A Study on the Copyright Policy and Open Access for Noncommercial Scholarly Works (비영리학술저작물의 저작권정책과 오픈액세스에 관한 연구)

  • This study is about the copyright policies by Korean government and the revision of the article 31 library exemption provision in the Copyright Act of Korea for noncommercial scholarly works considering through cases of copyright disputes occurred in Korea during the $2005{\sim}2007$. This study proposes that works not for sale including thesis should be exempted from the copyright compensation in the article 31(5) in the Copyright Act of Korea based on the properties of noncommercial scholarly works and the regulations on works for not for sale in the current Korean copyright act. Also, this study reports that the copyright trust of scholarly articles by the copyright trust management agency is illegal in part and the government which has a duty to direct it has to control the illegal actions. Finally, this study proposes that noncommercial scholarly works such as thesis and scientific articles are to be open access and Korean government should develop open policies for them.

Open Innovation Models in SMEs (중소기업의 오픈 이노베이션 모형)

  • Recently, although many firms conduct open innovation through collaboration with other innovation actors, little attention has been paid to research and case study with regard to SMEs. However, since the capability of SMEs is too insufficient to access external resources and collaborate with other firms, SMEs have practical needs for active open innovation. In addition, although a lot of SMEs depend on external resources in terms of distribution, services and sales, most of open innovation-related research concentrate on R&D and production. Therefore, this research aims at presenting various types, methods and policy to stimulate the open innovation of SMEs. Typical types of open innovation which SMEs can take will be identified and then a relevant open innovation type will be matched on the basis of the characteristics of sectors. The results of this research will be helpful for policy makers to promote open innovation in SMEs.

  • Opening university library doors to the community is essential to meeting their demands and it is also the duty of university libraries. Since opening doors of university libraries have become more and more significant, this study analysed the conditions of the university libraries that have the open-door policy to external users and carried out an analysis of problems caused by the open-door policy. The following alternatives were suggested : the introduction of the membership system about the external users, the role division of university library and local public libraries, reinforcement of external library user education, and access management about external users.

Study on the Management Plans of the Open-Style School Library for the Expansion of Public Library Service-Points (공공도서관 서비스 포인트 확충을 위한 개방형 학교도서관 운영방안연구 -경기도지역을 중심으로-)

  • Gyeonggi Province is trying to increase the number of public libraries from 100 as of December, 2006 to 150 in 2010. However most of existing public libraries preferred mid-to-large scale libraries, so they were restricted to be located in around a zone of life. For this reason most local residents have been excluded from right to use libraries and have difficulties to get library services for the knowledge and information society of the 21st century. The alternative to the small library is a school library. Both schools and public libraries are located in around a zone of life because residents can get an access to them easily. First, considering that small-scale public libraries of communities usually service about 10,000-20,000 people, I estimate that an open-style school library services 24class, 840people (24class*35people) of elementary school by 2003 Korean Library Standard (edited by Korean Library Association). Second, it requires systematic protection policies so that the open-style school of library can function as a local public library and a part of library cooperation system in accordance with local plans. All the open-style school libraries don't intend to open and we had better consider the suitable service areas. Third, it's desired for the management efficiency that the open-style school libraries being established afterward are divided into a branch-scale, a hall-scale and so on, not being uniform management model. And it also needs that one of them in the area enlarges the scale, and then supports other school libraries. According to these results of the research, as cooperation between the public library policy of a local government and school library policy, it needs a systematic support.

  • There are criticisms that, despite the proactive government policy on open government data (hereinafter "open data"), certain highly demanded data remains restricted due to legal constraints. In this study, we aim to analyze the factors that limit the opening and utilization of open data, focusing on cases wherein requests for open data provision have been denied. We will explore possible approaches that are in harmony with the Open Data Law while examining the constitutional value of open data, considering the foundational Open Data Charter that underpins the government's data policy. We will also examine cases wherein requests for data provision have been denied for institutional reasons, with nearly half of these cases involving open data that includes personal information. It is necessary to explore the potential for improvement in these cases. Furthermore, considering the recent amendment to the Personal Information Protection Act, which allows for the processing of pseudonymous information without the consent of the data subject for limited purposes, it is an opportune time to consider the need for amending the Open Data Law to facilitate broader access and utilization of open data for the nation. Lastly, we will propose institutional improvement directions aligned with the opening and utilization of open data by examining the constraints of and need for improvement in the selected target laws.

A Study on Policies to Revitalize the Public Big Data in Seoul (서울시 공공빅데이터 활성화 방안 연구)

  • The purpose of this study is to investigate the current state of public Big Data in Seoul and suggest policy directions for the revitalization of Seoul's public Big Data. Big Data is perceived as innovation resources under the era of 4th Industrial revolution and Data economy. Especially, public Big Data serves a significant role in terms of universal access for citizens, startup, and enterprise compared with the private sector. Seoul reorganized a substructure of government's focus on Big Data and established organizations such as Big Data Campus and Urban Data Science Lab. Although the number of public open Data has increased in Seoul, there exists not much Data with characteristics similar to Big Data, such as volume, velocity, and value. In order to present the direction of Big Data policy in Seoul, we investigate the current status of Big Data Campus and Urban Data Science Lab operated by Seoul City. Considering the results of this study, we have proposed several directions that Seoul can use in establishing big data related strategies.

National Agenda Service Model Development Research of Policy Information Portal of National Sejong Library (국립세종도서관 정책정보포털 국정과제 서비스 모형개발 연구)

  • This study intends to design a model that can effectively service policy data necessary for the implementation of new national agenda in order to provide high-quality policy information services that go beyond those of the existing Policy Information Portal (POINT) of National Sejong Library. To this end, it was determined that providing an integrated search environment, in lieu of data search through individual access, was necessary. Subsequently, four possible models for a national agenda service model were presented. First, designing a computerized system for both interface and electronic information source aspects was proposed for the national agenda service system operation. Second, designing the Linked Open Data system and the time-series service system for national policy information, providing the translation service of overseas original data, and securing the researcher's desired data were presented for the national agenda service information source operation. Third, strengthening public relations for policy users, building and promoting the site brand, operating SNS channels, and reinforcing the activation of auxiliary materials and the accessibility of external services were proposed for public relations of national agenda service. Fourth, expanding the information network with Open API, cloud service, and overseas libraries was proposed for collaborating and cooperating with the agenda service.

Implementation of Memory Efficient Flash Translation Layer for Open-channel SSDs

  • Open-channel SSD is a new type of Solid-State Disk (SSD) that improves the garbage collection overhead and write amplification due to physical constraints of NAND flash memory by exposing the internal structure of the SSD to the host. However, the host-level Flash Translation Layer (FTL) provided for open-channel SSDs in the current Linux kernel consumes host memory excessively because it use page-level mapping table to translate logical address to physical address. Therefore, in this paper, we implemente a selective mapping table loading scheme that loads only a currently required part of the mapping table to the mapping table cache from SSD instead of entire mapping table. In addition, to increase the hit ratio of the mapping table cache, filesystem information and mapping table access history are utilized for cache replacement policy. The proposed scheme is implemented in the host-level FTL of the Linux kernel and evaluated using open-channel SSD emulator. According to the evaluation results, we can achieve 80% of I/O performance using the only 32% of memory usage compared to the previous host-level FTL.
