A Marketing Strategy Implementation for Korea Postal Service (마케팅 전략실행을 통한 우정서비스 경쟁력 강화방안)

  • Korea Postal Service(KPS) nowadays lies in competitive environment with alternative business such as door-to-door delivery service. Customers began to complain about postal service quality and ask the government to reform a public firm through management innovation. But, Korea Postal Service has not met the break-even point between it's revenue and expenditure because the service is under the government system and cannot independently make major decisions on products, pricing, services, personnel management, financial policies and etc. The objective of this study is to provide marketing planners and practitioners with some guidelines when they establish marketing strategies and to help marketers on theories and practical instructions about postal service marketing when they interact with customers. I. A field survey on both customer satisfaction and internal staff satisfaction was conducted to get some ideas for the marketing strategy planning. II. Practical guidelines and instructions were made for marketers to communicate with customers in various areas such as pricing, product, service demand, marketing channel, promotion, and etc. III. Some suggestions on marketing policies for planners and mangers in the marketing strategy were described including personnel resource as well as physical resource. IV. Special issues on small packet market and direct mail market were discussed and some alternative solutions were proposed. V. Database marketing strategy was emphasized to get new business opportunities such as direct mail, and to provide differential services to customers as much as their contribution into the profitability for KPS. VI. Cyber Post Office should be constructed on Internet to provide new services which are combined with physical material flow and information technologies.

  • Main control room(MCR) man-machine interface(MMI) design of advanced nuclear power plants(NPPs) such as APR(advanced power reactor)-1400 can be validated through performance-based tests to determine whether it acceptably supports safe operation of the plant. In this work, plant performance, personnel task, situation awareness, workload, teamwork, and anthropometric/physiological factor are considered as factors for the human performance evaluation. For development of measures in each of the factors, techniques generally used in various industries and empirically proven to be useful are adopted as main measures and some helpful techniques are developed in order to complement the main measures. Also the development of the measures is addressed based on the theoretical background. Finally we discuss the way in which the measures can be effectively integrated and then HUPESS(HUman Performance Evaluation Support System) which is in development based on the integrated way is briefly introduced.

An Empirical Study concerning the Issues of Working Conditions and Operational System of Archivists in Korea (기록연구사의 근무실태 및 제도운영에 관한 실증연구)

  • Present study conducted surveys and interviews to identify a solution to the issues concerning the work conditions, job satisfaction, and operational systems of archivists working in the Korean government agencies. Job characteristics were measured using the five-factor structures of Hackman and Oldham's(1976) Job Characteristic Models, professionalism, role conflict, stress, and turnover intentions. Job environment was measured in terms of communication, participation, social relations with coworkers and superiors, and job training. Job satisfaction was measured by general level of satisfaction, job meaningfulness, and commitment. Operational systems was analyzed in terms of organizational arrangement, role assignment, personnel management, and collaboration between the national archives and record centers. These analyses produced further implications and suggestions on personnel management of archivists and records managers.

A MOS Assignment Model to Enlisted Recruits Using AHP and Goal Programming (AHP기법과 목표계획법을 이용한 신병 군사특기 분류 모형)

  • To assign the soldiers in the adequate positions I military is almost as important as managing officers because they compose the main part of military structure and equipment operators. The current Military Occupational Specialty(MOS) assignment system lacks the capability to optimize the use of recruit's potential. We suggest an MOS assignment method for enlisted recruits using the Analytic Hierarchy Process(AHP) method, this method systematically provides a method of calculation of composite relative weights of decision elements to be considered during MOS assignment and a method of quantification for personal quality of new recruits. The quantified value of personal quality, Mission Performance Capability(MPC), in this study means the mission performance capability when a personnel is assigned to a certain MOS. This paper develops a multiple objectives MOS assignment model for enlisted recruits. It uses MPC of personnels, calculated with AHP method and consensus method, as parameters. The goal constraints are assurance of filling requirement, minimization of the number of unassigned personnel to MOS, capability satisfaction of education facility and support facility, assurance of desired MPC value level for MOS assignment, and maximization of total MPC. The objective function is to terminalization of the negative or positive deviation for the above goal constraints.

