Our distribution industry still lacks legal and institutional supplementary frameworks. Therefore, we urgently need systematic supporting schemes for targeting small merchants, including those in traditional markets. In 2004, the scope of and target for traditional markets took shape through the enactment of the 'Special Act for Nurturing the Traditional Markets'. Though restricted to a single market, it expanded the target and scope to include markets and stores, market improvement districts, and business improvement districts. However, the Special Act for Nurturing the Traditional Markets, the criterion for the revitalization of and support for the traditional market, applies a uniform standard. Accordingly, the Special Act for Nurturing the Traditional Markets has revealed problems, such as the deficit of legitimate ideas about unregistered markets. This study identifies the problems with the Special Act for Nurturing the Traditional Markets. We take the Moranjang case as an example. This study offers the problems new insight. We discuss the problems in terms of their empirical reality. We focus on unregistered markets, which are not protected by law. Most previous studies have applied empirical methods, but this study also provides legal and institutional perspectives on the prospect for efficient outcomes by applying the normative study methods applicable in the field.

The purpose of this study is to analyze the outcome of 'The second plan for identifying and nurturing of science-gifted student' and investigate the implications for the third plan. 'The second plan for identifying and nurturing of science-gifted student' was made for the promotion of science-gifted education from 2013 to 2017. This plan is composed of three strategies with 25 sub-projects: a systematic identification of science-gifted students with potential, an activation of creative and integrated science-gifted education and an establishment of optimized science education supporting system. We supposed six implications through the investigation of the performance analysis of each sub-project. First, the third plan should be composed of projects to be able to be supported directly. Second, the paradigm shift is needed from quantitative expansion to qualitative expansion. Third, third plan should include a special support for profoundly gifted students. Fourth, a specialization plan for science-gifted institute is required. Fifth, it is necessary to establish a camp or residential type gifted institute. Sixth, it is needed to have a quality management of science-gifted programs and MOOC (massive open online course) on science-gifted programs are needed.

The study aims to explore the policy directions for young farmers within Korean agricultural context, particularly in Chung-nam Province. In order to accomplish this, young farmers were classified into three categories: successors, new farmers, potential farmers. The importance of young farmers is becoming more of a focus due to decline of population numbers in rural communities as well as the aging of agriculture population. In order to address these two problems, it is necessary to create and implement policy to support each category of young farmer. Rather than the current focus on nurturing young farmers as a labor force, the role of young farmers in maintaining local communities should be expanded in current agricultural system. The local community should provide appropriate conditions for young farmers in Chung-nam Province for the various purposes they have and the roles they fill. In conclusion, it is necessary to provide a 'space' where young farmers can meet base on the community. For this, the role of the community based intermediate support organization for the integrated support system is of great significance.

The purpose of this study is to identify the characteristics and the limits of, as well as, Propose an improvement of, the government based policies that support poor single families. For this purpose, this study has analyzed the government based supporting policies for poor single families into four different aspects; income support, dwelling support, medical support, and child-caring support. Also, in order to analyze the situation of the poor single family as well as the limits of the government based supporting policies, an in-depth interview has been conducted with 8 personnel (including 7 single parents and 1 social worker). In the final analysis, a total of 5 case studies have been used to identify the characteristics of the government based supporting policies for various poor single families. As a result, it turned out that the economic situation of the poor single families were extremely unfavorable, and the quality of life was extremely low in the aspects of dwelling, nutrition, health child nurturing and education. Therefore, we are proposing the following supporting policies for the improvement of these families' living conditions: increasing income levels, providing job opportunities, securing dwelling places, providing medical support, and implementing child care benefit policies. Furthermore, we are proposing an expansion of the human services provided by the healthy family support center to these poor single families.

