As the local self-government are stabilized and the environmental value is becoming more important among local residents, the occurrence of the anti-movements against waste treatment facilities is getting more frequent. Opposing to build the reuse facilities of wastes takes place because of concerning of health and hygiene, as well as matters of unclear policy making process. However, these facilities must be built in somewhere for the convenience and profit of the public. The NIMBY phenomenon against reuse facilities of wastes could be a burden for the city operation system, and it could worsen citizens' quality of life in the long run. In these lights, reuse and recycling facilities of wastes in East region are necessary facilities improving citizens' quality of life and enhancing the growth of cities in the region. However, there have been concerning of deforestation during the construction process of the facilities. The landscape design presented here for these facilities considers the features of the environmental ecosystem and tries to establish a plan to preserve the natural environment of the City of Ichon. This paper presents methods minimizing adverse effects of the facilities on the existing environments and promoting the city image with integrating culture, tourism, landscape and environment of the city. The landscape design makes efforts to harmonize natural environments in the site, human activities and culture. Well-being park was aimed to lead healthy and energetic outdoor activities of local residents. Ecological park was aimed to enhance the ecological functions of the forests and restore the valley ecology. Culture park was aimed to capture the city identity by creating a place that contains all the variety of meanings of the City of Ichon.
This research case-study places are chosen Seoul Metropolitan City and Yong-In City where the distinction characteristics of outdoor spaces are introduced in Apartment Complex. In this study, the standard of waterscape facilities will be set through preliminary researches and detail design factors are prepared for each characteristics. Analyze and research the characteristics of design factors through the field research of places. The Group data from Cluster Analysis, which is about waterscape facilities, is analyzed and classified by types of waterscape facilities in common residence. and then each type of characteristics and representatives of waterscape facilities founded. Waterscape facilities are charactered in 4 main types. I Type is appeared to the natural artificially mountain stream, slope and a rest space type, and feelings type. This type has twenty sites. II Type is appeared to the fewest sites(11 sites). This type is appeared to the Eco-pond, Border planting next to the waterscape facilities. III Type is appeared to the largest sites(28 sites), that is, play style water facilities of no-plantation patterns. IV Type is appeared to the retaining wall type, the rest space of bench type. Research result led, detailed plan element 64 are selected with design elements Seoul Metropolitan City and the Yong-In City at the time of the fact that well is only reflected commonly from external spaces, the type by quality which leads a statistical analysis the type quality was well reflected relatively was judged.
The purpose of this study was to find out the present condition of indoor thermal environment and to investigate the environmental needs of the elderly through the measurement of outdoor and indoor physical thermal environment elements and the questionary survey of the response to thermal environment in two welfare facilities for the aged in Taegu during summer in 2001. The 38 residents among the total of 134 residents were asked to record their feelings. The result of this study was as follows. The indoor thermal environment in the facilities subjected leer this study was seemed to be comfortable comparatively. But the values of mean indoor temperature measured were about 1.6-1.8$^{\circ}C$ higher than that of a existing domestic research suggested as thermal comfort zones for the elderly during summer, and most residents fe1t somewhat hot in inner space. And the value of indoor relative humidity in one facility was out from the range of comfort humidity(40-70%). Also there were differences by the geographical location between the two.

This study aims at identifying factors and variables which have significant effects on users satisfaction with recreational activities and facilities in Apsan city natural park and therby establishing indicies of planning and / or development of urban forest. To test the causal models of this research, The data were gathered by self-administered questionnaires from 1,147 households in Taegu city which were selected by the multi-stage probabiling sampling method. The analysis of the data primarily consist of two phases : The first analysis dealt with exploratory factor analysis which identified major factors involved in satisfaction with recreational activities and facilities in Apasn city natural park and the second analysis tested the fit of causal models of this research to the data using LISREL methodology. The factor analysis identified that three significant factors are involved in satisfaction with recreational activities and five significant factors are inherent in satisfaction with recreational facilities. The second phase analysis tested the fit of the causal models for satisfaction with recreational activities and facilities to the data and identified statistically significant causal linkage among overall satisfaction with the park, other indogenous factors and exogenous variables. These significant relationships represent important factors and variables that should be considered in planning and/of development of the city natural park. On the basis of there significant causal relationships implications for planning and/or development of the city natural park were suggested.

