Case Study : A Real Options Approach to an Overseas Project Finance Deal (사례연구 : 해외 프로젝트 파이낸스 투자 사례와 실물옵션기반 투자 의사결정)

  • The Korean Veterans' Pension Fund has previously pre-purchased Gibril Tower on Business Complex in Dubai, UAE, via a project-financed construction investment. Although the property is near completion, the investor syndicate's attempt to debt-finance due arrears was foiled in Dubai central bank's credit control of real estaterelated loans. Accordingly, the investment coordinator offered an additional capital injection, a collateralized leverage, and a maturity extension to the syndicate. If the syndicate rejects the offer, they may risk a nearcomplete capital loss and a possible default of the main contractor. Otherwise, the syndicate may still face uncertainties regarding interest receivables, principal re-payment, foreclosure, economic recession in Dubai, and the Islamic bond bill in the Korean Parliament. A possible exercise of the latter option may be due to the agency-prone nature of pension fund managers. Given these qualitative risk factors as at April 1, 2011, a real options approach-implied optimal decision suggests an extended and complete cash augmentation into the project finance deal.

  • Hydrogen is considered a key energy source to achieve carbon neutrality through the global goal of 'Net Zero'. Due to limitations in domestic green hydrogen production, Korean companies are interested in importing green hydrogen produced overseas. Because Australia and the Middle East possess high-quality renewable energy resources, they are attracting attention as suitable regions for producing green hydrogen using renewable energy. The cost of constructing and operating a green ammonia plant varies depending on the region. In this study, an economic feasibility comparison of green ammonia plant construction in Australia and the Middle East is conducted. Through this, it is expected to contribute to the economic analysis and feasibility analysis of the project to import hydrogen in the form of green ammonia into Korea.

  • Plant construction industry is a high value-adding industry because it is complex industry comprising engineering, procurements of equipments and construction. So, Revenue increase in overseas plant projects would boost up not only domestic construction industry but also growth of national economy. Recently, overseas plant-construction market is expanding dramatically. For instant, Middle-east countries are constantly increasing their orders for the construction of petro-chemical plants stimulated by sky-rocketing oil prices. The purpose of this research is to develop management techniques for plant projects such as work break-down structure, knowledge management system, logistics & procurement system, and risk assessment tools. We believe our research would contribute to the competion of Korean engineeing companies and contractors in overseas plant-construction market.

  • The domestic construction market is recently daunted because of the sustainable real estate regulation policy by the government. In other aspect, after the WTO(World Trade Organization)system opened overseas construction is growing continuously with grow of international economy and opening of market through world. Therefor needs to establish strategy on expansion or over seas construction competitive power. The purpose of this research is expansion on over seas construction competitive power by suggesting project cost guarantee methods to Owner and cost guarantee methods are Official Development Assistance(ODA). Accordingly, this research analyzed a developed $country^{\circ}{\phi}s$ ODA and domestic ODA. Moreover, survey to Expert of related field about over seas construction and ODA for identified problems. Especially, based on the results it intends to analyzed domestic ODA competitive power and improve strategy to competitive power of receive an order on over seas construction.

  • This paper looks into how to enhance construction project management, focusing on the change order, which is often considered one of the major causes for construction delays, disputes, and claims in the middle east construction. First, this paper categorizes the major causes of change orders. It suggests a detailed classification standard for affecting factors resulting from change orders based on a case study result of an on-going construction project in the Middle East. In particular, this paper presents a method to apply a machine learning-based feature selection to quantify the importance of change order triggers and affecting factors. As a result, the case study identifies six major change order triggers and eight affecting factors. Also, a meaningful relationship between change order triggers and affecting factors by each category is presented. This paper will contribute to setting a clear guideline for change order management for the international plant construction field while helping prevent construction delays and cost run-ups by reducing the time required for change order resolution between project owners and contractors.

  • The Construction Project Information System(CPIS), an information system constructed as part of the Construction Continuous Acquisition & Life-cycle Support(CALS) of the Ministry of Land, Infrastructure, and Transport(MOLIT), is designed to digitize construction projects across all stages, and enable sharing of information so as to enhance the productivity and efficiency of construction projects and secure their transparent administration. One of MOLIT's internal work systems, CPIS focuses on work-handling and data management. However, now over 10 years old after its construction, it focuses on text and document-based construction project information, but it cannot be interfaced with the visualization-based GIS, which limits the sharing and dissemination of information and the determination of the overall construction project status. To resolve the existing CPIS limitations and problems and to upgrade the system, this study examined domestic and overseas GIS technology trends and relevant information systems, and analyzed the CPIS status and problems. It thus proposed total GIS application measures to upgrade CPIS. Also, it identified detailed CPIS utilization measures and GIS application measures by unit system, and analyzed considerations for GIS application.

