This study was conducted to understand the overall status of the monitoring program for pesticide residues in foods of South Korea. Further propositions for its improvement were made, and from this study, the status on this program can be summarized as follows. In South Korea, the Ministry of Food and Drug Safety (MFDS) is responsible for overall control of pesticide residue monitoring. Depending on the time of monitoring (sampling at distribution or production step), the government agency responsible for monitoring is different: MFDS, Regional Offices of Food and Drug Safety and local governments are responsible for monitoring of foods at the distribution step, while the National Agricultural Products Quality Management Service (NAQS) and local governments are responsible for monitoring of foods in the production step (partially at sale and distribution steps). According to purpose of monitoring, domestic monitoring programs could be divided into two types: MFDS's "Residue Survey" and NAQS's "National Residue Survey" are conducted mainly for risk assessment purposes and various monitoring programs by the Regional Offices of Food and Drug Safety and local governments are conducted mainly for regulation purposes. For imported foods, monitoring should be conducted at both steps of customs clearance and distribution: the MFDS and the Regional Offices of Food and Drug Safety are responsible for the former, and for the latter, local governments are also responsible. However, it appeared that systematic and consistent monitoring programs are not being conducted for imported foods at the distribution step. Based on the information described above and more detailed information included in this paper, the following proposals for improving the monitoring program were forwarded: i) further clarification of monitoring program purpose, ii) strengthening of the monitoring program for imported foods, iii) providing the public with monitoring results by publication of an annual report and database. It is thought that exhaustive review on the pesticide residue monitoring program and efforts for its improvement are needed in order to assure both food safety and the success of the recently begun positive list system (PLS).
This paper examines the current situation of sources on Korean Class B and C war criminals attached as civilians to the Japanese military during the Asian Pacific War charged with cruelly treating Allied POWs in Japanese POW camps, and also explores the possibility of a joint Korean-Japanese archive of these sources. The Japanese government agreed to the judgement of war crimes by accepting the terms of the Potsdam Declaration, and the Allied troops carried out the judgement of Class B and C war crimes in each region of Asia and the International Military Tribunal for the Far East (also known as the Tokyo Trials). However, many non-Japanese such as Koreans and Taiwanese from the Japanese colonies were prosecuted for war crimes. The issues of reparations and restoring their reputations were ignored by both the Korean and Japanese governments, and public access to their records restricted. Most records on Korean Class B and C war criminals were transferred from each ministry to the National Archives of Japan. The majority are copies of the judgements of war crimes by the Allied nations or records prepared for the erasure of Japanese war crimes after each department operated independently of the Japanese government. In the case of the Diplomatic Archives of the Ministry of Foreign Affairs, such records focused mostly on their war crimes and the transfer of B and C war criminals within Japan and the diplomatic situation. In the case of Korea and Taiwan, these records were related to the negotiations on the repatriation of Class B and C war criminals. In addition, the purpose of founding of the Japan Center for Asian Historical Records and its activities demonstrate its tremendous utility as a facility for building a joint Korea-Japan colonial archive. Thus, the current flaws of the Japan Center for Asian Historical Records should be improved on in order to build a such a joint archive in the future.
The purpose of this study is to understand when forest fire as a natural phenomenon becomes constructed as social issues in Korea; how the forest fire-related discourses in the editorials reflecting the social perceptions have been changed regarding the principal subject and the measures of the forest fire management; and whether the social perception on the forest fire affects the forest fire policy of the state. From the analysis of a total of 44 editorials related to forest fires from 1988 to 2017. By the using, in the forest fire-related editorials the social perceptions on forest fires are forest fire editorials categories, main keywords, contents of social perception on 'the main subject responsible for forest fire management,' 'forest fire prevention measures,' categorization, frequency analysis and context analysis of words used. It is found that in the first-period forest fire management measures were recognized as a part of the overall forest management. In the second period, the approaches of ecological management emerged on the part of forest fire management. As forest fires were managed as a type of social disaster during the third period, such perceptions were gradually reinforced that the state should protect the people from the forest fire. In the 3rd, 4th, and 5th National Forest Plan, the forest fire management policy of each period was focused in enlightening the general public, protecting forest resources ecosystems, and preventing loss of lives, respectively. As a result of the analysis of social perceptions and comparing them to the forest fire policies through the analysis of editorials on forest fires, it is found that the social perception on the forest fire and forest fire management plan has changed having interconnections.