Culture was performed by using Sheep Blood Agar Plate (BAP, Asan Pharmaceutical) and Sabouraud Dextrose Ager (SDA, Asan Pharmaceutical) along with air $IDEAL^{TM}$ (Biomerieux), which is a microbe interceptor based on inertial impaction interception, in order to investigate bioaerosol in indoor and outdoor air at five elderly care facilities in a metropolis and an urban-rural consolidated city for two months from April 1 to May 31, 2007. From the culture followed by isolation and identification, the following conclusions were drawn. 1. As for the general isolation of microbes in each facility, care center S had the largest amount of microbes (263 cfu/$m^3$) isolated in a 300L room, followed by care center U having 123 cfu/$m^3$ isolated. 2. As for the number of bacteria isolated from a medium intercepting 300 L indoor, the largest amount of other unidentified or non-pathogenic Gram positive cocci (321 cfu/$m^3$) was isolated and most of the other Gram positive cocci were CNS (Coagulase Negative Staphylococcus). 3. As for the number of fungi isolated from a medium intercepting 300 L in a room, the largest number of Aspergillus spp. (66) was isolated, followed by Mucor spp. (62 cfu/$m^3$), Penicillium spp. (53 cfu/$m^3$), Alternaria spp. (50), and other unidentified or non-pathogenic fungi (42 cfu/$m^3$). 4. As for the rate of indoor and outdoor pollution, the average number of interceptions was all larger indoor than outdoor; the research differentiating the amount of air into 300 L and 500 L demonstrated that the larger amount of air led to more bacteria, making no great variation in the species.
Subsidiary welfare facilities in an apartment complex are one of the most important factors for consumers when they buy an apartment due to an increase of consumers' consciousness level, increase of leisure time, and increase of cultural life. This study aims to analyze layout types and characteristics of subsidiary welfare facilities at the apartment complexes in the second phase new towns, investigate the current situation and find out the improvement direction. For this purpose, this author investigated three "second phase new towns" which were designated as a new town at similar time, and selected a total of 15 apartment complexes by selecting 5 complexes in each of the three new towns. Literature survey, case visit, photo shoot, user observation survey were used as study methods. The results of the study are as follows. First, it was found that a mixed type was the most common type of plane layout types in the subsidiary welfare facilities. This type improves accessibility and equity of the residents as the facilities are appropriately placed based on the functions and the user characteristics. Second, it can be considered that a distributed type for senior citizen centers and daycare centers may give independence to specific users, but it may give a sense of alienation to the elderly. Moreover, it does not have enough community so that it is necessary to make proper supplementation. Third, there were two lay out types. The first one is that the subsidiary welfare facilities are placed with step difference and the second one is that they are placed in sunken places using the underground space. Fourth, all layout types of outdoor facilities are distributed types, and it is considered that measurements for a proper balance of accessibility and equity are required.

The purpose of this paper is to study and propose playground facilities for physically challenged children to cultivate adaptability in society and advances the opportunity of participate in physical exercise. This study carried out site investigations by visiting and inspecting various facilities: a recreational walking path for physically challenged people, a care facility for physically challenged children, a special school for physically challenged children, and "Madel Park", a private-use playground for physically challenged children. The result of the site investigation found that, overall, play facilities are difficult to use for physically challenged children. In addition, because park space is often small and narrow, children who are restricted to wheelchairs find it impossible to access such facilities. By carefully inspecting each of the facilities, the author found suitable elements to apply for outside play space. These elements include the introduction of an essential slope way to allow for safe movement, the provision of special seats which support the body to outside play equipment and the adaptation of treatment room instruments that assist balance to outdoor playground facilities. On the basis of the site investigation the interview and the indoor education program for physically challenged children the author completed an outside play program. Each item in this program was classified as belonging to either a "sense play" program or and "exercise play" program. Finally, the author designed suitable play equipment for physically challenged children corresponding to each item in the exercise programs in order to research the appropriateness of the equipment to its intended use. This research is the first step. From this point the author expects that specific applications will be developed through a practical space plan and sufficient clinical experiments involving use of the new equipment.
