A Study on Congestion Toll Pricing: The Case of Beijing, China (혼잡통행료 산정에 관한 연구 - 중국 베이징의 사례 -)

  • Due to the rapid economic development, traffic congestion has become a dire concern in Beijing, China. Levying a congestion toll is seen as the most effective solution to the problem. Building a congestion pricing model is a crucial step in implementing a workable toll scheme. Unlike previous attempts, this study not only covers the theoretical discussion but also considers three practical issues: the speed-density relationship, the value of travel time savings, and the determination of optimal traffic volume. We estimate the speed-density relationship by regression models and the value of travel time saved through survey results. We further suggest a way through which the government could identify the optimal traffic flow by a series of trial-and-errors, without the knowledge of exact road demand structure. Finally, a practical tolling scheme is proposed for Beijing's second ring road along with some policy recommendations.

  • This research proposed integrated expressway traffic management strategy using ramp metering and toll mainline metering. This research suggested a traffic signal optimization model for integrated operation of ramp and mainline metering based on Demand-Capacity Model that is used to optimize allowable input volume for ramp metering in FREQ model. The objective function of this model is sectional throughput volume maximization, and this model can calculate optimal signal timings for mainline metering and ramp metering. This study conducted an effectiveness analysis of integrated metering strategy using PARAMICS and its API. It targeted Seoul's Outer Ring Expressway between Gimpo and Siheung toll gate. As a simulation result, integrated operation of mainline and ramp metering provided more smooth traffic flow, and throughput volume of mainline increased to 14% in congested section. In addition, a queue of 400 meter was formed at metering point of toll gate. This research checked that integrated traffic management strategy facilitates more efficient traffic operation of mainline and ramp from diffused traffic congestion.

  • In the paper a superior performance algorithm compared to the existing vehicle actuated controller and time fixed controller and the additional controller is described through realization of fuzzy traffic phase controller. Fuzzy theory is encouraging since the application is similar to human's decision ability that is approately coped with uncertain conditions. The paper presents that selection of the phase adequated the variable traffic conditions through the fuzzy theory algorithm and decision of optimal cycle time approated the uncertain traffic volume are predominant in traffic jam solution compared to the existing Webster's cycle time decision method and the sequential traffic phase design method and dual-ring phase operation system.

Developing the Pedestrian Accident Models Using Tobit Model (토빗모형을 이용한 가로구간 보행자 사고모형 개발)

  • PURPOSES : This study deals with the pedestrian accidents in case of Cheongju. The goals are to develop the pedestrian accident model. METHODS : To analyze the accident, count data models, truncated count data models and Tobit regression models are utilized in this study. The dependent variable is the number of accident. Independent variables are traffic volume, intersection geometric structure and the transportation facility. RESULTS : The main results are as follows. First, Tobit model was judged to be more appropriate model than other models. Also, these models were analyzed to be statistically significant. Second, such the main variables related to accidents as traffic volume, pedestrian volume, number of Entry/exit, number of crosswalk and bus stop were adopted in the above model. CONCLUSIONS : The optimal model for pedestrian accidents is evaluated to be Tobit model.

Development of Accident Model by Traffic Violation Type in Korea 4-legged Circular Intersections (국내 4지 원형교차로 법규위반별 사고모형 개발)

  • This study deals with the traffic accident of circular intersections. The purpose of the study is to develop the accident models by traffic violation type. In pursuing the above, this study gives particular attention to analyzing various factors that influence traffic accident and developing such the optimal models as Poisson and Negative binomial regression models. The main results are the followings. First, 4 negative binomial models which were statistically significant were developed. This was because the over-dispersion coefficients had a value greater than 1.96. Second, the common variables in these models were not adopted. The specific variables by model were analyzed to be traffic volume, conflicting ratio, number of circulatory lane, width of circulatory lane, number of traffic island by access road, number of reduction facility, feature of central island and crosswalk.

