어업허가 일제정비제도 도입에 따른 효과분석 (Effectiveness analysis about Readjustment of Fishery Permit)

  • The coastal and offshore fishery to manage from a fishery permit system in our country at present seems to be a sign of lots problem, which are illegal fishing, a permit rent, non fishing vessel the purpose of vessel reduction, fishery compensation, tax exemption oil, the excessive occurrence of administrative cost due to differences during a period of a fishery permit. All the readjustment system for the permit has suggested an effective solution for a fishery permit management, the maintenance of a fishery order(the prevention of illegal fishery), the prevention of unused fishery, the entrance of new vessel in coastal fishery and it's system has prevent this problems in ahead. This paper has estimated an prevention convenience for an illegal spill of the tax exemption oil, actual effects of vessel reduction, the conservation of fishery resource for the future value and carried out an economic analysis to estimate compliance cost for the system introduction. Also, this study have analyzed throughly the coastal fishery situation and catched lots of issues on the management for the permit system. Especially, the problems improving the readjustment introduction for the permit have estimated the social and economic effects quantitatively and qualitatively with a calculated technique to classify various scenarios. This paper has judged correctly the term of validity for the permit to shorten as a result of the estimation and it will be to take the net convenience cost 1,655thousand million won. The results of this study have expect to provide a basic data to introduce the readjustment system for the permit.

허가차량 통행에 대한 교량의 안전성 평가를 위한 허가차량 분류 체계 개발 (Development of Permit Vehicle Classification System for Bridge Evaluation in Korea)

  • 이 연구에서는 분리불가능한 허가차량의 통행에 대한 교량의 안전성 평가 체계를 정립하여 제안하였다. 대상으로 하는 허가차량의 하중효과와 도로교설계기준(한계상태설계법)의 설계차량하중의 계수하중효과를 비교하여, 허가차량의 체계를 일상허가와 두 개의 특별허가로 분류하였다. 일상허가 및 특별허가 1에서는 일반차량과 동시 통행하도록 제안하였으며, 특별허가 2에서는 허가차량이 단독 통행하도록 제안하였다. 허가차량의 전후에 동시 통행하는 일반차량의 연행을 고려하기 위하여 도로교설계기준의 표준차로하중을 이용하여 허가 하중 모형을 제안하였다. 제안된 허가 하중 모형을 적용하여 공용중인 프리스트레스트빔교 및 강박스교의 구조해석을 수행하였으며, 도로교설계기준의 하중·저항계수를 이용하여 허가하중 및 설계차량하중의 내하율 계산을 수행하였다. 교량 거더의 휨 및 전단에 대한 내하율 검토 결과 모든 차량하중의 내하율이 크게 계산되어 통행 가능한 것으로 확인되었다. 허가하중 및 설계차량하중의 휨 및 전단에 대한 교량의 신뢰도해석을 수행하여 신뢰도관점에서 충분한 안전성을 확보하는지 여부를 확인하였다. 도로교설계기준의 하중·저항계수를 이용하여 허가하중에 대한 최소요구강도를 계산하였으며, 최소요구강도의 신뢰도해석을 수행하였다. 최소 요구강도의 신뢰도해석 결과 대부분의 허가차량에 대하여 도로교설계기준의 목표신뢰도지수를 확보하는 것으로 확인되었다.

BIM기반 건축물 인허가 신청을 위한 정보 관리방안 (A Method of Information Management for BIM Based Building Permission)

  • Around the world, BIM application has been mandated. In Korea, an announcement was made in 2016 that BIM application will be required for all public constructions ordered by the Public Procurement Service. However, BIM cannot be used for building permits as Seumter, a building permit system, doesn't support BIM, even if it was used for building design. To utilize BIM for permit application, this study introduces a method of management for BIM-used permit application information. It was done by analyzing the data entered for new building permit application in Seumter. For the analysis, the permit application information is classified as internal BIM information and external BIM information and the required information is defined. To easily create and utilize the data types at the design stage, this study introduces a method of creating and utilizing a permit template. Also, this study developed a tool for combining the area information to add up all the related information such as gross floor area and floor area ratio. This study is significant in that it analyzes the required information for new building permit application among all the permit application types in Korea.

  • The Ministry of Construction & Transportation(MOCT) in Korea handles electronically 38 kinds of approval and permit operations under the Construction Civil Affairs Administration System(CCAS) so that applicants may apply for construction permits with ease and concerned public offices may process effectively civil applications. In particular, road occupation permit operations have several problems to be improved. This study is aimed to improve the CCAS in terms of simplification of application receipt, issuance of online permit, auto calculation of road occupation fee, and auto issuance of payment notice.

통합환경허가시스템의 활용도 제고 및 개선방향 (Enhancing the Applicability and Improvement Direction of Integrated Environmental Permit System)

  • The integrated environmental permit system is currently in operation online. It carries out various functions of postmanagement such as the submission of annual reports containing operations management data onto integrated management workplaces, the operation and management of emission facilities and prevention facilities, and the disclosure of information on the integrated permission. On the other hand, the integrated environmental permit system needs to perform various roles in order to stably manage and smoothly perform the permitting work. It is necessary to utilize this system to establish policies by using diverse operations management data onto integrated management workplaces collected in the integrated environmental permit system. This system can also play a role in improving the post-management system and user convenience after the permission review and approval processes. The integrated environmental permit system can be effectively used to set up the BAT-AEL because it collects all of the cross-media data and identifies the overall status of the workplace. In order to establish a post management system after the approval, it is necessary to provide performance management and performance evaluation functions as conditions of the permit after approval. In addition, a variety of support functions should be provided to enable the permission authority and the environmental expert examination agency to facilitate the review of permits. It will be necessary to provide an evaluation system and a proactive diagnostic function to determine whether permission conditions and permit emission standards will change in the future. Also, it is important to adopt an information exchange platform that can be used to collect the status data onto the workplaces; the platform can also be used as an information exchange site for technical working groups (TWG), and for collecting field experts' opinions.

