연구목적: 건설업 발주자 주도의 안전관리 체계를 구축하기 위해서 발주자를 건설업 안전관리체계의 정점에 위치 시키고 발주자의 역할을 보좌할 수 있는 안전감독자를 효과적으로 지원할 수 있는 제도를 반영 하도록 한다. 연구방법: 본 연구는 건설업 발주자 안전관리에 대한 선행연구 및 발주자 관련자들의 실태조사를 통하여 건설업 발주자 안전관리 현황에 대한 자료를 수집 및 분석 하였다. 연구결과: 발주자의 안전의식 향상 및 안전관리 역량을 제고시키는 것이 최우선 과제로서 발주자가 자신을 위한 안전관리 책임인 것을 인식하며 중대재해 등 사고 발생시 중대재해처벌법 및 산업안전보건법 등 발주자 책임에 대한 국가적 공감대가 형성될 때 발주자 주도의 안전관리 체계가 구축 될 것이다. 결론: 건설업 발주자 주도의 안전관리 체계를 구축하기 위해서 발주자를 건설업 안전관리체계의 정점에 위치 시키고 발주자의 역할을 보좌할 수 있는 안전감독자를 효과적으로 지원할 수 있는 제도 등을 반영 하도록 하여 재해예방에 기여 한다.

To stem the ever-prevalent occurrence of industrial accidents in the construction industry, which is emerging as a social problem, efforts must be invested by various stakeholders. Specifically, among stakeholders, the orderer is at the top of a project's decision-making structure. Therefore, the orderer's awareness of safety and health directly affects the process of securing the safety of the overall construction site. In this light, the present study aims to identify differences in the perceptions of each stakeholder regarding the obligatory safety and health measures for clients that have recently been introduced. In addition, it suggests specific implementation plans in the Korean context. The data used for analysis were collected through a survey targeting stakeholders such as orderers, safety managers, and site managers, and the collected data were quantitatively reviewed by using multivariate analysis methods such as analysis of variance. As a result of the analysis, the introduction of safety and health obligations for the owner was found to be necessary, and the designation and operation of safety and health experts as an action plan was deemed reasonable. The authors expect that the results of this study can be used as basic data for revising the related regulations in Korea. Moreover, as a further study, a review of the effectiveness after improving regulations would contribute strongly to the domain.

본 논문에서는 정보시스템 감리의 정량화 모델과 세부 수행 절차를 제시하였다. 또한 사업에 심각한 영향을 미칠 수 있는 요인과 업무상 운영 리스크가 크다고 판단되는 점검 항목을 미리 식별하여 우선 순위를 부여할 수 있는 정보시스템 감리 모델을 제시하였다. 이를 통하여 발주자는 객관적이고 수치화된 점수로 평가할 수 있고, 피 감리인과의 감리 평가 결과에 대한 이견을 최소화하여 감리의 신뢰성과 객관성 및 효과성을 향상시킬 수 있다. 본 논문에서 제시한 모델을 응용 시스템 감리 프로젝트에 적용하였다. 적용결과 총평의 평가결과와 동일한 점수를 얻을 수 있었으며, 제안된 모델이 적정함을 검증하였다.

The aims of this study are to draw the project risk factors by grasping the relation especially between the construction preparation cost calculation and the project risk factors in the project's bidding stage, and to draw the cost estimate based on the risk when the orderer or the constructer performs the project and the main factors in calculating the most suitable construction cost by clarifying the understanding degree of the influence between the risk factors and the construction cost. In addition, this study can give a help to the proper decision -making through the prediction of the construction preparation cost, and this study is expected to give the basic data in developing the assessment tool for the most suitable construction cost of the project.

We this study investiged the level of perception such as construction quality-related systems according to the subject of construction work. The results of the recognition moisture survey showed a high response rate in the order of construction companies and supervisors. The result of the system's level of understanding was low at 3.6 points for the orderer and contractor. In addition, in recognition of the effectiveness of the quality management system, the contractor showed a somewhat negative perception than other targets.

