Financial performance analysis based on efficiency evaluation of Regional Public Hospital (지방의료원의 운영효율성 평가에 따른 재무성과 분석)

  • The purpose of this study is to analyze the impact of the financial performance of regional public hospitals on their efficiency. In addition, the analysis of their efficiency using environmental factors, such as the market share, operating mode, and size of the regional public hospitals, as well as the factors influencing their efficiency, are selected by selecting the input and output factors of the hospitals and some differences were found between them. The DEA index and financial performance of the 31 regional public hospitals were calculated for the three years from 2012 to 2014. ANOVA and hierarchical regression analysis were used. As a result, there was a significant difference in their efficiency according to the environmental factors, such as the city scale of the regional public hospital, the number of hospital beds, and their business performance, productivity, and publicness. The medical profit margin (p<0.05), labor cost investment efficiency (p<0.05) and HHI (p<0.05) were found to affect the efficiency. In order to identify the inefficiencies of the regional public hospitals and increase their efficiency, it is necessary to measure the efficiency of the input resources and to reduce their cost. In addition, if the regional public hospitals were to provide specialized services, such as specialized functions of medical care that would give them a competitive advantage over private hospitals, their operational efficiency would be enhanced and they would be able to fulfill their role as public medical institutions.

  • Due to not only proven stability and reliability but a significant investment and years of accumulated -experience and knowledge, legacy systems have supported the core business applications of a number of organizations over many years. While the emergence of Web-based e-business environments requires externalizing core business processes to the Web. This is a competitive advantage in the new economy. Consequently, organizations now need to mine the business value buried in the legacy systems for reuse in new e-business applications. In this paper we suggest a systematic approach to mining components that perform specific business services and that consist of the legacy system's assets to be leveraged on the modem platform. The proposed activities are divided into several tasks. First, use cases that realize the business processes are captured. Secondly, a design model is constructed for each identified use case in order to integrate the use cases with the similar functionalities. Thirdly, we identify component candidates from the design model and then adjust the component candidates by considering common elements among the candidate components. And also business components are divided into three more fine-grained components to deploy them onto J2EE/EJB environments. finally, we define the interfaces of components which provide functionalities of the components as operations.

A Study on IPA-based Competitiveness Enhancement Measures for Regular Freight Service (IPA분석을 이용한 정기화물운송업의 경쟁력 강화방안에 관한 연구)

  • Purpose - Despite the structural irrationality of multi-level transportation and the oil price rise, the domestic freight transportation market continues to grow, mirroring the rise in e-commerce and resultant increase in courier services and freight volumes. Several studies on courier services have been conducted. However, few studies or statistics have been published regarding regular freight services although they have played a role in the freight service market. The present study identifies the characteristics of regular freight service users to seek competitiveness enhancement measures specific to regular freight services. Research design, data, and methodology - IPA is a comparative analysis of the relative importance of and satisfaction with each attribute simultaneously. This study used IPA because it facilitates the process of analyzing importance and performance, deriving implications and a visual understanding of results. To enhance the competitiveness of regular freight services, this study surveyed its current users regarding the importance of the regular freight service factors. A total of 200 copies of a questionnaire were circulated and 190 copies were returned. In addition to demographics, respondents answered questions about the importance of and satisfaction with services on a 5-point Likert scale. Excluding 3 inappropriate copies, 187 out of 190 copies were analyzed. PASW Statistics 18 was used for statistical analysis. A total of 20 question items were selected for the service factors presented in the questionnaire based on the 1st pilot survey and previous studies. Results - According to the IPA performed to compare the importance of and satisfaction with service factors, both importance and satisfaction are high in the 1st quadrant, which involves the economic advantage of using regular freight services, quick arrival at destinations, weight freight handling, and less time constraints on freight receipt/dispatch. This area requires continuous management. Satisfaction is higher than importance in the 2nd quadrant, which involves the adequacy of freight, cost savings over ordinary courier services, notification on freight arrival, and freight tracking information. This area requires intensive investment and management. Satisfaction is lower than importance in the 3rd quadrant, involving the credit card payment system, courier delivery service, distance to freight handling sites, easy access to freight handling sites, and prompt problem solving. This area requires further intensive management. Both importance and satisfaction are low in the 4th quadrant, involving the availability of collection service, storage space at freight handling sites, kindness of collection/delivery staff, kindness of outlet staff, and easy delivery checks. This area is a set of variables should be excluded from priority control targets. Conclusions - Based on the IPA, service factors that need priority controls because of high importance and low satisfaction include the credit card payment system, delivery service, distance to freight handling sites, easy access to freight handling sites, and prompt problem solving. The findings need to be applied to future marketing strategies for regular freight services and for developing competitiveness enhancement programs.

