  • In this paper, we discuss the experiences during the preparation of the Wolsong Low- and Intermediate-Level Radioactive Waste Disposal Center. These experiences have importance as a first implementation for the national LILW disposal facility in the Republic of Korea. As for the progress, it relates to the area of selected disposal site, the disposal site characteristics, waste characteristics of the disposal facility, safety assessment, and licensing process. During these experiences, we also discuss the necessity for new organization and change for a radioactive waste management system. Further effort for the safe management of radioactive waste needs to be pursued.

  • City of Gyeongju's referendum finally offered the long-waited low-level radioactive waste disposal site in November 2005. Gyeongju's positive decision was due to the various economic rewards and incentives the national government promised to the city. 300 million won for an accepting bonus, 8.5 billion won, annual revenue fro the entry quantity of waste into the city's disposal site, the location of the headquarter building of the Korean Hydro and Nuclear Power Co., and the accelerator research center. All of the above will affect the city's infrastructure and the citizens' economic and cultural lives. Population, land use, economic structure, environment and quality of life will be affected. Some will be very positive, and some will be positive. This research project will see the future of the city and forecast the demographic, economic, physical and environmental changes of the city via computer simulation's system dynamics technique. This kind of simulation will help City of Gyeongju's what to prepare for the future. The population forecasting of the year 2026 will be 289,069 with the waste disposal site, and 279,131 without the waste disposal site in Gyeongju. The waste disposal site and the relocation of the company headquarters and location of the accelerator research center will attract 9,938 individuals more with 511 manufacturing shops and 1944 service jobs. The population increase will bring 3,550 more houses constructed in the city. Land use will also be affected. More land will be developed. However, mad, water plant and waste water plant will not be expanded as much. The city's financial structure will be expanded, due to the increased revenues from the waste disposal site, and property tax revenues from the middle-class employees of the company, and the high-powered scientists and technologists from the accelerator research center. All in an, the future of the city will be brighter after operating the nuclear waste disposal site inside the city.

The Study on the Way of Radioactive Waste Disposal in China

  • Because of the massive development of nuclear power plants in China in recent years, China is facing the challenge of radioactive waste disposal. China has established complete regulatory requirements for radioactive waste disposal, but it also has encountered problems and challenges in low-level radioactive waste disposal in terms of management, selection of disposal facility sites, and implementation of a site selection plan. Three low-level radioactive waste disposal facilities that have been operated in China are described, and their activity limits, locations, and capacities are also outlined. The connotations of "regional" and "centralized" disposal policies are discussed in light of the characteristics of the radioactive waste. The characteristics and advantages of the regional and centralized disposal policies are compared. It is concluded that the regional disposal policy adopted in 1992 can no longer meet the current disposal needs, and China should adopt a combination of the two disposal policies to solve the problem of radioactive waste disposal.

  • Nagra was established in 1972 by the Swiss nuclear power plant operators and the Federal Government to implement permanent and safe disposal of all types of radioactive waste generated in Switzerland. The Swiss Nuclear Energy Act specifies that these shall be disposed of in deep geological repositories. A number of different geological formations and sites have been investigated to date and an extended database of geological characteristics as well as data and state-of-the-art methodologies required for the evaluation of the long-term safety of repository systems have been developed. The research, development, and demonstration activities are further supported by the two underground research facilities operating in Switzerland, the Grimsel Test Site and the Mont Terri Project, along with very active collaboration of Nagra with national and international partners. A new site selection process was approved by the Federal Government in 2008 and is ongoing. This process is driven by the long-term safety and feasibility of the geological repositories and is based on a step-wise decision-making approach with a strong participatory component from the affected communities and regions. In this paper a brief history and the current status of the Swiss radioactive waste management program are presented and special characteristics that may be useful beyond the Swiss program are highlighted and discussed.

Safety Assessment for the Landfill Disposal of Decommissioning Waste Solidified by Magnesium Potassium Phosphate Cement

  • The decommissioning of a nuclear power plant generates large amounts of radioactive waste, which is of several types. Radioactive concrete powder is classified as low-level waste, which can be disposed of in a landfill. However, its safe disposal in a landfill requires that it be immobilized by solidification using cement. Herein, a safety assessment on the disposal of solidified radioactive concrete powder waste in a conceptual landfill site is performed using RESRAD. Furthermore, sensitivity analyses of certain selected input parameters are conducted to investigate their impact on exposure doses. The exposure doses are estimated, and the relative impact of each pathway on them during the disposal of this waste is assessed. The results of this study can be used to obtain information for designing a landfill site for the safe disposal of low-level radioactive waste generated from the decommissioning of a nuclear power plant.

