How perceptions of inter-party conflict influence partisan affect: The moderating role of party identification (당파적 편향에 따른 책임 귀속: 여야간 갈등인식과 정당 호감도를 중심으로)

  • This study examines the relationship between individuals' perceptions on party conflict and affective polarization. It pays particular attention to party identification as a moderating variable. Using a survey conducted in the context of the 2014 Korean local election, the present study hypothesizes that perceiving serious inter-party conflict in the political arena is likely to increase negative feelings toward out-group political party among partisans only. Not only do the results confirm our hypothesis but suggest that conflict perception leads to affective polarization among partisan voters. This paper contributes to our understanding of the mechanism that links the attribution of blame to out-group political party for legislative gridlock with ever-growing affective polarization of the electorate.

Presidential Agendas and the Voting Behavior of Presidential Party Representatives: Analysis of Presidential Support Votes in the 111-116th Congresses (미국 대통령 의제에 대한 여당의 투표 행태: 111-116대 의회 여당 하원의원들의 대통령지지투표 분석)

  • As polarization intensified in the United States, the voting support of the presidential party lawmakers has become the most important source of power for the president. The presidential party has been believed to legalize the president's agenda in a unified government and prevent legislation opposed by the president from being passed by the Congress within a divided government. However, even under party polarization, all the lawmakers and factions of the presidential party have not voted in accordance with the president's policy preferences. Statistical analysis shows that lawmakers who corresponded to the ideology median of the presidential party most strongly supported the president's agendas during the unified government. However, lawmakers with extreme ideologies voted more actively for the president than those with median ones during the divided government. Furthermore, this trend has been amplified regarding ideological factions.

Attitudes of Korean People Toward Income Polarization and Their Evaluation of Government Policies (소득양극화에 대한 한국인의 입장과 정부정책에 대한 판단)

  • With questionnaires conducted for 613 adult Koreans in Seoul, the present study examined how their social features (income level, political party identification, political values, values of capitalism and egalitarianism) exercise influence on attitudes toward income polarization and their evaluation of government policies. Two groups of participants (high vs. low) for each social feature were formed first. Then their attitudes toward income polarization (liberal vs. conservative) and evaluations of policies (liberal vs. conservative) exercised by government (Participatory vs. Practical) were compared. Results indicated that liberal value was strengthened by liberal value, anti-capitalistic, and conservative value was strengthened by egalitarian values, and party identification. It was also found that party identification partial effect on the judgment of policies exercised by Participatory Government. These findings were discussed in terms of their implications for Korean society and measures for communication constructive for settlement of income polarization were suggested.

The influence of Chinese multi-polarization strategy on the security of Korean peninsula (중국의 다극화 전략이 한반도 안보에 미치는 영향)

  • 16th CPC National Party Congress established multi-polarization strategy as an external strategy, and 'The Great Reinvigoration of Chinese Nation' as the aim of The Great Strategy of China. It is required to maintain stabilized and peaceful surrounding circumstance in order to make it possible. The ideal surrounding circumstance that China is aiming for is to achieve multi-polarization of international society while maintaining strategic deterrence. Multi-polarization now in 'One super Multi powers' is that 'Multi powers' deter 'One super' to prevent predominance of USA and to decentralize the power. China wishes to realign international order as it accomplishes multi-polarization. China who wants 'Peace and Stabilization' emphasizes autonomy, peace and unification of Korean peninsula. Autonomy means the restraint intervention of foreign power, that is, American influence in Korean peninsula. Multi-polarization strategy of China will be used in Korean peninsula to solve nuclear issue of North Korea, to support neutral unification and to keep balance of power with USA, Japan and Russia as it renders economic advantages to South Korea and security engagement to North Korea, based on special geographical, cultural and historical relationship with two Koreas. The nuclear issue of North Korea will be a stage to test multi-polarization of China. When it deduces positive solution of nuclear issue due to successful six-party talks, and advances to security talks of Northeast Asia, it will contribute a lot to power and elevation of national stature of China in international society. Thus, the Chinese strategy will be an accommodative condition for the security of South Korea, and it requires wise decision of South Korea to make hay while the sun shine.