An Analysis on Policy of Independent College using the Four-Dimensional Framework (중국의 독립학원 정책 분석 : 다차원 교육정책분석 모형을 중심으로)

  • China's independent college approved private education investment, and facilitates the use of funds to support individual investors, corporations, and society. In contrast to China's public universities, the college guarantee private school method of operation. Its bachelor's degree, admission to students, the establishment of a separate corporation, and the recognition of scholastic achievements, was established with the aim of ensuring the diversity of higher education institutions in China. However, since the early 1990s, the independent college, which has emerged as a new way of higher education in China, has achieved quantitative growth over the past 30 years, but the quality of education has not yet grown. The reason why the independent college in China is interested is that it receives support from the facilities and professors of the original public college, and the major in which it is established and shares the reputation of the university. This study tried to analyze the policy of independent college which is a unique higher education institution in China. For this purpose, we use Four-Dimensional Framework to analyze the problem of China's independent colleges. It examines the profitability and non-profitability of independent college as a normative dimension and analyzes the Chinese society that have the old "guanxi" culture core in China. On the structural dimension, we analyzed the structure of the relationship in educational administrative institution. On the constituentive dimension, we observed that the various stakeholders who are interested in the independent college policy. Finally, we searched for future directions of the independent college centered on the process of legalization of independent colleges in technical dimension. The results of this analysis suggest the implications of the direction of China's independent college policy.

Expected Role of ICT for Creative Economy (ICT와 미래창조경제의 나아갈 방향)

  • Paradigm of Global economy is changing to creative economy. This study focuses on the role of creative economy to clarify (understand clearly) the impact (influence) which transition of economy system will bring about. The creative economy is basically came from New economy theory. According to the New economy theory, a state can achieve sustainable growth without an inflation, or higher growth rate under given inflation rate, through an investment on ICT. However, different from America, Korea had limited effect of New Economy. This is because Korean economy had factor-input driven growth model rather than New Economy mechanism. However, ICT is essential requirement to move toward New Economy(Digital Economy), it does not sufficiently explain the increase of productivity and economic growth. A crucial point to realize New economy is how to diffuse and spill over the technology development on ICT sector to other industry. ICT is not creative industry or creative economy per se, and it should play as an enabler to improve other industry's productivity. The creative economy can be understood as an extension of New Economy theory. It means the economy that creates values by cultural assets and human resource, as well as capital and labor factors. However, if we understand the meaning of creative economy as change of input factors, it is hard to bring real shape of creative economy.

China's Economic Slow-down and the Middle-Income Trap Controversy (중국의 저성장과 '중진국함정론'에 근거한 위기요인 분석)

  • This paper first extracts the main basis for the Middle-Income Trap(MIT) to apply these grounds to reality of the Chinese economy. And then confirmed crisis factors of China economy. Also discussed then the economic reforms of China in order to not fall into the MIT. After reviewing previous research extracted six factors the results will correspond to comply with the Chinese economy. Those are 'Over-investment', 'excess capacity' 'reduction of TFP continued,' 'disappearance and the aging of the population bonus', 'excessive debt and structural adjustment and financial instability of the company', 'income unequal expansion', 'low financial and information infrastructure accessibility', and 'low transparency index'. China's policy direction to avoid the MIT generally set properly, but proof that implementation process not easy, was appearing everywhere. After all, China economy should be modified now to a reforms of 'government failure' and promotion of function for ongoing restructuring system in the market. Because of the SDR incorporation from 2015, it is inevitable to face major constraints in the external aspects.

  • As national economies globalize, demand for intercontinental container shipping services is growing rapidly, providing a potential economic boon for the countries and communities that provide port services. On the promise of profits, many governments are investing heavily in port infrastructure, leading to a possible glut in port capacity, driving down prices for port services and eliminating profits as ports compete for business. Further, existing ports are making strategic investments to protect their market share, increasing the chance new ports will be overcapitalized and unprofitable. Governments and port researchers need a tool for understanding how local competition in their region will affect demand for port services at their location, and thus better assess the profitability of a prospective port. We propose to develop such a tool by extending our existing simulation model of global container traffic to incorporate demand-side shipper preferences and supply-side strategic responses by incumbent ports to changes in the global port network, including building new ports, scaling up existing ports, and unexpected port closures. We will estimate shipper preferences over routes, port attributes and port services based on US and international shipping data, and redesign the simulation model to maximize the shipper's revealed preference functions rather than simply minimize costs. As demand shifts, competing ports will adjust their pricing (short term) and infrastructure (long term) to remain competitive or defend market share, a reaction we will capture with a game theoretic model of local monopoly that will predict changes in port characteristics. The model's hypotheses will be tested in a controlled laboratory experiment tailored to local port competition in Asia, which will also serve to demonstrate the subtle game theoretic concepts of imperfect competition to a policy and industry audience. We will apply the simulation model to analyze changes in global container traffic in three scenarios: addition of a new large port in the US, extended closure of an existing large port in the US, and cooperative and competitive port infrastructure development among Korean partner countries in Asia.

