  • Traditionally, caring for young children and the elderly has been largely assumed and practiced intensively within the family in Korea. The Korean government established residual protection systems for the elderly as well as children whose needs could not be met by their family members alone. However, in the 21st century, a number of social forces have made it necessary to expand the state's intervention in the care provisions. The primary forces include the ageing process, low fertility, change in the women's labour market participation, changes in the family formation and dissolution, and changes in the people's perceptions of familial responsibilities regarding caring for other family members. This paper employs and further develops the idea of the care diamond conceived by the United Nations Research Institute for Social Development Project in relation to the political and social economy of care and applies it to Korea's social care expansions. The analysis demonstrates that the roles of the public and the market sector, in case of child care, increased while those of the third sector decreased. Apropos of the elderly care, the role of the market expanded dramatically, followed by that of and the state and the third sector. Nonetheless, it is important to note that the fundamental characteristics of Korea's care provision for children and the elderly have remained unchanged and even strengthened where the elderly care is concerned. The bulk of personal care demand is still met within the family, particularly by female members of the household.

  • With the rapid growth of the wireless Internet communication, a new generation of mobile devices have made possible the broad distribution of mobile digital contents, such as image, music, video, games and applications over the wireless Internet. Mobile devices are rapidly becoming the major means to extend communication channels without copy Protection, usage rule controlling and authentication. As a result, mobile digital contents may be illegally altered, copied and distributed among unauthorized mobile devices. In this paper, we take a look at Open Mobile Alliance (OMA) DRM v2.0 in general, its purpose and function. The OMA is uniquely the focal point for development of an open standard for mobile DRM. Next we introduces features for an active content and illustrates the difference between an active content and an inactive content. Enabling fast rendering of an active content, we propose an OMA-based DRM framework. This framework include the following: 1) Extending DCF Header for supporting an selective encryption, 2) Content encryption key management, 3) Rendering API for an active content. Experimental results show that the proposed framework is able to render an active content fast enough to satisfy Quality of Experience. %is framework has been proposed for a mobile device environment, but it is also applicable to other devices, such as portable media players, set-top boxes, or personal computer.

  • Logs from various security system can reveal the attack trials for accessing private data without authorization. The logs can be a kind of confidence deriving factors that a certain IP address is involved in the trial. This paper presents a rule-based expert system for derivation of privacy violation confidence using various security systems. Generally, security manager analyzes and synthesizes the log information from various security systems about a certain IP address to find the relevance with privacy violation cases. The security managers' knowledge handling various log information can be transformed into rules for automation of the log analysis and synthesis. Especially, the coverage of log analysis for personal information leakage is not too broad when we compare with the analysis of various intrusion trials. Thus, the number of rules that we should author is relatively small. In this paper, we have derived correlation among logs from IDS, Firewall and Webserver in the view point of privacy protection and implemented a rule-based expert system based on the derived correlation. Consequently, we defined a method for calculating the score which represents the relevance between IP address and privacy violation. The UI(User Interface) expert system has a capability of managing the rule set such as insertion, deletion and update.

  • In the context of the global pandemic caused by COVID-19, emergency alert text messages can violate the privacy of confirmed corona positive cases. This study used conjoint analysis to identify the essential information factors and the privacy invasion information factors of local government initiated safety notices. As a result of this study, we found eight essential information factors, including all routes of the confirmed case and ten privacy invasion factors of safety notices. In addition, we found that there is a similarity between the combinations of information perceived to be the most essential and perceived as the most significant privacy invasion; both combinations include the confirmed case's personal and route information. This study ultimately tried to suggest a way to lower the concern about privacy invasion of the confirmed cases without damaging the emergency alert text messages' essential information. We expect that this study will provide researchers and policymakers interested in disaster communication with valuable theoretical and practical implications.

