The purpose of this research was to investigate the effects of content and formal schema on reading comprehension. Five hundred fiftynine subjects from high school were assigned to one of the following levels and treatment conditions : (1) Higher level & Schema Activation, (2) Higher level & Non-schema Activation, (3) Lower level & Schema Activation, and (4) Lower level & Non-schema Activation. To evaluate the effects of schema activation. two experiments were conducted : one was related to the content schema and the other to the formal schema. To evaluate the effects of content schema, three different types of tests were conducted : (1) cloze test, (2) guessing the meanings of nonsense words, and (3) immediate recall test. To evaluate the effects of formal schema instruction, four kinds of tests were conducted : (1) sorting the sentences according to the importance, (2) identifying the signal words, (3) immediate recall test, and (4) identifying the specific information. For content schema condition, results indicated that the subjects given the titles or pictures before reading in "Content Schema Activation" treatment had better grades than those of the other treatment in all types of tests. regardless of their levels. Schema activation helped the subjects to increase the cognitive predictability of missing words and to participate in the tasks more actively with risk-taking. And it was also shown that good readers tend to process the words meaningfully, while poor readers tend to process the words phonetically or morphologically. Formal schema activation through teaching the text organization also had a significant influence on three types of tests: sorting the sentences according to the importance, identifying the signal words, and immediate recall test, but not on identifying the specific information. The implications from this study can be briefly noted as follows : (l) In teaching reading, the student's background knowledge should be activated as a pre-reading activity. (2) In reading, it is more important to emphasize the student's schema than the features of the text. (3) Various educational interventions should be introduced, especially for the lower level students. (4) Teaching text structures can be a powerful method for the top-down processing strategy.
Recently, interests in the notion of PKMS(Process based on Knowledge Management System) utilizing BPMS(Business Process Management System) and KMS(Knowledge Management System) have been significantly increased. Specially, most public organizations require their own effective knowledge management strategies since public business service needs various knowledge types. Based on a comprehensive framework that reflects lifecycle requirements of KMS and BPMS, we propose an PKMS system architecture, which performs step-by-step knowledge-providing strategy in public organization. To propose a PKMS architecture, this paper first investigates inter-relationships between public business and various knowledge types, and classifies knowledge types into three groups and then we suggest knowledge management strategies considering priority order among knowledge groups. Based on the proposed knowledge management, a PKMS system architecture can combine the advantages of the KM and BPM paradigms. This paper presents the PKMS system applied to employment insurance business part in real environment and demonstrated the advantages via inter-relationships between KM and BPM requirements.

It is tried that evaluation areas and items of information system in public sector are derived ration-ally and its weight value call be applied differently to type of information system to enhance validity and objectiveness of measurement in evaluating IS in this research. To obtain the goal of this research, firstly, five sectors - system sector, user sector, organization and management sector, the degree of strategic contribution to IS, and the degree of optimizing re-source in IS - are categorized based on broadly reviewing previous theoretical and practical research. Secondly, IS type in public sector is divided into internal operation one and customer oriented one that is object of the IS, and divided into application oriented and IT infrastructure oriented which are influence by IS. Thirdly, evaluation areas and its items are measured by 5 point scales (Likert summated scales) in addition to analysis of validity and reliability to improve objectiveness of establishing evaluation areas and its items. Fourthly, the weight values in the evaluation areas and its items are derived by using analytic hierarchy process. According to the results of analysis of weight value through AHP, it were found to be 30.4% to organization and management sector. 25.5% to degree of strategic contribution, 21.0% to user sector, 13.5% to degree of optimization of resource management, and 9.6% to system sector. and. different weight values each of the four IS type are proposed which establishing in this research. The main implications of this study is that the criteria by which IS in public sector can be categorized 4 ones is suggested and The weighted evaluation for four types of IS based on the AHP analysis enables proposing an objective evaluation method of IS in public sector for considering individual IS characterics.
This is an exploratory study on facilitators, impediments and their priorities of firm innovation activities regarding the Fourth Industrial Revolution. This study adopted an inductive method to explore the properties and contents of the facilitators and impediments. 10 main factors and 30 sub-factors (15 facilitators, 15 impediments) were extracted through the Delphi survey. The highest priority goes to the factor of executive-level officers' minds and future strategies. By examining the properties and contents of 15 facilitators and 15 impediments of innovation activities, this study notices that the most factors are related to the prior stage of innovation. It indicates that each firms' innovation activities regarding the Fourth Industrial Revolution is not about the managing problems in (or of) innovation process, but closely associated with the degree of whether they are willing to be engaged with their innovation activities of the Fourth Industrial Revolution. In addition, this study proposes that the relationship between each firms' innovation activities on existing market/business and the new market/business regarding the Fourth Industrial Revolution can be predicted as a dynamic reverse one. 15 facilitators and 15 impediments can influence two types of innovation activities. Finally, this study suggests that through priorities of facilitators and impediments, leadership and future strategies, culture and organization, and (human) resource acquisition are the prioritized areas for a further study of innovation activities.
Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.
This study aimed to explore how to lead locals to join rural downtown regeneration projects on the basis of the downtown of Obuse Town located in Nagano Prefecture in Japan. What well depicts the outcome of Obuse Town Project joined by residents are revitalized downtown districts and open gardens. Actors that facilitated residents' participation are administration, "a-la Obuse Co. Ltd. and "Machizukuri Institude of TUS and Obuse Town". "a-la- Obuse Co. Ltd." is a middle support organization in the form of community business and "Machizukuri Institute of TUS and Obuse Town" is a professional research institute set by Tokyo University of Science and Obuse Town. This study presented activities, types and roles of residents' participation in the rural town activation project that started in 2015 by researching the activities of residents, shop owners and students with regard to Obuse Town Project, administrative actions for their participation and activities of middle-level supportive institutions, which are exports' research groups.
The purpose of this study was to describe the policy agenda and alternatives for the home health care system in Korea. The home health care system development was not fully integrated while the medical laws were established in 2000, community health law in 1995, and elderly long-term health insurance law in 2007. Because of the increasing population of people over the age of 65 and dramatically decreasing fertility rate, the burden of various health-care expenses has become a great obstacle for the Korean government. Under these circumstances, the home of home health care system in has taken on an important role under the mandate of the national health care system. The types of home health care system in Korean shows a greater contrast from those utilized in other more industrialized countries, such as, U.S. or Japan. In conclusion, the strategy in overcoming the obstacles to enhance home health care system under the national health system would be developing it as a comprehensive and exchangeable consumer-focused organization.

