이지스함의 탄도미사일 방어를 위한 운용개념 도출 (Derivation of Operational Concept for the BMD of the Aegis Ship)

  • This paper describes the operational concept of the Aegis ship's missile defense. Recently, North Korea conducted a fourth nuclear-weapon test that involved the launch of a long-range missile and the underwater launch of an SLBM. The ground-based BMD (Ballistic Missile Defense) system is very limited for the SLBM of a miniaturized nuclear warhead; therefore, it is necessary to build a reliable sea-based missile-defense system. The ROK Navy has, however, only utilized the Aegis ship that is designed with a search-and-tracking sensor but is without a ballistic-missile interception capability. Given this information, this work focuses on the operational concept of the Aegis BMD by comparing the BMD capabilities of the ROK with those of the U.S.

  • 본 논문은 현재 북한의 비핵화가 점점 불확실해지고 있고, 미국의 안보 공약에 대한 불신을 제거할 수 없는 상황이라는 전제하에 한국이 보유하고 있는 비핵전력으로 북한의 핵공격을 억제 또는 방어할 수 있는 노력의 방향을 제시하기 위한 목적으로 작성되었다. 이를 위하여 제2장에서는 비핵전력으로 핵위협에 대응하는 방법을 열거 및 설명하였고, 제3장에서는 이에 근거하여 한국의 실태를 분석하였으며, 제4장에서는 한국이 노력해야 할 방향을 제시하였다. 분석을 통하여 본 논문은 북한의 핵위협이 심각한 정도에 비해서 한국의 대비태세는 미흡하고, 특히 2018년 시작된 북한의 비핵화를 둘러싼 협상으로 인하여 기존에 추진해오던 '3축 체계'의 추진이 지체되고 있다고 평가하였다. 결국 미국의 확장억제가 제대로 이행되지 않을 경우 한국의 억제 및 방어에 심각한 문제가 발생할 수밖에 없는 상황이다. 이제 한국은 핵전략의 최소억제 개념에 근거하여 북한이 핵공격을 가할 경우 참수작전을 시행하겠다는 의지를 과시하고 그 능력을 구비하는 것에 최우선적인 비중을 둘 필요가 있다. 선제타격의 경우에도 타격시점을 더욱 앞당길 수밖에 없고, 탄도미사일방어의 경우 담당기구를 격상시키고 주한미군의 그것과 결합시켜 나가야 할 것이다. 핵폭발 시를 대비한 대피소 구축 등에도 노력할 필요가 있다.

  • 북한은 국방력 강화를 위하여 꾸준한 국방개혁을 실시해왔으며, 특히 군사기술개발과 군수산업역량 강화를 국방개혁의 중점으로 삼아왔다. 이러한 북한의 국방개혁은 궁극적으로는 핵전력 확보를 목표로 했으며, 김정은 시기에 이르러 기술적 성과가 축적됨에 따라 수소탄과 ICBM/SLBM 등 전력의 발전으로 이어졌다. 이렇게 핵전력을 확보한 북한은 또다시 국방개혁을 통하여 재래식 무기체계의 첨단화를 추구함으로써 전략적 우위를 확보함으로써 재래전력에서의 대칭성까지 추구하고 있다. 여태까지 북한의 국방개혁은 성공적이었으며, 김정은의 새로운 집권체제 확립과 대미협상 등의 동력을 만드는데 성공했던 것으로 볼 수 있다.

  • 북한의 화생방무기 운용체계는 세계적으로 상당한 수준에 도달해 있다. 이에 미국은 화생방 공격에 대비하여 다양한 형태의 대피소를 확보하고 있으며 재난특성을 고려해 등급별로 구분하여 운용하고 있는 실정이나, 한국은 재난특성에 대한 고려 없이 무분별하게 대피소를 지정해 효과적인 방호능력을 기대하기 어려운 실정이다. 이에 본 연구는 기존에 사용되는 시설물 현황에 대하여 살펴보고 화생방 대피시설로의 전환이 용이한 시설물을 선별하기 위해 시설별 특성을 파악하였으며 연구를 통해 얻은 결과 및 제안사항을 제시하고 있다.

해상기반 탄도미사일 방어체계의 임무효과에 관한 연구 (A Study on the Mission Effect of a Sea-based BMD system)

  • North Korea has continued developing ballistic missiles with various ranges. Even through the recent launch long-range missiles, it can be inferred that North Korea's Missile technology has reached a level where it can even threaten the US. moreover, through the three times nuclear tests, North Korea is known to have succeeded at gaining 10~20KT of explosive power as well as the minimization and lightening of nuclear warhead. Considering the short length of war zone in Korean peninsula and the possibility of nuclear equipment, if be the most severe threat across the whole peninsula. Since the midcourse phase flight takes the longest time, ROK should establish the ability to intercept at this middle phase. From this perspective, this paper describes mission effect of a sea-based BMD system through empirical threat and flight characteristic analysis using MIT model that was not suggested in original research.

