  • For decades, general services and accounting officers have been dominant forces in collection development activities in college and university libraries in Korea. The role of certified librarians has been rather peripheral. This has been allowed by the fact that library acquisitions departments had to be headed by non-librarian general administrative officers by the government regulation. The philosophy behind this regulation was that acquiring library materials was not any different from simple purchasing act of other useful goods in the marketplace. In affiliation with the element of general administrative officers, domestic book-sellers also had a great influence in collection building activities in college and university libraries in Korea. This has been made possible by the fact that no other people could su n.0, pply library materials, especially foreign library materials. It has been pointed out for years that the mechanism in which general administrative officers and domestic book-sellers had a greater say in library acquisitions activities was especially inefficient in acquiring wanted materials in wanted speed and in wanted price. In this mechanism, books and periodicals were mere goods. They were not perceived as intellectual property holding information and knowledge in them. Since the student movement to revolutionize the library system of the Pusan National University, September 1987 to December 1988, the creative and progressive elements in this university library have been making great efforts to change the acquisitions system in this library into a more efficient one by putting certified librarians at the center of the whole acquisitions process. These efforts have been successful to a certain degree. In this discursive study of the case of the Pusan National University Library, I have tried to achieve a social description of the library process in which progressively motivated librarians succeeded in alienating administrative officers and book-sellers and in grasping in their hands the hegemony in the collection building aspect of library activities. It has been discovered that this was possible only when the librarians were mature enough to have their kind of professionalism, i.e., professional ethics and craftsmanship.

  • Through contemporary researches on policing, individual employees in law enforcement agencies has gained more and more attention from researchers and police organization managers. Unfortunately an important but largely ignored area of current research on individual police officers concerns the value orientations obtaining among Korean police officers. And during last five decades or so, no research has been done on this issue. Studying individual value orientations is important because a substantial body of research indicates that particular patterns of value orientation predict world views and hence can in turn predict behavior at the workplace and behavioral predispositions on salient social issues. Therefore in this research, the authors intended to answer these issues. (1) What are the characteristics of value orientations among Korean police officers. (2) Is there any differences between Korean and American police officers on the value orientations among them.

In addition, it was found that burnout mediated partially between role conflict and turnover intention. It was also revealed that burnout mediated fully between role ambiguity and depression and between role ambiguity and turnover intention as well as between role conflict and depression. From above the results, the implications of this study was discussed in terms of the necessity for building strategy to decrease turnover intention and depression of non-commissioned officers. • In this paper, mandatory minimum requirements for certification of officers in charge of a navigational watch on ship by international convention on STCW (standards of training certification and watchkeeping for seafarers) were investigated. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. As a result, we have confirmed that junior naval officers from Korean midshipmen had the navigational competence based on the STCW convention by analyzing the courses of Korea naval academy, midshipmen life, training exercise systems, and so on. OCS and NROTC provided a curriculum that did not quite meet the standard of the STCW convention. However, it was sufficient for nurturing basic abilities for navigation safety.

  • The purpose of this study was to investigate the relationship between big five factors and burnout in non-commissioned officers. To investigate this, 182 non-commissioned officers were surveyed and the data were analyzed. At first, the degree of burnout of the non-commissioned officer was examined. It was found that exhaustion was the highest and diminished personal accomplishment was the lowest among the three sub-factors of burnout. In the 20s and 30s, burnout(total) and cynicism were more severe than in the 40s and above. Then, the multiple regression analysis and the multivariate multiple regression analysis were conducted. As a result, extroversion and agreeableness were related to burnout(total) and extroversion was related to the three dimensions of burnout, The results are likely to help establish policies to prevent non-commissioned officers' burnout. Finally, the limitations of this study were discussed.

  • Objective : Police officers are exposed to job-related traumatic events and have a high prevalence of post-traumatic stress disorder (PTSD). This study examined the relationship between PTSD symptoms and dimensions of temperament and character in police officers. Method : Thirty-six police officers participating in a psychological support program were enrolled. All subjects were asked to complete a demographic questionnaire, the Impact of Event Scale-Revised (IES-R), the Temperament and Character Inventory (TCI) and other self-reported symptoms scales. Results : Among all participants (age $40.8{\pm}10.2$, men 94.4%), the rate of 'post-traumatic stress symptoms group' was 47.2%. After controlling for confounding factors, lower self-directedness scores were significantly associated with higher PTSD symptoms (${\beta}=0.6$, p=0.03) in multiple regression analysis. Conclusion : Character traits, especially self-directedness, were associated with the severity of PTSD symptoms severity. These findings may provide useful information regarding personality factors related to PTSD in police officers.

In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.