The Influences of Job Stress and Stress-Coping Style on Job Satisfaction of the Elementary School Teachers (초등교사의 직무스트레스와 스트레스 대처방식이 직무만족도에 미치는 영향)

  • The purpose of this study was to verify the influences among job stress, stress-coping style and job satisfaction of the elementary school teachers. An objective of study is 256 elementary school teachers. After choosing 7 schools located in Busan, 283 teachers participated in this study. The measurements used in this study were the teachers' job stress scale, coping ability scale against stress, and the Korea Teacher Opinionnaire Test. The collected data were analyzed with SPSS 14.0 program. For handling data, correlations and Multiple Regression Analysis was conducted. Major findings were summarized as follows: First, it is found that reward & personnel management in sub-variables of job stress and control method in sub-variables of stress-coping style has significantly predicted job satisfaction level. Second, in sub-variables of job satisfaction, reward & personnel management, control method, management system, learning establishments has significantly predicted duties, increase of specialty, human relationships, and work atmosphere, respectively. Finally, the limitation of this study and suggestion for further research are presented.

Consideration for Classification of Pathogens in Aquatic Animals (수산생물병원체의 등급 마련에 관한 고찰)

  • Even though most of aquatic animal pathogens are considered opportunistic and many pose a low direct risk to personnel, all personnel working with aquatic pathogens and facilities using these organisms must comply with the regulation to prevent the release of the pathogen into the environment and causing disease in aquatic animals. First of all, in order to establish a biosafety system for aquatic pathogen, the list of microorganisms that can infect aquatic animals and humans should be drawn up according to the microorganisms encountered within national boundaries. Second, risk assessment guideline for diseases of livestock and aquatic environment is desperately needed. Third, microorganisms should be classified into risk group based on their potential impact on human and aquatic environment. Fourth, facilities handling aquatic pathogens should ensure that these pathogens are securely contained and safely handled for experimental or commercial development purposes. In conclusion, classification is based on the pathogenicity, mode of transmission and host range of the aquatic microorganisms, availability of effective preventative measures and treatments. Furthermore, risk group of aquatic pathogens should be correlated with physical containment facility requirements according to domestic characteristics.

Effects of Laughter Therapy on Stress Response and Pain of Military Personnel with Low Back Pain in Hospital (웃음요법이 군병원 요통환자의 스트레스 반응과 통증에 미치는 영향)

  • Purpose: This study was to determine the effects of laughter therapy on stress response and pain of military patients with low back pain. Method: The subjects in the experimental group received 3-sessions of laughter therapy on 3 consecutive days. The primary outcome measures were state anxiety, depression, blood pressure, pulse rate and pain. Result: After 3 sessions of laughter therapy, the scores of state anxiety(p=.046), depression(p=.028) and pulse rate(p=.003) were significantly lower and diastolic blood pressure(p=.038) was significantly higher in the experimental group than those in the control group. The level of pain(p=.711) was not different significantly between two groups. Conclusion: Laughter therapy could be an effective strategic intervention for military patients with low back pain to reduce the level of anxiety and depression. Further studies are needed to determine long-term effects of laughter therapy and its effects on cardiovascular system and pain.

  • In the case of the Navy, if some of the co-pilots are included in the long-term promotion process due to the limited number of co-pilots, operational flight and administrative tasks will be added to the co-pilots not included in the rest of the Pilot in commander process. Therefore, to solve this problem, the co-pilot who has passed the PQS step-by-step process minimizes the personnel gap in the flight operation unit through a system that evaluates whether it is possible to perform its duties as a co-pilot through actual flight after entering the school. The advantage of the PQS course is that you can control flight plans on your own and minimize gaps in flight and ground work while carrying out the curriculum, but you can't focus on education or improve your skills due to irregular training flight cycles. Therefore, in this study, after collecting opinions on effective flight cycles through a survey of pilots of P-3C, the Navy's fixed-wing aircraft representative, we will analyze the association of aircraft volume performance by flight cycle to derive the optimal flight cycle of the P-3C pilot course.

  • In many dynamic systems, unwanted vibrations which may arise during operation of machines are costly in terms of reduction of performance and service life. Sometimes these risky oscillations endanger equipment and personnel. When hydraulic telescopic booms taken large mass are driven at slow speeds between the two pads, unstable oscillations occur through the stick-slip at the sliding parts and become more severe and saw-toothed. This paper supposes few models for the telescopic boom in the multi-degree of freedom system, and attempts a theoretical approach for the numerical analysis in its stick-slip condition, It was verified that this theoretical approach has an effect on estimate of stick-slip in the one-degree as well as multi-degree of freedom system.

  • Grounding systems are responsible rot the safe operation of a power system whetehr power system fault occures or not, their performance guarantees equipmet protection and personnel safety by limited the ground potential rise and touch voltages as well as step voltages under ground fault condition. therefore, it is necessary to measure the ground resistance frequently for checing the performance of grounding system. In order to verigy the designed grounding measurement system feasibility, two comparison verifications, which are the ground resistnace measurements using the designed system on power service and off power service, are carried out for the same substation.
