Methodology for Generating Information Requirements for BIM-based Building Permit Process (BIM 기반 인허가 요구정보 생성 방안)

  • Using BIM (Building Information Modeling)-based design information to analyze various engineering processes has been widely adopted in construction projects. However, since typical building permit processes often require traditional 2D-based design information for submission and to obtain building approval, there are some challenges in delivering such data thru BIM-based design information. This paper proposed a methodology to generate and meet information requirements for permit applications and approvals based on BIM-based design information. To that end, we analyzed the required information necessary to make submissions for building approvals using the Seumter system. We then suggested a process to collect the required information from BIM-based data, and classified this into two types: BIM-internal and BIM-external information requirements. In addition, we proposed three algorithms to extract and to match between extracted BIM data and BIM-internal information requirements using IFC(Industry Foundation Classes). The proposed methodology enables to ensure the efficiency and the accuracy when providing data for building permit review and approval.

A Study on Permit Vehicle Weight for Highway Bridges (도로교의 중차량 통과허용하중 설정에 관한 연구)

  • Malty bridges are severely damaged by the overloaded heavy vehicle and tile trend will become more serious because the traffic volume is continuously increasing. Currently, the vehicles with gross weights over 40 tons or axle weight over 10 tons are not allowed on the public road. However, this regulation is not based on a systemetic study on the bridge capacityand assumed to be much too conservative depending on the vehicle types ans bridge types. In this study, the permit weights of heavy vehicles of diverse axle spacings and axle load distribution are calculated considering the structural characteristics of bridge superstructures. In order to consider the various load effects of heavy weight vehicle crossings, three conditions are considered in the calculation of permit vehicle load. From the results, the permit vehicle weights of bridges are calculated and simplified formulas which can be used in the case when only the vehicle dimension are known are presented.

Supply Chain Coordination Under the Cap-and-trade Emissions Regulation (탄소배출권거래제도에서의 공급망 조정 모형)

  • This paper considers a supply chain consisting of a manufacturer under the cap-and-trade emissions regulation and a permit supplier. We study joint production quantity and investment in reducing permit production cost decisions for centralized and decentralized supply chains. We formulate two supply chain contracts with aims to coordinate the decentralized supply chain; wholesale price contract and cost-sharing contract. Under the cost-sharing contract, the manufacturer shares a part of the investment in reducing permit production cost and then is allowed to purchase emission permit at a lower price. We analytically find that the proposed cost-sharing contract with reasonable parameters can coordinate the supply chain whereas the wholesale price contract is not desirable to achieve the system-wide profit. Numerical example is followed to support the analysis.

  • The dam plan quantity of constructive and water supply quantity of present time are showing a difference with change in climate and augmentation of water demand for multipurpose dams in Nakdong river basin. But revaluates a water supply ability the method or the process is official for is not taking a position, so actual condition applies the plan quantity of dam constructive. Considers various situation of actual multipurpose dam from research sees consequently and in K-WEAP is an integrated water resources evaluation plan model applies as water permit availability multipurpose dam, currently water permit availability comparison, analyzed. In this study, the natural daily flow data and apply the dimensions of the reservoir, and for more than 30 years of the long-term water balance analysis conducted by Date Nakdong river basin can supply reservoirs are large quantity of permits available is presented.

  • The number of domestic foreign worker increased rapidly In the 90s, and Domestic foreigner worker occupied important position in the various manufacturing industries or 3D types of business. In these situation, Government had kept policy that import foreigner worker through system for industrial technology trainee. Distinction and outrage about foreign worker who have ambiguous social position made many place of business seceders. At August,2004 a new introduced employment permit system has great significance that has fundamentally and drastically changed current foreign immigrant policy from the basis. Introduction of Employment permit system is expected to affect much effects to construction industry as well as manufacturing industry and service industry. In this research, with foreign worker and information of employment permit system investigated personnel expenses, work quality and attitude, labor power supply and demand, communication to affect in construction field at employment permit system through questionnaire with field administrators. This research will remove a side effect in construction industry through administrators' awareness and wish to present confrontation way.

