The purpose of the study is to evaluate Korean Records Management Metadata Standard with special emphasis on the contextual elements in their implementation aspect, and to provide the direction of the Standard revision for improving the metadata quality of RMS developed by National Archives of Korea. The present paper begins with comparing RMS data and the Standard elements, and examines the problems of current accumulation practices of contextual metadata elements in the RMS. Finally it makes some suggestions concerning the Standard revision as well as RMS function upgrade.

Unlike paper records, accessing electronic records needs to be supported by specific combination of hardware and software. The electronic records have longer life span than the storage media, hardware, software and the formats that were used for the production of such records. Because the quality of electronic record can become deteriorated as time goes on, we need to have appropriate mechanisms to secure the long-term preservation and access to the digital information at a certain point in the future. Based on this reality, this study proposes the functions and the development method of the format registry, which efficiently supports the preservation strategy such as migration and emulation, collecting and managing technical information elements. These elements consist of the foundation of the long-term preservation of the electronic records.

This paper is aimed at combining wavelet multiresolution analysis and nonstationary Kanai-Tajimi model for the simulation of earthquake accelerograms. The proposed approach decomposes earthquake accelerograms using wavelet multiresolution analysis for the simulation of earthquake accelerograms. This study is on the basis of some Iranian earthquake records, namely Naghan 1977, Tabas 1978, Manjil 1990 and Bam 2003. The obtained results indicate that the simulated records preserve the significant properties of the actual accelerograms. In order to investigate the efficiency of the model, the spectral response curves obtained from the simulated accelerograms have been compared with those from the actual records. The results revealed that there is a good agreement between the response spectra of simulated and actual records.

As life expectancy increases, chronic diseases become a problem, and health management in daily life becomes important. With the development of IT convergence technology, personal health records have been collected through various data sources, but they are saved separately by each medical services. Distributed storage of personal health records caused inconvenience about managing the user's health records. In this paper, we designed and implemented an integrated repository and web-based dashboard UI components to solve that inconvenience. The proposed method shows that users can manage their personal health records in the integrated repository effectively and show them through dashboard UI components.

This paper describes the method of establishing efficient system for the control of quality records. To establish the best control system of quality records, the organization must not only understand ISO Code requirements for quality record complectly but also identify the documents to be controlled as a quality records correctly. In addition, when establishing the system, the organization must absolutely consider the fact that quality records shall be maintained to demonstrate conformance to specified requirements and the effective operation of the quality system. This will provide the guidance which need to establish the system for quality control to the organization which produces documents in accordance with ISO Code requirements.

In our country, which has a strong presidential system, the power and responsibilities of the president are truly enormous. He is the head of state and diplomatic representative, and at the same time exercises authority over all areas of the country, including the legislature, judiciary, and constitutional institutions, along with his responsibilities as head of the executive branch. Considering these aspects, it can be said that presidential records created during the president's rule have a high level of national and historical significance and value compared to other public records. Considering these importance of presidential records, the Presidential Records Management Act was enacted in 2007 to establish an institutional mechanism to systematically manage presidential records. However, the current institutional basis for appraisal of presidential records is very weak. In this regard, there is a need to begin discussions on the appraisal of presidential records in earnest. Considering the national importance and symbolism of presidential records, it is necessary to establish a new direction for appraisal of presidential records that is different from general public records. Accordingly, in this paper, as part of reestablishing Korea's presidential records appraisal system, this article analyzed the status and problems of the current presidential records appraisal system and presented directions needed to find future improvement measures. To this end, as a premise for discussing the importance and value of presidential records, it examined the powers and responsibilities of the presidency as defined in our country's Constitution.Next, we looked at the appraisal system and method for presidential records that are currently in operation, and then analyzed the problems that emerged here in connection with the characteristics of presidential records. Based on this, it presented five perspectives on issues that need to be discussed publicly in the records management community in order to reestablish Korea's presidential records appraisal system in the future.

The paper describes three new records of lichen genus Rhizocarpon (R. alpicola, R. grande and R. lavatum) from South Korea. Brief taxonomic description and comments are provided for the new records. An artificial key is also provided for known species of this genus in South Korea.

It seems to be less important to quality record than document control. But quality records provide a objectve evidence for certain product. So, the requirements of quality record is more serve than that of design document. It is obvious that quality record control promotes accumulation of know-how. The puepose of this study is to possible implementation methods through analysis of Code requirements. This paper suggests the considerations when establishing the quality records control system.

As the electronic medical records systems (EMRs) are introduced into the hospitals in Korea and the needs of chief stakehoders of medical records are changed, the environments related to creating and managing medical records has been changed dynamically. At this moment it might be meaningful to examine medical records based on records management principles rather than information management principles. The purpose of this paper is to apply the KS X ISO 1549 standards, which covers the principles of records management, to hospital medical records management and assess the current quality of medical records management, and define a few tasks of improvement for hospitals. To achieve this goal, this study has performed following activities: Firstly, principles that could be applied to medical records management were prepared for each record management steps described in the standards, such as capture, registration, classification, storage, access, trace and disposition, and 22 principles were selected from those 7 steps of the record management. Secondly, the Y hospital, which is affiliated with a medical school in Seoul, was chosen to evaluate the current situation regarding medical records management. The department head of the medical records management team in Y hospital was interviewed and the present status was evaluated according to each principle. Thirdly, tasks for improvement were suggested, in such stages as access, trace and disposition. With this study as a cornerstone, useful implications are expected to be gathered from future studies that apply standards for metadata of records, management systems for records, and record management systems to medical record management in hospitals.

This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.
