The decentralization of local extension authority is due to several aspect of improper law on extension. First, extension authority has not treated the extension law properly though it has many local office in province, counties, villages. Second, the authority concentrated too much on the service ignoring the local offices are under the improper law. Third, the authority lost their dignity when other institutions argue for their work on the extension services, Extension Institution should change, but the change should come with proper law environment.
Innovative and nondestructive characterization techniques have been developed to locate and quantify nonaqueous phase liquids (NAPLs) in the vadose and saturated zones in the subsurface environment. One such technique is the partitioning interwell tracer test (PITT). The PITT is a simultaneous displacement of partitioning and non-partitioning tracers through a subsurface formation. Partitioning tracers will partition into the NAPL during their transport through NAPL-contaminated formations. Mean travel times of partitioning and non-partitioning tracers are used to estimate the quantity of NAPL encountered by the displaced tracer pulse. Travel times are directly proportional to the partitioning coefficient and the volume of NAPL contacted in the subsurface environment. This paper discusses the conceptual background, design and implementation of PITTs. Purpose: Subway in Seoul, Korea is an important urban mass transportation system as it carries more than 4 million people a day. To support this important mission, subway entrances were designed and installed to maximize accessibility to the stations. However, a uniform plan by the national government guided quantity and layout of the subway entrances. Therefore, the plan did not consider unique characteristics of each station area and reorganization of the subway entrance system is required to improve pedestrian environment. Method: This study grouped the subway entrances into specific patterns to propose reorganizing schemes. The authors conducted field surveys, examined case studies and proposed an entrance reorganizing plan for each type. Result: The study recommends subway entrances be installed inside adjacent building when large commercial or office complexes are nearby. The authors proposed installing a bridge connecting the stations and adjacent buildings for elevated entrances. This would be only possible when there are commercial or office facilities nearby with enough floor space. The study summarizes the pros and cons of each solution. To translate our proposals into realities, various incentives should be given to building or land owners. This study made suggestions as to which kinds of incentives exist and be effective in a range of situations.
Recently, curtain wall structure is constructed according to increasing high rise building. Glass is usually used in opening of curtain wall structure and window area ratio is finally increased. Excessive Daylighting and solar radiation by large window area ratio cause discomfort glare and add to cooling load in the case of office that is heavy on lighting and cooling. Therefore, this study suggests to use low transmittance window for solve those problems. Indoor lighting environment and building energy performance were analyzed by increasing transmittance from 10% to 90% and comparing fixed venetian blind. Consequently, the range of transmittance that is possible to daylighting and prevent discomfort glare. Secondary energy consumption is efficient in the case that transmittance is the range of from 20% to 50%, primary energy consumption is nice on from 20% to 40%. If those result put together, the range of window transmittance from 30% to 50% is proper in the office in lighting environment and energy consumption aspects.
The PEM(Personal Environment Module) system is an individual air conditioning system developed in order to improve thermal comfort in office buildings. In this study, thermal characteristics of a PEM system have measured experimentally and compared with UFAC(Under Floor hir Conditioning) system in the EC(Environment Chamber) constructed in KIER. Results showed that the PEM system was better than UFAC system for thermal comfort and energy conservation.

Risks and uncertainty are unavoidable problems in management of projects. Therefore, project managers should not only prevent risks, but also have to respond and manage them. Risk management has become a critical interest subject in the construction industry for both practitioners and researchers. This paper presents critical risk factors of office building projects in the construction phase in Ho Chi Minh City, Vietnam. Data was collected through a questionnaire survey based on the likelihood and consequence level of risk factors. These factors fell into five groups: (i) financial risk factors; (ii) management risk factors; (iii) schedule risk factors; (iv) construction risk factors; and (v) environment risk factors. The research results showed that critical factors affecting office building projects are natural (i.e., prolonged rain, storms, climate effects) and human-made issues (i.e., soil instability, safety behaviors, owner's design change) and the schedule-related risk factors contributed to the most significant risks for office buildings projects in the construction phase in Ho Chi Minh City. They give construction management and project management practitioners a new perspective on risks and risk management of office buildings projects in Ho Chi Minh City and are proactive in the awareness, response, and management of risk factors comprehensively.
Objectives: Personal protective equipment (PPE) is an essential means for protecting workers against hazardous agents or risks that threaten their safety and health. Governmental organizations related to safety and health in the workplace regulate the PPE rules to protect workers and to minimize damage from hazardous agents. This study discussed current PPE rules overseen by the Korea Ministry of Environment and explores future perspectives on the matter. Methods: This study was based on a review of PPE regulations with which every stakeholder should comply in the workplace. Both South Korean regulations enforced by the Ministry of Employment and Labor and the Ministry of Environment and cases from other countries were reviewed. Results: Regulations related to the PPE required for handling chemical substances in the workplace are enforced by the Occupational Safety and Health Act, Enforcement Decree, Enforcement Rules, and Notification of Protective Equipment Certification under the Ministry of Employment and Labor. The Ministry of Environment also regulates the PPE standards for 97 substances requiring preparation for accidents and adjustment of work conditions, but a recent amendment (partially amended on September 30, 2022) loosened some unreasonable or excessive provisions. It requires workers simply to carry or otherwise keep PPE handy instead of wearing it for some tasks in which hazardous chemicals are not handled directly. Conclusions: It is important to regularly review provisions that need to be improved or supplemented to help all stakeholders. Considerations should be also made to build a reasonable regulatory system that can induce more mature safety management in each workplace.
An inflow of daylight to the room offers comfortable view environment, psychological and physical security to people in the room and there are merits such as a work efficiency and energy saving. But, it has many problems as an excessive direct sunlight, cooling and heating. We can expect to have energy saving effect for illumination with comfortable view environment creation through control on height of roller shade. This study will be a used a fundamental approach to control on height of roller shade to changing daylight.
This research deals with a new concept regarding creative enlargement in order for useful space composition. Architecture, through interior design case analysis has given birth to a new concept and inspiration altering interior designer's perspectives on the future environment. Focusing exclusively on those offices that express in design terms a commitment to such concepts as team-Working, just-in-time Working, virtual and mobile working and those using the newest technological tools and the latest space-planning concepts available. Emphasis is placed on how an office environment can be designed to encourage group working, the sharing of knowledge, a spirit of community within larger organizations, and non-territorial working-employees that work where and how they want supported by cordless technologies.
Increasing the user's need in the building facilities, the architects, engineers, and building managers must consider the user's opinion when they plan and construct the buildings. When planning and managing of the buildings, accepting the user's opinion is desirable and indispensible to solve the Problems about the architectural facilities between suppliers and users. To supply the efficient working environments, use the check listing tools and operate the post occupancy evaluation. The real estate and development company is selected for the evaluation. It is renovated in 2000 to fit in its working environment. The process of the evaluation is proceeded both private and group working spaces and facility and management of the buildings with 10 categories. Following the result of Post occupancy evaluation, the users of the building are mostly satisfied with their working environments after the renovation. However, the categories in thermal environment and indoor air and supply for office work need to be improved in advance.
