A Study of Information Services in the Perspective of Transborder Data Flow (국제데이터유통(TDF)에서의 정보서비스 이해)

  • Problems encountered under the (TDF) transdorder data flow and the current insights of overseas information services which have considerable influences to the domenstic information market are discussed. The various organizations which provide the oversears database services and do bridge role to the domestic users are investigated. The current Internet connectivities by non-profit members as well as commercial sectors for the overseras information services are also discussed. Attention is given to that the overseas information services must be understood and proceeded in the perspective of TDF and of the considerable problems implicated, and that the researchers having interests about information services must have an idea to the information sovereignty.

Evaluating Managerial Efficiency of Fisheries Cooperatives in Korea : Data Envelopment Analysis (한국 수산업협동조합의 경영효율성 평가 : 자료포락분석)

  • The purpose of this study is to evaluate the managerial efficiency of fisheries cooperatives in Korea by using data envelopment Analysis(DEA). The DEA method is a relative evaluation method on the basis of linear programming. Also, it is known as a useful method for the evaluation of not-for-profit organizations which cannnot be measured by mere monetray units for their performances. The 50 units have been taken for the purpose of analysis. All of the units are homogeneous groups, and the produce multiple services with multiple inputs. Input variables are a number of employee, fixed assets, and business managerial costs. Output variables include a number of deposits, a number of loans, a total deposits, a total loans, and operational income for one year. The empirical results of this study are as follows. First, the average technical efficiency showed 82.35% which revealed about 17.65% of non-efficiency in 2001. Second, in 15 DMUs, the overall inefficiency is mainly attributed to their efficient operations or management. To be opposed, in 18 DMUs, the overall inefficiency is mainly attributed to their scale efficiency. Third, efficiency ranking results by DEA do not agree with the ratio analysis by fisheries cooperatives. Fourth, average efficiency level by year was improving gradually by 0.7408 in 1999, 0.8023 in 2000, and 0.8235 in 2001 at significant 10% level.

An Application of Data Envelopment Analysis in Measuring the Efficiency of Local Governments in Korea (DEA를 이용한 지방자치자체의 성과평가)

  • There is an increasing interest in measuring and comparing the efficiency of organization units whose operations are functionally similar and autonomous. Data Envelopment Analysis(DEA) has been extensively used to evaluate the efficiency of non-profit organizations as a whole. This study applies a modified DEA model (Input-oriented BCC model with Nondiscretionary variables) to identify the performance of local government in Korea. It is found that utilizing DEA as a mean of evaluating the performance of local governments yields useful information to decision makers trying to maintain more efficient practices.

  • The purpose of this study was to review today's development trends of library bibliographic instruction through historical assessment of U.S. university library bibliographic instruction development pattern. And the results of this study may be used in implementing the university library bibliographic instruction program in Korea. The major conclusions of this study are summarized as follows: . The bibliographic instruction had been affected by changing trend of higher education. . Early leaders had been understanding of higher education and were active in the library organization. . Related books and articles were much published continuously. . Library professional organizations supported and assisted these effort. .   • The fashion industry is considered hazardous and a threatened to the environment. Due the negative perception, the industry should focus on sustainability as a social role. Therefore, several redesign fashion collaborations mainly focusing on renewing abandoned resources are already in place. The research method was based on previous studies, and 3 characteristics were derived: Redesign collaboration between fashion companies, Redesign collaboration between fashion & heterogeneous industries, and Redesign collaboration between the fashion industry & non-profit organizations. Those 3 characteristics were reviewed using 4 criteria. First, to establish and maximize the sustainable brand image and to be the best examples in environmental management, the organization endeavors to collaborate with various industries, institutions, and designers. Second is the expansion of the customer network through the spread of value consumption. Third is the creation of new values through a resource circulation structure. This means that the resource circulation structure system helps the partners to minimize on wastage. Fourth is the spread of de-boundary lines and the possibility of brand growth. Through collaboration with other industries, the boundaries of materials used in the fashion industry started to blur, thus expanding the continuous brand growth potential. The study derived the characteristics of redesign collaboration by systematically analyzing the cases. Further, the study looks forward to analyzing the characteristics of the products processed by redesign fashion collaborations in future research.

