An Analysis of the Blood Bank Whole Blood Inventory Control (혈액은행의 효율적 재고관리에 관한 연구)

  • The whole blood inventory control model is developed, shown to provide an accurate representation of actual blood bank operations in Korea. The main difference of the blood bank situations between Korea and the United States is that about 50 percent of all bloods demanded, crossmatched, and held for a particular patient are eventually found not to be required for that patient in case of U.S. while in Korea the crossmatch test is not so significant and almost successful. Accordingly, the model in this paper is focused in seeking the minimum inventory level where neither shortage nor outdating bloods begin to occur, while the Jennings' model, developed in 1970 at MIT OR Center, is the inventory level somewhere between the inventory level 'band' where both shortage and outdating occur.

A Comparative Review of the Satellite Remote Sensing (위성원격탐사에 관한 비교법적 고찰)

  • The regulation of satellite remote sensing is generally included with the scope of statutes governing outer space activities. But not all states opted for dedicated satellite remote sensing regulation. The decision whether to do so depends in part on the specific capabilities of national satellite remote sensing programs. Five states that have dedicated statutes governing operations with remote sensing data are the United States, with its developed Landsat regime (the Land Remote Sensing Policy Act of 1992, LRSPA), Canada, with its Remote Sensing Systems Act, Germany, with its Satellite Data Securities Protection Act (SatDSiG), France, with its Law on Space Operations (LOS), Japan, with its Act on Ensuring Appropriate Handling of Satellite Remote Sensing Data. The major purpose of this article is to shed light on some legal issues surrounding remote sensing activities by comparative review. The paper analyzes international conventions or soft law and national law and policies relating to satellite remote sensing. It also offers some implications and suggestions for regulations of satellite remote sensing operations and satellite data.

EMS fund, is it functioning or fumbling? (응급의료기금, 무엇이 문제인가?)

  • Purpose. Based on the comparison and analysis with those of United States, the aim of this research is to find the problems in current management, operation and future directions of emergency medical service (EMS) fund in S. Korea and to provide basic resources and appropriate measures to make a right decision in policies for EMS fund. Methods. Data from Ministry of Health and Welfare and other various sources during 1995 to 2012 were collected and analyzed. Results. From our analyses, several problems are identified in EMS fund operation. In brief, problems discerned are as follows. First, whereas the purpose and direction of EMS fund operations in United States are highlighted and focused on pre-hospital EMS system and associated infrastructures which need to be constructed, those of S. Korea are emphasized mainly on the in-hospital EMS system so far. Second, on the contrary to the fact that the EMS funds in United States are tuned to pre-hospital EMS system to provide prompt and efficient emergency care at the emergency scene of pre-hospital stage and to achieve the development, design, planning and demonstration projects for pre-hospital EMS systems, up to date, our investment of EMS funds demonstrated an excess biased inclination toward the construction of in-hospital EMS system, which is far from the realization of constructive and vital pre-hospital infrastructures. Third, while emergency medical technician is important and principal body in the management of emergency medical funds in United States, so far, no EMS funds in S. Korea existed for EMTs including the job condition, improved treatment and working environment for them. Conclusion. In conclusion, we strongly suggest that the problems pointed out must be revised and corrected. Current usage of EMS fund needs to be redirected predominatly to pre-hospital EMS system. Otherwise, unless current management and investment of emergency medical funds in S. Korea are applied and used for the vital necessities and demands of EMTs, public EMS units and private EMS units as well as related units in pre-hospital EMS system as in the cases of United States, in our consideration, they must be suspended or abolished.

  • An aeronautical study is a study of an aeronautical problem to identify possible solutions and select a solution that is acceptable without degrading safety. ICAO and the member states have established the standards regarding the obstacle limitation and regulated the construction of the man-made structures in and beyond the standards. Any obstacles that extend above a standards should as far as practicable be removed except after aeronautical study it is determined that the object would not adversely affect the safety or significantly affect the regularity of operations of airplanes. However ICAO and most member states does not established provisions of the scope and implement procedures of aeronautical study. Recently, Civil Aviation Regulations in Korea specify the provisions relevant to aeronautical study. The Prime objectives of this comparative study are to improve the domestic provisions for aeronautical study caused by obstacle limitation through the investigate the international standards and regulations.

