A Study on the Issues and Alternatives of Rural Youth Education (농촌 청소년 교육의 과제와 발전방향)

  • This study sought to search for the new alternatives and direction to develop and strengthening rural youth education in Korea. The study was conducted through literature review on articles, proceedings and other sources relevant to the pending issues and difficulties of rural youth education in Korea. Some of the critical needs for improving rural youth education in Korea included the following aspects or alternatives; 1) Strengthening the partnership between rural adult and youth would be necessary to gain broader support and to establish the increased awareness of adults for rural youth education. 2) Better coordination and cooperative efforts should be emphasized among various programs and institutions in implementing rural youth education policies and programs. 3) Developing a strong link between the agribusiness sector and the rural youth education system should be strengthened to produce the effective results. Further activities to develop and implement diverse programs and projects to cope with new trends In farming and agriculture as well as changing trends in marketing sector of agribusiness and rural communities in Korea. The rural leadership and community networks should be established for improving the effectiveness of rural youth educational activities.

Domestic Efforts for SFCL Application and Hybrid SFCL (국내 초전도 한류기 요구와 하이브리드 초전도 한류기)

  • We present domestic efforts for superconducting fault current limiter (SFCL) application in the Korea Electric Power Corporation (KEPCO) grid and pending points at issue. KEPCO's decision to upgrade the 154 kV/22.9 kV main transformer from 60 MVA to 100 MVA cast a problem of high fault current in the 22.9 kV distribution lines. The grid planners supported adopting an SFCL to control the fault current. This environment friendly to SFCL application must be highly dependent upon the successful development of SFCL having specifications that domestic utility required. The required conditions are (1) small size of not greater than twice of 22.9 kV gas insulated switch-gear (GIS), (2) sustainability of current limitation without the line breaking by circuit breakers (CB) for maximum 1.5 seconds. Also, optionally, recommended is (3) the reclosing capability. Conventional resistive SFCLs do not meet (1) $\sim$ (3) all together. A hybrid SFCL is an excellent solution to meet the conditions. The hybrid SFCL consists of HTS SFCL components for fault detection and line commutation, a fast switch (FS) to break the primary path, and a limiter. This characteristic structure not only enables excellent current limiting performances and the reclosing capability, but also allows drastic reduction of HTS volume and small size of the cryostat, resulting in economic feasibility and compactness of the equipment. External current limiter also enables long term limitation since it is far less sensitive to heat generation than HTS. Semi-active operation is another advantage of the hybrid structure. We will discuss more pending points at issues such as maintenance-free long term operation, small size to accommodate the in-house substation, passive and active control, back-up plans, diagnosis, and so on.

Insurance risk analysis of drug-resistant tuberculosis (내성결핵의 보험의학적 위험분석)

  • Background: Recent emergence of drug-resistant tuberculosis such as multidrug-resistant tuberculosis(MDR-TB) or extensively drug-resistant tuberculosis(XDR-TB) has become important health care problems. It has also became grave issues for insurance industries in determining medical risks. We have therefore strived to analyze the comparative mortality rates for drug-resistant tuberculosis through utilization of results from previous articles. Methods: Comparative mortality was calculated from source articles using mortality analysis methods. Results: Mortality ratio of MDR-TB was estimate to 1200%, and excess death rate was 110 per 1,000. Comparative mortality between MDR-TB and XDR-TB by Korean $study^{(1)}$ were 1750, 382, 405, 443, 1025, and 357%, for each 10 months study intervals, respectively. Total mortality ratio was 594% and total excess death rate was 60 per 1,000person. It was determined that the risk of XDR-TB was much greater than MDR-TB. Discussion; Pending the development of a novel anti-tuberculosis drug, it would be prudent to steer clear insuring XDR-TB during underwriting phase due to high medical cost that it creates.

  • Life cycle of the rolling stock is normally 20 to 40 years, though there is some difference in accordance with each vehicle. Maintenance cost is over the twice of purchasing price. and also it is true that precise statics is not managed properly except for some developed countries due to the difference of maintenance method, skills. After KORAIL introduced ERP system in 2007, maintenance cost is managed by type of cars, by unit. but, afterwards it should be controlled as an index and also more precisely. it is the best pending issues to make train maintenance efficiency, to utilize accumulated indexes. I want to attribute to train maintenance efficiency by analysing what is the problems in the present maintenance method.

  • Based on the main technologies of the 4th Industrial Revolution, industries including the smart home, transportation, agriculture, factory, energy, and medical care industries are rapidly developing. Disaster management technologies and services based on state-of-the-art convergence technologies are being widely applied for the purposes of public safety. State-of-the-art scientific technologies including the Internet of Things (IoT) are expected to offer alternative solutions to pending issues of disaster and safety. Particularly in disaster management, a "prevention activity"to avoid and control disasters in advance is essential, and thus disaster prevention and safety monitoring technologies based on hyper-connected intelligence are fundamental for society during the 4th Industrial Revolution. IoT technologies are being actively applied and utilized in various fields to prevent social and natural disasters. In this article, we introduce the development trends of disaster prevention and safety monitoring technologies based on IoT technologies.

  • This short paper is about the background, progress, achievement as well as the direction of Urban Regeneration (UR) Policy since 2013 in Korea. The UR in Korea has been recognized and initiated late compared to UK, Japan as well as many other countries that have achieved economic growth earlier than Korea. In 2013, the Special Law on UR established and the UR project has begun in earnest. However, there are still a number of pending issues required to be resolved for the regeneration of declining cities. After reviewing the background of UR in Korea, we would go through the progress and achievement of UR and then we look at the follow-up measures required to be resolved in short period as well as longer term for successful UR.

  • The purpose of this paper is to find the preconditions of BIM based new design process. As BIM technology improves, investigating new design process will become a greater priority. Our traditional, linear and fragmented design process is not freed from a long-pending questions of poorly coordinated drawings and low production efficiencies. Rather the traditional process is one of the major causes of such issues of low productivity. AIA and NIST proposed new design process to fulfill clients' need for fast and precise delivery recently. The common goal of these two should be better, faster and more precise project delivery created by integration. And we need to create collaborative concurrent design process to optimize the design efforts, But our local AE industry's circumstances are quite different with foreign countries. Therefore, integrated project system cannot be adopted as it stands in foreign countries. This paper will investigate preconditions to expedite the progress of BIM based design process in Korea.

  • This study is aimed to identify the LHI policies in the research process that reflect the diversity of job positions and workplace using a statistical method such as IPA. To collect the sample data questionnaire survey was carried out in 400 staffs in LH including researchers to investigate dissemination of research results and improve factor regard with research. The dissemination of research results is positioned as a important key factor for the determination of research institute policy. From this reason, satisfaction survey was performed for defining the procedure of research system and the dissemination of research findings. The answers give stimulate participation for investigational activity and share some perceptions with research vision a dominant position. Futhermore, select the research theme which is a important association with pending issues at the planning phase is to reinforce the availability of research findings. Lastly, promote research findings intensively is cause availability of research results to increase also.
