Today, our society is exposed to cyber threats, such as the leakage of personal information, as various systems are connected and operated organically with the development of information and communication technology. With the impact of these cyber risks, we are experiencing damage from the virtual world to the physical world. As the number of cases of damage caused by cyber attacks has continued to rise, social voices have risen that the government needs to manage cyber risks. Thus, information and telecommunication service providers are now mandatory to have insurance against personal information protection due to amendment of "the Act on Promotion of Information and Communication Network Utilization and Information Protection". However, the insurance management system has not been properly prepared, with information and communication service providers selecting the service operators based on sales volume rather than selecting them based on the type and amount of personal information they store and manage. In order for the personal information protection liability insurance system to be used more effectively in line with the legislative purpose, effective countermeasures such as cooperation with the government and related organizations and provision of benefits for insured companies should be prepared. Thus, the author of this study discuss the current status of personal information protection liability insurance system and the issues raised in the operation of the system. Based on the results of this analysis, the authors propsoe tasks and plans to establish an effective personal information protection liability insurance system.

The purpose of this study is to present effective basic data for business management through analysis of importance and performance of personal information protection of the elderly welfare center workers. For this purpose, the questionnaire on the protection of personal information was reconstructed based on the diagnostic level of the personal information security management level of the public institution and the questionnaire was conducted on 105 employees of the elderly welfare center in Chungbuk area. Based on the responses to the importance and the degree of performance of the personal information protection of the elderly welfare center employees, technical statistics and corresponding sample T-tests were conducted and the importance-performance analysis (IPA) was used. Followings are the results of this study: First, there is a statistically significant difference between the importance and the implementation of the management system for the protection of personal information of the workers in the elderly welfare center, establishment and implementation of protection measures, establishment and implementation of infringement measures. Second, IPA analysis on the protection of personal information of the workers in the elderly welfare center shows that the establishment and implementation of protection measures are the areas to maintain good performance. Third, in IPA analysis of the sub-factors of the personal information protection of the workers in the welfare center of the elderly, in the construction and management of the management system, in performing the role of the personal information protection officer and establishing and implementing protection measures, The factors of prevention of information disclosure and exposure and the safe use and management of personal information processing system were analyzed as areas requiring intensive improvement. This study is meaningful as a basic research that can raise the awareness of the personal information protection of the workers in the elderly welfare center and induce the improvement of the related work.

주민번호를 포함한 개인정보의 처리업무는 상당한 전문지식과 많은 비용이 소요되어 IT 전문 업체에 위탁 처리하는 경우가 보편화 되었다. 개인정보 관련 사고는 점차 증가하고 있으며, 사고 유형의 대부분은 수탁자에 의한 누출 혹은 유출에 의해 발생하고 있다. 개인정보보호 실태점검과 관리수준 진단 결과 공공기관에서의 수탁자에 대한 개인정보 사고 예방노력과 개인정보보호 관리체계 구축 노력이 시급한 상황이다. 본 논문에서는 개인정보 보호의 효율적 제고 방안에 대하여 연구하였다. 개인정보 처리 업무위탁에 대한 법률사항을 분석하고, 관리체계 구축을 위한 법률 기준 지표를 선택하여, 수탁자에 대한 개인정보보호 관리수준 분석 방안과 수탁자 개인정보보호 관리체계 강화 방안을 제시하였다. 개인정보보호 관리체계 강화 방안으로 수탁자 개인정보보호 관리체계를 제시하였고, 세 가지 법률 강화방안을 제시하였다. 본 논문에서는 개인정보보호 관리체계 강화 방안을 구성하기 위하여 공공기관의 대표적 개인정보 처리 위탁업무 중 IT유지보수, 고지서인쇄, 콜센터와 관련된 30개 수탁자들을 대상으로 설문조사를 통해 조사하였고, 강화 방안에 대한 문헌 근거를 제시하였으며, 개인정보 위탁자와 수탁자에 대한 FGI를 통해 강화방안에 대한 검증을 실시하였다.

This study intends to present an effective and efficient development plan about the information protection of medical institutions, by establishing the improvement plan about Personal Information Management System(PIMS) appropriate to the characteristics of medical information focusing on medical institutions generating and using domestic medical information, and doing an empirical study on medical information protection plan. For this, in view of the medical characteristics of the existing Information Security Management System(ISMS), the study presented a study model appropriated to medical institutions based on Personal Information Management Systems index specialized for personal information, and through this, presented the vulnerability diagnosis and vulnerability improvement plan. Based on ISMS index, it designed an improvement index of personal information protection management about each index. The study conducted a survey for executives and employees about PIMS. Accordingly, it presented vulnerability diagnosis items of the current management system indexes from the viewpoint of the people who establish and mange the personal information protection about patients' medical information targeting executives and employees who serve at hospitals and can access medical information.

최근 개인정보를 활용하는 서비스가 증가함에 따라 공공기관들의 업무는 개인정보에 대한 의존성이 높아지고 있다. 개인정보의 활용이 불가피한 환경에서 안전한 개인정보 활용을 위해 다양한 정책과 제도를 마련하여 운영하고 있으나 개인정보 침해사고와 그 규모는 지속적으로 증가하고 있는 실정이다. 이에 우리나라는 2008년부터 공공기관의 개인정보 보호법 준수 여부와 관리수준을 진단하고 미흡한 사항에 대해 개선활동을 수행하기 위한 개인정보보호 관리수준 진단을 시행하고 있다. 그러나 관리수준 진단 결과가 높은 점수임에도 불구하고 끊이지 않는 침해사고로 인하여 진단 결과와 실제 관리수준에 대해 실효성 측면에서의 문제가 제기되고 있다. 따라서 본 연구에서는 공공기관들의 개인정보보호 활동과 기반마련에 대한 효율성을 DEA 모형으로 분석하고, 도출된 효율성을 개인정보보호 관리수준 진단 결과에 반영하여 진단 결과의 효과성과 효율성을 높이기 위한 새로운 모델을 제안하고자 한다.