By redefining the concept of history, my colleagues and I have reformed our department in terms of curriculum and faculty members. This paper is a report of some of the conclusions that we have obtained from this procedure. Despite a long relationship, two disciplines do not seem to match or complement each other in the Korean education system. We believe that this is due to the fact that the Department of Korean History has focused on "national history (NH)." By conferring a privilege on NH, persons, families, societies, regions, and others were removed from NH. To make matters worse, a biased view that history is just an interpretation has prevailed, and the empiricism of history was weakened, which brought about an indifference in keeping records and archives. In East Asia, "history" means both modern history and archives. The concern about the authenticity of records did not come from H. Jenkinson or L. Duranti, and not even from the electronic environment or the Public Records Act of 1998. Key concepts such as records, documents-archives, manuscripts, authenticity, compilation-appraisal, arrangement, and description are different from their signifiant but are same or similar to their $signifi{\acute{e}}$. In case of "provenance" and "original order," they are used in education and practice in the traditional archives. History includes the recording, archiving, and the story or historiography of an event. In this context, the Department of Korean History should contain a more archives-oriented curriculum and select an archival-trained faculty. On the other hand, the department has accumulated long-term experience with appraisal and description of records; thus, archival science should absorb the criticism of the material. History will be shaken without the help of archives, while archives will lose their root without history. We are at the point in which we need to be reminded why we want to be a historian or an archivist, and for this, the more colleagues, the better.
The presidential records reflect the era of the times, and it has valuable evidence to support the administrative transparency and accountability of government operations. People's interest in the presidential records increased in response to its recent leak. The presidential archives were moved to Sejong in line with its desire to provide public-friendly services. This study will help users access the archives and utilize archiving information. The Ministry of Education introduced the free learning semester, which all middle schools have began conducting since 2016. The free learning semester provides an environment where education can be provided by external organizations. As middle school students are still unfamiliar with archives, the free learning semester provides a good environment for accessing archives and records. Although it serves as an opportunity to publicize archives, existing related studies are insufficient. This study aims to develop the free learning semester program using the presidential archives and records for middle school students during the free learning semester based on the analysis of the domestic and foreign archives education program. This study shows a development of the education program using presidential archives and records through literature research, domestic and foreign case analysis, and expert interview. First, through literature research, this research understood the definition of the free learning semester as well as its types. In addition, this research identified the four types of the free learning semester education program that can be linked to the presidential archives. Second, through website analysis and the information disclosure system, this research investigated domestic and foreign cases of the education program. A total of 46 education programs of institutions were analyzed, focusing on student-led education programs in the foreign archives as well as the education programs of the free learning semester in domestic libraries and archives. Third, based on these results, This study proposed four types of free learning semester education programs using the presidential archives and records, and provided concrete examples.
The records and archives center provide a variety of archival information services in an effort to get closer to the public. However, there are still some problems with regard to the lack of awareness of records and archives. In order to activate the use of archives, it is necessary to understand the users of archives. Given the problems, this study aims to investigate the awareness of records and archives in university students who are potential users of archives as well as to suggest methods to activate the use of records and archives reflecting the characteristics of university students' awareness. As such, this study surveyed 182 university students at J university. The questionnaire items referred to Market & Opinion Research International (MORI) (2003) as a part of the projects conducted by the Museums Libraries Archives Council (MLA) and Cho's study (2008). The questionnaire items consisted of four major areas: awareness of records and archives, experience with records and archives or reasons of not using them, requirements for the use of archives by potential users, and efficient method of promoting archives. As a result of the survey, most of the university students are indifferent to records. However, they recognized that it is highly important to manage records that are related to historical values and archives that are relevant to information values. In addition, they showed a positive intention to use the archives in the future; thus, it is highly likely for them to be converted into active users through appropriate services. Based on the results, this study proposed important considerations for activating the use of the archives to university students, and suggested methods to activate the archives in terms of user education, program development, and user segmentation.

If a new utility tunnel is planned for high density existing urban areas in Korea, a rational decision-making process such as the determination of optimum design capacity by using the feasibility evaluation system based on quantitative evaluation indexes and the economic evaluation is needed. Thus, the previous study presented the important weight of individual higher-level indexes (3 items) and sub-indexes (16 items) through a hierarchy analysis (AHP) for quantitative evaluation index items, considering the characteristics of each urban type. In addition, an economic evaluation method was proposed considering 10 benefit items and 8 cost items by adding 3 new items, including the effects of traffic accidents, noise reduction and socio-economic losses, to the existing items for the benefit cost analysis suitable for urban utility tunnels. This study presented a quantitative feasibility evaluation method using the important weight of 16 sub-index items such as the road management sector, public facilities sector and urban environment sector. Afterwards, the results of quantitative feasibility and economic evaluation were compared and analyzed in 123 main road sections of the Seoul. In addition, a comprehensive evaluation method was proposed by the combination of the two evaluation results. The design capacity optimization program, which will be developed by programming the logic of the quantitative feasibility and economic evaluation system presented in this study, will be utilized in the planning and design phases of urban community zones and will ultimately contribute to the vitalization of urban utility tunnels.
