Long-Term Biodiversity Research Programme for Mindanao, Philippines

  • The Long-Term Biodiversity Research Programme (LTBRP) for Mindanao is envisioned to be a collaborative programme of the Philippines. It will be a programmatic research on biodiversity - its status, threats. and conservation and management. The chosen research site is Mt. Malindang in Misamis Occidental of Mindanao. The BRP will support a set of research projects that will generate knowledge on biological and ecological, socio-economic. cultural and policy aspects of biodiversity conservation. It will also enable researchers to develop and try new methods for research on these aspects, separately or crossing boundaries of academic disciplines. Moreover. the BRP will implement support programmes which will provide the linkages of research activities to development issues and needs in the research site. The support programmes will also draw from the research projects, the knowledge that can be lent or immediately available to policy and programme formulation. The support programmes will comprise: human resource development or capability-building; information, education and communication; database; networking; community organizing: and development action. The BRP will be undertaken by a group of academie and research institutions from the Philippines, in partnership with their respective government entities and local government units in Mindanao. The Biodiversity Research Programme (BRP) will comprise a set of research projects to be undertaken by small research teams in the site. Researchable areas have been identified initially through the National Biodiversity Research Agenda. and later enriched in the Participatory Rural Appraisal (PRA) Analysis workshops by the Mindanao researchers and Philippine resource persons. Results of the PRA are presented in the paper.

신내생적 발전론에 입각한 농촌마을공동체 활성화 사업의 성공 요인 분석: 충남 천안지역 7개 농촌마을을 사례로 (Analysis of Success Factors of Rural Village Community Revitalization Project Based on Neo-Endogeneous Development Theory: Focusing on Seven Rural Villages in Cheonan, Chungnam province)

  • This study aimed to identify a difference in project implementation between villages that had executed rural village community activation support work successfully and those that had quit in the middle from the new endogenous development theory perspective. As a result, it was found that the main factors used for promoting to increase endogeneous development capabilities existed more in villages that executed project implementation support work successfully than in villages that had quit in the middle. Successful villages have a difference from the villages that had quit in the middle in that they have established a participatory decision making and cooperation system for stable operation even before their support work began, they have more assets for promoting community activity, residents' interaction and communal activity are becoming more active, and reciprocity-based mutual aid culture exists in many forms. In conclusion, seeing from the new endogenous development theory perspective, villages are developed under the interaction between internal and external factors, but the outcome of project implementation depends on whether village community holds its endogenous development capability to operate and develop such whole process of development. Therefore, village community activation policies need to be reinforced in the direction toward promoting to create the main factors for enhancing endogenous development capabilities.

정부별 국정운영 방향과 농촌지역개발사업 변화 분석 (How Government Policy Directions lead Rural Development Projects?)

  • The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.

Investments on Pro-poor Development Projects on Goats: Ensuring Success for Improved Livelihoods

  • The elements that determine the success of development projects on goats and the prerequisites for ensuring this are discussed in the context of the bewildering diversity of goat genetic resources, production systems, multifunctionality, and opportunities for responding to constraints for productivity enhancement. Key determinants for the success of pro-poor projects are the imperatives of realistic project design, resolution of priorities and positive impacts to increase investments and spur agricultural growth, and appropriate policy. Throughout the developing world, there exist 97% of the total world population of 921 million goats across all agroecological zones (AEZs), including 570 breeds and 64% share of the breeds. They occupy a very important biological and socioeconomic niche in farming systems making significant multifunctional contributions especially to food, nutrition and financial security, stability of farm households, and survival of the poor in the rural areas. Definitions are given of successful and failed projects. The analyses highlighted in successful projects the value of strong participatory efforts with farmers and climate change. Climate change effects on goats are inevitable and are mediated through heat stress, type of AEZ, water availability, quantity and quality of the available feed resources and type of production system. Within the prevailing production systems, improved integrated tree crops - ruminant systems are underestimated and are an important pathway to enhance C sequestration. Key development strategies and opportunities for research and development (R and D) are enormous, and include inter alia defining a policy framework, resolution of priority constraints using systems perspectives and community-based participatory activities, application of yield-enhancing technologies, intensification, scaling up, and impacts. The priority for development concerns the rainfed areas with large concentrations of ruminants in which goats, with a capacity to cope with heat tolerance, can be the entry point for development. Networks and networking are very important for the diffusion of information and can add value to R and D. Well formulated projects with clear priority setting and participatory R and D ensure success and the realisation of food security, improved livelihoods and self-reliance in the future.

