현재까지 여러 분야의 주제기록관이 설립 및 운영되고 관련 연구들도 꾸준히 진행되어왔으나, 주제기록관의 특성을 반영한 평가지표는 아직 개발되지 않은 실정이다. 이에 본 연구에서는 문헌연구를 통해 주제기록관 운영평가 지표(안)을 개발하고, 델파이 조사를 통해 주제기록관 운영평가 지표를 제안하고자 한다. 본 연구에서는 국내 주제기록관 설립과 운영에 대한 연구와 국내·외 기록관리 평가지표 및 국내 유사기관 평가지표를 분석하여 주제기록관 운영평가 지표(안)을 개발하였다. 다음으로, 5개 분야 주제기록관 기록관리 업무 담당자 10명을 대상으로 3차에 걸친 델파이 조사를 실시하여 최종적으로 '주제기록관 운영', '자원관리', '주제기록물 관리', '기록정보서비스'의 4개 평가범주와 10개 평가항목, 28개 세부항목으로 구성된 주제기록관 운영평가 지표를 제안하였다. 본 연구는 국내에서 처음으로 주제기록관의 운영평가 지표를 개발 및 제안하였으며, 본 지표는 주제기록관의 운영에 대한 평가 및 환류를 통해 주제기록관 업무의 전문성과 효율성을 증진시키고, 주제기록관의 기록관리 환경을 개선하며, 운영 및 업무 수행 시 도달하여야 하는 표준적이고 일관적인 기준을 제시한다는 점에서 의의가 있다.

본 연구에서는 해운기업의 안전관리체제 운영 지원과 시스템 운영 모니터링 및 운영성과 평가도구로 활용할 수 있는 안전관리체제 운영평가 지표를 개발하였다. 이 지표를 이용하여 안전관리체제 도입을 준비하고 있는 기업이나, 기도입하여 유지 발전시키고자 하는 기업에게 운영 단계별 필요한 지식을 알기 쉽게 종합 수록하여 상시 활용할 수 있는 지침서 내지 컨설턴트 역할을 할 수 있을 것이다. 또한 자체 내부심사 시 및 시스템 운영성과 평가 시 평가도구로 활용하여 시스템의 지속적인 개선 및 발전에 기여할 수 있을 것으로 보인다. 이 지표는 크게 대 기준 11개 항목, 중 기준 33개 항목, 소 기준 447개 항목으로 구성되어 있다.

기존에 개발되어 활용되고 있는 평가지표는 비효율적 배점 구성과 실제 작은도서관 환경과 괴리된 평가항목 및 세부지표 그리고 작은도서관 정책 마련에 필요한 기초자료로서 가치 미비 등의 측면에서 개선할 필요가 있다. 따라서 피평가자인 작은도서관의 요구를 반영하여 정량평가에 의한 계량적 평가뿐만 아니라 작은도서관의 기본적 목적과 가치를 평가할 수 있는 정성적 평가를 포함하는 작은도서관 운영평가 지표(안)을 제안하였다. 제안한 작은도서관 운영평가 지표(안)은 평가방법 및 세부지표의 평가척도 다변화를 통해 작은도서관 자체 운영점검과 수준을 가늠할 수 있는 자기점검을 위한 평가가 되도록 하였다.

Trains in LRT(Light Railway Transit) system usually have shorter car length than metro's because of their smaller passensers demand. Therefore it is very likely that the load condition of LRT system in abnormal operation, in case of which trains are in close proximity by system broke or train rescue works, could be worse rather than in normal operation, in spite of rare probability of abnormal operation. In this study, the target reliability indexes of several abnormal operations are estimated in accordance with the occurrence probabilities of each abnormal operation case and the reliability index of normal operation presented by the specification. From the indexes, load factors for the abnormal operation cases are estimated and the safety evaluation is performed for Yong-in LRT project.

연구목적: 본 연구는 교통안전시설의 신뢰성 있는 정보제공과 운영관리를 위한 평가지표를 개발하는데 목적이 있다. 연구방법: 분석 방법은 현재 교통안전시설 운영관리 현황을 파악하여 평가지표를 선정하고 AHP 조사를 통해 각 지표의 중요도를 분석하였다. 연구결과: 종합 중요도 분석 결과, 정보 정확성과 전산체계 구축 수준에 대한 평가지표에서 우선순위가 가장 높은 것으로 나타났다. 반면, 서비스 관리부분에 해당하는 평가지표는 우선순위가 가장 낮은 것으로 분석되었다. 결론: 본 연구의 결과는 효율적인 교통안전시설 운영관리를 위해 각 기관별 관리 수준을 파악할 수 있는 척도가 될 것으로 보이며, 향후 자율주행 상용화를 고려하여 정확한 정보 제공을 위한 기반을 구축할 수 있을 것으로 판단된다.

