책임운영기관 성과평가 제도와 운영 효과성 간의 연계성에 대한 연구: 지방 통계청 공무원들의 인식을 중심으로 (A Study on the Relationship between Performance Evaluation System and Managerial Effectiveness of Responsible Administrative Agency: Focus on the Perception of Pulbic Employees in Local Statistics Offices)

  • 본 연구는 정부 내 조직 관리상 자율성 증진 및 성과 중심 관리를 위하여 현재 운영 중인 책임운영기관에 대한 평가제도와 운영 효과 간 연계성에 대하여 살펴보았다. 이를 위하여 책임운영기관 중 지방통계청 공무원 510명을 대상으로 평가제도 운영에 대한 의사소통, 평가지표의 타당성, 기관장의 관심, 평가결과의 활용, 평가과정의 투명성, 책임운영기관 제도 운용상 효과성에 대한 설문 조사를 시행하였다. 구조방정식 분석결과에 의하면 평가지표의 타당성과 기관장 관심이 높을수록 평가결과의 활용과 평가과정의 투명성에 긍정적인 효과를 주며 제도운영에 효과성 또한 높게 인식하였다. 하지만 의사소통의 경우 평가 과정상 투명성에는 긍정적인 효과를 주었으나, 평가결과의 활용에는 효과가 나타나지 않았다. 이러한 연구결과는 책임운영기관 평가제도의 운영에 있어서 평가와 관련된 조직 내의 의사소통에 대한 고려가 필요하다는 점을 확인하였다는 데 의미가 있다.

엘리베이터 설치 작업용 시스템 비계의 구조 성능 평가 (Structural Performance Evaluation of System Scaffolding for Elevator Installation Work)

  • This study performed a structural performance evaluation of a system scaffolding for elevator installation work developed in previous studies. The structural performance was evaluated via a structural test conducted to apply the working load specified in the design standard. The deflection of the horizontal member and the stress of each member constituting the system scaffolding were measured. Consequently, the structural safety evaluation including structural behavior and required performance was performed using the deflection and stresses measured from the structural test. The structural test and safety evaluation results based on the heavy working load corresponding to the design load indicated that the deflection, which is the performance criterion of the horizontal member, did not exceed the allowable value. Further, each member's stress, which is a safety evaluation indicator, did not exceed the allowable strength for both horizontal and vertical members with bending behavior and fordable bracing with tensile behavior, while also satisfying the required safety factor. In addition, the results confirmed the safety against deformation, partial damage, and destruction owing to excessive and maximum load. Therefore, the system scaffolding developed in this study satisfies both the structural performance and safety required by the design standards; thus, it can be applied to elevator installation work sites.

건식벽체 차음성능 분석 및 평가 (Analysis and evaluation of sound reduction performance of drywall system)

  • The objective of this study is to analyze and evaluate design factors relating to sound reduction performance in dry wall system. The main contents of this study are as follows. 1) Analysis and pre-evaluation of sound reduction performance of drywall system ; The sound reduction performance was pre-evaluated by INSUL simulation and these results of analyzing walls were analyzed by screening DOE(design of experiment) for selecting major factors that dominant influence the sound reduction performance. These main factors relating to sound reduction performance can be used for development of 1st grade sound reduction performance drywall system. 2) Design and evaluation of 1st grade sound reduction performance drywall system; The evaluation test of the sound reduction performance gave vaues higher than 1st grade (Rw+C=64). When campared with existing dry wall system, respectivelly, the new system shows performance higher than 8 dB.

간호단위 성과평가도구 개발 (Development a Tool for Evaluating Nurses' Performance in Hospital Units)

  • Purpose: This study was aimed to develop a tool for evaluating nurses' performance by using Balanced Score Card (BSC) in hospital units. Methods: Preliminary survey was done in 10 hospitals to investigate evaluation criteria for nurses' performance. For the main study, each of 14 nursing managers evaluated 2 nursing units (total of 28 nursing units) to verify the sensitivity of the tool criteria. The evaluation result drawn from the preliminary BSC tool was analyzed to verify the sensitivity and validity of the tool. Results: As a result, nurses' performance evaluation tool consisted of 4 categories, 8 objectives, and 14 criteria was developed. Conclusion: The BSC tool for nurses' performance evaluation provides meaningful data in evaluating nursing performance in hospital units.

정보화 성과의 사전-사후평가 차이에 관한 사례연구 (A Case Study of the Discrepancy between Ex Ante and Ex Post Evaluation of IS Performance)

  • The purpose of this longitudinal case study is to shed light on the reliability problems of IS performance evaluation by analyzing the discrepancy between ex ante evaluation in 2011 and ex post evaluation in 2012. Through an information system development project of a public enterprise, the gap between ex ante and ex post evaluation was ascertained and the causes as to why such gap occurs and the success factors that can solve the problems were derived. The ex ante evaluation of IS performance was performed based on both IS success model and BSC model and the ex post evaluation was carried out at the time after the target system has been built up by applying the evaluation measures and process that are similar to the ex ante evaluation. In the ex ante evaluation the business performance improved by the target system was estimated to 18.2%. On the other hand, it was seen as being low at 15.2% in the ex post evaluation and the differences were found to be statistically significant in 6 out of 10 measures. The reasons as to why such gap occurs were diagnosed as being of 2 types : (1) changes in the evaluation psychology according to the differences in the evaluation objectives; and (2) excessive expectation levels of the target system that is formed at the time of the ex ante evaluation. In other words, the users who have excessive expectations tend to overestimate in the ex ante evaluation and, in the ex post evaluation, tend to underestimate lower than the actual performance mainly due to disappointment on the results that do not meet the early expectations. As solutions to overcome the reliability problem of ex ante evaluation, 3 factors were derived : (1) the temperance of excessive expectation levels of the users; (2) a clear definition of the scope and functionality of the target system; and (3) actual commitments for the evaluations of IT performance.