주성분 분석을 이용한 농촌마을 자원항목 추출 비교 연구 -충청북도 농촌마을종합개발사업을 대상으로- (A Comparative Study on rural amenities by principal component analysis - Targeting Chungcheongbuk-Do Farming Village Comprehensive Development Project -)

  • As the number of aid projects for farming village has been increased, rural amenity is being emphasized. On the contrary, we have a shortfall in excavation and utilization of great resources due to the utilization limit for resources in each village and similarity with the resources from other areas. Thus, we're trying to investigate the ways to make effective use of excellent amenities for farming village development project. In this study, through the principal component analysis, we tried to extract the key factors from the selected areas and examine actual application case of resources. This study categorized the key resource into the big class such as development, farming, nature and experiencing and target areas were categorized into two main classes accordingly. The finding shows 5 example places selected as great areas are taking advantage of extracted excellent resources and 2 target areas are also utilizing enough of excellent resources of each area. Not only limit of used items, subjective view of researcher and resources of each area but also participatory intention of residents and management ways should be additionally considered for another study from now on.

영농청소년의 지역사회참여실태 및 활성화 방안 (A Study on the Realities and Activation of Community Participation of Young Farmers)

  • The purposes of this study were to investigate the realities of community participation of young farmers and to suggest measures to activate community participation. The data were collected from 234 young farmers from rural Korea. With SPSS 13.0 program for Windows, Frequency, t-test, ANOVA, LSD for post-hoc interpretation and Factor Analysis were employed to analyze the data with statistical significance level of .05. The main results of the study and suggestions were as follows: 1) Young farmers were more likely to participate in watching television on community, discussion with others and internet search for community, while, rural youths were less likely to participate in contacting government and parliament. 2) Difficulties of community participations of young farmers were lack of time and insufficient information about participatory activities. The study suggested that young farmers should get more opportunities to participate in diverse types of active opportunities and practical information.

A Study on the Development of Guidelines on Visiting Nursing Services for the Management of Hypertension Patients in the Rural Areas of Korea

  • This study aims to develop some guidelines on visiting nursing services for the management of hypertension patients at home in the rural areas of Korea. Firstly, in-depth interviews were given to the eight staff in charge of visiting nursing services in the rural health centers from June 1, 1999 to August 30, 1999. And then, their five patients with hypertension were under participatory observation. At the same time, literature review was conducted. Through those methods, some preliminary items were derived and the initial guidelines were drawn up. They were referred to ten experts, so that their validity was tested with Delphi Technique. Through the verification of their validity, they were complemented into the final ones. The total number of the items in the final guidelines was 22. By areas, they could be categorized as follows; eight items as skilled nursing care, five as general nursing care, three as guidance for diet, two as guidance for exercise, one as hospice care, and one as connection with social welfare services. By methods of activities, 13 items were classified as assessment, two as intervention, two as demonstration, and 17 as explanation. On the basis of the guidelines, nursing services are recommended to be divided and performed; general nursing activities by nurse aids and skilled nursing activities by public health nurses.

