  • National-scale industrial control systems for gas, electric power, water processing, nuclear power, and traffic control systems increasingly use open networks and open standards protocols based on advanced information and communications technologies. The frequency of cyberattacks increases steadily because of the use of open networks and open standards protocols, but follow-up actions are limited. Therefore, the application of security solutions to an industrial control system is very important. However, it is not possible to apply security solutions to a real system because of the characteristics of industrial control systems. And a security system that can detect attacks without affecting the existing system is imperative. Therefore, in this paper, we propose an intrusion detection system based on packet analysis that can detect anomalous behaviors without affecting the industrial control system, and we verify the effectiveness of the proposed intrusion detection system by applying it in a test bed simulating a real environment.

  • There is increasing tension in the Korean Peninsula from the US' putting the NK's nuclear issue along the line of war in Iraq. However, there is worsening in ROK's field exercise condition from decresing defense financial supports, being difficlut to obtain enough space for volumable exercises, and securities and circumstances issues. With acknowleging those problems, CPX(Command Post Exercise), namely war game exercise which is more economical and scientific exercise has earned its attention as the best alternative measure of field exercise war game exercise has already been applyied to independent, joint, and combined exercises. However, the current war game system contains lots of problems in terms of security. Defense network uses dedicated line isolated with internet and secure data through network level encoding. It is vulerable to get attack during war game exercise or from credited network. System security is also subject to reinforced. This research is performed focusing on network and system level securities, and through it, the author will show the effective and optimized security solution for war game system.

  • Recently, people in cities of developed countries are exposed to unfortified damages of crime and disaster due to urbanization, industrialization and information-oriented era caused by congestion of population in terms of hardware and various social pathology phenomena and frequent and large scale of disaster caused by crime and disorder, which occur in the course of going through nuclear family, a gap between rich and poor and aging society in terms of software. In this regard, demand for security upon individual life and property has been increased but the police that are responsible for the public security does not effectively reduce damage in life and property because their activities are mainly oriented in coping with security accidents more than prevention. Shortage of manpower and budget, retarded equipment, and heavy overwork are the reasons. In order to confront with this kind of situation, we should utilize CCTV system with the purpose of declining possible chances of crime, not for eliminating cause of crime as crime prevention activities to predict danger in advance as a way of prevention and we may expect a role of damage prevention by installing CCTV in places where security accident may possibly happen. In conclusion, there are invasion of privacy, misuse of the system, insufficiency of overall monitoring office management, lack of citizens' understanding and economical allotment of the system installation costs in installation of CCTV system. However. it is necessary to install the CCTV system for effective prevention of crime and prevention activities of security accidents and accurate PR of purposes of installing CCTV to local residents, establishing relevant laws about system misuse, allotment of equipment costs and fees by R&D of the system machinery, cost reduction method of storage, management and replacement, saving costs from co-operative attitude of government, and local autonomous entities and local residents should be involved.

Analysis for External Cost of Nuclear Power Focusing on Additional Safety and Accident Risk Costs (추가안전대책비용, 사고위험대응비용의 외부비용을 반영한 원전비용 추정 연구)

  • After the Fukushima nuclear accident, the external costs of generating electricity from nuclear power plants such as additional safety compliance costs and possible accident risk action costs have gained increasing attention from the public, policy-makers and politicians. Consequently, estimates of the external costs of nuclear power are very deliberate issue that is at the center of the controversy in Korea. In this paper, we try to calculate the external costs associated with the safety of the nuclear power plants, particularly focusing on additional safety compliance costs and possible accident risk action costs. To estimate the possible accident risk action costs, we adopt the damages expectation approach that is very similar way from the external cost calculation of Japanese government after the Fukushima accident. In addition, to estimate additional safety compliance costs, we apply the levelized cost of generation method. Furthermore, we perform the sensitivity analysis to examine how much these social costs increase the electricity price rate. Estimation results of the additional security measure cost is 0.53Won/kWh ~ 0.80Won/kWh depending on the capacity factor, giving little change on the nuclear power generation cost. The estimates of possible accident risk action costs could be in the wide range depending on the different damages of the nuclear power accident, probability of the severe nuclear power accident and the capacity factor. The preliminary results show that it is 0.0025Won/kWh ~ 26.4188Won/kWh. After including those two external costs on the generation cost of a nuclear power plant, increasing rate of electricity price is 0.001%~10.0563% under the capacity factor from 70% to 90%. This paper tries to examine the external costs of nuclear power plants, so as to include it into the generation cost and the electricity price. This paper suggests one of the methodologies that we might internalize the nuclear power generations' external cost, including it into the internal generation cost.

The Mutual Assistance System and Cooperation between South Korea, the U.S. and China for the North Korean Nuclear Issue and Unification of the Korean Peninsula (북핵과 한반도 통일에 대한 한·미·중 3국 공조체제와 협력)