The National Computerization Agency has been leading the Information Systems(IS) audit since 1987, as development of IS projects in governmental and public sectors have become daily issues. While many considerations on audit guidelines and techniques for quality management in IS have been given to respond to the fast increasing demand of audit process since mid 1990's, the study on the fact that how audit activities directly affect the quality of software process has been put aside. In this paper, we went through 74 audit results, which were reported by H auditing organization, and performed on 59 IS projects carried on 1999 through 2001. As a result of study, we found that more than one fourth of errors of Coding and Test phases are caused in the earlier phases, which naturally leads to the conclusions that auditing on earlier phases can save a lot of stitches in the later phases. Comparing two types of IS projects-the one that went through only one audit process, and the other that went through two audit processes-, we found that projects with two audits carry less errors on Planning, Analysis, Design phases as a whole, which revealed the facts that IS audit actually gives positive effects on the quality of software.
As increasing needs of marine transportation , world merchant fleet and ship's size were enlarged and it caused frequent disasters in human lives and natural environment. By the reason of the above, they started to establish the Vessel Traffic System (VTS) at the European coast in 1960' and most of advanced contries established and managed it to prevent the sea traffic accidents in these days. The concept of traffic control at sea can be divided into three types. First, the initial gathering of informations about ship's identity and movement etc.. Second, monitoring of the traffic flow and amendment of instructions. Third , organization and direction of ships by allocating routes and speeds. Where the goal of traffic control is safety of traffics and developing effectiveness of navigation channel, if traffic volume is less tan channel capacity then the above first or second level of control would be sufficient but if it is bigger than that , more positive policy of control should be adopted as same as third type of the above. In this paper where the strategy of VTS is focused on the control of traffic density to be spread equality, as possible , all over the navigation channels and also improvement of effectiveness , it suggests algorithm to assign the vessels to the channels with balanced traffic density , and other algorithms using D.P. to sequence the vessels assigned to one channel in optimum order which decreases the mean waiting time in sense of channel effectiveness with numerical examples.

Based on the resource-based perspective, this study seeks to understand the relationship between the organizational slack and innovation, and to demonstrate that there exists a difference in the influence of the organizational slack according to the type of innovation by dividing the types of innovation into exploratory and exploitative innovations. They also want to understand the role that network diversity plays in the relationship between organizational slack and innovation. For this purpose, hypothesis and research models were presented based on resource-based perspectives and empirical analysis was conducted on 171 companies. The analysis confirmed that the impact of organizational slack on exploitative innovation is linear, not non-linear, as expected. In other words, the more resources available, the more productive the enterprise is, and the more resources available to the organization have a positive impact on the innovation. On the other hand, exploratory innovation represented an inverse U-shaped relationship between organizational slack and nonlinearity as expected. The control effect of network diversity was only seen in the relationship between organizational slack and exploratory innovation. Through this study, it provides implications such as the importance of network diversity, which is a relationship between companies, and the difference in the utilization of organizational slack according to the type of innovation.