개인정보의 활용 가치가 높아짐에 따라, 개인정보를 제공하는 방법에 대한 논의가 활발하나, 개인정보 활용을 위해 기관에서 필요로 하는 정보는 필요 이상의 정보가 노출되고 있다. 따라서 개인정보 보호의 문제점과 한계를 극복하기 위한 개인의 프라이버시 보호는 필수적이다. 본 연구에서는 개인정보의 중앙집중형 ID 관리(Centralized Identity Management)방법의 문제와 한계를 극복하고, 정보 소유자 스스로 자신의 개인정보를 관리하고 선택적으로 제공하는 탈중앙화 정보 관리(Decentralized Identity Information Management)모델을 제시하고, 실험을 통하여 PBFT 합의 알고리즘에서 스마트 개인정보 제공 시스템(SPIPS: Smart Personal Information Provision System)을 구현하여 개인 정보의 우수성을 보인다.

2011년 3월 제정된 개인정보보호법은동 법의 적용대상을 공공 민간부문의 모든 개인정보처리자로하고 개인정보의 수집, 이용, 제공 등 단계별 보호기준을 마련하였다. 프라이버시 영향평가를 도입하여 일정한 경우 개인정보처리자가 자동적으로 영향평가를 수행하도록 하고 있는 등 개인정보보호법의 전체적 취지와 내용은 높이 평가할 수 있으나, 여전히 전체적으로 어렵고 이해하기 쉽지 않다는 문제점을 안고 있다. 특히 법조문의 불명확성이나 해석, 개인정보보호법상 추진체계 등에 문제가 있으므로, 본고에서 이러한 문제점 등에 대해 고찰해 본다.

장애인복지관에는 정부의 정보화 촉진 계획에 따라 2001년부터 업무표준화를 시작으로 개발된 전산시스템이 사용되고 있다. 그러나 기술적 측면과 사용자 편의 추구에만 치중되었을 뿐 정보화의 역기능에 대한 논의와 대비는 전혀 이루어지지 못하였다. 이에 본 논문은 업무 전산시스템의 활용현황과 개인정보 보호에 대한 법을 살펴봄으로서 개인정보보호의 필요성과 법적인 근거를 확인 하였다. 또한 장애인복지관의 개인정보보호 정책과 실태를 파악하고 분석함으로써 개인보호 정책 방향과 대안을 찾고자 하였다. 장애인복지관에 적용 가능한 개인정보보호 대안으로는 개인정보보호에 대한 인식을 강화시키는 교육과 개인정보의 생명주기를 반영한 제도적 보호 장치 마련과 업무전산시스템과 개인정보 사용에 대한 수시 모니터링이 필요하다. 개인정보의 유출로 인한 침해는 발생 이후 사후 조치를 취하더라도 그 피해를 막기 어렵다. 이번 논문을 계기로 장애인복지관과 사회복지 기관 전반적으로 개인정보보호에 대한 인식을 새롭게 하고, 기술적 제도적 대응 방안을 마련하는 것이 필요하다.

This paper proposes a message transfer application using smartphone with NFC(Near Field Communication) and GCM(Goolge Cloud Messaging) technology for prevention of personal information leakage. In implementing for the proposed system, we design a NFC-based vehicle status alerts service which make it possible to communicate with smartpone message without phone-number between a car driver and an unspecified person. The application provides message communication mechanism without exposing the real phone number, using the NFC tag written with the driver's smartphone device ID and GCM push messages. Through the evaluation result of the actual implemented application, the proposed system can be efficient technology in protection for leakage of personal information such as personal phone- number in daily life.

인터넷의 발전에 따라 개인정보를 활용한 온라인 상호작용이 활발해지며 개인정보를 보호하는 것이 중요해졌다. 허가되지 않은 접근으로부터 발생한 개인정보 침해는 개인에게 정신적, 재산적 피해를 불러올 수 있으며, 침해 피해자의 주변인을 대상으로 한 사회적 공격도 가능하다. 이러한 공격으로부터 개인정보를 보호하기 위해 블록체인을 활용한 보안 기법이 활발히 연구되고 있다. 본 논문에서는 블록체인을 인터넷으로 제공하는 BaaS(Blockchain as a Service) 환경에서 개인정보 보호를 위해 미들웨어와 IAM(Identity and Access Management) 서비스를 활용한 시스템을 제안했다. 미들웨어는 IAM 역할 및 정책이 적용된 서버에서 운영되며 사용자를 인증하고, 접근 권한을 파악하여 정상 사용자인 경우에만 클라우드에 존재하는 블록체인 데이터에 접근할 수 있도록 접근 제어를 수행한다. 또한, 제안한 개인정보 보호 기법이 시스템에 주는 영향을 파악하기 위해 세 가지 시나리오를 가정하여 소요 시간과 사용자 수별 응답 시간을 측정하고, 제안 기법과 블록체인을 활용한 개인정보 보호 관련 연구를 아이디어, 블록체인 유형, 인증, 기밀성 등과 같은 보안 특성 기준으로 비교한다.
