The purpose of this study was to investigate and analyze the perceptions of passengers on various topics related to passenger ship operation, by targeting the passengers (passenger ship consumers) at coastal passenger terminals in three regions, Incheon, Mokpo, and Tongyeong, where many coastal passenger ships operate in Korea. The survey period was October 1-October 11, 2019, just before the outbreak of COVID-19, and the number of samples was 277. The analysis was divided into two elements. Results of the analysis show that, for items islanders as well as the general public did not respond to more than 50% positively, a more in-depth review of policies and fare policies for transportation-disabled facilities through comprehensive fare evaluation such as the excellence of transportation-disabled facilities, the appropriateness of fares, and the appropriateness of fare guidance are necessary. It is expected that this study will contribute to the preparation for re-opening after COVID-19, as well as contribute to public transportation policy.

The routes of coastal passenger ships are important in the light of both economic and social view point. Islands around the Korean peninsular can be actually dominated by linking them with land by the ships. The service quality of the route is not high enough to satisfy habitants in the islands. The income of the service-users is increasing so that they expect better service in terms of ship's speed and cabin. The reality is not, however, good to motivate ship-owners to replace aged ships with new and large ones. The situation is caused by low passenger-fare and inefficient management. Therefore the fare should be raised and the fare system should be innovated. And the number of passenger ship companies should be reduced from 42 to 20 by merger and acquisition.

The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.

Recently, there has been a noticeable increase in the number of tourists in islands that are well-known for their natural landscapes. It is expected that this number will go up steadily, due to the increase in per capita income and leisure time. Regarding tourism transportation, utilizing linkage transport between coastal passenger terminal and inland transport system is crucial. However, the existing system does not measure up to the expectations. This is attributable to the fact that the distances between coastal passenger terminals and inland transportation terminals are too far. Also, the current public transportation system lacks support and needs to take the role of connecting the two terminals. This study shows how coast-inland linkage transport system should be reformed in order to promote island tourism. It focuses on building linkage transport system and minimizing walking distance. Also, adjusting passenger ship schedule to the characteristics of island tourism is needed. For the sake of passengers, coastal passenger ship fare should be reduced, and integrated transport information should be provided.

This study aimed to select and evaluate policy priorities for the expansion of public and semi-public systems for coastwise passenger transport services. For research methodology, the Consistent Fuzzy Preference Relations (CFPR) method was used to effectively extract expert knowledge. First, the result of the analysis on policy tasks for expanding the semi-public system for coastwise passenger transport services showed that "the establishment of public transportation fare system" was the most important task at 0.160. Second, "conversion of the subsidiary routes to a public system by the central government" was ranked next at the importance of 0.136. The factor named "support through proper allocation of budgets between national and local governments" are ranked third (0.119). The results of this study have practical implications in that it proposed the policy priorities for the expansion of the public semi-public systems for coastwise passenger transport services.
