The changed environment on marine security and the security activities such as coast guard and sea patrol in civil domain are analyzed. In order to respond diverse threats and requirements of sea petrol, the system of civil patrolman and coast guard's auxiliary are discussed. The civil boats and aircraft and civilian's security activities make an important role to enhance the effectiveness and the efficiency of coast guard and patrol.

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

Initial hull form of 10 G/T and 40 knots class coastal patrol boat is newly developed. The resistance performances are experimentally and numerically investigated by model test and CFD technique. The effect of initial trim and a fin attached at hull side are studied together. Wave patterns are observed to make clear the relation between the performance and the wave characteristics. It can be found that the initial trim plays a role in increasing the resistance performance above a certain velocity, and the CFD technique can be used at the initial design stage of a high-speed planning boats.

This paper deals with the problem of Customs trying to stop a Smuggler attempting to ship a cargo of perishable contraband(or information) across a strait within the limited period. The papers concerning these fields referred by Thomas, Baston et al, and Garnaev, have treated games dealing with one, two, and three patrol boats against one smuggler ship respectively. In this paper the author proposed a game model dealing with N patrol ships against one smuggler ship with the N boats being identical. The strategies for the gamers where games are conducted between them are shown in tables 3.3-1 and the game values thereof are in table 3.2-3. The author has exhaustively filled up the assumptions and conditions in the paper to justify the above-mentioned results so that they may not loose the generality.

In this paper, we develope the navigation system for patrol robots in indoor environment. The proposed system consists of PDA map modelling, a localization algorithm based on a global position sensor and an automatic charging station. For the practical use in security system, the PDA is used to build object map on the given indoor map. And the builded map is downloaded to the mobile robot and used in path planning. The global path planning is performed with a localization sensor and the downloaded map. As a main controller, we use PXA270 based hardware platform in which embedded linux 2.6 is developed. Data handling for various sensors and the localization algorithm are performed in the linux platform. Also, we implemented a local path planning algorithm for object avoidance with ultra sonar sensors. Finally, for the automatic charging, we use an infrared ray system and develop a docking algorithm. The navigation system is experimented with the two-wheeled mobile robot using North-Star localization system.

In this study, a batch least square estimator that utilizes optical observation data is developed and utilized to determine geostationary orbits (GEO). Through numerical simulations, the effects of error sources, such as clock errors, measurement noise, and the a priori state error, are analyzed. The actual optical tracking data of a GEO satellite, the Communication, Ocean and Meteorological Satellite (COMS), provided by the optical wide-field patrol network (OWL-Net) is used with the developed batch filter for orbit determination. The accuracy of the determined orbit is evaluated by comparison with two-line elements (TLE) and confirmed as proper for the continuous monitoring of GEO objects. Also, the measurement residuals are converged to several arcseconds, corresponding to the OWL-Net performance. Based on these analyses, it is verified that the independent operation of electro-optic space surveillance systems is possible, and the ephemerides of space objects can be obtained.

The primary objective of the current work is to predict speed performance of the medium patrol boat over $F_N=0.5$ employing experimental materials based on the CFD before model tests. In other words, the predicted brake powers according to ship speeds are assessed satisfying the main engine capacity. The subject ships are selected the two different stern hull forms. The flow computation are conducted considering free surface and dynamic trim using a commercial CFD code(STAR-CCM+). The resistances of the bare-hull are obtained from CFD. Wave patterns, pressures and limiting streamlines on the hull and velocity distribution in the propeller plane for the two hull forms are compared using CFD. The effective powers of the object ships are assessed based on CFD. Resistance increase according to the attached appendages and quasi-propulsive efficiency are employed the experimental datas. Speed performance prediction method concerning high speed vessels like a medium patrol boat is developed employing CFD and experimental data.

Hull form development of the medium size high speed fishery patrol ship was carried out in the CWC at Chosun university. Same size of 15 knots class fishery patrol ship was selected as a parent form(Model number : CU-015), and modified fore and after body hull form under the slightly lengthened lo be suitable for the operation at 20 knots. To minimize the breaking wave in the vicinity of fore body at high speed zone, high bulb and sharp entrance angle were adapted. Meanwhile, to enlarge the engine room space keeping high resistance and sea-keeping Performance, U-type stern hull form was developed. Although the hull form was highly constrained in being limited to modification of a parent hull form significant wave resistance improvement was made.
