Data obtained by a longitudinally designed survey at intervals of 18 months with the reemployed(N = 153) after job loss were used. The underemployment measures include 1) the ratio of wage change 2) the ratio of status change 3) the ratio of education 4) the occurrence of change from the permanent job to temporary job, 5) overqualification - growth opportunity, 6) overqualification - mismatch. The first four measures are social-economic and objective measures and the last two measures are psychological and self-reported ones. Demographic variables(sex, age, education level, and period of unemployed), circumstantial variables(economic hardship, number of dependents), and psychological variables(job-seeking self-efficacy, depression/anxiety, latent function) are included in antecedents. In the effects of antecedents on underemployment, age increases the level of underemployment in the aspects of wage and job status. Economic hardship increases the possibility of underemployment in the aspects of education and number of dependents increases the possibility of underemployment in the aspects of job status. Job seeking self-efficacy decreases the possibility of underemployment in the overqualification - no growth. Retention of latent function during the period of unemployment lowers the possibility of underemployment in the overqualification - no growth. The level of depression and anxiety during the period of unemployment raises the possibility of underemployment in terms of education and in the overqualification - mismatch. In the effects of underemployment on organizational adaptation, the higher the level of underemployment in the aspect of education is, the lower the level of person-organization fit, emotional commitment, and job satisfaction are. And the transition from permanent job to temporary job makes emotional commitment and job satisfaction lower. • Objective: This paper introduces the regulatory oversight approaches and issues to consider in the course of safety culture oversight model development in the nuclear field. Common understanding on regulatory oversight and present practices of international communities are briefly reviewed. The nuclear safety culture oversight model of Korea is explained focusing on the development of safety culture definition and components, and their basic meanings. Oversight components are identified to represent the multiple human and organizational elements which can affect and reinforce elements of defense in depth system for nuclear safety. Result of validation study on safety culture components is briefly introduced too. Finally, the results of the application of the model are presented to show its effectiveness and feasibility. Background: The oversight of nuclear licensee's safety culture has been an important regulatory issue in the international community of nuclear safety regulation. Concurrent with the significant events that started to occur in the early 2000s and that had implications about safety culture of the operating organizations, it has been natural for regulators to pay attention to appropriate methods and even philosophy for intervening the licensee's safety culture. Although safety culture has been emphasized for last 30 years as a prerequisite to ensure high level of nuclear safety, it has not been of regulatory scope and has a unique dilemma between external oversight and the voluntary nature of culture. Safety culture oversight is a new regulatory challenge that needs to be approached taking into consideration of the uncontrollable aspects of cultural changes and the impacts on licensee's safety culture. Although researchers and industrial practitioners still struggle with measuring, evaluating, managing and changing safety culture, it was recognized that efforts to observe and influence licensees' safety culture should not be delayed. Method: Safety culture components which regulatory oversight will have to focus on are developed by benchmarking the concept of physical barriers and introducing the defense in depth philosophy into organizational system. Therefore, this paper begins with review of international regulatory oversight approaches and issues associated with the regulatory oversight of safety culture, followed by the development of oversight model. The validity of the model was verified by statistical analysis with the survey result obtained from survey administration to NPP employees in Korea. The developed safety culture oversight model and components were used in the "safety culture inspection" activities of the Korean regulatory body. Results: The developed safety culture model was confirmed to be valid in terms of content, construct and criterion validity. And the actual applicability in the nuclear operating organization was verified after series of pilot "safety culture inspection" activities. Conclusion: The application of the nuclear safety culture oversight model to operating organization of NPPs showed promising results for regulatory tools required for the organizations to improve their safety culture. Application: The developed oversight model and components might be used in the inspection activities and regulatory oversight of NPP operating organization's safety culture.

  • It is very important issue in information design to improve information efficiency by adapting interesting factors in changing circumstance of information communication. The concept of infotainment is utilized in designing information contents in a way of combining entertainment factors with information itself based on various media and representation technologies. The information arousing user's attention, which includes interesting factors, is persuasive message comppared to the informative message conveying only information itself. The reason why infotainment is persuasive is because it makes the user absorb deeply in the information during the process of understanding by sensorial stimuli, cognitive interest, and situational interest. The sensorial stimuli originates from the expression elements of information design. The cognitive interest from the user's intellectual activities has a try to overcome mental block when user confronts with the redundant expression in the manner of unexpectedness and inharmony. The situational interest originates from user's optimum experience by the flow of satisfaction. Therefore, the attribute of infotainment is defined with the stimuli, the redundancy, and user's satisfaction. Its design elements consist of physical factors, organizational factors, and psychological factors. The physical factors through sensorial stimuli are utilized by visual manipulation such as visual analogy or visual pun, multimedia, and moving expression. The organizational factors through redundant expression bring user's imagination by adapting storytelling, event, and interaction in the process of understanding information. The psychological factors through expression of entertainment interests such as humor, play, and game give users psychological satisfaction with the flow. In conclusion the concept of infotainment can be adapted when the design factors should be integrated with its attributes, or the conveying information should go well with its purpose and characteristics.

  • Workplace bullying is becoming one of social issues. The aim of the present study was to investigate whether the contextual variables(communication climate, social climate) moderate the relations between the individual variables(trait anger, social avoidance) and workplace bullying victimization. The self-report data of 207 office workers(115 men, 92 women) in Seoul and Gyeonggi-do was analyzed. The results of hierarchical regression indicate that trait anger positively predicted men's workplace bullying victimization only when social climate is bad. Social avoidance positively predicted men's bullying victimization only when communication climate is good. There was no moderating effect of the contextual variables among women. Trait anger positively predicted women's workplace bullying victimization only when considering communication climate as a contextual variable. Social avoidance has no significant effect on women's workplace bullying victimization. However, both communication climate and social climate negatively predicted women's victimization. The implications and suggestions for prevention and intervention of workplace bullying were discussed.