  • In this paper, soil erosion and soil loss management system (SMS) of the City of Calgary in Albert, Canada was reviewed. Regulatory basis supporting this soil management system, permit process and conditions, guidelines and principles for the SMS, and monitoring and repair duties, inspection were discussed. Permit process in the City of Calgary is handled mainly by Urban Development Division, in which special task force called CPAG (Coorporative Planning Application Group) (if necessary circulated through related subdivisions). Inspects all the permit conditions and decides permit or refusal, and LUM (Land Use and Mobility) advertises the approval, if there is no appeals, permit is released to developers. If permit is rejected, applicant can appeals Development Appeal Board, it can approve or reject. In addition to permit, the city has manual for soil management plan, which includes BMP selection, design, monitoring, maintenance, and inspection activities. Perfect SMS policy does not necessarily guarantee relieving the soil-particle related pollution problem, but in Korea, we have to recognize that construction works during development is potentially the most destructive stage of environmental pollution. The central and local governments must make preparations for the effective and tight regulations and ordinance which is appropriate for regional social-economic conditions.

Development of High-level Method for Representing Explicit Verb Phrases of Building Code Sentences for the Automated Building Permit System of Korea (서술부의 함수체계화를 통한 인허가관련 건축법규의 자동검토 응용방안)

  • As building information modeling (BIM) is expanding its influence in various fields of architecture, engineering, construction and facility management (AEC-FM) industry, BIM-based automated code compliance checking has become possible prospects. For the automated code compliance checking, requirements in building code need to be processed into explicit representation that enables automated reasoning. This paper aims to develop high-level methods that translate verb phrases into explicit representation. The high-level methods represent conditions, properties, and related actions of the building objects and clarify the core content of the constraints. The authors analyze building permit requirements in Korea Building Code and establish a standardized process of deriving the high-level methods. As a result, 60 kinds of the high-level methods were derived. In addition, method classification, analysis, and application are introduced. This study will contribute to the representation of explicit building code sentences and establishment of the automated building permit system of Korea.

A Study on Efficient Work Force Supply-Demand According to the Employment Permit System for Foreigners (외국인 고용허가제 도입에 따른 효율적 노동인력 수급에 관한 연구)

  • The employment permit system for foreigners, which stresses introduction of foreign work force in a legal manner rather than in the position of being trainees, is anticipated to efficiently improve introduction and the overall management system of foreign work force and related difficulties such as illegal alien problems, absurdity on sending laborers overseas. In this paper, a prospective model of supply and demand of work force has been developed basing on various categories of industries and patterns about nationally practical foreign employees to look over efficient supply and demand of work force suiting employment of foreigner among foreign work force policies. To propose the prospective model, we have derived industry- and pattern-related matrixes of foreign laborers basing on Inter-Industry Analysis Method put forth by Professor Leontiyef in 1930, and through the derived matrix assessed repercussions concerning overall domestic industries and foreigner types and decided yearly weight; the capacity of supply and demand of foreign laborers can be compared through proposed statistical estimation and government estimation by combining the determined weight with yearly incomes of foreign laborers. This paper has thoroughly considered the particularity of our employment permit system for foreigners and applied the Weibull distribution and incorporated the dependence of foreign laborers during the limited period of 3 years to the industry relation analysis, ultimately proposing an efficient supply and demand method about domestic foreign work force.

A Survey on the Employment of Foreign Workers in Farm Households (농가의 외국인 근로자 고용에 대한 인식조사)

  • This study examined the perception of farmers who employ foreign workers. A survey was conducted on 110 farms, and the main research results are as follows. First, as many farmers hire foreign workers in informal ways other than the employment permit system or seasonal worker programs, it is important to increase the number of registered foreign workers through the employment permit system or seasonal worker programs. Second, it is important to improve farmers' perception of compliance with the minimum wage, as some farmers pay wages below the legal minimum wage. Third, the subjective productivity evaluation results of farmers showed that the difference in labor productivity between foreigners and foreigners was not significant. This means that hiring foreign workers is due to other factors such as ease of management and cost rather than productivity. Fourth, many farmers were willing to hire existing foreign workers even if they paid extra wages after the expiration of the employment permit system. Finally, promotion and improvement of the additional system for foreign workers' workplaces are needed to solve problems caused by foreign employment during off-farming season.

Welfare Analysis of Carbon Taxes and Tradable Permit Allocations: A Contest Theory Model (탄소세 정책과 배출권거래제 정책에 대한 후생 분석: 경쟁 이론을 중심으로)

  • I examine the situation in which the players compete to obtain economic rents which is generated by the market-based environmental regulation, such as carbon taxes or tradable permit allocations. Drawing on contest theory, I employ the sharing rules which is devised to motivate players best effort, and consider two models in carbon taxes: one model with observable sharing rules and the other model with unobservable sharing rules. I show that, first, the overall welfare of carbon taxes is always less than that of tradable permit allocations under the model with observable sharing rules. Second, depending on the share of the preassigned allocation in tradable permit allocations, the overall welfare of carbon taxes may be larger than that of tradable permit allocations under the model with unobservable sharing rules.
