience characteristics, etc.), military decision makers consider only simple data (number of occurrences per year, maintenance time, etc.) Therefore, in this study, a model capable of analyzing the performance of the emergency maintenance system for determining the appropriate size and organization of military and civilian maintenance personnel was presented in consideration of impatience characteristics and probabilistic factors. And through numerical analysis, the appropriate size of the military and civilian emergency maintenance teams was analyzed. This study is significant in that it can improve readiness of operational power and prevent waste of defense budget through efficient operation of the military's emergency maintenance system.