치과위생사의 직무수행능력이 정서적 노동평가에 미치는 영향 (Influences of job performance of dental hygienists on emotional labor evaluation)

  • Objectives: The purpose of the study was to investigate the influences of job performance of dental hygienists on emotional labor evaluation. Methods: A self-administered questionnaire was completed by 203 dental hygienists working at dental hospitals and clinics in Gyeongnam and Busan from May 2014 and March 2015. The study instruments comprised general characteristics of the subjects (9 items), job performance competency (44 items), and emotional labor evaluation (29 items) by Likert 5 point scale. Data were analyzed by SPSS 21.0 program and AMOS 18.0 program. Results: Those who had turnover intention showed higher scores in the dental treatment cooperation category and overall job performance than those who had not. Higher job performance was shown in those who had more work experience and higher salary. The scores of emotional labor evaluation were higher in the group of higher salary and team and department leaders. The job performance had a significant impact of the emotional labor evaluation. Conclusions: The job performance of dental hygienists had a significant influence on the emotional labor evaluation. Psychologic stress by work caused the dental hygienists to have depression and lower quality of life.

협업 개발을 지원하는 임베디드 소프트웨어 성능분석도구 설계 및 구현 (Design and Implementation of a Performance Evaluation Tool for Embedded Softwares on Collaborative Development Environment)

  • 컴퓨팅 자원 사용에 제약이 많은 임베디드 소프트웨어 개발에 있어서 성능 분석 도구는 품질 개선을 위해 매우 중요한 역할을 한다. 그러나 기존 임베디드 소프트웨어 성능 분석 도구들은 단일 개발자의 교차개발 지원을 위한 성능분석 환경만을 제공하기 때문에 임베디드 소프트웨어를 위한 협업 성능분석 도구로서 활용될 수 없다. 본 논문에서는 협업 환경에서 임베디드 소프트웨어 성능 분석을 효과적으로 수행하기 위한 서버 기반의 새로운 성능 분석도구를 제안한다. 제안하는 성능분석 도구는 개발 소프트웨어에 대해 실행한 성능 분석로그를 협업 개발자들 기호에 맞는 다양한 그래픽 뷰로 생성하여 개발자간의 신속하고 효율적인 정보 공유를 가능하게 함으로써 프로그램의 성능 향상을 위한 개발자의 성능 분석 환경을 크게 개선할 수 있다.

주택성능등급 가변성 세부성능 항목의 특성 및 개선방안 (The Characteristic and Improvement of Flexibility Performance Item evaluated by "Housing Performance Grading System")

  • This study aims to suggest improvement plans and explain about the current situation for facilitating Long-life housing, based on the results on flexibility items among 27 items consisting the "Housing Performance Grading System". From the 9th of January, 2006 to the month of July in 2011, study has analyzed evaluation results on 216 different types for each grade and reviewed evaluation criteria and methods. Current evaluation criteria applies quantitative analysis, by calculating in percentage how much bearing walls and columns, which hinder flexibility, take up space in the household. The evaluation rate for each household was assessed in relation to its structural system, and a higher grade was given to column-typed structures. In addition, to facilitate long-life housing, this study extracted harmful factors, expanding the range of evaluation. The first step was to evaluate structure, which is the basic element. The second step can to evaluate the probability of applying resources in response to the changes of structural systems. As The third step, Flexibility item will evaluate the probability of moving the water-using area, suggesting gradual approach. Thus, through evaluations of flexibility items, the study aims to improve the quality of life in household, by avoiding uniform structures and acquiring more freedom for space designs.

정책평가방법의 비교분석: 표시.광고규제를 중심으로 (A Comparative Analysis on Policy Evaluation Methods: Focused on Fair Labeling & Advertising Act)

  • 본 연구는 정책평가방법에 따라 표시 광고규제의 정책성과에 대한 평가결과를 비교분석하였다. 이를 위해 우리나라 표시 광고규제의 주요정책인 중요정보고시제도, 표시광고실증제도, 임시중지명령제도, 정정광고제도를 평가대상으로 선정하였다. 그리고 소비자 관점의 전문가와 기업의 표시 광고업무 실무자, 공정거래위원회에서 소비자정책을 담당하는 전 현직 공무원 등 총 76명을 직접 방문하여 구조화된 설문지와 병행하여 면접법으로 자료를 수집하였다. 본 연구의 결과 정책성과에 대한 평가방법에 따라 기업의 표시 광고업무 실무자들과 정책담당자들의 정책별 평가순위에 소폭의 변동이 있었으며, 기존의 일반적인 단순평가 결과는 '문항의 중요도'를 반영한 가중평가와 '판단에 대한 확신성'을 고려한 퍼지평가에 비해 상향된 평가점수가 산출되었다. 이는 정책성과 평가에 있어 어떠한 평가방법을 사용하는가에 따라 평가결과가 다르게 나타날 수 있음을 시사한다.

우선순위제약 DEA모델을 이용한 서비스조직의 성과평가 (The Performance Evaluation on Service Organization using the Priority-Constrained DEA Model)

  • This paper attempts to improve the typical DEA model that is often used as a performance evaluation method for service firms. The after-sales service system in a Korean electronic company is chosen as a sample case. The performance evaluation method currently practiced in the firm was reviewed and some critical issues of the current method were discussed. DEA model would be considered a solution for solving those Issues. However, typical DEA models has various drawbacks in determining the weights over evaluation criteria. Proposed is the priority-constrained DEA model that accommodates the strategic Importance of each evaluation criterion. The results of the proposed model are compared with those of typical DEA models. It is shown that the priority-constrained DEA model is superior to the others in terms of evaluation quality.
