Declaration of Air Defense and Identification Zones started with the United States in 1950, which was followed by declaration of KADIZ by the Republic of Korea in 1951. Initial ADIZ were solely linked with air defense missions, but their roles have changed as nations around the globe manifested a tendency to expand their influence over maritime resources and rights. In particular, China declared ADIZ over the East China Sea in October 2013 and forced all passing aircraft to submit flight plan to ATC or military authority, saying failure of submission will be followed by armed engagement. China announced it would declare another zone over the South China Sea despite the ongoing conflict in the area, clearly showing ADIZ's direct connection with territorial claim and EEZ and that it serves as a zone within which a nation can execute its rights. The expanded KADIZ, which was expanded in Dec 15, 2013 in response to Chinese actions, overlaps with the Chinese ADIZ over the East China Sea and the Japanese ADIZ. The overlapping zone is an airspace over waters where not only the Republic of Korea but also of China and Japan argue to be covering their continental shelf and EEZ. Military conventions were signed to prevent contingencies among the neighboring nations while conducting identifications in KADIZ, including the overlapping zone. If such military conventions and practice of air defense identification continue to be respected among states, it is under the process of turning into a regional customary law, although ADIZ is not yet recognized by international law or customary law. Moreover, identification within ADIZ is carried out by military authorities of states, and misguided customary procedures may cause serious negative consequences for national security since it may negatively impact neighboring countries in marking the maritime border, which calls for formulation of operation rules that account for other state activities and military talks among regional stake holders. Legal frameworks need to be in place to guarantee freedom of flights over international seas which UN Maritime Law protects, and laws regarding military aircraft operation need to be supplemented to not make it a requirement to submit flight plan if the aircraft does not invade sovereign airspace. Organizational instructions that require approval of Chairman of Joint Chiefs of Staff for entrance and exit of ADIZ for military aircraft need to be amended to change the authority to Minister of National Defense or be promoted to a law to be applicable for commercial aircraft. Moreover, in regards to operation and management of ADIZ, transfer of authority should be prohibited to account for its evolution into a regional customary law in South East Asia. In particular, since ADIZ is set over EEZ, military conventions that yield authority related to national security should never be condoned. Among Korea, China, Japan and Russia, there are military conventions that discuss operation and management of ADIZ in place or under negotiation, meaning that ADIZ is becoming a regional customary law in North East Asia region.
The purpose of this study is to construct user satisfaction model using factor analysis and regression analysis through survey on various factors which decide users' satisfaction index of OK-SUNG Recreation Forest located in Gumi-city, Kyungbuk (newly opened on Dec, 26, 2007) and to suggest the right operation plans referring to the studies on existing recreation forests. The research results are as follows; The using behavior of recreation forests reported similar pattern to existing researches such as companion pattern, duration of status, ages and costs. The result of construction regression model after dividing of using behavior of recreation forests into two sections, which are physical sector and mental sector, showed that recreation environmental factor and inner recreation factor influenced more highly on satisfaction index. This result showed that the recreation factor, which is for obtaining mental satisfaction and friendship among companions, nature friendly factor and environmental factor more highly influence on the satisfaction index and the existing studies also support this result. Therefore, in order to offer higher standard recreation opportunities to the users, there needs consideration not only concerning experience facilities, walks and paths up a mountain, but also concerning the harmony between nature and facilities. In addition, in order to offer comfort and stableness in body and mind to users, it is necessary to educate and train the staff to offer better service and to maintain the facilities of recreation forest peaceful and calm.

Securing of radioactive waste disposal site and the related operations for disposal of low and intermediate level radioactive waste is being actively carried out in Korea. For disposal of radioactive wastes, physicochemical and radiological status and integrity of radioactive wastes must be secured first. Also, waste generators must provide this information to disposers. In addition, to secure the safety of waste disposal, waste acceptance criteria (WAC) and site specific waste acceptance criteria (SWAC) to consider characteristics of the disposal site are required. Radioactive wastes must be processed, generated, managed and transferred in accordance with these criteria. [1] For this, evaluation of properties on each of the radioactive wastes must be performed. However, in reality, atomic power plants are experiencing difficulties in relation to this due to the large quantity of radioactive waste generation. In order to solve this problem, IAEA and major overseas countries have developed, thus are using waste certification program (WCP) and quality assurance program (QAP) [2,3]. On the basis of these programs, radioactive waste certification program has been developed for safe disposal of radioactive wastes in Korea to satisfy the provisions specified in 'low and intermediate level radioactive waste transfer guidelines' of announcement No. 2005-18 from the Ministry of Science and Technology and specific site waste acceptance criteria (tentative plan). In addition, it is being planned to administer amendment on commercial atomic power plant related procedures and ensile staff training in order for early introduction and operation of radioactive waste certification system.