Since the 1997 financial crisis, large scale unemployment and poverty have become serious, and public and social job creation projects have been carried out. However, with the limitations of low-wage and short-term jobs, the need for long-term and high quality jobs gradually began to attract attention. In recent years, social enterprises have grown both quantitatively and qualitatively and interest in social enterprises has increased. And also it is interested in the determinants of success and failure of social enterprises in the academic field. In this study, we examined the effects of social enterprise characteristics on financial and social performance, and we analyzed empirically by using social enterprises registered in the Korea Social Enterprise Agency. The financial performance of the social enterprise is measured by the net income ratio, operating income ratio, and the return on asset. The social performance of the social enterprise is measured by total number of workers and the employment rate of the vulnerable social groups. The characteristics of the social enterprise include the CEO characteristics (gender, age, experience in operating the social enterprise), the firm size, and the elapsed time of the authentication. The results of the empirical analysis are as follows. First, as a result of analysis for the effect on financial performance, we found that the financial performance have a statistically significant positive relationship with firm size, organizational form, government subsidies and capital adequacy ratio. And it is found that the social performance have a statistically significant negative relationship with CEO age, credit debt dependence. Second, as a result of analysis for the effect on social performance, we foumd that total number of workers have a significant positive relationships with CEO gender, CEO age, and firm size, government subsidies, while total number of workers have a significant negative relationship with certification type and industry dummy. On the other hand, the employment rate of the vulnerable social groups have a siginificant positive relationship with CEO gender and certification type and It have not statistically significant relationship with the government subsidies and the firm size.
This study is on management present and improvements on National Records Designation System. National Records Designation System is a system that supports management and preservation of changes of records designated by the government through consideration that such records are worth preserving permanently nationally among records acquired by individual or organization. This system is meaningful in a way that it established systematic foundation to hand down by informatizing historic private records which are in danger to be lost or damaged due to lack of proper care. However, compared to the number of designated records, the information that could be practically drawn from such records are limited. This triggered this study to be launched. National Archive sometimes promotes designation and management of National Designated records. Yet archival information service offering access of user to national designated records are very rare. I conducted survey and interview of managers, field research, and documentary research of 10 records holding institution that keeps national designated records currently. I considered that current management status of National Records Designation System can be figured out minutely through these research. As a result of such research, most of the records holding institutions offered display as their least archival information service. The objective of records informatization was to utilize the records. Also further plans on information service related to records and various utilization were suggested. records holding institution manager did not give positive answer on effect of designating national designated records and cooperation between National Archive. Support to National Archive only focused on preservation. For national designated records holding institution designated after 2011 were not getting proper support. In addition, National Archive's support rarely met records holding institution's need. In such circumstances, things to consider for improvements of National Records Designation System is as following. First, designation of national designated records should be based on the utilization of the record. Each records holding institution's willingness to utilize corresponding records and National Archive's ability to draw the willingness out should be considered. Also, it shouldn't be left as mere complementary policy of National Archive's selecting policy. Second, for National Records Designation System to be managed permanently, it should be changed as the system that supports enhancement of private records management. The aim should point to the direction where private can manage and preserve the records on their own. Third, There needs to be changes on the subject and process of national designated records designation. National designated record is the record that was considered valuable by the government among private records. Thus, such records should be the best one to show private field. Accordingly, records that represent contemporary society and include various states and contents should be chosen to be designated. Moreover, public discussion be formed by citizens and related professionals in order to properly select the record.
This study aims to discuss issues about non-existent information of the information disclosure system and to provide alternative strategies for the issues. For the theoretical discussion it reviews the definitions and standards of non-existent information and analyzes legal aspects and statistical changes of non-existent information. Furthemore, in order to discuss a current status and problems of non-existent information at the central administrative agencies, it analyzes the cases of the non-existent information notification. According to analysis results, non-existent information status of the surveyed institutions is a total of 4,421 cases for three years and it shows the continuous increasing trend year after year. The number of institutions that have the number of non-existent information equal to the number of nondisclosures or over it reached about 40%. It means excluding non-existent information from the reasons of nondisclosure influenced disclose rates and nondisclosure rates of many agencies. In the type analysis of the non-existent information reasons, the most main reason, the case of not producing or receiving the requested information by public institutions takes over 75% among the whole reasons. The next reason is the case of collecting or processing information takes over 7-10%. This study found the operational issues, as analyzing notifications of non-existent information. The operational issues are 1) the incomplete explanation of non-existent information, 2) the unclear scope of the collection and processing, 3) the problem of the transfer processing, and 4) the problem of recording management. Therefore, this study suggested some improvements of the perspective and the technical and procedural aspects. First, information disclosure issues including non-existent information are to be understood as an extension of records management. Second, disclosure service should improve overall based on advanced understanding. Third, the management procedures of non-existent information should be improved. Fourth, specific guidelines for handling non-existent information should be developed.