  • Dental settings have unique characteristics that warrant specific infection control considerations, including (1) prioritizing the most critical dental services and provide care in a way that minimizes harm to patients due to delayed care, or harm to personnel from potential exposure to persons infected with the COVID-19 disease, and (2) proactively communicate to both personnel and patients the need for them to stay at home if sick. For health care, an interim infection prevention and control recommendation (COVID-19) is recommended for patients suspected of having coronavirus or those whose status has been confirmed. SARS-CoV-2, which is the virus that causes COVID-19, is thought to be spread primarily between people who are in close contact with one another (within 6 feet) through respiratory droplets that are produced when an infected person coughs, sneezes, or talks. Airborne transmission from person-to-person over long distances is unlikely. However, COVID-19 is a new disease, and there remain uncertainties about its mode of spreads and the severity of illness it causes. The virus has been shown to persist in aerosols for several hours, and on some surfaces for days under laboratory conditions. COVID-19 may also be spread by people who are asymptomatic. The practice of dentistry involves the use of rotary dental and surgical instruments, such as handpieces or ultrasonic scalers, and air-water syringes. These instruments create a visible spray that can contain particle droplets of water, saliva, blood, microorganisms, and other debris. While KF 94 masks protect the mucous membranes of the mouth and nose from droplet spatter, they do not provide complete protection against the inhalation of airborne infectious agents. If the patient is afebrile (temperature <100.4°F)* and otherwise without symptoms consistent with COVID-19, then dental care may be provided using appropriate engineering and administrative controls, work practices, and infection control considerations. It is necessary to provide supplies for respiratory hygiene and cough etiquette, including alcohol-based hand rub (ABHR) with 60%~95% alcohol, tissues, and no-touch receptacles for disposal, at healthcare facility entrances, waiting rooms, and patient check-ins. There is also the need to install physical barriers (e.g., glass or plastic windows) in reception areas to limit close contact between triage personnel and potentially infectious patients. Ideally, dental treatment should be provided in individual rooms whenever possible, with a spacing of at least 6 feet between the patient chairs. Further, the use of easy-to-clean floor-to-ceiling barriers will enhance the effectiveness of portable HEPA air filtration systems. Before and after all patient contact, contact with potentially infectious material, and before putting on and after removing personal protective equipment, including gloves, hand hygiene after removal is particularly important to remove any pathogens that may have been transferred to the bare hands during the removal process. ABHR with 60~95% alcohol is to be used, or hands should be washed with soap and water for at least 20 s.

  • Klaus Schwab's discussion on the Fourth Industrial Revolution provides a framework for predicting the direction of legal technology development. Technological convergence, which has emerged as the core concept of the Fourth Industrial Revolution has a significant effect on legal technology. In particular, various new technologies, such as legal chatbots and platforms, are being introduced to enhance efficiency and accessibility in the legal field. However, legal technology is still in its early stage, with institutional improvement needed to vitalize the industry. In this paper, we first specify the concept and classification of legal technology in Chapter 2, followed by trends and limitations in Chapter 3 and ways of vitalizing legal technology in the future in Chapter 4. To invigorate legal technology development, it is necessary to put in place legal regulatory measures that stipulate the active disclosure of legal data, such as precedents, and make free use of such measures. In the law, many issues, such as the safety of artificial intelligence, personal information protection, and ethical standards, will be discussed in the future. Therefore, via this paper, we hope to promote the formation of social consensus and prepare countermeasures, such as legislative measures.

  • Due to the spread of COVID-19, it is rapidly changing from face-to-face to non-face-to-face work environments and is changing to a digital work environment that can be accessed anytime, anywhere, providing convenience to all lives. However, the number of breaches, personal information leakage, and technology leakage targeting SMEs that are vulnerable to security continues to increase. Accordingly, the government has been continuously promoting the information security consulting support project for SMEs every year since 2014. Therefore, this study intends to develop a performance model and measurement methodology for continuous and more systematic support and efficient management of information protection support projects in consideration of the importance of information security for SMEs. It is intended to be used as basic data when setting future operational directions and goals. The main method of this study is to derive performance models and indicators for SME information security support projects based on domestic literature, case studies, and survey results, utilize expert advice to verify the developed performance measurement indicators, and use pilot-test questionnaires. Conduct evaluation through surveys. Based on the verified indicators, we would like to present a performance model and measurement index for the information security support project for SMEs.