An Exploration of Crops Listed in Gwanhyuji, an Agricultural Book in the Joseon Dynasty for the Promotion of the Diversity of Urban Gardens

  • Urban agriculture, which promotes communication in vulnerable classes and the formation of social networks has been gaining attention with an emphasis on healthy city, elderly-friendly city, safe city and happy city as future keywords about urban life. There is a growing interest in public awareness in many areas such as health, society, economy, and ecology. As an attempt to improve the diversity of urban gardens, this study begins with collecting suitable crops for urban gardens from "Imwongyeongjeji (林園經濟志)," an encyclopedia written by Yoo-Ku Seo, a scholar in the 18-19th century. Out of those recorded in "Gwanhyuji (灌畦志)," 128 kinds of crops with linkage of the historical achievements of the realists who gave their priority to public welfare were selected and 53 crops which had traditionality, historicality, health functionality and popularity were finally selected. The properties (cold, warm, clam) of the selected crops were evenly distributed, and there was no crop that was hot and cool. In addition, the number of crops that have a sweet taste was the highest, followed by spicy and bitter, but there was no salty vegetable, which can be attributed to the fact that 12 namuls (wild vegetables) that grow in seas were excluded in this study since they were not suitable for urban gardens. Urban gardens can be transformed from those that focus on primary production and secondary consumption activities into a new resource that offers educational and traditional values by applying humanities to urban agriculture as a content resource in the era of cultural consilience and convergence. It is expected to satisfy urban residents' intellectual and participatory needs and to enhance the diversity and utility of urban gardens by applying traditional knowledge to a new model of urban agriculture. We hope that further research will be conducted to develop new types and models of urban agriculture going forward.

농업인 참여식 실천학습모델 개발과 성과분석 -농촌진흥청 강소농 사업을 중심으로- (Case Study on Dynamics of RDA PLA Model with Agri-SMEs)

  • This case study aims to explore how RDA PLA model affects the agri-SMEs' empowerment. As an agri-business management renovation program from main workshop it was conducted on March to December 2011 with agri-SMEs and extension officials nationwide by RDA. Especially, as a packaged action learning process in the model used participatory action research. This study collected data with participants observation, interviews, situational analysis and systematic review of discourse in qualitative method. For the validity and identifying empirical results, this study used statistic analysis as a mixed method. Further including various pedagogic methods and business coaching skills, this model was conducted from workshop in RDA, in turn, on-farm business coaching as follow-up, CoPs' activities, and local ATCs extension services by each actors. The dynamic process and effects of each process led some change for farmers' innovative knowledge, skills, attitude, practice and aspiration on their farm business. RDA PLA model development based on the previous practices and research, which provided a configurated picture in the holistic action learning process. In statistic research, this study focused on 279 farmers as respondents who had participated in the program. It shows that their income and benefits increased from their renovative practices on farm business. Following the sampling group, it was surveyed by four indicators - products, customer, quality and cost. The level of contribution of education on economic impact 15% is quoted from previous paper. Even in some limitations of public sector, RDA PLA model actively suggests the paradigm shift of agricultural HRD and development of alternative extension-service system.

  • BIDANI는 활동-연구계획으로서 지역주민이 상부기관의 계획 입안자와 밀접한 관계를 유지하면서 자신의 활동과 포부를 프로그램에 반영토록 하는데 그 목표를 두고 있다. BIDANI는 지역차원의 종합개발 접근이며, 주민의 참여서비스로 지역종합개발계획(BIDP)을 수립한다. 지역의 상황분석, 문제점 우선순위 및 잠재자원의 확인은 주민에 의해 수행된다. 상향식 접근으로 참여 계획을 수립하고 BIDP를 공식화한다. 적절한 유인과 지원으로 지역주민의 참여를 촉진한다. 정부와 사립기관의 사업과 자원활용의 접근성과 효율성을 높힌다. 고위험영양불량 가족집단을 개발프로그램 활동에 참여케 하여 영양의 중요성을 인식케 한다. 정치 및 사회경제적 배려를 최하위 수준에 통합 시키토록 운영한다. 군/시장을 사업소장으로 임명하는 제도화를 통해 프로그램 수행과 지속성을 촉진한다. 따라서 시/군 종합개발프로그램 (C/MIDP)의 “하향식” 계획은 지역의 “상향식” 계획과 연계된다. 시/군지역개발훈련원을 설립하여 지역주재 요원과 주민의 계속 교육을 도모하는 것이 성공과 활력으로 유인하는 개발촉진 요소이다. 비정치적 부문, 즉 학술기관과 사립기관과의 기능적 연계를 강화한다.
