국방획득에서 SE기반의 운용요구서(ORD) 적용 개선방안 연구 (A Study on the Improvement of SE Based Operation Requirements Documents Application in Defence Acquisition)

  • This paper relates to the improvement application of operation requirements documents(ORD) on which empirical researches are not sufficient. The application of ORD was drawn up and operated in the acquisition phase, and recently it was decided to apply it in the requirements planning phase. However, the reality is that there are deficiencies in the performance of works, such as the classification of works among related organizations. Therefore, this study analyzed the cases of writing ORD that have been promoted so far, and Its status was enhanced by reflecting it in laws and regulations. In addition, the concept was redefined, and improvement measures such as the level of writing ORD were suggested for each acquisition stages. Above all, it is desirable to incrementally supplement and develop from preliminary conceptual research in the planning stage and drafting at the military level. In addition, the relevant legal system should be supplemented so that such ORD application can be flexibly established in defence acquisition.

Operational Direction of Regional Building Safety(RBS) Center for Preliminary Review of Architectural Administration in Korea

  • In Korea, local government officials are in charge of buildings, and as such are supposed to review submitted documents related to the architectural administration to ensure that they comply with the legal standards. However, these officials generally put a greater emphasis on the preparation of the set of documents required for the administrative work than the content the documents contain. For this reason, many experts point out that the shortage of officials specialized in buildings and construction, as well as the lack of expertise among the building officials in the local governments, may result in repeated safety accidents during building construction. The purpose of this study is to propose the operational direction of a Regional Building Safety (RBS) center to secure the performance and safety of buildings by utilizing private resources. In this study, we carried out a pilot project to verify the effects of an RBS center and to derive the specific number of experts required. As a result, the technical matters were resolved in approximately 15% of the total cases of the document processing procedure, and the level of technical specialization among the officers has also been improved through the provision of guidance. The research findings support the validity and effects of the introduction of the RBS center. Finally, this study proposes (1) the types of RBS Centers that should be established, (2) the roles and business scope of the RBS Center, (3) the specific number of experts required, (4) the qualifications of the experts, and (5) the business regulations of the RBS Center.

  • This thesis examines the problems faced in the electronic trade platform for which improvements are necessary, and suggests various ways of overcoming those problems. Practical implications regarding the advancement of Korea's u-TradeHub system are as follows. First, from the technical and legal aspects, to make up for a lack of support systems for spread of users, it is required to promote customized advertising strategies through Ministry of Knowledge Economy and establish a global certification system. Second, document standardization and digitalization should be achieved in advance to make the documents distributed through the e-Trade platform in a seamless manner. Furthermore, an ongoing global network development project should be promoted through the e-Trade platform to achieve standardization. Third, from the operational aspect, it is important to maintain an integrated and systematic relationship with related organizations. Because vertical integration among logistics service providers and GSCM are enabled through the e-Trade platform, it is necessary to standardize global network-based linkage and operating systems.

국제기준에 의한 ECDIS 인증방안 고찰 (An Investigation of ECDIS Type Approval based on International Standard)

  • Electronic navigation system onboard have have been developed with recent technology based on new concept such as electronic chart date. The most valuable system of revolution in electronic navigation equipment is ECDIS, which have been developed in order to reduce work load of mariner and give an integrated information by simple means, especially to improve the safety of ship's navigation. In order to be sure the function of ECDIS is satisfied, The international standard have regulated the performance in the standard, so ECDIS should be type approved by the marine equipment authority of each government. There are three basic documents, IEC61174, IEC61162, IEC60945 issued by IMO(International Maritime Organization) which should be used for type approval system of each authority. IEC 61174 include the method of test and required results for operational and functional performance of test equipment. IEC61162 is for sensor interface and IEC60945 is related to the test of environmental condition for general marine radiocommunication equipment. In this paper, we investigate international standard in detail and current approval system of general marine equipment. After that, we present the possible structure of type approval of ECDIS and important considerations of approval system such that ECDIS should be tested as one system not be separated between S/W and H/W.