Development of a Conceptual Estimate Methodology for Plant Construction Projects (플랜트 건설 프로젝트를 위한 개산견적 방법론 개발)

  • In the overseas plant construction market, the domain construction firms' construction capability has been greatly improved, but the capability of project management is evaluated to be insufficient compared to the technical aspect. Project management capabilities from the initial planning stage of project execution are regarded as the core competence of advanced construction companies. Among them, it is urgent to improve the capacity of conceptual estimate for domestic companies. In this study, the researchers surveyed and analyzed the methodology of estimating project cost in the planning phase of the plant project and developed an estimation method by conducting a case study analysis. Based on the logic of the cost index and parametric estimation method among the existing estimation methodology, the estimation tool was developed by deriving the input and output variables tailored to the plant project. The validity of the proposed methodology was evaluated by comparing the accuracy between the project estimate amount of the case project and the actual project amount. In order to increase the utilization of the developed conceptual estimate methodology,for plant construction project, it is necessary to systematize the data of the historical project data. Increasing the accuracy of future project cost estimates is directly related to increasing project award and profitability of the domestic construction company.

The Analysis of Railroad Operating Costs in Korean Railroad Projects

  • Purpose: A railroad project is a complex system with large construction costs in the initial stage and ongoing operating costs over its lifecycle. Current railroad projects tend to be based on construction options, which leads to huge deficiencies in operating costs. This phenomenon results from a lack of appropriate tools to accurately estimate a railroad project's lifecycle costs. This study attempts to analyze the major components of railroad operating costs and to propose a decision-making system for analyzing the long-term lifecycle costs of railroad projects. Research design, data and methodology: We review the literature and analyze the current status of railroad operating costs in Korea and overseas. Based on previous projects, a framework for project options and operating costs is proposed. The framework is applied to actual railroad projects to demonstrate the validity of the model. Results: Case analysis shows that our framework is comprehensive in analyzing the primary aspects of railroad operating costs and plays an effective role in choosing various railroad project options. This study points out that the railway project operates inefficiently because estimating long-term costs without reflecting specific project options causes many errors. Conclusions: A major contribution of this study is the development of an improved framework for accurately estimating operating costs and providing policymakers and engineering firms with a holistic decision support system. Detailed components in estimating operating costs of the railroad business are discussed. And we present a decision-making tool that policymakers and private businesses can use in planning the railroad business.

An Analysis of Concentrate Competency in Bidding Process for Overseas Project of Domestic Construction Companies (국내건설기업의 해외 프로젝트 입찰단계 우선집중역량 분석)

  • Overseas construction orders of domestic companies had been increased significantly in a short period from $10.9 billion in 2005 to $64.9 billion in 2012. However experts are concerned that quality of growth will not support quantitative growth. This study suggest concentrate competencies for not only winning in bid but also successful execution of domestic companies. 4 Steps which are Pre-Marketing, Bid-Preparation, Bidding, Contract Phase are defined for competency assessment. After drawing specific tasks by phase, survey asking importance and capability of the tasks to the person in charge of bidding and site was conducted by utilizing Likert 7 point scale. According to the result of IPA analysis, domestic construction companies need to ensure internal competencies; Project risk review, Bid team organization, and external competencies; Client needs grasp, Localization strategy, Cooperation establishment. Hearafter domestic construction companies will be able to utilize the result of the study for setting bidding strategy for winning in bid and improving earning rate.

Relations of Complexity, Risk Perception and Opportunism on Overseas Mega-Project: Modulating Effect of Contractual Governance (해외 대형 프로젝트의 복잡성, 위험인지 및 기회주의의 관계: 계약적 지배구조의 조절효과)

  • The construction industry can be described as one of the most volatile industry depending on the situation. As such, a contractor, who is usually positioned to take all kinds of risk, may frequently require to form a strategic partnership for better execution of a project. In this study, we are going to review act or behavior that may happen among such partnership. For such review, a survey targeted at domestic construction companies has been conducted on their thoughts as regards opportunism, risk perception, and the contractual governance between partners. The analysis result of structural equation and regression has indicated that there exists a positive effect on the opportunistic behavior from the risk perception, a moderating effect on contractual governance between the performance risk and opportunism, whereas no such moderating effect on the same between relational risk and the opportunism. The output of this study may assist various domestic individuals who wish to participate large scaled overseas projects.
