The Bank of Korea began its operation on June 12, 1950, with the Bank of Korea Act established a month or so earlier. Thus was first introduced to Korea modern central banking in the real sense of the word. The Bloomfield Mission, consisting of A. Bloomfield and J. Jensen of the Federal Reserve Bank of New York, spent about six months drafting a bill, which finally became the Bank of Korea Act. Little has been known yet about the process leading to the creation of the Mission and the historical context surrounding it, except that F. Tamagna of the Federal Reserve Board made in his capacity of the ECA's representative the offer of technical assistance to the Korean government. This paper attempts to dig deeper into relevant historical records and literature to fill these gaps. As it happened, the confrontation between the US and the USSR was accelerating towards the end of 1940s. The paper's new findings include that the Bloomfield Mission was, together with the ECA Mission to Korea, a product of the then US foreign policy (Cold War policy) and that the former Mission's technical assistance was conceived and provided all along as part of the inflation stabilization program pursued by the latter Mission. The Bloomfield Mission was after all a historical necessity. Next, the paper examines the changes added to the bill during its journey to becoming the Bank of Korea Act enacted in May 1950, presenting a review of the Act. The paper further evaluates the Act in terms of legal persistence, finding that the revised Act currently in force still substantially resembles the Act enacted 70 years ago from now. Finally in order is a brief discussion on those factors which seem to have contributed much to such persistence and thus apparent excellence of the Act enacted.
Semi-industrial zone is the area where manufacturing, residential, commercial zones are mixed. Despite of their potentials in that proximity to city and convenient transportation infrastructure, a lot of semi-industrial zones in Korea have converted to other uses due to many issues such as change of industry, increasing land price, real estate speculations. Recently, local government is trying to solve their existing issues and develop them through a restoration of publicness. Now publicness is thought of as a key factor of regeneration in semi-industrial areas. In this regard, this study aims to examine the way of restoring publicness revealed in Brooklyn Navy Yard mainly focus on their urban contexts and architectural ways. Brooklyn Navy Yard, an exemplary case, is an industrial complex that has grown economically, socially and culturally through emphasizing publicness and it is evaluated as an advanced example of public industrial complex. Through the analysis of Navy Yard, this study was trying to emphasize the importance of publicness in the regeneration of semi-industrial areas and to provide implications for the Seoul Government's solutions, which are still in the conceptual stage. To analyze the publicness of the study subjects, framework and elements were derived by examining related theories and prior researches. Depending on this frame, the results of the publicness of the Navy Yard were as follows. First of all, the 'Publicness as an officiality' was identified at the characteristic of the site and Navy Yard development corporation. Second, the 'Publicness as a public interest' of the Navy Yard Development Corporation was identified in various ways of its operation methods. Finally, the 'Publicness as an accessibility' was identified in the opening of urban and architectural spaces in Navy Yard. These publicness were analyzed with seven Navy Yard's success factors. Thus, it can be interpreted that the publicness of the semi-industrial areas can contribute significantly to their success. The publicness restoring methods of Navy Yard could be used as a basic data in semi-industrial areas in the future in Korea. However they are limited to be applied directly, so extensive and in-depth research in terms of their applicability should be conducted.

The SCW numerical model described in the companion paper was used to carry out a comprehensive parametric study to evaluate the performance of the SCW. The five ground related parameters, which are porosity, hydraulic conductivity, thermal conductivity, specific heat, geothermal gradient, and five SCW design parameters, which are pumping rate, well depth, well diameter, dip tube diameter, bleeding rate, were used in the study. Two types of numerical simulations were performed. The first type was used to perform short-term (24-hour) simulation, while the second type 14 day simulation. The study results indicate that the parameters that have important influence on the performance of SCW were hydraulic conductivity, thermal conductivity, geothermal gradient, pumping rate, and bleeding rate. The thermal conductivity had the most important influence on the performance of the SCW. With the increase in the geothermal gradient, the performance increased in the heat mode, but decreased in the cooling mode. The hydraulic conductivity influenced the performance when the value was larger than $10^{-4}m/s$. The depth of the well increased the performance, but at the cost of increased cost of boring. The bleeding had an important influence on SCW, greatly enhancing the performance at a limited increased cost of operation. Overall, this study showed that various factors had a cumulative influence on the performance of the SCW, and a numerical simulation can be used to accurately predict the performance of the SCW.