This study is conducted about the system that reduces organism after fermenting food waste from a food waste disposal equipment, divides gas made when food waste is fermented into gas and water, and then sends gas to a reactor again, condenses water, and apply it to the MBR system with submerged MF hollow fiber membranes. A submerged MF hollow fiber membrane module was installed to a food waste disposal equipment and a water treatment system made by Bio Hitech Co,. Ltd. to process food waste generated from a staff cafeteria in a H institute for 90 days. For initial seeding of a food waste disposal equipment, 305 kg of rice bran, chaff, and sawdust as well as 1,648 kg of food were input during the operation, and 1,600 L of condensed wastewater occurred. Fermented by-product after finishing running a food waste disposal equipment was 386 kg and its reduction was shown to be 80%. The organism was processed by applying submerged MF hollow fiber membrane module to the MBR system of condensed wastewater, and the result shows reduction rates were BOD 99.9%, COD 97.5%, SS 98.6%, T-N 54.6% and T-P 34.7% and the total colon bacillus was perfectly eliminated.
Telemedicine, which gives or receives medical information via ICT (information and communication technology), is regarded as innovation in a medical field and its application is various according to offline conditions. For example, the utilization of telemedicine in Korea is unfair because of the administrative discretion, which is the basic unit of telemedicine for its practical operation, in spite of the same diagnostic area. With this mind, this study investigates the cause of regional differences of telemedicine through a case of Kangwon province. Furthermore, the crucial matter is that regional differences of telemedicine are associated with digital divide; therefore, this research considers digital divide triggered by telemedicine. The core results are as follows. First, there are little measures such as increase of the staff, economic compensation for public officials, education of telemedicine facilities; accordingly, only regions, where can accept these insufficient conditions, manage the telemedicine system. Second, the interesting of a mayor or a governor and a head of a health center as a highest decision maker has something to do with different utilization of telemedicine. Third, public health doctors play a role as practical operators in telemedicine, but their stance is skeptic about telemedicine somewhat because of the relationship with the medical association opposing the implementation of telemedicine, unimproved regional health care condition, etc. Forth, it seems that the digital divide caused by the regional differences of the present telemedicine utilization does not led to tangible results and is not turned to another disparity so far, the proper measures are required considering that various health care services based on telemedicine will be extended.
Purpose: Many patients have fear for surgery owing to the injection of lidocaine and the possible pain in the course of the operation. To resolve such a problem the cases to do plastic surgery with monitored anesthetic care are increasing, in which something like sedatives is injected into vein without endotracheal intubation and under voluntary respiration, but the usage is now under the controversy. Methods: There were 25 patients who had surgery with local anesthesia, and another 25 patients who had surgery with monitored anesthetic care which belongs to ASA class 1 and 2 from January to April, 2009. Their anesthesia records were collected and surveys were given before and after the surgery and the surgery staff recorded OAA/S during the surgery. The postoperative surveys included the awakening during the surgery, pain, anxiety, and the degree of patient's satisfaction through visual analogue scale to identify the difference between the two methods. Results: The OAA/S results according to time lapse show that it is possible to lead a fast effective sedation and recovery with monitored anesthetic care, and monitored anesthetic care enhances both surgeon's convenience level and patient's satisfaction level, and reduces awakening, pain, and anxiety, compared to local anesthesia. Conclusion: The current paper shows about the plastic surgery, particularly the outpatient surgery, when monitored anesthetic care method is applied, it could gain a fast sedation and recovery or an effective sedation of patients. The method also has some affirmative effects in regard with surgeon's convenience and the patients' satisfaction degree and the reduction of their awakening, pain, and anxiety. With careful and adequate watch on the measures about vital signs like electrocardiogram, the degree of oxygen saturation, and blood pressure, it could clinically be very useful.
Community Service Order is a program that holds a significant place in the system of probation. With its important role in the probation, there is an equally high expectation of the intervention from the program among the people which it serves. The problem lies in that people's understanding of the program is minimized to merely a volunteer-based social activity, which cause a division on how the program is to be run. The purpose of this research is to come up with a method that can efficiently organize the administrative plan to maximize its potentiality of the program. To adopt such a plan, "Sentencing to Service," an effective community service order program in Minnesota, U. S. A. was examined. An interview with the administrative staff, as well as a survey, using systematic sampling, with the participants was conducted to study the effective process and intervention of the program that has existed for fifteen years. The result concluded that "Sentencing to Service" is a successful program with the components of success being that of a positive support from the local community and high motivation level of the participants. In order for the program to be a positive experience for the participants, it is highly contingent upon the crew leaders. On the basis of the research findings, the following suggestions are made. First, a structured guideline for those who are involved in the program is necessary. Second, thorough training provided for the crew leaders are required and a social worker is recommended for the position of crew leader. Lastly, Community Service Order should not widen the net, but ought to serve as an alternative to incarceration.

