본 연구는 지역주민들의 지방자치에 대한 인식과 더불어 지방자치 주체들의 참여와 관련한 기본적 기능에 대한 인식, 그리고 주민들의 참여인식과 의지를 분석하고 주민참여를 위한 정책방향을 찾고자 하였다. 분석결과 지방자치에 대한 인식과 주민참여제도 및 의견수렴에 있어 긍정적인 응답이 낮게 나타나고 있었다. 주민들의 참여는 정책의 갈등을 줄이고 성과를 높일 수 있으며 주민들에게는 지역에 대한 관심과 개인적 정치참여를 통한 행복감을 높여 줄 수 있다. 우리나라의 지방자치가 지속적이고 안정적으로 성장할 수 있도록 주민참여에 대한 인식전환에서부터 효율적 제도운영까지 다양한 문제들에 대하여 재점검과 개선의 노력이 요구된다.

이 연구의 목적은 그 우수성을 높이 평가받고 있는 한국의 전자참여에 대한 연구 동향을 분석하고 향후 연구 방향을 제시하는 것이다. 이를 위하여 2001년부터 2013년까지 연구된 60편의 전자참여 논문을 분석하였다. 각 논문별로 중심 내용을 살펴보고 연구주제 및 연구방법을 분석하였다. 지방자치단체 홈페이지의 분석을 통한 전자참여의 실태 분석과 전자참여 활성화 방안에 대한 연구가 지배적으로 수행되었으며, 이밖에도 전자참여와 관련하여 다양한 세부 연구주제에 대한 연구가 진행되었다. 최근 전자참여에 대한 연구가 감소 추세에 있는데 향후 전자참여 영향 요인에 대한 연구 및 중앙부처를 대상으로 하는 전자참여 연구를 강화함으로써 보다 실효성 있는 전자참여 활성화 방안을 제시하는 것이 필요하다.

This study aims to get empirical evidence about the influence of budgetary participation and understanding of the accounting system on the performance of local government apparatus with organizational commitment as an intervening variable. The population in this study was structural apparatuses in the Regional Apparatus Organization (OPD) of Sleman Regency, Indonesia, which included offices and agencies with a total of 25 OPDs. 125 people were selected as sample by using purposive sampling based on specific criteria. Data were analyzed based on multiple regression and path analysis (Analysis Path) utilizing the SPSS program. The results of this study indicated that budgetary participation had no positive influence on organizational commitment; understanding of the accounting system had a positive effect on organizational commitment; organizational commitment did not have a positive effect on the performance of local government apparatuses; budgetary participation did not impact positively on the local government apparatuses performance; understanding of the accounting system positively effected the performance of local government apparatuses; participation in budgeting did not have a positive effect on the local government apparatuses performance through organizational commitment; while understanding the accounting system had a positive impact on the local government apparatuses performance through organizational commitment.

인터넷정보는 네티즌들의 정책과정참여와 정부신뢰에 큰 영향을 미칠 것으로 추론되며, 그 영향은 인터넷정보의 질을 높게 인식할수록 클 것이다. 이를 실증적으로 규명하기 위해 인터넷정보의 질을 구성하는 요소를 파악하고, 인터넷정보의 질에 대한 네티즌의 인식이 정책과정참여와 정부신뢰에 미치는 영향을 분석했다. 전국의 20-30대 네티즌을 대상으로 2010년 11월 20일부터 2010년 11월 30일까지 온라인 설문조사를 실시하였으며, 회수된 300부 중 불성실 응답을 제거하고 연구대상으로 적절하지 않은 자료를 제외한 266부의 데이터를 토대로 분석하였다. 분석결과는 첫째, 인터넷정보의 질에 대한 긍정적 인식은 온라인 정책과정참여를 증가시키는 반면에 오프라인 정책과정참여를 약하게 감소시킨다. 둘째, 온라인 정책과정 참여는 오프라인 정책과정참여를 활성화시키고 있다. 셋째, 오프라인 정책과정참여는 정부신뢰에 부정적인 영향을 강하게 미치는 것으로 나타난 반면에 온라인 정책과정참여의 정부신뢰에 대한 영향은 나타나지 않았다. 이러한 결과는 인터넷정보의 질이 향상되면, 오프라인 정책과정참여는 조금 약화되는 반면에 온라인 정책과정참여는 상당히 활성화될 것임을 의미한다. 이어서 온라인 정책과정참여는 오프라인 정책과정참여를 대폭 증가시킴으로써 정부신뢰를 크게 약화시킬 개연성이 있음을 의미한다.