This study is a review on the relationship between furniture purchasers and producers in the Joseon period. Understanding the relationships in our traditional spirit and the Joseon furniture that reflects a aesthetic sense is a meaningful work. Joseon was to build an ideal country which put emphasis on the order and harmony through Theory of 'Yeak' as the confucianism nation. Human aesthetics, which emphasis on the spiritual value by confirmity to nature and forcus on the relaxed, deficient personality rather than completeness was established as the central formative consciousness of the Joseon Dynasty. The nature of things in the confucian scholar prior to the representations of things is expressed in the form of master craftsman's skill and soul. Formative consciousness of the confucian scholar is to realize ideals by communciation and interchange with master craftsman's soul in the form of the Joseon furniture. The beauty of restraint and brevity in the Joseon Dynasty furniture includes meanings and procedures of art work. It implies an orderer's purpose of production and a producer's products. Understanding the spirit of times in the production becomes the cornerstone capable of getting closer to the furniture ultimate proper function. These problems have a very close relationship with the problems of modern people's commnuication. We expect an even higher growth of the furniture by achieving more improved communication based on the consumer's great insight and the producer's passion.

Looking at current construction costs estimations of publicly declared public works, there are many instances where estimation criteria are ambiguous and doesn't imply the reality. Up to date, estimation criteria for calculating construction cost estimations are simply by unit area multiplication and stochastic construction cost estimation. However, possibility of making errors are high due to using uniform data that excludes each public work's specifications and environmental conditions. Further, on the aspect of cost management, there is certain limitation in the efficiency of cost management in order-placing stage and commencing-work stage; while efficient cost management and reduction of expenses are highly possible during initial stages of the project. In this respect, the paper adopts positive approach with regards to construction cost estimations of public works and draws common elements from calculation tables of the construction cost estimations from 3 completed domestic construction works; after which, the paper analyzes whether business exposition, construction guide and publicly-declared estimated construction costs that the orderer issued are calculated economically and properly; deducing problems in the process, the paper seeks to recommend rational calculation method on this.

본 연구에서는 성능보증계약제도의 국내 도입을 위한 기초 연구로서, 선진국에서 현재 도로포장 분야에 주로 사용하고 있는 성능보증계약제도의 건축분야 적용을 위한 선결과제를 파악하고, 제반사항의 검토 및 분석을 통해 국내 학교 교사 시방서에 적용해 보았다. 성능보증계약을 건축분야 시방서에 적용함으로써 기술개발과 비용절감, 시공 성과품의 품질 향상, 발주자 편익 증진이 기대되며, 건설 산업의 국제화에도 기여할 것으로 기대되지만, 도로포장과는 달리 다양한 변수들을 고려해야 하며 시방서가 성능 지향적일 수록 관리 감독이 어렵고 보편적으로 받아들여지는 성능 확인법을 찾기가 힘들어지는 문제점이 나타났다. 우리나라 건설 산업의 선진화, 국제화를 저해하는 계약 재도의 개선을 위해 성능보증계약제도의 성공적인 국내 도입과 정착이 필요하며, 이를 위해서 국가적인 차원의 제도 개선과 인간 행동에 기초한 연구, 성능 확인법 개발 등 관련 기술의 개발이 필요하다.

The Reason of collapse accidents, Seongsu bridge Accident in 1994 and Sampung department store Accident in 1995 and so on, that is found out to the shortage construction. Consequently, depending on orderer's self-regulating judgement the meanwhile, Electricity Technique Administration Law in 1995 owes at the public opinion to need the plan of a law system device about the electricity design and supervision and is born. This various issue problem, the combined ordering with Constructing, Electricity, fire-fighting, Information & Communication and so on, field problem, low cost services, the problem about the selection procedure of the design and supervision businessman, the business range between general and specialized, which the system appears as are carried out have been risen. Therefore basic solution plan about this have been desired. We consider a domestic current situation about an electricity design supervision system in this paper, and try to present the plan for healthy upbringing development of the electricity industry through this.

Various safety measures have been established and implemented in order to reduce construction accidents. However, statistics data on at construction sites still show higher accident and mortality rates than other industries. As a result of investigating the causes of accidents occurring in the construction industry, most accidents resulted from the failure of the system. Therefore, the existing safety management system of the construction site is monitored so that it operates properly in the field, and it is an important factor to actively participate in construction work. In order to overcome this, the government emphasized on-site inspections and planning and implementation confirmation by public institutes to ensure the effectiveness of the safety management system through amendment of the Construction Technology Promotion Act, but the orderer' safety capability and manpower are insufficient at present. Therefore, in this study, the safety management system, such as design for safety, safety management plan, safety check, safety management cost, etc. specified in the Construction Technology Promotion Act, is regularly checked and confirmed to improve the effectiveness of the safety management system as well as to improve the safety management system of the construction site by deriving measures to strengthen the public function of the government.