  • This paper describes basic plans for the development of a radioactive waste disposal facility with the introduction of Nuclear Power Plants (NPPs) for Kenya. The specific objective of this study was to estimate the total projected waste volumes of low- and intermediate-level radioactive waste (LILW) expected to be generated from the Kenyan nuclear power programme. The facility is expected to accommodate LILW to be generated from operation and decommissioning of nuclear power plants for a period of 50 years. An on-site storage capacity of 700 $m^3$ at nuclear power plant sites and a final disposal repository facility of more than 7,000 $m^3$ capacity were derived by considering Korean nuclear power programme radioactive waste generation data, including Kori, Hanbit, and APR 1400 nuclear reactor data. The repository program is best suited to be introduced roughly 10 years after reactor operation. This study is important as an initial implementation of a national LILW disposal program for Kenya and other newcomer countries interested in nuclear power technology.

  • The purpose of site monitoring and investigation is to offer the basic data for performance assessment and design of low- and intermediate-level radioactive waste(LILW) disposal facility by monitoring variations of main site properties continually in the stage of pre-operation, operation and post-closure. Main contents of site monitoring are as follows. In the stage of pre-operation, suitability evaluation for disposal facility and monitoring for constructing and operating disposal facility are performed. In the operation period, monitoring is performed including surroundings to research the influence to environment with operating disposal facility and operate safely and efficiently. In the post-closure period, monitoring about major site properties is performed to prevent the effect of radioactive waste from disposal facility and to secure long-term safety.

Some will be very positive, and some will be negative. This research project will see the future of the city and forecast the demographic, economic, physical and environmental changes of the city via computer simulation's system dynamics technique. This kind of simulation will help City of Gyeongju's what to prepare for the future. The population forecasting of the year 2046 will be 662,424 with the waste disposal site, and 327,274 without the waste disposal site in Gyeongju. The waste disposal site and regional supporting program will increase 184,246 Jobs more with 1,605 agriculture and fishery, 5,369 manufacturing shops and 27,577 shops. The population increase will bring 96,726 more houses constructed in the city. Land use will also be affected. More land will be developed. And road, water plant and waste water plant will be expanded as much. The city's financial structure will be expanded, due to the increased revenues from the waste disposal site, and property tax revenues from the middle-class employees of the company, and the high-powered scientists and technologists from the accelerator research center. All in all, the future of the city will be brighter after operating the nuclear waste disposal site inside the city.

Radwaste characteristics and Disposal Facility Waste Acceptance Criteria (국내 방사성폐기물 특성과 방사성폐기물 처분시설 폐기물인수기준)

  • The purpose of Radioactive Waste Acceptance Criteria(WAC) is to verify a radioactive waste compliance with radioactive disposal facility requirements in order to maintain a disposal facility's performance objectives and to ensure its safety. To develop WAC which is conformable with domestic disposal site conditions, we furthermore analysed the WAC of foreign disposal sites similar to the Kyung-Ju disposal site and the characteristics of various wastes which are being generated from Korea nuclear facilities. Radioactive WAC was developed in the technical cooperation with the Korea Atomic Energy Research Institute in consideration of characteristics of the wastes which are being generated from various facilities, waste generators' opinions and other conditions. The established criteria was also discussed and verified at an advisory committee which was comprised of some experts from universities, institutes and the industry. So radioactive WAC was developed to accept all wastes which are being generated from various nuclear facilities as much as possible, ensuring the safety of a disposal facility. But this developed waste acceptance criteria is not a criteria to accept all the present wastes generated from various nuclear facilities, so waste generators must seek an alternative treatment method for wastes which were not worth disposing of, and then they must treat the wastes more to be acceptable at a disposal site. The radioactive disposal facility WAC will continuously complement certain criteria related to a disposal concentration limit for individual radionuclide in order to ensure a long-term safety.

  • When the decommissioning of South Korea nuclear power plants is promoted in earnest with the permanent shutdown of Kori Unit 1 in 2017, a large amount of various types of radioactive waste will be generated. For minimal generation and safe management of decommissioning waste, the waste should be made by appropriate classification of the dismantling waste characteristics in accordance with physical, chemical and radiological characteristics to meet the acceptance criteria of disposal facilities. Replacing the preliminary inspection at the site for the compliance of the waste acceptance criteria (WAC) of medium and low-level radioactive waste with the generator's own radioactive waste certification program (WCP), from the perspective of disposal, the optimization of waste management at the national level contributes to the efficient availability of disposal, such as the processing of non-conforming radioactive wastes at the site. To this end, it is important to evaluate radioactivity in each system and area such as nuclear reactors before decommissioning is carried out in earnest, and the prior removal of harmful wastes is important. From waste collection to waste disposal, decommissioning waste should be managed at each stage in consideration of the acceptance criteria of disposal facilities to minimize the generation of non-conforming waste.