  • This study speculates on responses to the nuclear threats of North Korea and mutual assistance and cooperation between South Korea, the U.S. and China for the unification of the Korean Peninsula. As for the North Koreas nuclear issue and unification of the Korean Peninsula, South Korea is the subject of national division, the U.S. is a responsible country in international issues and does not have diplomatic ties with North Korea. China is a traditional socialist nation and a supporter of North Korea. As North Korea's strategic weapons including nuclear weapons and ballistic missiles are international issues, to defend against Kim Jung-Eun's unexpected acts, the three countries should actively cooperate with each other and develop countermeasures. However, with respect to the road map of the North Koreas issue, there are subtle differences between the U.S. and China in recognition of and sanctions against North Korea as a resolution of the U..N. Security Council. The U.S. has continued a deterrence policy and sanctions against North Korea based on joint threats between South Korea and the U.S. while China has showed a negative position in the process of solving the North Korean nuclear issue because of the unstable security derived from the U.S. 's intervention in the Korean peninsula. North Korea should change its diplomatic policy in a more concrete way towards world peace although it has continued trade of strategic weapons with Middle Eastern countries to maintain its political system. For example, to restart the summit talks and open multilateral security channels. Although the issue of unification of the Korean peninsula should be resolved by South and North Korea themselves, it is strange that South and North Korea depend on the logic of powerful countries for the resolution of a national problem. As for North Koreas nuclear and the Unification issues, peaceful solutions presented by South Korea seem more persuasive than the solution presented by North Korea which did not secure any international support. However, South Korea, the U.S. and China need to develop uni-directional two-tract strategies for sanctions against North Korea and talks with North Korea for peace on the Korean peninsula, and should continue to support the economic independence of North Korea.

Systems Analyses of Alternative Technologies for the Recovery of Seawater Uranium

  • The ability to recover the nearly limitless supply of uranium contained within the world's oceans would provide supply security to uranium based fuel cycles. Therefore, in addition to U.S. national laboratories conducting R&D on a system capable of harvesting seawater uranium, a number of collaborative university partners have developed alternative technologies to complement the national laboratory scheme. This works summarizes the systems analysis of such novel uranium recovery technologies along with their potential impacts on seawater uranium recovery. While implementation of some recent developments can reduce the cost of seawater uranium by up to 30%, other researchers have sought to address a weakness while maintaining cost competitiveness.

Simple Calculation Method as a Supplementary Radiation Safety Assessment for Facility with Radiation Generator

  • The objective of this study was to conduct a radiation shielding analysis for the facility equipped with radiation generator. The analysis was carried out in two aspects. First, from the aspect of the effect caused by primary and leakage radiation. Second, effect of scattered radiation was evaluated by applying a simple calculation method based on a scattering rate concept since effect of scattered radiation is significantly important at maze entrance of the radiation facility. The calculated results obtained using the simple method were compared to the results calculated using Geant4 code and the measured values. The results calculated by the suggested method indicate that slight error exists in a radiation shielding analysis done at the maze entrance comparing to other two results, while the results evaluated at the outside of the maze entrance door are relatively consistent with other values.

Comparison of NSC system in the U.S., Japan, and the Republic of Korea (NSC(국가안전보장회의) 체제의 한미일 비교)

  • With the recent global threats of terrorism as well as religious conflicts, Northeast Asian countries including South Korea, China, and Japan are experiencing particularly serious security crises as demonstrated by North Korea's threats of nuclear weapons testings and long-range missile launching as well as military provocation toward South Korea such as sinking of ROKS Cheonan and bombardment of Yeonpyeong island and the territorial dispute between China and Japan over Senkaku Islands(Diaoyu Islands). As a result, Park Geun Hye Administration of South Korea and the 2nd Abe Shinzo Cabinet of Japan, both recently established, are making efforts to improve their national security and crisis management policies. One of the key elements of such efforts is the strengthening of National Security Council(NSC) or its equivalent organization as the control tower of national security policy, modeled after the NSC of the United States. This paper compares NSC organization of Korea, the U.S., and Japan and draws policy insights focusing on the current political and national security situation South Korea is facing. Although organizational structure, function, and history of NSC of each country differs, it can be inferred from this comparison that NSC-type of organizations can play an important role as a control tower of security and emergency management policies.

  • Today distant oceans around the world are regarded as a major 'global commons' for international trade and transportation. Korea is not an exception, because Korea hugely depends on sea lines of communication (SLOC) for supplying vital commodities such as food and energy resource. As a result, assuring a free and safe use of distant ocean beyond territory is also an important agenda for Korea's maritime security. However there are a number of challenges for Korea to enjoy a free and safe use of distant ocean; dangers of regional maritime conflict in East Asia, naval arms race of China and Japan, and concerns on possible decline of U.S naval presence and power projection capabilities. These factors provide a reasonable basis for Republic of Korea Navy (ROKN) to pursue capabilities for major naval operations at distant ocean in a long-term perspective toward the year 2030. The introduction of aircraft carrier and nuclear-powered submarine is a key requirement for achieving this goal. ROKN needs to acquire a 'multi-role strategic landing platform' type of light aircraft carrier, which takes a role to escort naval task force by providing air superiority at distant ocean. Additionally nuclear-powered submarine will offer ROKN a formidable power to carry out offensive missions effectively at distant ocean.

Study on gamma radiation attenuation and non-ionizing shielding effectiveness of niobium-reinforced novel polymer composite

  • Advanced radiation applications have been widely used and extended to many fields. As a result of this fact, choosing an appropriate shielding material based on the radiation application has become vital. In this regard, the integration of elements into polymer composites has been investigated and contributed to the quantity and quality of radiation shielding materials. This study reports photon attenuation parameters and electromagnetic shielding effectiveness of a novel polymer composite prepared with a matrix reinforced with three different proportions (5, 10, and 15 wt%) of niobium content. Addition of Nb dopant improves both photon attenuation and electromagnetic shielding effectiveness for the investigated composites. Therefore, Nb(15%) polymer composite with highest concentration has been found to be the best absorber for ionizing and non-ionizing radiations. Consequently, the performed analyzes provide evidences that the prepared Nb-reinforced polymer composite could be effectively used as photon radiation attenuator and electromagnetic shielding material.