The purpose of this study is to analyze the current status and condition of children's playgrounds in K which parents recognize as in Gyeonggi-do and provide basic data for the qualitative environment for daily outdoor play of young Children. To do so, a survey of 269 parents living in Gyeonggi-do was conducted and reconstructed based on the advanced research related to outdoor play. Also it was evaluated and revised after consultation with 3 children education specialists. The repossessed questionaries were frequency-analyzed with SPSS 20.0 program. The result of the analysis on outdoor playgrounds is in the following. First of all, it was analyzed that parents required 1 or 2 hours for their children to play outdoors in a type of "forest playgrounds." Moreover, they said that it was really important for the children to feel "interesting and funny" during the outdoor play, and they recognized that the play would be helpful for the children's socialization. However, they felt that a risk factor of the outdoor play was "a vehicle risk in streets." Secondly, the study suggested that there were outdoor playgrounds around parents' houses, and a type of the outdoor play was "a playground installed in the apartment complex." Furthermore, most of the parents weren't satisfied with the outdoor play because the apartment neglected the management of the playgrounds, and there were no playing facilities that were good enough to derive children's curiosity and adventurous spirit. The result also showed that most of the children played outdoors with "their mothers," and they participated in indoor activities, especially playing a game or watching TV rather than outdoor activities after attending a children educational institute. Lastly, when it comes to areas of outdoor play to be improved, it was necessary to "expand playgrounds that children can use for each season," build "safe playgrounds" for a type of the outdoor play," provide "playing spaces" for a spatial type, and "control vehicles around the playgrounds and deal with dangerous things" to prevent safety accidents. The result can expand the understanding of outdoor play for Young Children and offer discussions about the relevant organizations and studies.
Objectives: This study examined the impact of a smoke-free policy on indoor air quality at indoor recreation facilities by assessing $PM_{2.5}$ concentrations before and after the implementation of the new policy. Methods: Using real-time monitors, $PM_{2.5}$ concentrations were measured in 50 billiard rooms and 50 golf simulator rooms in Seoul, Korea. The characteristics of the indoor recreation facilities, smoking status, and atmospheric conditions were recorded at the same time.After the enforcement of a smoke-free policy, $PM_{2.5}$ concentrations, installation of smoking room, and smoking status were examined when the facilities were revisited. Results: Almost a half of the billiard rooms and over 80% of golf simulator rooms were located underground. Seventy percent of the billiard rooms and one hundred percent of the golf simulator rooms were equipped with a local exhaust ventilation system. After the implementation of the smoke-free policy, 46% of the billiard rooms and 20% of the golf simulator rooms newly installed a smoking room. In the billiard rooms with a newly-installed smoking room, the $PM_{2.5}$ concentrations decreased from 97.9 to $45.6{\mu}g/m^3$ after the implementation of the smoke-free policy. The same change of 29.0 to $ 26.3{\mu}g/m^3$ was not statistically significant in golf simulator rooms. Indoor $PM_{2.5}$ concentrations were correlated with outdoor $PM_{2.5}$ concentrations, number of smokers, and number of people in the room. Conclusions: The smoke-free policy for indoor recreation facilities was not effective at making the indoor spaces free from second hand smoke. Although a few billiard rooms installed a smoking room, indoor $PM_{2.5}$ concentrations were still higher than those of outdoor $PM_{2.5}$ or atmospheric $PM_{2.5}$. Stricter enforcement of the smoke-free policy should be achieved to prevent secondhand smoke exposure.

The purpose of this study was to review the government's policy on the enhancement of sports facilities for community residents regarding the lack of knowledge surrounding the infrastructure of sports facilities. The government has invested approximately 2.4 trillion won to establish 220 community sports centers, 385 billion won for 194 multi-purpose indoor centers, and 1.3 trillion won for rebuilding 1,870 school outdoor fields. On the other hand, there are problems with the link between the crumb rubber infill on sports fields and cancer, a lack of availability of indoor sports centers, and an increased federal budget deficit. It is the responsibility of government to plan and construct outdoor fields that are large enough to accommodate all people and allow them to play activities. In addition, the guidelines should ensure that the indoor space required for physical activities at each teaching station is large enough to accommodate all students in the class and handle two classes. The government should suggest the federal government guidelines based on a good understanding of the concept of infrastructure in sports facilities. The government also should make efforts to reduce the regulatory powers and provide the community with an autonomous right to plan and construct sports facilities.
