Economic Development Zone(EDZ) in the province is one of the foreign policy for economic development of North Korea. North Korea has promulgated 27 Economic Development Zones(5 EDZs as central level and 22 EDZs as provincial level) to promote economic growth through the expansion of external opening policy. EDZs of the provinces play an important role in North Korea's national and regional economic growth. The purpose of this study is to select analytical criteria that can be quantified when considering the location conditions of North Korean economic development zones when domestic companies advance into North Korea according to the progress of inter-Korean economic cooperation, and derive the relative importance between the criteria. After that, based on this, we intend to quantify the evaluation of the location priority of the economic development zone. In this study, through AHP analysis results, when domestic companies enter North Korea, we derive the importance and preference of location selection factors when considering the location conditions of North Korean economic development zones. Taking into account the reality of North Korea when the Korean company entered the North economic development zone following location for evaluation. That is, logistics and transportation, industrial infrastructure, competitiveness, and management incentives. And 14 sub-factors were selected and AHP analysis was performed.

This paper examines the implications of North Korea's Special Economic Zone (SEZ) strategy since the early 1990s in terms of the shifts in both North Korea's economic system and geopolitical order on the Korean peninsula. Specifically, it analyzes the shifts in North Korea's SEZ policy in three different aspects-North Korea's unique territorial logic, stress on decentralization, and comparison with Chinese reform and opening-up. Based upon this analysis, this paper criticizes a linear approach to understand North Korea's economic transformation from isolation to opening-up, and explores the dynamics of North Korea SEZ strategy in various dimensions. It contends that North Korea's SEZ strategy is neither an inevitable choice from economic difficulty nor an adoption of Chinese model of reform and opening up. Rather this paper focuses on the geopolitical logic and local development imperatives underlying SEZ strategy.
This study provides a model of inter-Korean economic cooperation suggesting that economic cooperation should be centered on industrial cooperation. As an independent economic zone, the two Koreas will go through a gradual and functional process of cooperation. Also, economic convergence through 'openness and integration' of both markets is a pre-requisite of successful economic integration on the Korean peninsula. This success of the process requires industrialization of North Korea. This study suggests a model of 'the Corea Industrial Development Community on the Korean Peninsula. It aims to support industrialization of the North Korean economy as well as promotion of South Korea's SME competitiveness. It would help meet the demand for improvement of living conditions of North Korean people. Main policy measures includes: 1) co-effort to develop North Korea's provincial industrial zones, 2) upgrading North Korea's 'Jangmadang' into a highly efficient distribution market. Finally, through the construction of the Joint Industrial Development Zone, it is necessary to create a production sharing module for both Korea's industries.
North Korean leader Kim Jong Un decided to open 19 Economic Development Zones which are located in all over the country, as a new economic development strategy. The strategy is estimated for accepting change from socialistic planning economic system into socialistic market economic system gradually. South Korean government is busy preparing for reunification between South and North Korea. Recently, many forums and seminars for the issue, 'reunification' are held by public side as well as private sector. This study is focused on making practical strategy for developing 13 Economic Development Zones which were established in 2013 in concurrence with South and North Korea. The study assessed investment potential of the 13 zones in terms of locational, economic and legal competency from the investor's perspective of south koreans. 5 E.D.Zs, Songrim, Hyungdong, Heungnam, Chungjin, Waudo were chosen to be developed on the preferential basis. Development cooperation between South and North Korea on the 13 E.D.Zs will increase the income of north koreans in rural areas by creating jobs, contribute to boost North Korea's economic growth, and bring forward economic integration between South and North Korea.
The purpose of this paper is to make research on the settlement mechanism of the commercial disputes between the South and the North of Korea. Also, this paper is to make research on the south-north Korea's cooperative tasks to promote the disputes settlement, including the operation and management of the South-North Arbitration Commission as well as the enactment of the South-North Arbitration Rules. To realize the spirit of the South-North Joint Declaration of June 15, 2000, the Authorities concerned of the South and the North of Korea have reached an agreement titled 'Agreement on Settlement Procedure of Commercial Disputes' on December of the same year. As the follow-up measures of the said Agreement, the South-North Authorities have signed an another agreement called 'Agreement on Organization and Administration of the South-North Arbitration Commission' on October, 2003, which is becoming vital importance for settlement of the commercial disputes between south and north Korea including the Gaeseong Industrial Complex. Gaeseong, a city surrounded by the North Korean military and a symbol of inter-Korean tensions, is now turning into a peace zone where thousands of North and South Koreans are working side by side. The Gaeseong Industrial Complex project, driven by the logic and economic necessity of cooperation, has been steadily moving forward since the North designated it as a special economic zone and has enacted related laws and regulations for its development. Under the situation, the matter of primary concern is how to organize and conduct the Arbitration Commission for the prompt and effective settlement of the south-north commercial disputes. First of all, the South-North Authorities should recognize that the availability of prompt, effective and economical means of dispute resolution such as arbitration and mediation to be made by the Arbitration Commission would promote the orderly growth and encouragement of the south-north trade and investment. In this connection, the Korean Commercial Arbitration Board(KCAB) should be designated as the arbitral institution of the south Korean side under the Agreement on Organization and Administration of the South-North Arbitration Commission. The KCAB is the only authorized arbitral organization in South Korea to settle all kinds of commercial disputes at home and abroad.