Unhappy Start but Happy Ending?: Three Conditions for the Success of the 21st National Assembly in the Era of Polarization (제21대 국회 개원 평가와 전망: 양극화 시대 국회 운영의 성공조건)

  • This article purposes to investigate opening process of the 21st National Assembly in the middle of severe conflicts between two major-parties, and predict the changes it will bring to the operation of the National Assembly. With incumbent party's taking all leadership positions of standing committees, it broke the practice since 13th National Assembly, that is, distribution of the standing committees based on the seat-ratio. It means that our National Assembly has entered a new phase in the decision-making process. While the incumbent party, with overwhelming victory in general election, emphasizes that it should dominate legislative process to support the government, the out-party claims that they should take leverage to check over government. Two opposing trends are characteristically observed in the operation of the Korean National Assembly. First of all, due to the experience under authoritarian regimes, the National Assembly has been institutionalizing decision-making processes in the direction of enforcing cooperation between parties. On the other hand, the polarization in political parties has been stronger, making it difficult to reach consensus between parties. This article claims strongly that the 21st National Assembly need to find a balance amid such two-conflicting trends. To do so, three necessary conditions are proposed: observing decision-making procedures, securing diversity within party and National Assembly, and deliberative legislative activities.

The Roots and Drivers of the Color-based Polarizations in Thailand

  • What is the basis of the political polarization in Thailand? What are the key differences between the opposing camps? This paper aims to answer these questions at the individual level, using a national survey conducted by the authors between July and August 2017. The paper argues that the color-based polarizations in Thailand are significant and deeply rooted in a complicated array of demographic, attitudinal, and political dimensions. That is, despite their relative differences in demographics and socioeconomic status, the Yellow Shirt and Red Shirt supporters differ in party identification and democratic values. This finding indicates that the struggle between the conflicting groups in this country is not just about competing interests, but about the identities and basic values underlying the "rules of the political game."

The study on the Ways to Invigoration of Small Business Logistics by using Multilateral FTA (물류중소기업의 TPP 활용방안에 관한 연구)

  • Recently, it's a trend that the third party outsourcing logistics will be increased a logistics flow from law material to final products. The government also works on promoting logistics company as securing the expertise for strengthen logistics industry and secure competitiveness. Nevertheless, logistics market have been divided by polarization between small logistics company and major company. Also a labor who work for logistics is being caused by worsened working conditions. That is one of results of the survey. Almost 50% of response are they have not been aware of FTA and have not known to need the FTA. Many respondents said that entering the overseas logistics or a new way like FTA will be difficult to take part in. Therefore I suggest several examples in this paper to encourage a vitalization of small logistics company through the multilateral FTA. Now our country needs to make an effort to maximize connections between multilateral FTA and policy effect by signing FTA with many countries and extending Economic territory. This effect can completely cope with the improvement of economic interests, establishing regional integration strategy and change of global supply chain. Therefore, a small business logistics have to make their competitiveness & a new dealing market in the future.

Social Conservative Values and Voters in America - Focusing on Abortion Issue - (미국 사회적 보수주의 가치와 유권자 성향 - 낙태 이슈를 중심으로 -)

  • This study examines the effect of social conservative values that have risen as an important factor in American politics. Focusing on the abortion issue, it discusses how the abortion issue has affected American voters' issue and party preferences and their ideological orientations. The empirical results demonstrate that the abortion issue has contributed to reinforce the existing ideological and partisan divisions, although it has not realigned them. As a consequence, the abortion issue has become a significant determinant for vote choice since 1980s. Particularly in 1990s, when the polarization among the political elites became clear, the political effect of the abortion issue appears to be more evident.

Analysis of Fake News in the 2017 Korean Presidential Election

  • The purpose of this paper is to analyze 1) who created and distributed fake news, 2) the distribution channels of fake news, 3) who fake news has targeted, and 4) the effects on voting and the impact of fake news on Korean politics. In South Korea, fake news was mainly created by candidates or election campaigns. The reason is that in the wake of the impeachment of President Park Guen Hye, all the political parties in Korea used fake news as a means of mobilizing supporters for each of their candidates or parties to gain an advantage in situations involving political divisions and confrontations between the pro-impeachment, progressive young generation and anti-impeachment, conservative senior generation. Voters' media usage patterns were polarized through social network services (SNS) media and television. Fake news was mostly received through these two media outlets. According to the spreading structure of fake news in Korea, the younger generation generally uses SNS posts intended for unspecified individuals, and the older generation uses closed SNS like KakaoTalk or Naver's BAND. In the end, it is typically characteristic of the older generation to spread fake news through existing offline human networks. In the 2017 presidential election, fake news has been confirmed to have the effect of mobilizing supporters for each political party. In the presidential election, an increase in voter turnout was confirmed among those in their 20s and those in their 60s or older. Evidently, fake news influenced the election of Moon Jae-In. The influence of fake news is expected to grow further as ideological polarization and consequent political polarization continues to intensify in South Korea.

A Study on Policy Making Process of the National Basic Livelihood Institution : Focused on Enactment of National Basic Livelihood Act (국민기초생활보장법 제정과정에 관한 연구)

  • This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.