An Efficiency Comparison of Container Terminals in Korea and China by Using Super Efficiency-DEA and Malmquist Productivity Index (Supper Efficiency DEA와 Malmquist 생산성 지수를 활용한 한·중 컨테이너터미널의 효율성 비교)

  • The objective of this study was to select world top 20 major container terminals that belong to Korea and China as comparison units to analyze their efficiency and productivity trend. Super Efficiency Data Envelopment Analysis(SE-DEA) and Malmquist Productivity Index(MPI) models were applied to this study. Compared with previous studies, we narrowed down the scope of the comparison units to terminals and conducted more detailed analysis to present more meaningful implications to the actual operation. The different result from existing studies, SE-DEA analysis implied that the major terminals of Busan New Port showed similar efficiency and productivity with China's terminals. In MPI analysis, the average index of Korean and China's terminals is 1.051 and 1.049. The analysis indicates that the productivity was improved 5.1% and 4.9% annually. From 2012 to 2015, the average terminal TCI index of South Korea and China were 1.032 and 1.0318-the main factor which influences MPI. This means improving productivity mainly rely on investment in new equipment and technology upgrades rather than improve operational efficiency over the past few years. Future management decisions should consider more aggressive marketing to increase the volume and improve operational efficiency to enhance productivity. Further research should apply the overall efficiency of the methodology considering the financial diversification, terminal capacity, service levels, and other factors.

A Study on Condition Analysis of Revised Project Level of Gravity Port facility using Big Data (빅데이터 분석을 통한 중력식 항만시설 수정프로젝트 레벨의 상태변화 특성 분석)

  • Purpose: Inspection and diagnosis on the performance and safety through domestic port facilities have been conducted for over 20 years. However, the long-term development strategies and directions for facility renewal and performance improvement using the diagnosis history and results are not working in realistically. In particular, in the case of port structures with a long service life, there are many problems in terms of safety and functionality due to increasing of the large-sized ships, of port use frequency, and the effects of natural disasters due to climate change. Method: In this study, the maintenance history data of the gravity type quay in element level were collected, defined as big data, and a predictive approximation model was derived to estimate the pattern of deterioration and aging of the facility of project level based on the data. In particular, we compared and proposed models suitable for the use of big data by examining the validity of the state-based deterioration pattern and deterioration approximation model generated through machine learning algorithms of GP and SGP techniques. Result: As a result of reviewing the suitability of the proposed technique, it was considered that the RMSE and R2 in GP technique were 0.9854 and 0.0721, and the SGP technique was 0.7246 and 0.2518. Conclusion: This research through machine learning techniques is expected to play an important role in decision-making on investment in port facilities in the future if port facility data collection is continuously performed in the future.

Greenhouse Gas Reduction from Paddy by Environmentally-Friendly Intermittent Irrigation: A Review (환경 친화적인 간단관개를 통한 논에서의 온실가스 저감)

  • Irrigated and flooded rice paddy contributes to the greenhouse gas emissions (GHG) that affect climate. This in turn affects the supply and reliability of the water needed for rice production. This dynamic makes current rice production methods foreseeably less sustainable over time while having other undesirable effects. Intermittent irrigation by a means of the system of rice intensification (SRI) and alternate wetting and drying (AWD) methods was reviewed to reduce global warming potential (GWP) from 29% to 90% depending on site-specific characteristics from flooded rice paddy and analyzed to be a promising option for enhancing the productivity of water as well, an increasingly constraining resource. Additional benefits associated with the SRI/AWD can be less arsenic in the grain and less degradation of water quality in the run-off from rice paddies. Adoption and expansion of intermittent irrigation of SRI/AWD may require costly public and private investments in irrigation infrastructure that can precisely make irrigation control, and the involvement and upgrading of water management agencies and farmer organizations to enhance management capabilities. Private and public collaboration as a means of earning carbon credit under the clean-development mechanism (CDM) with SRI/AWD for industries to meet as a part of their GHG emission quota as well as a social contribution and publicity program could contribute to adopt intermittent irrigation and rural investment and development. Also, inclusion of SRI and AWD in programs designed under CDM and/or in official development assistance (ODA) projects could contribute to climate-change mitigation and help to achieve UN sustainable development goals (SDGs).