Smart cities are expanding their spatial scope to urban areas and regions. Linking regional economic development strategies beyond the borders with smart city planning can lead to cooperation and economic development between regions and countries as well. The purpose of this study is to suggest cooperation and regional development of the three nations - Korea, North Korea and China - through the Yellow Sea Rim Smart Region. To this end, smart city strategies and economic development plan with implementation status in the three countries including special economic zones have analyzed that could be the spatial basis of the smart region. On the west coast of Korea facing the Yellow Sea, lots of projects related to smart cities are actively underway in Saemangeum, Yellow Sea Free Economic Zone(YESFEZ), and Incheon Free Economic Zone(IFEZ). Although the political situation is still uncertain, North Korea is analyzed to have economic and technical potential in the west coast connecting Haeju, Nampo, and Sinuiju. In Liaoning and Shandong provinces of China, smart city projects have been actively promoted in recent years especially in the state-supporting industrial cities. Restoration of economic cooperation between South Korea and China, linkage of transportation networks, vitalization of cross-border cooperation projects between China and North Korea centered on Dandong and Sinuiju, and the connecting of smart city infrastructure and services for China and South Korea's economic cooperation process will make the Yellow Sea Rim as a world prosperous economic region. However, it is necessary to establish and operate a governance system through long-term planning for transnational consultation and establishment of a promotion organization.
As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
This study suggests that Korea - Russia economic cooperation, which has been sluggish in the meantime, should be revitalized as a small, medium sized business that can be practiced at the local level of both countries. Some large scales of national projects were difficult to realize due to some internal and external factors. Therefore, if Russia's Far East region of the complementary economic structure with the Korea's Gyeonggi Province of Korea could form the basis of cooperation by centering on SMEs, it further can be positive for promoting cooperation among South Korea, North Korea and Russia. The trilateral cooperation among two Koreas and Russia is necessary for the balance of political and economic powers in the East Asia. China's retaliation case regarding THAAD (Terminal High Altitude Area Defense) clearly showed that the greater the economic dependence on a particular country, the more threatening it could be. Therefore, it is important for the political and economic security to keep the balance by diversifying economic cooperation counterparts. As China's influence in the global economy grows, building value chains for mutual prosperity with various neighboring countries is gaining great importance. To this end, this paper examined Russia's Eurasian Strategy, New East Policy, and Far East Development Policy which were designed to seek the way to establish Russia's independent economic zone not absorbed by Europe and China.
This study aims to identify changes that have occurred in the regional structure and locational characteristics of the Najin-Seonbong Economic and Trade Zone established in North Korea in 1991. In order to analyze land use patterns as variables of change in the regional structure, an field trip data, satellite imagery and other materials about the region are examined. In terms of its location as a major regional transit hub, the Najin-seonbong Economic and Trade Zone has not been supported by the required infrastructural developments and the establishment of the export processing zones has exposed the lack of vital links with local networks and industry. Thus, despite the fact that the local government has made a lot of effort in attracting foreign investment over the past decade, little progress has been made and the region has not changed. By and large, its operational efficiency and potential for development as a major export processing zone has been relatively limited. In the long w, prospects for the region's emergence as a major economic player will depend on the North Korean Govemment's policy in tackling the various infrastructural deficiencies.
The China entered World Trade Oganization(WTO) last year, thus opening its border to more - and freer - trade. With its foreign trade rapidly expanding and with economic growth continuing at a substantial -rate, China will be the largest container traffic generating country in the world. In the light of this potential trade bonanza, regional ports in North-East Asia strive to gain a competitive-edge. The Port of Busan, the world's third largest container port, wants to capture a significant share of the china's container cargoes. In this circumstance, development strategies of the Port of Busan are suggested as follows. First, to cope with increasing volumes, the New Busan Port on Gaduk island should be constructed without failure. Second, it is necessary to add modernized high-performance gantry cranes and to train crane operators' skill. Third, it needs to apply Dwell Time- Sliding Scale System for transshipment cargoes. Fourth, it needs to develop the EDI network in terminal areas or adjacent hub ports to exchange trustworthy and satisfactory informations Fifth, port authority -needs to enlarge designated Free Trade Zone to facilitate the free flow of cargoes. Sixth, the restoration of rail links between North and South Korea is abundantly clear. Thus it needs to enlarge railroad facilities in advance. Seventh, it needs to establish the Port Authority of Busan immediately. Finally, it needs to strengthen port sales and to open events like 'Marine Week 2001' regularly to attract potential canters or big shippers.