The sample collection room(SCR) will have much more influence than all the other departments for the improvement of hospital image, if anyone coming to the SCR in the hospital goes back with the perfect complacency and because most clients who have much stresses and fatigues pay a final visit to the SCR via receipt-diagnosis- acceptance process. SCR has improved its image for the purpose of gratifying clients, in order for clients to visit the hospital again, the quality improvement(QI) team in the Diagnosis Inspection Medical Department has come to a conclusion as follows. The degree of client gratification before improvement marks 65.9 point, but the degree after improvement was 74.2 point. Therefore, satisfaction has increased by 8.3 points. The degree of client gratification in groups before improvement marks (1) service parts-89.2 points (2) facilities and environments-49.1 point (3) toilet facilities-46.3 point. But its gratification after improvement marks (1) 92.5 point (2) 60.1 point (3) 61.0 point. Therefore the degree of satisfaction has increased by (1) 3.3 point, (2) 11.0 point, (3) 14.7 point. The progress of facility improvement plans and the exclusion of improvement on the facility contents in the hospital have made facilities and environments of SCR and toilet facilities to be poorly improved. Although service parts have a good mark, and the facilities and environments are not scoring well, the whole degree clients' gratification of SCR couldn't be helped by the low grade. Therefore the bottom line for the clients' gratification of SCR in the future is to ameliorate the facilities and environments. SCR will take the clients' gratification survey every year and if any items get low marks, that is, below 90 point throughout the survey, SCR will immediately starts the improvement work for the clients' gratification with operating the programs of controlling quality continually, and SCR should induce the operation of services, participating in the kind campaign drive for clients. So SCR will adopt the incentive system for the best staff members who perform these kinds of services.

The major purpose of this study is to scrutinize and analyze various factors in numerous aspects of two different library systems for the visually handicapped, namely braille library and a special section for the visually handicapped in the public library system. The analyses may provide theoretical and conceptual framework on which strategies to enhance services for the visually handicapped is to be developed. More specifically, this study seeks (1) to examine a linkage between the degree of maintenance of staffs, collections, and equipment and the level of satisfactions of librarians and (2) to come up with more effective mechanisms of welfare services for the visually handicapped in each library system. This research is qualitative-descriptive and uses interview method. Fourteen libraries throughout the nation (4 public libraries with a reading room for the visually handicapped and 8 braille libraries) which had been in operation more than one year were selected as subjects for the research. Findings and results of the analyses are summarized as follows : 1. There seems to be general consensus that each of public and braille library has significant but, to a certain extent, different roles to play in order to enhance library services for the visually handicapped. Recruitment of qualified librarians, increase of the volume of collection, and enlargement of reading room space are noted as immediate concerns for the former. For the latter, it was suggested that increase of the number of staff for publishing, securing more equipments for pulication in braille, and wider scope as well as more variety of publications are the pressing problems at hand. 2. Both public and braille library employ one librarian for the visually handicapped who is required to have educational background in library science and special education. In addition, one must have competence in reading braille types. 3. Majority of reading rooms in those libraries is so small in physical aspect that size and number of seats are 66m2 and 15 seats respectively because circulation services are mainly in use due to the problem of inaccessibility which is commonly suffered by the visually handicapped. 4. Library services for the visually handicapped are heavily concentrated upon the large urban area. In fact, most of braille libraries are located in Seoul whereas a reading room for the visually handicapped in the public library system are exclusively placed in the large cities such as Inchon, Taejon, and Taegu. 5. All of the public library is neither equipped with necessary facilities to publish in braille nor secured supporting instruments which may facilitate library use for the visually handicapped. On the contrary, most of braille libraries are equipped with arrangements to publish in braille despite supporting devices are gererally lacking. 6. Consequently, provision of services In the public library is largely confined to reading and circulation of materials purchased from braille libraries while major task of braille libraries centers around publication and distributions of the reading materials in braille.

Also, to prevent criminal acts or violence in the state is not given special privileges and the appropriate role for the school keeper is a problem with the system. Report no other role can not be expected. Should therefore be preceded by a systematic improvement and training of experts in order to prevent school violence, and home and school, in terms of social support and measures.
