The firms with OHSAS (Occupational Health and Safety Management System) registration should be audited every six months and they have to be reregistered every three years by a third party. In our article audit data were collected from the audit processes of fifty four firms that OHSAS 18001:2007 was implemented and audited by LRQA (Lloyd's Register Quality Assurance). Fifty four firms are largely classified as four categories: civil engineering and construction industry, metal and heavy industry, chemical industry, and other industries including electric, electronic, food, and services. Especially the minor conformity data are analyzed by statistical methods to find out the relationship between four categories of 54 firms and the average number of minor nonconformities. The most frequently appeared minor nonconformities among sub-requirements of OHSAS 18001:2007 are investigated and the reasons for minor nonconformities are specifically explained. The average number of minor nonconformities of firms before and after OHSAS 18001:2007 registration are compared to understand the maturity of OHSAS implementation. Some comments and suggestions are provided for OHSAS to be effectively implemented to the firms if revision is necessary.

최근 국제노동기구(ILO)에서 안전보건경영시스템(OSH-MS : Occupational Safety and Health management System)을 발표 함으로써 향후 안전보건경영체제 국제규격 ISO 18001(가칭)이 제정될 경우에 대해 많은 관심을 같고 있어, OHSAS 18001에 대한 사항과 OHSAS 18001 인증심사 절차 등에 대해 소개한다.

In recent years, the labor consciousness is gradually valued. During the process of pursuing sustainable operation, the enterprises treat occupational hazard risk as the waste of cost. The purpose of OHSAS 18000 occupational security and health management system is to systematically establish the business managerial measures in terms of occupational security and calamity prevention. This research proceeded with questionnaire analysis with respect to the relationship between the OHSAS 18000 system implementation and competitiveness in Taiwan's industries. The research result revealed that there was significant relationship between Taiwan firms' execution of OHSAS 18000 system and industry competitiveness. Thus, the enterprises can decide the proper managerial plans according to the result of their own risk evaluation to prevent the happening of accidents and reduce the operational cost. They can thus completely control business occupational hazard risk through "systematic" management.

The Occupational Health and Safety Management System (OHSMS) has been divided into OHSAS 18001 and KOSHA 18001. However as it was upgraded to ISO 45001, the international standard, on March 12, 2018, the existing OHSAS 18001 was changed to ISO 45001. In addition, the KOSHA 18001 of the Korea Occupational Safety and Health Agency was changed to KOSHA-MS, leading to conversion of the certification standard to the new certification standard. In this study, the application status of the OHSMS, introduced in Korea since 1999, was analyzed and ISO 45001 certification standard and KOSHA-MS certification standard were compared and analyzed with existing systems. Based on this, a activation plan of establishment of autonomous OHSMS when converting new standard was suggested.

최근들어 경쟁력 확보의 한 방안으로 철저한 안전관리를 통한 기업손실 및 생산성 방지 방안이 주목받고 있다. 또한 주계약자공동도급 등 협력사 선정을 비롯해 건설공사 PQ 가산점과 관련된 재해예방활동 평가의 지표로 활용하기 위해 안전보건경영시스템 인증 취득이 늘어나고 있는 추세이다. '안전보건경영시스템'은 재해예방과 기업손실 감소를 체계적으로 추진하기 위한 자율안전보건체계로서, 이 인증 취득을 통해 기업은 기업경영의 우수성을 객관적으로 평가받을 수 있으며 산업재해율을 현저히 낮출 수 있다. 우리나라의 경우 국내에서 통용되는 KOSHA18001과 국외에서 통용되는 OHSAS18001을 취득해 건설현장의 잠재적인 위험요소 및 안전사고 예방에 힘쓰고 있다. 지난호에 KOSHA18001의 전반적인 사항을 게재하였으나 OHSAS 인증을 취득한 회원사의 요청으로 이번호에는 안전보건경영시스템의 대표적인 두 인증에 대해 상호 비교해본다.

Based on the 121 responses from facilities got Occupational Health &Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB).

OHSAS 18001(Occupational Health and Safety Assessment Series 18001)은 안전보건 경영 시스템으로서 기업이 자율적으로 산업재해를 예방하기 위하여 안전보건 체제를 구축하고, 주기적으로 유해위험 정도를 자체 평가하여 그에 따라 설비 및 작업환경을 개선토록 함으로써 산업재해를 체계적으로 예방 관리하도록 요구하는 표준이다. 표준의 구성은 ISO 14001 환경시스템과 그 골격이 거의 같은데 크게 4.1 일반적인 요구사항, 4.2 안전보건방침, 4.3 계획, 4.4 실행 및 운영, 4.5 점검 및 시정조치, 4.6 경영자 검토로 구성되어 있으며 전체적인 구조로 보면 지속적 개선을 이루기 위한 PDCA개념, 계획, 실행, 점검, 조치의 Cycle을 이루고 있다.(중략)