A Research on the Nuclear Deterrence Strategy of South Korea through Dispute of India and Pakistan

  • From Cold War, Nuclear weapons have emerged military power into a very dangerous and important way of each national security. Throughout the era, the U.S. had stationed nuclear weapons in South Korea. But President George Bush initially started the withdrawal of nuclear tactical weapons deployed abroad in 1991. After that, under the protection of the nuclear umbrella, South Korea guarantees that the United States would operate its nuclear weapons to protect South Korea if it would be needed and the economy of South Korea has rapidly developed as more strong countries in the world. However, South Korea has seen and been realized the present state from the recent war between Russia and Ukraine. The protection of the U.S. nuclear umbrella from nuclear weapons and ballistic missiles of North Korea is unlikely to be permanently guaranteed. At the same time, South Korea should consider the security environment changes of surrounding nations such as China as military power acceleration and Russia as re-formation ambition. Because of these reasons, South Korea independently wants to protect itself and have the own nuclear weapons as a way to counter security threats. A majority of South Koreans also definitely believe that North Korea will not denuclearize or give up because North Korea has been having nuclear weapons as the final survival strategy of Kim Jong Un's regime. However, South Korea considers and makes new nuclear strategy through the role and effect of nuclear deterrence strategy in dispute between India and Pakistan and how to overcome the paradox of nuclear deterrence strategy. Therefore, this research is to suggest the effective nuclear deterrence strategy of South Korea from new security threats of surrounding nations through dispute between India and Pakistan. The focus of this research is that what is the role and paradox of nuclear deterrence strategy in dispute between India and Pakistan and how to find the effective nuclear deterrence strategy of South Korea.

원자력 추진 잠수함 최소 소요량 결정을 위한 임무 할당 최적화 모델 (An Optimal Mission Assignment Model for Determining a Minimum Required Level of Nuclear-powered Submarines)

  • This study first analyzes the necessity and the validity of procuring nuclear-powered submarines, and presents an optimization model as an integer program to determine a minimum required level of them. For an optimization model, we characterize a submarine's mission, ability and availability, and apply these to the model by constraints. Then, we assign the submarines available currently and the nuclear-powered submarines, that will be newly introduced, to the predefined missions over the planning time periods in a way that the number of nuclear-powered submarines be minimized. Randomly generated missions are employed to solve a mission assignment problem, and the results show that our integer programming model provides an optimal solution as designed, and this can provide a guideline for other weapon system procurement processes.

Forty Years of Anthropogenic Radionuclides in Surface Seawater. Italian and Japanese Data

  • The concentrations of man made radionuclides in surface seawater since early '60s are here reported as measured in Italy and Japan. Most of the data refers to $^{90}Sr$ and $^{137}Cs$, but occasionally the concentrations of $^{89}Sr$ and $^{134}Cs$ in some Italian samples are also given. The main sources of man made radionuclides were the global fallout produced by the nuclear weapon tests and the Chernobyl accident. The respective contributions to the contamination of surface seawater around both countries are discussed.

  • 북한은 최근 4차 핵실험과 대륙간탄도미사일 발사 실험을 실시하며, 한반도와 국제사회를 대상으로 핵 도발을 감행하였다. 북한에서 진행 중인 핵과 미사일 실험은 핵전력의 기술적 수준에 있어서 표준화, 경량화, 다종화의 완성단계에 도달하였다고 판단된다. 이에 북한은 한반도와 국제사회를 대상으로 조만간 핵도발이 현실이 될 것이라는 예상된다. 핵폭탄은 그 엄청난 파괴력으로 인하여 상대방의 제1격을 허용한 다음에 반격을 하겠다는 논리가 적용될 수 없는 절대무기이다. 따라서 핵을 보유하게 된 북한을 상대로 하는 우리는 최소한의 생존권을 보장하기 위해서 '선제적 자위권' 행사는 선택이 아닌 필수적인 대응개념일 수밖에 없다. 조만간 북한의 핵도발이 예상되는 현시점에서 선제타격 시행에 대한 국민적 공감대를 형성하여 도발의 원점지역을 타격할 있는 역량을 구비해야 한다. 또한 향후 예상되는 북한의 5차 핵실험에 대비하여 '핵무장 선택권' 확보할 수 있도록 국가적 역량을 결집해야 한다.