This study examines the meaning of the national education plan promotion background, focusing on the 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027). The purpose of this study is to present future directions for lifelong education and career education. The research results indicate that The 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027) have both been established to cope with the future social and educational environment; thus, it is necessary to realize them. For this purpose, concrete policy alternatives have been prepared. In modern society, it is vital for the state to promote basic plans related to education, particularly for developing and improving the education system. In this respect, when suggesting the direction of lifelong and career education, first, policies for social development and strengthening competitiveness are important. Second, policies are needed that respond to changes in jobs and occupations. Third, lifelong and career education are essential to ensure social inclusion and fairness. Fourth, lifelong and career education are vital in nurturing human resources for sustainable development.
The Korean government's support towards the establishment of leading research hubs at universities began with the initiation of the Science/ Engineering Research Center in 1990. Such efforts to provide support to research organizations have continued for some twenty years in various forms, which implies that building research hubs was critical in acquiring global leadership in research. However, the effect of such research hub nurturing policies has never been properly evaluated, apart from an assessment of their validity. Therefore, this paper analyzes how major programs to form research groups by providing assistance to joint research by researchers at universities are operated, and the characteristics of such programs through comparative analysis with other programs. There are two major focal points in the analysis: the first is the evaluation of the level of differentiation between Research Organization Support Programs (ROP) and other R&D Programs from an efficiency perspective, and the second is an examination of the extent of systematization of research organizations that exist at universities and impact of Research Organization Support Programs on the activities of participating professors from an effectiveness perspective. The result showed that the ROP were no longer only relevant for the formation and maintenance of research groups. Other R&D Programs are growing increasingly larger in scale and conducted over longer periods of time. Thus, the ROP can no longer be differentiated from other programs in research period and size of funding. An analysis on the effect of ROP demonstrated that all activities by participating professors in organizations that were the beneficiaries of group research assistance were more active compared to their counterparts in organizations that received other research support, but there was little difference in the elements of systematization. This implies that the joint research conducted at universities is not systematized and that it is still research based on individual themes but conducted jointly. In addition, it also means that the ROP is failing to effectively lead the systematization of research. In other words, today, university research organizations are not operated as independent, long-term bodies, but are more relevant as a combination of research units of individual professors.
Concept analysis is a strategy that examines the attributes or characteristics of a concept. It is a formal linguistic exercise to determine those defining attributes. The basic purpose of concept analysis is to clarify ambiguous concepts in theory, and to propose a precise operational definition which reflects the theoretical base of the concept. The concept of maternal role is too broad and variable in expression, therefore there has been no authentic definition nor standard opinion for this concept. The purpose of this study is to clarify the concept of maternal role which in turn will help in the development of a theory of maternal role attainment. In order to analyze the concept of maternal role, much effort was extended to look up "maternal role" in various dictionaries and literature, but only a few cases were found which listed this terminology. Consultation on the meaning of "mother" and "role" separately was then done and consequently a definition of "maternal role" was obtained through concept analysis of these two words independently, finding their attributes and unifying them. The attributes of the concept of maternal role which was analyzed based on the steps of concept analysis by Walker & Avant (1988) are : 1) Women who have pregnancies 2) Women who have a child 3) Women who rear a child 4) Expected behavior according to social status 5) Learning through social cultures 6) Social interrelationships. The antecedents of the maternal role are : 1) women who are pregnant and deliver a baby, must keep in contact with their child. 2) Circumstances for childrearing must be provided. 3) Formation of self-concept as mother should be developed, cognitive activity, which is necessary for the nurturing activity, financial support and preparation of childrearing should be provided. And the consequences of the maternal role are : 1) Improvement 2) Changeability 3) Ambiguity 4) Stability Through this concept analysis, the concept of the maternal role is defined as "expected behavior by social interrelationships and learned nurturing behavior through social cultures."

The purpose of this study is to investigate the status of admission and employment in fisheries high schools (FHS) and to consider ways to revitalize FHS through substantialization. The recruitment rate of new students in FHS decreased from 97.4% in 2016 to 83.2% in 2020. The aging training ship that FHS needs to improve most urgently is being jointly used by FHS across the country, and the construction of a joint training ship managed by the Korea Institute of Maritime and Fisheries Technology is being promoted. The average employment rate for FHS by year was 40.2-59.4%, and the fisheries-related employment rate was low at 31.0-38.9%. On the other hand, the acquisition rate of certificate of competence was 37.5-52.0%, and the rate of employment on board of those who obtained the certificate of competence was 42.9-59.8%. In order to secure new students and improve the recruitment rate, we operate experiential classrooms that reflect the characteristics of training ships and departments and conduct public relations activities using sns, publicity video ucc, YouTube, etc. It will be necessary to expand opportunities for fisheries-related vocational experience through active career exploration and elective courses in the FHS credit system. Finally, it is judged that fisheries related government agencies, industries and local governments need to improve their awareness of FHS and plan to support fisheries manpower nurturing in order to attempt the vitalization of FHS.
The purpose of this study is to analyze the status of rights for online learning of students with developmental disabilities in the COVID-19 situation and suggest plans to promote the rights focusing on parents with children with disabilities. This research conducted the mixed method, which utilizes the survey of 200 parents with children in chungbuk, who have developmental disabilities, and FGI of six parents. The survey analysis shows that 50.5% of the respondents could not support their children due to telecommuting. The most urgent support system for learning assistance was identified as support for assistive personnel. As a result of the analysis of FGI, two categories of "status of online classes in the COVID-19," "improving non-contact learning environment considering the nurturing environment," "diversifying teaching methods such as video classes," "introducing of a contextual assessment," and "enhancing health support." Based on these findings, the study proposed to review legal grounds for online classes for disabled students, expand the dispatch of learning support personnel and prepare plans to promote the online learning environment.

The beginning of a new railroad history is progressing every year. Seoul's Sillim Line is a new transportation system based on communication technology. Sillim Line is the nation's first wireless communication-based unmanned train control system based on KTCS-M, the national standard. The use of wireless communication technology in the rail transportation system suggests the possibility of exporting to the global rail market. This is the result of the government's development and implementation of various support policies for nurturing the domestic railway industry and for export. In this paper, the status of support for localization of railroad industry technology implemented by the state is reviewed, and the process by which railroad parts are replaced by localized parts is analyzed out of dependence on foreign countries. A study was conducted on the development of a technical support platform to solve the technical difficulties of the industry that occurred in this process.