In contemporary society, the importance of 'Citizen Participation' has been recognized and actively used in various fields. Archives are also planning citizen participation activities according to the trend, but there is a limit to taking the form of passive participation activities such as participation in contests and donation of records. The ultimate purpose of this study is to prepare issues and specific action plans to induce more active citizen participation in domestic archives. To this end, first, previous studies related to citizen participation in the field of records management were reviewed, and terms and concepts were established. Next, advanced cases that are stably operating overseas were selected and analyzed from various aspects, and through this, specific program operation elements and pros and cons were identified. After that, the current status of domestic archives that have or are planning to engage in citizen participation activities was investigated to derive factors to be considered from a practical point of view when introducing the actual program. Based on this study, it is hoped that it will contribute to the establishment of a participating recording culture by designing and operating Citizen-Participating Programs suitable for individual archives.
The purpose of this study was designed to help the operation of the hospital organization through analysis of factors influencing organizational commitment of general hospital nurses. 129 nurses in general hospitals were targeted in G City. This study was conducted to analyze the effects of group efficacy, self-efficacy, and nursing professionals on organizational commitment. T-test, ANOVA, Pearson's correlation coefficient, Descriptive statistics and multiple regression were used. Stepwise regression analysis found that organizational commitment was affected by group efficacy(β=0.240, p =.003), nursing professionalism(β=0.229, p =.004) and daytime work(β=0.249, p =.003), The F statistic was 10.478 (p <.001). Therefore, in order to improve organizational commitment, it will be necessary to prepare communication programs and cooperation programs per unit to improve collective efficacy. In addition, it is necessary to improve the system, such as a system dedicated to night workers, so that the working hours of nurses in general hospitals can be maintained constant. In addition, it is necessary to develop a support program so that nursing professionals do not decrease due to disappointment in reality in the nursing field.
The Seoul Metropolitan Government is building and operating digital twin-based urban spatial information to solve various problems in the city and provide public services. Two essential factors to ensure the stable utilization of spatial information for the implementation of such a digital twin city are the latest and quality of the data. However, it is time-consuming and costly to maintain continuous updating of high-quality urban spatial information. To overcome this problem, we studied efficient urban spatial information construction technology and the operation, management, and update procedures of construction data. First, we demonstrated and applied automatic 3D building construction technology centered on point clouds using the latest hybrid sensors, confirmed that it is possible to automatically construct high-quality building models using high-density airborne lidar results, and established an efficient data management plan. By applying differentiated production methods by region, supporting detection of urban change areas through Seoul spatial feature identifiers, and producing international standard data by level, we strengthened the utilization of urban spatial information. We believe that this study can serve as a good precedent for local governments and related organizations that are considering activating urban spatial information based on digital twins, and we expect that discussions on the construction and management of spatial information as infrastructure information for city-level digital twin implementation will continue.

The purpose of all public libraries is to provide knowledge and information services for the intellectual and reading activities of local residents, program services that provide opportunities for cultural enjoyment and lifelong learning, and third-party spaces and facilities that contribute to the development of the community. To this end, social needs must be reflected in a timely manner with the establishment of a sound infrastructure as a prerequisite. This study analyzed the current status centered on key indicators of the public libraries in Daegu City and presented policy issues that need to be improved through a survey. The key indicators in Daegu City, compared to the national average, were not only significantly weak for the 3rd largest city but also showed considerable variation among local governments. While Daegu citizens valued public libraries in their daily lives, the dissatisfaction rate was high in the order of transportation inconvenience, lack of necessary materials and desired programs, and various regulations. Therefore, Daegu City should focus on increasing the acquisition budget, strengthening the development of new book collections, expanding the number of librarians, expanding the construction of public libraries to address service disparities among local governments, improving accessibility, and addressing factors that hinder usage. In addition, with the establishment and operation of the Daegu Library in 2024, efforts should be made to establish an operational system for public libraries, expand the scope through collaborative partnerships with other knowledge and cultural institutions, and enhance knowledge and cultural services for the Daegu citizen.

Recently, the city railway in the Seoul Metropolitan Area (SMA) has offered a low quality of service as a passage time, because it was operated slowly. So, the people who live in modern society are not satisfied about passage time, therefore, this study tried to make that the subway in the SMA becomes a more functional and effective wide-area-transportation-network through an express train introduction's method which examined cases from abroad and current system. and then presented how express train could be applied to current system. In a case study, We used the An-San Line and Su-In Line as a examples and developed a schedule which can minimize the delaying time of subway by using Branch & Bound Algorithm. The train operational plan was loaded to consider a railroad siding, Obtained site, and the dispatch interval(three to ten minutes) for the express and local lines and finally, We presented an alternative operational plan which made by those factors.

The structural integrity of containment building in Nuclear Power Plants has to be verified by the ISI(In Service Inspection) because there are some variations on the structural behavior of it due to the change of the physical properties of concrete and tendon with the lapse of time. In this study, the program 'SAPONC-CANDU' which can monitor and analyze the structural behavior of the containment building with grouted tendon (CANDU-type, 'Wolsong unit-2, 3, and 4' in Korea) was developed. This program is based on the algorithm which can calculate the prediction values of the quantities of strain variation for the vibrating-wire strain gauges embedded into the concrete of the containment building under temperature and time dependent factors which are creep, shrinkage, and prestressing force. The readings of the strain gauges are used as input data for the operation of the program. And it finally provides graphically a prediction value, line and band of the quantity of strain variation for the respective strain gauges, therefore, it is thought that the site engineers are able to assess the structural integrity of the domestic containment building with grouted tendon with easy using this program.

The bus transfer system has been extended from Seoul to Gyonggi province to provide better Seoul metropolitan area transit service in September, 2008. Moreover, the curved bus routes, except existing rapid bus routes, which cause longer travel time have been straightened out. Also, the Skip Stop operation suggested by passengers has been introduced to main stops in the newly added express bus lines. This study surveyed passengers service satisfaction for the recent adopted bus policies such as the transfer discount system and the express bus system in Seoul Metropolitan area. The survey results may be important foundation for future strategies for improvement. The survey included questionnaires about the importance and the satisfaction level on both quantitative and qualitative factors. The results were statistically analyzed by the modified IPA (Importance-Performance Analysis). As the result of the survey, the newly adopted services such as fare system, fare discount on transferring, travel time savings and increased number of stops are economically feasible and satisfactory, whereas the accessibility to stops, ventilation and air quality in vehicles are the priorities to be improved. Also, the safety and the information system is in need of improvement.