병원의 위원회제도에 관한 연구 -서울시내 대학병원을 중심으로- (A Study on the Committees of University Hospitals in Seoul)

  • This study was conducted to identify the problems related to operation of the committee system in university hospitals and to propose the direction for reforming it. Data were collected by surveying 138 working-level administration managers of committees from 12 university hospitals in Seoul in October, 1995. The results were as follows: 1. The purposes of the committee were to promote the reasonable dicision making in the hospitals, to satisfy the requirement of Hospital Accreditation Program and, to execute the administrational instructions in due order. The sort of job which was charged of chairmen and the majority of committee member was doctor. 2. The committees which were to be held the meeting frequently in a year were general management committees(8.25 times/year). But in case of operation rate, medical care-related committees showed the most frequent meeting(90.15%). Most of committees made the regulations and reported the results of their meeting to the CEO of their hospitals by written documents. 3. Most doctors thought the medical care-related committees useful. Medical technicians regarded education and research-related committees as useful, while administrators favored the general management committees. 4. The factors related to the perceived performance of the committee were the kind of job, the class of job and the kind of committee. Also, the perceived performance of the committee was positively related to the usefulness in efficient management of work, and negatively to uncertainties in responsibility and a nominal role of the committee. 5. Most of the respondnts thought that the concern of the top manager about the committee was the most important factor for the improvement of committee system at hospitals. They also regarded that formalization of the objectives and regulation rule and composition of committees with members which work in various fields as essential. Further studies on the organizational and operational cjharacteristics which include general hospitals in various areas are required.

잔류물질분석의 국제공인시험기관 인정 관련 고찰 (Study on international accreditation for residue analysis laboratory)

  • Residual materials such as veterinary drugs, environmental contaminants, and pesticides are affecting food safety. High resolution techniques and quality controls are needed to analyze these materials from part per million to part per trillion quantities in food. In order to achieve quality results, standardized methods and techniques are required. Our laboratories were prepared to obtain a certificate of accreditation for ISO/IEC 17025 in the analytical criteria of animal drugs, dioxins, pesticides, and heavy metals. ISO together with IEC has built a strategic partnership with the World Trade Organization with the common goal of promoting a free and fair global trading system. ISO collaborates with the United Nations Organization and its specialized agencies and commissions, particularly those involved in the harmonization of regulations and public policies including the World Health Organization and CODEX Alimentarius for food safety measurement, management and traceability. Our goal was to have high quality analysts, proper analytical methods, good laboratory facilities, and safety systems within guidelines of ISO/IEC 17025. All staff members took requirement exams. We applied proficiency tests in the analysis of veterinary drugs (nitrofuran metabolites, sulfonamide and tetracyclines), dioxins, organophosphorus pesticides, and heavy metals (Cd, Pb, As) to the Food Analysis Performance Assessment Scheme (FAPAS) at Central Science Laboratory, Department for Environment Food and Rural Affairs (DEFRA), England. The results were very satisfactory. All documents were prepared, including system management, laboratory management, standard operational procedures for testing, reporting, and more. The criteria encompassed the requirements of ISO/IEC 17025:1999. Finally, the Korea Laboratory Accreditation Scheme (KOLAS) accredited our testing laboratories in accordance with the provisions of Article 23 of the National Standards Act. The accreditation will give us the benefit of becoming a regional reference laboratory in Asia.

한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석 (Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations)

  • 2018년 남북정상의 4.27 판문점 선언으로 한반도의 평화 및 협력 분위기가 조성되고, 그해 6월에는 국제철도협력기구(OSJD) 가입으로 한반도를 포함하여 중국, 러시아 등 유라시아와 연계하는 복합물류체계 기반이 마련되었다. 본 논문에서는 한반도와 유라시아를 효율적으로 연결하는 복합물류 네트워크 구축하는데 애로사항을 파악하기 위하여 현재 대륙철도를 이용하고 있는 실무전문가를 대상으로 설문조사를 실시했다. 설문항목은 국경통과 절차, 기술, 시설, 운영, 정부지원 측면 등 5가지로 나누어 애로정도와 해결 우선순위 점수를 조사했다. 그 결과 한국-유라시아간 국제 복합운송 문제점 중에서 우선 해결해야 할 과제로는 환적 시설을 개선하고, 통과국마다 검사하는 것을 폐지하고 통관서류를 간소화해야 하며, 운임변동을 최소화하는 방안 마련 등이 선정되었다. 결론적으로 한반도와 대륙철도 연계 및 복합운송 활성화를 위해서는 첫째, 국경에서의 궤간 변경을 원활하게 하기 위한 환적 시스템 개발을 국제 공동으로 실시해야 하고, 둘째 남 북 중 러 철도시설 및 운영시설을 표준화해야 하며, 셋째, 통관간 소화, 정기 발차, 운임 변동 정보 공유 등을 위한 남 북 중 러의 국제협력이 필요하고, 마지막으로 정부 차원에서 블록트레인 구성을 위한 물량 확보 방안을 마련하고 새로운 비즈니스 모델을 개발해야 할 것으로 판단된다.
