OECD경쟁정책위원회 회의가 지난 10월 20일부터 24일까지 프랑스 파리 OECD본부에서 개최되었다. 이번 회의에서는 경성카르텔 금지 권고(안)과 지적재산권과 경쟁정책, 기업합병전 신고양식에 관한 모델 개발, 철도분야 규제개혁방안 등 다양한 주제에 관한 회원국간의 논의가 있었다. 특히 이번 회의에서는 OECD 사무국 측이 제시한 경성카르텔 금지 권고(안)에 대해 회원국간의 대체적인 의견 집약이 이루어짐에 따라 경성카르텔 금지 권고 논의가 사실상 마무리되었다.
The purpose of this study is to analyze the ex-post evaluation reports of KOICA's grant aid project in terms of criteria, methods, and contents. To this end, we will examine the evaluation history and process with particular reference to EDCF and KOICA. Our key research questions are: 1) How are the evaluation standards of the OECD DAC reflected in the KOICA ex-post evaluation reports? 2) Whether did Korea's practices of development evaluation change after its entry into the OECD DAC. The paper attempted an content analysis on the key words used in findings and recommendation section of the reports since 1998 that ara available on the website of KOICA. The main results can be summarized as follows. First, the frequency of OECD DAC criteria(relevance, efficiency, effectiveness, impact, sustainability) and the use of quantitative methods have been increasing after joining the OECD DAC. Second, in the ex-post evaluation reports issued after 2010, the reference indices including the Project Design Matrix (PDM), baseline data, and performance have increased exponentially.

Upon analyzing labor productivity in the construction industry across OECD countries, it was found that in 2019, labor productivity per employee in the South Korean construction industry was lower than that of major developed countries when adjusted for purchasing power parity(PPP). Specifically, when benchmarked against other countries at a base of 100, South Korea scored 76.9 in the United States, 88.4 in Japan, and 85.1 in the OECD average. Notably, South Korea ranked 25th in labor productivity per employee in the construction industry among 35 OECD countries in 2019, indicating a low standing. A comparative analysis of the construction market size and labor productivity in the construction industry across OECD countries revealed that larger construction markets did not necessarily correlate with higher labor productivity. To enhance labor productivity in the construction industry, this study proposed the active implementation of smart construction technology at construction sites and the promotion of on-site assembly work using off-site construction(OSC) technology, rather than traditional on-site labor. Moreover, it was recommended that the development of modular construction methods and technologies be expanded. In the future, if off-site production methods and modules are further developed through advanced robotics and factory automation, labor productivity is anticipated to increase due to the restructuring of production methods, such as manufacturing.
This study analyzed the efficiency of medical services in OECD member countries by dividing it into operational efficiency and quality efficiency. For this purpose, data from 2017-2019 OECD Health Statistics were used. As the analysis method, super efficiency was measured by applying an output-oriented Variable Returns to Scale (VRS) model. As a result of the analysis, Switzerland, Korea, and Italy were included in the high group of operational efficiency, Canada, Greece, Denmark, etc. in the medium group, and Belgium, Germany, and Spain in the low group. Based on quality efficiency, Norway, Switzerland, and Spain are in the high group, and Greece, Denmark, Mexico, etc. are in the medium group, and the Netherlands, Germany, Belgium, etc. were included in the low group. As a result of comparative analysis of efficiency by OECD member countries as of 2018, it was found that Korea's operational efficiency was the most efficient and quality efficiency was inefficient. Korea (0.998) should improve life expectancy by 0.2 (0.2%) and subjective health perception by 44.2 (138.1%) by benchmarking Greece (0.422), Switzerland (0.207), and Spain (0.371) to improve quality efficiency. Unlike most previous studies that focused on operational efficiency, this study measured quality efficiency together and analyzed the efficiency of the medical service industry in each OECD member country. Through this, this study has implications in that it confirmed the international competitiveness of the domestic medical service industry and suggested ways to improve efficiency.
The outstanding performance of some nations in Central and Northern Europe such as Denmark and the Netherlands in the labor market is much indebted to their policy to help labor flexicurity. In this study, the possibility of replicating the Dutch or Danish performance in the labor market is explored in case of adopting such policy in the 22 OECD countries. If implementing the flexicurity policy in the 22 member countries of the OECD leads to strong performance in the labor market, this policy can be globally shared as universal labor policy to provide a win-win situation among the labor, management and the authorities on the matter, paving the way for replacing the Anglo-Saxon policy characterized by high flexibility and low security, or the European alternative with a lower level of flexibility and a higher level of security. According to findings from our research, flexicurity policy can not produce any tangible accomplishments in the labor market by only itself. Therefore, we may safely reach the conclusion that flexicurity policy has a limited positive influence on the labor market of some northern or central European countries. Given the striking difference in inherent conditions between such European countries and OECD countries, it is not sensible for OECD nations to adopt labor policy in the direction of flexicurity.
This study analyzes the relationship between OECD DAC aid and recipients' corruption based on the good governance discussion. The study applies a fixed-effect model and PCSE model with a dataset of 43 African countries' corruption perception index, World Bank data, Polity IV, and OECD DAC aid statistics between 2000 and 2014. A statistical analysis confirmed that OECD DAC aid has a negative impact on corruption in African countries. DAC's aid affects negatively to corruption in African countries, especially in countries where democracy has matured. This research suggests that a more comprehensive follow-up study of the OECD DAC's good governance-oriented aid. Simultaneously, the general democratic effect on the recipients' institutions could not be applied in African countries, when considering regional peculiarities.

The aim of this study is to analyze the mortality and potential years of life lost (PYLL) by malignant neoplasm of lung between OECD countries and Korea. Based on the result, we tried to point out a problem on mortality caused malignant neoplasm of lung to make the best strategy for policy and education on public health. Using the ANOVA analysis between Korean and OECD countries, the lung cancer-induced mortality and PYLL in total and gender-specific Korean population were greater after 21th century than before. In particular, the PYLL was sharply elevated than the mortality. Taken together, the present study indicated that the lung cancer-induced PYLL between Korean and OECD countries can be more important parameter.