Purpose - study aims to investigate the relationships between global value chain (GVC)- and transportation-related determinants and economic performance. Also, moderating effects of COVID-19 on the relationships are theoretically and empirically discussed. A limitation of previous studies includes their over-reliance on the opportunities of GVC participation and larger transportation. This study represents the challenges associated with them. Also, it shows how GVC and logistics can be difficult in case of a market fluctuation such as COVID-19. Design/methodology - The sample for this study includes 828 observations from 138 countries. A semi-panel data set has been used. Six observations for each country are used to empirically test the hypotheses and a Two-way cluster model is conducted. Findings - It is confirmed that GVC forward participation contributes more than the backward participation to enhance performance. Transportation infrastructure is critical, but large scales of marine and air transportations are not positive in terms of economic performance. Stricter government response to COVID-19 negatively moderates economic performance by GVC backward participation and transportation infrastructure. Originality/value - The spread of COVID-19 is causing a severe collapse of GVC and transportation. This study empirically verifies the moderating effects of the government stringency on GVC and transportation. Previous studies usually discuss a positive impact of GVC and transportation size on economic performance. However, this study aims to show various challenges behind GVC participation and large scale transportation.

본 연구는 유권자의 정부신뢰와 투표 참여의 관계를 규명하는 가운데, 이에 개입하는 유권자의 이념성향과 정당호감도의 영향력에 주목한다. 구체적으로, 정부신뢰가 유권자의 정파적 사고에 기반한 것임을 고려하여, 정부신뢰가 유권자의 투표 참여를 이끌어내는 과정이 유권자들의 이념성향과 정당호감도에 따라 상이한 방향성을 나타낸다는 것을 경험적으로 검증하였다. 분석의 결과, 정부와 이념적인 성향이 상응하거나 여당에 대해 높은 호감도를 가진 유권자들은 정부신뢰가 높아질수록 투표에 참여한 반면, 정부와 상이한 이념성향을 지니거나 여당에 대한 부정적인 태도 및 야당에 대한 긍정적인 선호를 가진 유권자들은 정부에 대한 불신이 강화될수록 투표에 참여한 것을 확인하였다. 기존 연구에서 정부신뢰가 투표 참여에 미치는 영향력이 일관된 결론에 이르지 못하는 것에 대하여, 본 연구는 각 선거가 치러지는 당시의 맥락과 상황에 따른 해석보다 정부신뢰가 투표 참여를 추동하는 보다 정치적이고 본질적인 과정을 밝힘으로써 그에 답하고자 하였다. 요컨대, 본 연구는 정부신뢰가 지니는 정치적 속성과 그 영향력을 보다 면밀히 이해하는 데 기여할 수 있을 것으로 판단된다.

폭넓은 지식과 정보의 열린공간에서 시민들은 지식과 정보의 수준이 높아지고 중앙집권적 행정구도에서 지방분권적 자치행정으로 행정권한의 패러다임이 바뀜에 따라 사회 각 분야에서 직 간접적으로 공공기관에 참석하려는 시민들이 증가하고 그 참여방법도 다양해지고 있다. 본 연구는 지방자치행정기관에서 시행하고 있는 시민참여제도를 공공도서관의 주민참여측면에서 고찰하였고 지방자치행정기관의 다양한 시민참여제도를 공공도서관의 효율적 경영을 위한 주민참여프로그램으로 응용하여 보았다. 또한 이와 같은 공공도서관 주민참여프로그램들의 실태를 조사 분석한 후, 주민참여프로그램의 활성화 전략을 제시하였다.

Residents Participation in Environmental Problems is essential for achieving better environmental. But, the Residents Participation in Korea is lack of popularity and still be situated in the level of only problem raises and protests afterwards. Public Environmental Education necessary for Residents Participation, is not a pratical education, because the education in the government side be performed mostly for the government employees and the environmental experts. To encourage the Residents Participation in Environmental Problems, the decision procedure of the environmental policies should by opened, and pratical movements. To enhance the Public Environmental Education, the NGOs' programs and mass-media campaign for environment should be enlarged and supported by the government.

새로운 정보통신 테크놀러지는 우리 사회를 완전히 변모시키고 있을 뿐만 아니라 정부에게도 시민들을 위한 새롭고 가치 있는 서비스를 제공할 수 있는 기회를 제공하고 있다. 본 연구는 전자정부 서비스를 통해 정부 신뢰에 영향을 미칠 수 있는 다양한 선행요인들을 살펴보고 이 요인들의 신뢰에 대한 직, 간접적인 영향 정도를 분석하는데 목적이 있다. 전자정부 서비스 이용자를 대상으로 한 가설 검증결과, 서비스가치, 참여의식, 혁신성은 정부의 신뢰에 영향을 미치는 것으로 나타났으며, 서비스가치와 혁신성도 참여의식에 유의한 영향을 미치는 것으로 나타났다. 또한 혁신성이 서비스가치에 영향을 미치는 것으로 나타났다. 그러나 서비스 가치 및 참여의식이 정부 신뢰에 영향을 미치는 과정에서 정치적 효능감의 조절효과는 없는 것으로 나타났다.

Recent industrial accident prevention measures suggested by the Ministry of Employment and Labor. So Results are expected to reduce the casualties and economic losses by the Industrial Accident Prevention. However, goals will not easy. Because the problem that requires the participation of government departments solve the underlying problems is not considered. Therefore, the active participation of the government and society as a whole is needed.
