공적개발원조 의료기기 지원 체계 연구 : 케냐 키텐젤라 보건소 사례 (Medical Equipment Support System for Official Development Assistance : Case of Kitengela Health Center in Kenya)

  • 본 연구의 목적은 공적개발원조로 지원하는 의료기기의 활용도가 낮은 원인을 찾아 효율적인 공적개발원조 의료기기 지원 체계를 제시하는 것이다. 이를 위해 케냐 키텐젤라 보건소에 공적개발원조로 의료기기를 지원한 과정을 분석하였다. 분석한 결과, 다음과 같은 문제점들이 발견되었다. 첫째, 의료기기 소요 제기에 사용자의 참여가 미흡한 것으로 밝혀졌다. 둘째, 의료기기 소요를 결정하는 심의위원회운영이 미흡한 것으로 밝혀졌다. 셋째, 예산 편성에 의료기기 구매와 의료기기 운영에 필요한 예산이 함께 편성되어야 하는 것으로 나타났다. 넷째, 의료기기 조달제도의 개선이 필요한 것으로 나타났다. 다섯째, 의료기기 설치 여건을 조성할 필요가 있음이 밝혀졌다. 여섯째, 의료기기의 효율적인 운영을 위해서는 운용에 필요한 제반 요소를 동시에 갖추고, 운용 능력을 배양하도록 충분한 교육훈련과 보건의료시설을 운영할 수 있는 경영 능력과 리더십이 중요한 것으로 밝혀졌다. 마지막으로, 본 연구 결과의 이론적 및 실무적 시사점이 논의되었다.

다문화가정 청소년자녀의 공적개발원조 (Official Development Assistance: ODA) 인력 양성을 위한 탐색적 연구 (Exploratory Study of the Potential for Adolescent Children from Multi-Cultural Families to Be Trained as Competent Personnel in Charge of ODA)

  • This study investigates the potential for multi-cultural youths, given their innate bilingual and dual culture, to be trained as the competent ODA professionals. For the purpose of collecting information, we organized two different kinds of FGI in 2015. The first FGI was conducted with a group of 10 expert participants from August 17 to September 25. The second FGI was conducted four times, from October 5 to October 23, with 13 adolescents from multi-cultural families from Russia, Mongolia, Vietnam, India, Indonesia, Japan, and China. The semi-structured interview items were passed through a formal review process of the Institutional Ethics Committee. Furthermore, with the participants' pre-consent to recording, all recorded data were categorized through the transcription process. The results are as follows. While the potential for nourishing bilingual and dual cultural capabilities are high for the adolescent children of multi-cultural families, the expert group also emphasized the negative aspects of these capabilities being suppressed due to the relatively oppressed family environment. The expert group therefore suggests the following: building parent awareness of ODA human resources, developing an educational career transition roadmap, and providing institutional incentives for ODA. In addition, to some extent, the researchers were able to detect some positive self-esteem among the adolescent children of multi-cultural families as a result of the bilingual and dual cultural competencies required to be ODA personnel. In sum, the research provides insight into the need for national social support for the adolescent children of multi-cultural families, so that their strengths are not extinguished, in order that they might grow up as competent ODA personnel.

한국 임업부문 공적개발원조의 방향성에 대한 연구 (A study on the direction of Korean official development assistance in forestry)

  • Official Delvelopment Assistance(ODA) in forestry sector has been implemented for about 60 years after the second world war. Forestry aid is getting important due to its role to play as a practical methodology of Millenium Development Goals(MDGs). Korea has conducted ODA in forestry in 22 developing countries since 2005. However its contents are mostly focused on environment conservation by plantation. In the other hands, the other donor countries try to eradicate poverty of people who are dependent on forestry, environment conservation and etc in MDGs by means of ODA in forestry. Swiss, Germany, Japan, UK, and the other donor counties found out without taking account of forest dependent people who are supposed to manage 22% of developing countries's forest, forestry aid could not be successful. The direction of Korean ODA in forestry need to change in order to meet the current movement of International ODA. For this, Korea should develop various contents of forestry aids like CF (Community Forestry) project which the donor countries with long history of forestry aids have implemented in many ways.