The purpose of this study is to develop an index for evaluating the function of a new motorway using the travel distance frequency distribution (TLFD) calculated using the vehicle travel route big data, and to overcome the limitations of the evaluation through the existing traffic volume. The mobility evaluation index of motorways was developed by applying it to the TLFD data table in 2019. The smaller the value of the mobility evaluation index of the link is calculated, the more it is a link with mainly short-distance travel, and the higher the value of the mobility evaluation index, the more it means a link with mainly long-distance travel. The accessibility evaluation index was calculated through the result of the mobility evaluation index of all motorways developed, and all motorways were grouped into three groups using K-means clustering. Group A was found to exist inside a large city and consisted of motorways with many short-distance traffic, Group B was investigated as acting as an arterial between groups, and Group C was classified as a motorway consisting mainly of long-distance traffic connecting large cities and large cities. This study is significant in developing a new motorway function evaluation index that can overcome the limitations of motorway function evaluation through the existing traffic volume. It is expected that this study can be a reasonable comprehensive indicator in the operation and planning process of motorways.

The evaluation test for the operation of rotary type surface mounters which consist of the reel axis, the index table and the X-Y table, has been performed by comparing the new method with the old one in only fields. Because the problem seeking for the optimal operation of rotary type surface mounters, is NP complete, it is almost impossible to get the optimal solutions of large problems. This paper deals with a dynamic network modeling, which can reduce the effort, the cost, and the time used for the performance test of rotary type surface mounters.

본 연구는 지자체 업무담당자 32명, 산촌생태마을 운영매니저 31명, 전문가 33명, 총 96명을 대상으로 산림청의 산림탄소순환마을 대상지 선정 평가표 개발을 위해 수행하였다. 설문결과분석은 델파이법과 AHP법을 혼합한 DHP분석법을 활용하였다. 산림탄소순환마을 시범사업 선정 평가인자로 1계층 3개 속성, 2계층 10개 속성인자, 3계층 38개 속성세부인자를 선정하였다. 각 속성에 대한 일관성 지수(C.I)를 도출하여 중요도 평가의 기준으로 사용하였다. 1계층의 상대적 중요도가 가장 높은 속성은 인적자원속성(0.454)으로 나타났다. 2계층 속성인자들의 상대적 중요도는 물리적 자원 속성(1계층)에서 산림 Biomass자원 속성인자(0.376), 인적자원속성(1계층)에서 리더역량 속성인자(0.326), 비전속성(1계층)에서 사업계획성 속성인자(0.346)가 상대적으로 높은 중요도를 나타냈다. 3계층 속성세부인자에서는 공동부지의 확보(0.266) 등을 포함한 38개 속성세부인자에 대하여 상대적 중요도를 제시하였다. 상기 도출된 결과를 바탕으로, 산림탄소순환마을 대상지 선정평가 기준표를 작성하였으며, 본 평가표는 2011년부터 산림탄소순환마을 시범 조성마을 선정의 평가기준으로 활용될 예정이다.

본 논문은 드림스타트 사업평가에 사용된 평가지표가 '평가분야 및 영역별 신뢰도가 있는지'와 '평가지표별 변별력이 있는지'를 분석하고자 하였다. 이를 살펴보기 위하여 2018년 드림스타트 사업운영 평가를 받은 126개 시군구의 평가 자료를 바탕으로 실증적인 분석을 하였다. 연구결과는 첫째, 평가영역별 신뢰도를 살펴본 결과, 기본구성, 통합사례관리, 서비스 운영의 평가지표에 대한 신뢰도가 .6 이상으로 하위 평가지표들이 상위 평가분야와 같은 개념으로 볼 수 있는 최소기준을 충족하였다. 그러나 자원 개발 및 연계 분야는 신뢰도가 낮게 파악되었다. 평가영역별로 보면, 통합사례관리 분야에서 사례관리 과정에 대한 하위 평가지표의 신뢰도는 높았으나 기본구성 분야에서 사업운영 체계, 전담조직 및 인력을 확인하는 평가지표간의 신뢰도가 낮았고, 사례회의, 서비스 운영을 확인할 수 있는 하위 지표 간의 신뢰도가 낮게 나타났다. 둘째, 평가지표별 변별력을 측정한 결과, 28개 지표 중 18개 지표는 변별력이 높은 것으로 분석되었다. 반면 10개 지표는 변별력이 낮은 것으로 나타났다.

It requires an interim performance assessment for BTL business of the sewerage rehabilitation which continues from 2005 till now. Means, It is necessary to make an interim performance assessment and an analysis of an business effect of the sewerage rehabilitation BTL projects which still continues, and we presented an improvement method of the new sewerage rehabilitation project in future. This paper has conducted an analysis of the business effect for 3 local government BTL projects which are completed and under operation as of now in Jincheon-Gun, Cheongju-Si and Gangjin-Gun. As a method of business effect analysis, we conducted a business effect of the 3 places using the index set which we previously set for the business effect analysis. The index set in this research was sectionalized to an improvement effect of operating wastewater treatment plant, an benefit effect of the direct cost, an benefit effect of the indirect cost and an environment friendly effect. We, in this paper, conducted an business effect analysis for 3 sewerage rehabilitation BTL projects which are completed or under operation recently as a demonstration, however we judge that an business effect analysis shall be conducted in a stage that a significant time for operation has passed since the completion of the construction in order to induce an actual business effect of the sewerage rehabilitation BTL project.