건축허가면적(建築許可面積)의 변화(變化)가 임산물(林産物) 수입(輸入)에 미치는 영향(影響) (Impacts of the Building Permit Area Change on the Forest Products Import Quantities in Korea)

  • 이 연구는 건축허가면적의 변화가 임산물수입량에 마치는 영향을 우리나라 시장을 대상으로 분석하였다. 첫번째 목적은 건축허가면적의 변화가 임산물수입량 변화의 원인이 되는지, 즉 인과관계를 파악하는 것이고, 두번째 목적은 건축허가면적의 변화가 임산물수입량에 얼마만큼 얼마동안 영향을 미치는지, 즉 동태적 영향을 추정하는 것이다. 건축허가면적과 임산물수입량의 관계는 자기회귀모형이나 오차수정모형에 의해 만들어졌다. 인과관계 파악은 Granger가 고안한 인과성검정을 이용하였고, 동태분석은 분산분해분석과 충격반응분석을 이용하였다. 결과에 의하면 건축허가면적의 변화는 임산물 중에서 고밀도섬유판수입량 변화의 원인이 되었다. 고밀도섬유판의 경우에 어느 시기의 수입량은 그 시기 이전의 건축허가면적에 의해 10%, 그 시기 이전의 수입량에 의해 90% 가량 설명되었다. 또한 건축허가면적의 변화는 고밀도섬유판수입량에 6개월까지 영향을 미쳤다. 즉 건축허가면적의 변화가 고밀도섬유판수입량에 영향을 미쳤더라도 단기간에 불과했다.

단순거더교의 중차량 통과허용하중 설정에 관한 연구 (Evaluation of Permit Vehicle Weight for Simple Girder Bridges)

  • Many bridges are severely damaged by the overloaded heavy vehicle and the trend will become more serious because the traffic volume is continuously increasing. Currently, the vehicles with gross weights over 40 tonf or axle weight over 10 tonf are not allowed on the public road. However, this regulation is not based on a systematic study on the bridge capacity and assumed to be much too conservative depending on the vehicle types and bridge types. In this study, the permit weights of heavy vehicles of diverse axle spacings and axle load distribution are calculated considering the structural characteristics of bridge superstructures. In order to consider the various load effects of heavy weight vehicle crossings, three conditions are considered in the calculation of permit vehicle load. From the results, the permit vehicle weights of the simple girder bridges are calculated.

연안어업 어업허가 거래 실태와 개선 필요성에 대한 연구 (The Status and Improvement of the Fishing Boat Market in Korea Coastal Fishery)

  • The permit system is the most typical regulation system in Korean fishery. Even now, it has caused resource management failure, it has also invited economic inefficiency and inequity. Accordingly, the Korean government has recently introduced the fishing boats market, it would be improve entry barrier for new capital and labor in fishing industry. This study aims to survey and to analyze the status of coastal fishing boat market using the executive documents on permit system in Gyongnam province. And also, this study put focus on improve fishing permit trade take advantage of the fishing boat trading. The survey results indicated that the number of fishing boats trading is estimated about 5,000 per year, however, fishing boat market is very narrow. An analysis on fishing permit trading showed that policy support is essential to reduce transaction cost. Therefore, it is necessary to explore corresponding policy tasks, this will be reduce transaction costs and sunk cost.

도로점용허가 정보관리를 위한 도로점용시스템 개발에 관한 연구 (A Study on the Development of the System for the Road Occupation Permit Information Management)

  • 본 논문은 설계도 등 도로점용허가에서 발생하는 정보의 관리를 위한 웹기반의 도로점용시스템 개발에 대해 기술하였다. 도로점용시스템 개발은 도로점용허가 관련 국내외 정보시스템 사례조사, 도로점용허가 업무분석, 도로점용허가 관리대상 정보정의, 시스템 개발 및 적용의 순으로 진행하였다. 도로점용허가 업무분석은 도로법 등 법령조사와 도로관리청의 업무처리 사례를 조사하고, 사용자 요구사항파악을 위해 도로관리청 업무담당자 및 민원인을 대상으로 설문조사를 시행하였다. 도로점용허가 각 업무에서 발생하는 정보의 관리를 위해 정보의 특성을 나타낼 수 있는 정보분류코드를 개발하고, 각 정보간의 위계관계를 고려하여 메타정보를 정의하였다. 정보분류코드 및 메타정보를 기반으로 도로점용허가 업무흐름 및 사용자요구사항을 반영하여 도로점용시스템 개발을 진행하였다. 개발한 도로점용시스템은 일선 도로관리청에 적용하였으며, 종이문서로 관리하던 도로점용허가 정보를 전자문서로 관리하게 됨에 따라 도로관리청의 도로점용허가 도서 관리업무 개선과 대국민 민원행정서비스의 품질이 향상될 것으로 기대된다.
