The study investigated the indicators for information service system performance measurement through the review on the related literatures, and developed 16 indicators for the performance measurement in 4 areas of library visit, lending, reference service and user instruction, and electronic service. And then with the indicators, the study surveyed 6 academic libraries including each 2 of large, middle, and small sized academic libraries. Based on the survey results, the study made a proposal for the application of performance indicator and the improvement of information service system performance.

Today academic libraries have to show that they are using given resources for right purpose and in the best way. In order to reach this goal, academic libraries should develop the effective evaluation model. And carefully selected and used, performance measures or evaluation indicators are the most important tool the Library has to ensure goals and objectives are being accomplished. The purpose of this study is to understand a theoretical foundation for evaluation indicators of academic libraries, that is, its diverse(various) meanings and directivity.
This paper aims to review and analyse the introduction process of performance management system(PMS) in the R&D sector. It also examines initial problems and future policy directions of the new system. Theory part deals with various approaches to the PMS and the relation between research evaluation and performance management. The paper then describes how the PMS has been introduced in the National R&D Program by the MOST in terms of the contents of strategic goal, performance goal and performance indicator together with their development process. After this, it captures problems arising in the initial phase and then suggests how they should be solved on the ministerial and cross-ministerial level. Discussed are following topics: lack of strategic planning, grouping of heterogeneous sub-programs, duplication between the OMS and other existing research or performance evaluation. The paper finally suggests policy implications using the logic model which has been developed in a series of recent international conferences.

This paper presents a proof-of-concept study on the evaluation of torsional vibration isolation performance through in-situ output torque measurement by using a non-contacting magneto-elastic torque transducer installed in the vehicle driveline system. The de-trending processing is first conducted to extract the torsional vibration from the measured driveline output torque. In order to estimate the transmissibility, primary performance indicator of a vibration isolator, the magnitude of transmitted torsional vibration with different frequencies is compared. From the conservative estimation results, the torsional damper built in a lock-up clutch of a torque converter is identified to be a vibration isolator. The evaluation results show that the fluid damping by torque converter outperforms the vibration isolation function of a torsional damper, and the isolation performance needs to be enhanced.
Generally, distance between sensor nodes is measured using received signal strength indicator (RSSI) in wireless sensor network (WSN). Since RSSI is not absolutely accurate and stable in indoor environment, the performance of position estimation largely depends on estimation methods. In this paper, performance evaluation is presented to compare trilateration based positioning technique and collaborative ranging (CR) technique. From evaluation results, CR method is shown to be better than trilateration based method in terms of accuracy and precision.
In this study, reliability assessment was carried out on UV(ultraviolet) indicators for the application of the indicator method on cultural heritages. As a result, some UV indicators(L, K, and M) proved to be unsuitable due to their low reactivity to UV and high reactivity to RH(relative humidity). On the other hand, indicator S showed considerable color changes and fading due to UV-B and UV-C according to the integral amount of UV irradiation. Indicator S showed the most distinct reaction to UV and a remarkable applicability to exhibition light, which are used in museums. Therefore, UV indicator S is an easy and useful monitoring tool for light environment management in cultural- property conservation facilities.
In this study, based on the saturation magnetic flux density experimental values (Bs) of 622 Fe-based bulk metallic glasses (BMGs), regression models were applied to predict Bs using artificial neural networks (ANN), and prediction performance was evaluated. Model performance evaluation was investigated by using the F1 score together with the coefficient of determination (R2 score), which is mainly used in regression models. The coefficient of determination can be used as a performance indicator, since it shows the predicted results of the saturation magnetic flux density of full material datasets in a balanced way. However, the BMG alloy contains iron and requires a high saturation magnetic flux density to have excellent applicability as a soft magnetic material, and in this study F1 score was used as a performance indicator to better predict Bs above the threshold value of Bs (1.4 T). After obtaining two ANN models optimized for the R2 and F1 score conditions, respectively, their prediction performance was compared for the test data. As a case study to evaluate the prediction performance, new Fe-based BMG datasets that were not included in the training and test datasets were predicted using the two ANN models. The results showed that the model with an excellent F1 score achieved a more accurate prediction for a material with a high saturation magnetic flux density.

With rapid expansion of the water market and growth of water companies, the recent trends in international water industry show that standardization of service activities concerning management of water and wastewater system (ISO/TC 224, to be issued in the second half year of 2007) is expected to have a large influence on the global water market including liberalization of water service market. In the Draft International Standard(DIS) of ISO/TC224, Performance Indicators(PIs) are suggested to estimate the service activities relating to water and wastewater treatment facilities. PIs have been developed in many countries including some international organization(World Bank, IWA and etc.) for service benchmarking. To evaluate public service level and establish plans to improve service level of wastewater utilities, we developed PIs for 120 items and applied them to 10 sewage utilities in the consideration of their scales, circumstances and conditions. In this study, we verified the applicability of the developed performance indicators(PIs). So, we concluded that PIs developed for the purpose of this study can be a useful tool applicable to objective evaluation of the service level of sewage utilities. Using the evaluation tool of PIs developed, it can also be used as a benchmarking tool in this industry as well as for enhancing the efficiency of operation and management of the sewage system. It will also contribute to the water resource management through determination of investment priorities based on the evaluation results and to raising international competitiveness of the domestic sewage utilities to meet the future opening of the water market.
As technology develops, more advanced technologies involving GPS, GIS, RFID and sensor networks have been adopted in agriculture sector for u-Farm. However, technology adoptions have been evaluated as ineffective. Farmers and agri-business have low level of understanding on technology so it is not efficiently utilized. This study introduces a case of RFID/sensor networks of mushroom farm as a u-Farm case study, focusing on developing a framework for analysis of u-Farm investment returns. RFID and sensor networks improve real-time production control, processing management, and traceability. Integration of RFID and sensor networks leads to innovation into the mushroom farm, reducing labor cost, increasing productivity, and improving quality of the mushroom. The ROI which is used as an indicator of performance indicator is 413%.

WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.
