  • Since the nation's currency crisis in 1997. Korea reioined the USD 10.000 per capita income group after collapse of per capita income to USD 6.000 due to the minus GDP growth and sharp hike of exchange rate. It has also been expected for Korea to achieve per capita income of USD 20.000. provided that it maintains $10\%$ export increase rate. $5\%$ nominal GDP growth rate. $3\%$ consumer price index. $2\%$ increase in KRW/USD exchange rate. and $1\%$ net population increase rate. Yet. it should be noted that the nation needs to fulfill the necessity of various SOC infrastructure investment in order to achieve this goal. This paper will address the prospects for the future direction of the national SOC policies through the historical examination of the industrialized nations. such as U.S.A.. U.K.. France. and Japan. with regard to the relationships between economic growth and SOC provision. Some efforts will be made to forecast the optimal budget allocation of the national SOC, in particular, between highway and railway sectors.

Study on Optimal Control Algorithm of Electricity Use in a Single Family House Model Reflecting PV Power Generation and Cooling Demand (단독주택 태양광 발전과 냉방수요를 반영한 전력 최적운용 전략 연구)

  • An optimization algorithm is developed based on a simulation case of a single family house model equipped with PV arrays. To increase the nationwide use of PV power generation facilities, a market-competitive electricity price needs to be introduced, which is determined based on the time of use. In this study, quadratic programming optimization was applied to minimize the electricity bill while maintaining the indoor temperature within allowable error bounds. For optimization, it is assumed that the weather and electricity demand are predicted. An EnergyPlus-based house model was approximated by using an equivalent RC circuit model for application as a linear constraint to the optimization. Based on the RC model, model predictive control was applied to the management of the cooling load and electricity for the first week of August. The result shows that more than 25% of electricity consumed for cooling can be saved by allowing excursions of temperature error within an affordable range. In addition, profit can be made by reselling electricity to the main grid energy supplier during peak hours.

  • Market means of spectrum trading have been utilized as a vital method of spectrum sharing and access in future cognitive radio system. In this paper, we consider the spectrum trading with multiple primary carrier providers (PCP) leasing the spectrum to multiple secondary carrier providers (SCP) for a short period of time. Several factors including the price of the resource, duration of leasing, and the spectrum quality guides the proposed model. We formulate three trading policies based on the game theory for dynamic spectrum access in a LTE based cognitive radio system (CRS). In the first, we consider utility function based resource sharing (UFRS) without any knowledge of past transaction. In the second policy, each SCP deals with PCP using a non-cooperative resource sharing (NCRS) method which employs optimal strategy based on reinforcement learning. In variation of second policy, third policy adopts a Nash bargaining while incorporating a recommendation entity in resource sharing (RERS). The simulation results suggest overall increase in throughput while maintaining higher spectrum efficiency and fairness.

  • The microscope is a surgical instrument with wide use in plastic surgeries more often than other departments due to the high rate of microscopic surgeries. Unfortunately, because the microscope is used mainly for digital replantations and free flaps, the utilization rate is low compared to the price and usability of the microscope itself. From September 2013 to March 2014, a foreign body which was untraceable with radiology in a patient who desired surgical exploration (one case), and a foreign body which was detected but was smaller than 3 mm (two cases) were removed using the microscope. All foreign bodies, which were fish bone, thin metals, or wooden objects, matching the history of the patients, were completely removed without damage. There were no complications and patient satisfaction was high through follow-up. We have described the microscope as the last and optimal examination tool in removal of micro foreign bodies. A simple change of thought, so that the microscope can be used as a second diagnostic tool will decrease complications by foreign bodies.

A Study on the German Mandatory Prescription System : Implications for the Korean System (독일 의약분업제도 운영에 관한 연구 : 한국 의약분업제도에의 함의)

  • The objectives of this study is to examine the German mandatory prescription system in terms of the applicability and restriction of the pharmaceutical policy in order to obtain some useful implications for solving the problems in Korean prescription system. Recently, in Germany, an issue about the security of the prescription, the price control of the pharmaceuticals and the containment of the increasing prescription expenditure has been intensively discussed. Similar problems are also occurred in Korea. So, the policy measurements of Germany could be used in Korea. But it could not easy to introduce the German policy measurements in Korea because of the social-institutional differences between the two countries, which are following; (1) Korea has a short experience with the mandatory prescription system, (2) the German concept of the management differs from that of the Korea, (3) the subscribers and the patients are excluded from the decision making process, (4) the medical service providers often resist against reform plans. For the stable development of the Korean prescription system the principle of self-government, the collective bargaining concept for cost containment, and social consensus about optimal expenditure of the pharmaceuticals are expected to be needed.