개도국 과학기술 정책 자문 사업의 성과요인에 관한 연구 (A Study on the Performance Factors on the Science and Technology Policy Consultation Project for Developing Countries)

  • 한국의 공적개발원조(ODA) 규모는 매년 꾸준히 증가하고 있지만 ODA 사업의 수행 방법과 효과성에 대한 비판은 계속 제기되고 있다. 과학기술 분야도 ODA 규모는 늘어나는 추세이지만 여러 문제점이 있는 것으로 보인다. 첫째, 국내외적으로 과학기술 ODA에 대한 정의가 명확하게 확립되어 있지 않고 학문적 논의도 미흡한 편이다. 둘째, 과학기술 ODA 사업의 성과에 대한 분석도 미흡한 것으로 보인다. 셋째, 과학기술 ODA 사업을 체계적으로 수행할 수 있는 기획 관리 역량이 전반적으로 부족하다. 본 논문에서는 과학기술 정책 자문 사업을 대상으로 하여 과학기술 ODA 사업의 성과에 영향을 미치는 요인들을 분석하였다. 그 결과, 과학기술 지식을 이전하는 이전역량뿐만 아니라 이를 흡수 활용하는 흡수역량이 중요함을 발견하였다. 이런 점에서 보면, 과학기술정책 자문 사업이 성공하기 위해서는 우리의 이전역량과 상대 개도국의 흡수역량을 동시에 고려하여 사업을 기획, 관리하는 체제가 요구된다.

IPA 기반의 공적개발원조 건설사업 역량 분석 (Analyzing the ODA Construction Project Competence based on IPA)

  • 우리나라 중소건설기업의 해외건설시장 진출 활성화 방안으로 공적개발원조(ODA) 건설사업 참여를 제안할 수 있다. 이를 위해 해당 사업수행 시 필요한 역량 항목을 도출하였으며 이에 관한 설문조사 수행과 중요도-현재 역량 분석을 수행하였다. 총 32개의 역량 항목 중 24개 항목이 중요도 대비 현재 역량 수준이 낮은 것으로 분석되어 향후 원활한 관련 사업수행을 위한 기업 차원의 역량 강화가 시급한 것으로 나타났다. 세부적으로는 '건축 관련 기본법, 계약관리 방법, 국제경영협상' 등 계약관리 관련 항목에 관한 우선적 역량 강화방안 수립의 모색이 필요할 것으로 판단된다.

이해관계자와 이용객 설문 조사를 통한 국내 ODA 산림협력사업 평가 연구 - 인도네시아 룸핀양묘장 사업을 대상으로 - (Evaluation of the ODA Forest Cooperation Projects in Korea through Stakeholder and Visitor Survey - A Case Study of the Rumpin Seed Source and Nursery Center Projects in Indonesia -)

  • It is essential that the evaluation of official development assistance (ODA) projects is conducted based on empirical research for the performance and improvement of the project. This study intended to quantitatively figure out the actual status and performance of ODA projects. The performance of the Rumpin Seed Source and Nursery Center project implemented by the KOICA was evaluated in items of relevance, efficiency, effectiveness, impact, sustainability, which are OECD Development Assistance Committee(DAC) evaluation criteria. From August 26, 2019 to August 29, 2019, a survey was conducted on 50 visitors and 54 stakeholders of the Rumpin Seed Source and Nursery Center. Through on-site survey, problems in the donation project and operation in Indonesia were identified and measures for improvement was grasped. As a result of the study, the value scored by OECD DAC evaluation criteria of the Rumpin Seed Source and Nursery Center project based on the Economic Development Cooperation Fund(EDCF) evaluation grade was evaluated as a very successful class in all items. The average score of the recognition question was 4.08 points for visitors and 4.08 points for stakeholders, and the average score for the satisfaction question was 4.37 points for visitors and 4.11 points for stakeholders, which were high overall in both groups. The main factor that affects the project awareness of the visitors was the fact that the Rumpin Seed Source and Nursery Center was created based on Korean technology, and it was confirmed that Indonesia's own items related to similar projects had a great influence on the project satisfaction. In the case of stakeholders, project support in Korea affected their recognition, and it was found that relevance, efficiency, effectiveness items had the greatest impact on the level of project satisfaction of stakeholders derived from the DAC individual evaluation results. Efforts are required to increase the main factors by reflecting the results of each item and to preserve and maintain the project. This study is significant in determining the performance of the ODA project based on empirical data, and it is believed that it can be used as basic data for supplementing and strengthening the project in the future.