  • Recently, the green business/IT-related issues such as $CO_2$ emission and energy consumption have become spread out rapidly through the world. EU, the United States, Japan and other developed countries are using IT-related environmental regulations as trade barriers. Korea which has high rate of IT exports needs to establish systematic strategies to respond to these environmental regulations. However, it is not easy to find the related research about making green business/IT strategies. This research aims to deduce the green business/IT strategy framework and the suitable green business/IT strategies for the Korean situation. The green business/IT strategy framework is constructed from the analysis of preceding researches and those of the green business/IT strategies of Japan, the United States, and EU. The Korean green business/IT strategies are deduced from survey of experts using Delphi method. We expect that the results contribute to establish the systematic policy and action plan to reduce $CO_2$ emission and energy consumption of IT industry.

A Design of the Finite State Machine to Control User's Gaze on a Screen (화면 응시 제어를 위한 유한 상태 기계 설계)

  • A finite state machine was designed to control user's gaze on the screen when the user is monitoring the. It consists of a set of situations where pupils are gazed and a set of states which decide the gaze on a screen or sleeping. The states were especially classified into main states, pre-states and potential states. The machine uses the situation history, which decide current state using continuous previous situation and current situation, and improves the accuracy to control the gaze on a screen. We implemented the machine with the data which were get using a pupil detection method, and tested the verification of the system with monitoring operations. The experimentation using the method which get date from real images shows advantage of decision whether it is temporary gaze or long-term gaze.

  • Human, physical damage is happened frequently to consumer's safety accident by product defect on modern industrial society. Accordingly, advanced nation including the United States of America enforce product liability law and is protecting consumer more actively from danger of product defect. Our country(Korea) may enforce product liability law since July, 2002, and if business does not grope effective confrontation way about PL, capital strength weak smaller enterprise and venture business corporation's competitive power may affect much corporation's competitive power enfeeblement and survival. This research supplement based on induction and operating QMS in smaller enterprise essential factor that corporations must equip according to product liability law enforcement. And we present integration quality management system model of Product liability to do so that smaller enterprises may can cope effectively at force of Product liability law.

A Study on the Technological Competitiveness of Aircraft Infra Industries by using Patents (특허분석을 통한 항공기반산업의 기술경쟁력에 관한 연구)

  • This paper considers the technological competitiveness of aircraft infra industries that are bases of the aircraft industry development in Korea. We performed focus group interviews to aircraft industry specialists and classified the aircraft infra industries by eight fields: metallurgical assembly, general machinery, precision instruments, materials & parts, communication appliances, computer, semi-conductor/ electronic component, electronics. Through the United States patents analysis for the G7 countries and Korea during 1995-2006, we identified the technological specificities and competences of each country. RTA(Revealed Technology Advantage) index and CII(Current Impact Index) are used to examine the technological specificity and technological competence respectively. Finally, we introduced TCI(Technological Competitiveness Index) which could reflect quantitative level as well as qualitative level of patents for each aircraft infra industry. The results show that Korea has occupied the technological competitiveness in the semi-conductor and electronic component industry out of eight aircraft infra industries, and achieved a competitive edge in communication appliance industry in the mid 2000s.

A fuzzy criteria weighting for adaptive FMS scheduling

  • Application of machine learning to scheduling problems has focused on improving system performance based on opportunistic selection among multitudes of simple rules. This study proposes a new method of learning scheduling rules, which first establishes qualitatively meaningful criteria and quantitatively optimizes the use of them, a similar way as human scheduler accumulate their expertise. The weighting of these criteria is trained in response to the system states through simulation. To mimic human quantitative feelings, distributed fuzzy sets are used for assessing the system state. The proposed method was applied to job dispatching in a simulated FMS environment. The job-dispatching criteria used were the length of the processing time of a job and the situation of the next workstation. The results show that the proposed method can develop efficient and robust scheduling strategies, which can also provide understandable and usable know-hows to the human scheduler.

  • This research involves the development and evaluation of a work flow control model for a type of flexible manufacturing system(FMS) called a flexible flow line(FFL). The control model can be considered as a kind of hybrid intelligent model in that it utilizes both computer simulation and neural network technique. Training data sets were obtained using computer simulation of typical FFL states. And these data sets were used to train the neural network model. The model can easily incorporate particular aspects of a specific FFL such as limited buffer capacity and dispatching rules used. It also dynamically adapts to system uncertainty caused by such factors as machine breakdowns. Performance of the control model is shown to be superior to the random releasing method and the Minimal Part Set(MPS) heuristic in terms of machine utilization and work-in-process inventory level.