A Study on the Relationship between the Traffic Signal System and the Air Pollutants emitted by the Motor Vehicles at Intersection

  • The purpose of this study is to analyze traffic patterns by use of TRANSYT-7F Model, and to choose the optimum traffic-light cycle length and cycle splite to improve traffic flow and air quality at Samsung Intersection in Seoul. Emission rates of air pollutants are calculated for three time segments 0700-0900, 0900-1800 and 1800-2000. The traffic volume correlated reasonably well with air pollutants emitted ; however, the phasing and timing of traffic signals was found to equally be important. The results of performance with optimal setting indicate that the best cycle length were 80sec(0700-0900), 95sec(0900-1800) and 90sec(1800-2000), res-pectively. As expected the highest emissions of air pollutants were observed during the evening rush hours (1800-2000). A properly designed signalized intersection can help reduce traffic delay, driver discomfort, fuel consumption, and air pollution by efficiently the capacity of existing intersection.

  • There are two ways of reducing air pollution. One is the approach of the pollutant source control and the other one is the traffic demand decreasing approach. This study is focusing on the approach of land use planning and optimal location of urban facilities because those are the basic cause to generate transportation demands. So, the purpose of this study would be to analyze the changes of NOx and CO distribution on environmental air by functional hierarchy of urban roads and to make evaluation model of 'Transportation-Land Use -Air Pollution'. It will contribute to improve the air pollution level at same actual traffic generation according to different location.

Using Genetic-Fuzzy Methods To Develop User-preference Optimal Route Search Algorithm

  • The major goal of this research is to develop an optimal route search algorithm for an intelligent route guidance system, one sub-area of ITS. ITS stands for intelligent Transportation System. ITS offers a fundamental solution to various issues concerning transportation and it will eventually help comfortable and swift moves of drivers by receiving and transmitting information on humans, roads and automobiles. Genetic algorithm, and fuzzy logic are utilized in order to implement the proposed algorithm. Using genetic algorithm, the proposed algorithm searches shortest routes in terms of travel time in consideration of stochastic traffic volume, diverse turn constraints, etc. Then using fuzzy logic, it selects driver-preference optimal route among the candidate routes searched by GA, taking into account various driver's preferences such as difficulty degree of driving and surrounding scenery of road, etc. In order to evaluate this algorithm, a virtual road-traffic network DB with various road attributes is simulated, where the suggested algorithm promptly produces the best route for a driver with reference to his or her preferences.

  • With increasing numbers of vehicles on restricted roads, It happens that we have much wasted time and decreased average car speed. This paper proposes a new concept of coordinating green time which controls 10 traffic intersection systems. For instance, if we have a baseball game at 8 pm today, traffic volume toward the baseball game at 8 pm today, franc volume toward the baseball game will be increased 1 hour or 1 hour and 30 minutes before the baseball game. At that time we can not predict optimal green time Even though there have smart electro-sensitive traffic light system. Therefore, in this paper to improve average vehicle speed and reduce average vehicle waiting time, we created optimal green time using fuzzy rules md neural network as a preprocessing. Also, we developed an Intelligent PLC(Programmable Logic Controller) for real time traffic forecasting as a postprocesing about unexpectable conditions. Computer simulation results proved reducing average vehicle waiting time which proposed coordinating green time better than electro-sensitive franc light system does not consider coordinating green time.

  • This paper is described the concepts and limitations for the traditional directional design hour volume estimation. The main objective of this paper is to establish an estimation method of probabilistic directional design hour volume in order to improve the limitation for the traditional approach method. To express the traffic congestion of specific road segment, this paper proposed the link travel time as the probability that the road capacity can accommodate a certain traffic demand at desired service level. Also, the link travel time threshold was derived from chance-constrained stochastic model. Such successive probabilistic process could determine optimal ranked design hour volume and directional design hour volume. Therefore, the probabilistic directional design hour volume can consider the traffic congestion and economic aspect in road planning and design stage. It is hoped that this study will provide a better understanding of various issues involved in the short term prediction of directional design hourly volume on different types of roads.