Empirical Study About ODA Effects on Job Creation

  • Purpose - This study empirically investigates the effects of Official Development Assistance (ODA) on the economic activities of private actors in recipient countries. As a proxy for the economic activities of private actors, we utilize the job creation activities of foreign subsidiaries in recipient countries. The foreign subsidiaries provide a foundation for economic development by creating paying jobs. That is, if ODA has been successfully transferred to foreign subsidiaries, then these foreign subsidiaries should help economic growth and help create a boom in the local market by providing jobs. These jobs eventually lead to the achievement of the primary aims of foreign aid, including poverty reduction. Thus, this study empirically examines the relationship between ODA and the number of jobs created by foreign subsidiaries in recipient countries. Design/methodology - This is the first study to examine the effects of the ODA on the job creation of foreign subsidiaries because it has been hard to obtain internal information related to the employment status of foreign subsidiaries. Fortunately, we have a unique panel dataset provided by the Export-Import Bank of Korea (KEXIM) for 2006 to 2013. In terms of the empirical specification, we use the generalized least squares (GLS) method. The panel GLS estimator allows us to have an efficient estimation that overcomes the limitations of the panel data. It employs assumptions about the heteroscedasticity between the panels and makes an autocorrelation of the error term within each panel. Findings - We find that ODA influences job creation in foreign subsidiaries. In particular, we found that ODA creates more jobs in sales than in managerial or production positions. This study also shows that the effect of the ODA on the foreign subsidiaries' job creation activities depend on the purpose of the ODA. By examining ODA effects on the foreign subsidiaries' economic activities (e.g., job creation), this study fills a gap in the current literature. Originality/value - Existing studies that focus on the ODA effect have either a macroeconomic point or a microeconomic point of view. However, both approaches do not explain how well foreign aid has influenced private economic actors of recipient countries. In essence, previous researchers found it difficult to obtain the necessary data for internal employment status from foreign subsidiaries. However, thanks to the Korea Export-Import Bank, this study shows that ODA indeed influences the job creation activities of foreign subsidiaries even after controlling for other factors such as FDI, GDP growth rate, employment rate, household expenditure, mother firms' share, etc. By doing so, we can examine how ODA influences the job creation of foreign subsidiaries, which might help economic development and reduce the amount of poverty in recipient countries.

  • Delay, cost overrun and inferior quality in public works are common in Nepal and Cambodia. Almost 90 percent of the civil construction engineers working in the industry were one-degree graduates without appropriate training. The civil engineering education had provided elemental engineering knowledge to the graduates however integrated engineering and management knowledge and skill are essential for efficient infrastructure development. ODA in developing countries had been concentrated in hard infrastructure development without improving the quality of higher education. Integrating ODA to engineering education system would help develop qualified technical manpower and appropriate technology domestically, and improve the efficiency in infrastructure development in developing countries.

아프리카에 대한 공적개발원조 및 외국인직접투자의 유치요인 (Attraction Factors of Official Development Assistance (ODA) and Foreign Direct Investment(FDI) in African Countries)

  • Developing countries are in competition to attract ODA and FDI in an effort to overcome poverty and development. This study tries to identify factors influencing the distribution of ODA and FDI resources and analyzes if ODA and FDI are in complementary relationship. We use a panel data for 53 African countries during early and middle of 2000 period. Factors affecting the ODA distribution include per capita GDP, physical infrastructure, good institutions of receiving countries. FDI was found to be positively affected by market size, trade openness, human capital accumulation, business-friendly regulatory environment. The impact of ODA is believed to be more effective and sustainable if it has a complementary relationship with FDI. Our result, however, did not confirmed the complementarity relation between the two.

Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.