Spatial Decision Support System for Residential Solar Energy Adoption

  • Renewable energy is not a new terminology. One of the fastest growing renewable energies is solar energy. The implementation of solar energy provides several advantages including the reduction of some of the environmental risks of fossil fuel consumption. This research elaborated the importance of the adaption of solar energy by developing a spatial decision support system (SDSS), while the Residential Solar Energy Adoption (RSEA) is an instantiation artifact in the form of an SDSS. As a GIS web-based application, RSEA allows stakeholders (e.g., utility companies, policymakers, service providers homeowners, and researchers) to navigate through locations on a map interactively. The maps highlight locations with high and low solar energy adoption potential that enables decision-makers (e.g., policymakers, solar firms, utility companies, and nonprofit organizations) to make decisions. A combined qualitative and quantitative methodological approach was used to evaluate the application's usability and user experience, and results affirmed the ability of the factors of utility, usefulness, and a positive user experience of the residential solar energy adoption of spatial decision support system (RSEA-SDSS). RSEA-SDSS in improving the decision-making process for potential various stakeholders, in utility, solar installations, policy making, and non-profit renewable energy domains.

Characteristics of the Social Innovation Cluster Formation in Seongdong-gu and Eunpyeong-gu, Seoul, Korea (서울 성동구와 은평구의 사회혁신클러스터 형성 특성)

  • This study adopts the concept of social innovation cluster in which social economy organizations as one of the emerging axes of economic systems operate in collaboration with government agencies, investment institutions, intermediate supporting organizations and non-profit organizations, and investigates how the clusters of this kind grow in the context of the Korean socio-economic situation for the cases of Seongdong-gu and Eunpyeong-gu in Seoul, Korea. For this purpose, it has identified the actors of the clusters and their internal relations, and analyzed the process of cluster formation. A social network analysis of the partnerships between the actors has shown that Seongdong-gu has more diversified types of the network participation of universities, global networks and investment institutions than Eunpyeong-gu. It is interpreted that this pattern has resulted from the domination of private organizations in the former area, which is also confirmed by in-depth interviews with persons involved in the clusters. Although the facets of social innovation clusters are manifested in both areas, even in their initial stage, such factors as linkages between industrial actors and convergence with other clusters, which appear in the maturing stage of cluster formation, has yet to be found. It is suggested that the sustainable growth of social innovation clusters should be accompanied by information sharing and cooperation between the two areas on the future orientation of development.

The Moderating Effect of Level of Involvement Between Organization-public Relationships and Organizational Reputation (조직과 공중간 관계가 조직의 명성에 미치는 영향: 공중의 관여도를 중심으로)

  • The purpose of this study is to explore and explain how organization-public relations influence organizational reputation, accounted for by the moderating effect of level of involvement. For this purpose, a survey was conducted to 100 residents in a metropolitan city of Korea with the following five Korean organizations studied: two Korean domestic companies, a sports association, a non-profit organization, and a multinational company. Results of multiple regression analysis indicated that organization-public relationships and publics' level of involvement were significant predictors to account for organizational reputation by non-chance amount, and that level of involvement played a moderating variable role between organization-public relationships and organizational reputation.

  • KREONET is a principal national R&E network running by KISTI in Korea. It uniquely provides production research network services for around 200 non-profit research and educational organizations, based on hybrid (IP and non-IP) network infrastructure. However, KREONET is limited to meet various needs of new network services for advanced Science & Technology (S&T) users because its infrastructure is inherently derived form classical hardware-based, fixed and closed environments. So, KREONET-S is designed to provide advanced S&T services to catch up with time-to-research and time-to-collaboration. In this paper, we present a system architecture of KREONET-S based on network infrastructure that consists of data and control planes separately. Furthermore, we propose and describe VDN service which is capable of building a virtual dedicate & bandwidth-guaranteed network for S&T group dynamically. we implement VDN application on KREONET-S and then perform performance analysis for proving that KREONET-S system and VDN application can be a good solutions to cope with new network paradigms for various advanced S&T applications and users.

A Study on the Intermediary Experience of Product Philanthropy between Corporations and NPOs: Exploring for the Development of Product Philanthropy Systems (기업과 비영리기관의 현물기부 중개 경험에 관한 연구 : 현물기부 시스템 개발을 위한 탐색)

  • Although the concern about various welfare resources in the private sector is increasing, it has been less discussed on product donation in comparison with cash donation. This study is to explore effective product donation system by understanding the intermediary process experience of product philanthropy between corporations and non-profit organizations. In order to understand such process in details, data was collected by conducting interview in-depth with 4 corporate staff and 2 NPOs staff in charge for product donation. Based on the findings of study, suggestions are discussed for effective intermediary systems of product donation including the use of new technology such as the on-line system of Good 360(formerly Gift In Kind International) and for improving the partnership between corporations and NPOs to activate product philanthropy. Also, these show that it is necessary to reinforce institutional support on tax-incentive and fair market value of giving product.