The Use of Cassava Chips as an Energy Source for Lactating Dairy Cows Fed with Rice Straw

  • Thirty-six crossbred (70% Holstein Friesian) cows in mid-lactation were assigned to one of four treatments. The dietary treatments were concentrate based, containing 13.5, 27.0, 40.5 and 54.0% of cassava in concentrate replacing ground maize (16.0% CP). There were curvilinear responses to intake of organic matter, non-structural carbohydrate and metabolisable energy. Cassava and corn fed in a ratio of 50:50 maximised organic matter, metabolisable energy intake; milk yield, milk protein and lactose yield. Milk fat yield was not affected by levels of inclusion. Dietary treatment did not influence ruminal pH, ammonia and volatile fatty acid concentrations or plasma glucose. The low market price for cassava resulted in a lower concentrate feed cost. The optimal level of cassava in a dairy cow diet is suggested as being between 20.0 and 30.0% of cassava in dry matter intake when fed with rice straw.

  • The cost percentage of engine part in the total building cost of a ship is about 30-40% and the main engine occupies about 50% of the engine part cost. For certain ships the fuel bill can be as high as about 60-70% of the total operating cost after two oil shocks and its amount for one year is nearly equivalent to her main engine price. This fact has further increased the pressure on the engine builders to develop engines of higher efficiency and better possibilities to burn further deteriorated fuel qualities. But the energy-saving plants are ordinarily more expensive and their available amount of exhaust gas energy is less and therefore, they are not always profitable and optimum systems. This paper is prepared to decide the most economical and efficient engine systems by presenting reasonable selecting and economical evaluation methods of the main engine, which is the largest single unit and the most expensive, and its auxiliaries. In order to demonstrate the application of investigated methods in a practical case, a 46, 000 DWT class bulk carrier is selected as a model ship and her main engine and its auxiliaries are selected and evaluated. The result shows that the optimum determined has one year three months POP, 0.903 IRR at a year, 4, 116, 000 dollars PW in 15 years (for 5% escalation rate of fuel cost) and 9.522 BCR for same condition, when the engine plant of a same existing ship is taken as the basis.

Optimal Pricing Design Based on Preference Values of Purchasing Restrictions for Tour Products (여행상품 구매조건의 선호가치에 따른 최적 여행상품 가격설계 연구)

  • Tour products have been recognized as a perishable asset. For tour operation companies (TOCs), improving profitability is a core decision problem for their business. Since package tour products, typical products of TOCs, are perishable after the tour was departed, TOCs have been tried to increase their sales before the departure date with various marketing strategies including price discounts. The pricing problem for perishable assets have been studied in Revenue Management for a long time. However, it is hard to find a research on pricing decisions for tour products. In this paper, we focus on a pricing problem for tour products. In particular, we will consider the pricing scheme with customer preference values on purchasing conditions. With conjoint analysis, we can use the part-worth value as a preference value for each level of purchasing conditions. To construct various discount prices, we use an enumeration method and suggest a mathematical optimization model. With experimental analysis for a sample tour package, we will show that our pricing process is very helpful for designing customer-oriented pricing decision.

  • In this paper, we introduce the design method using CAE(Computer Aided Engineering) which is profitable in the compatibility and standardization of the developed product and the reduction of construction time and price to develop and design a machine equipment. Particularly, we select the standard model to design or develop from the large machinery to the super precision one, extract the peculiar characters of the model by the close analysis of the physical and technical part, can predict the previous result of experimental characteristics on objective dimensions through the analogical mathematical analysis, and can induce the design model demanded by user investigating optimal data in advance. We present the analogical algorithms and process method of design factors and restriction factors in the systematization design with computer. Then we analyze step functions for each systematization equipment and induce the process of technical data with actuator model.
