The purpose of this study is to develop a system, which estimates watershed pollutant loading rate through the combination of GIS and computational mode. Also, the applicability of this study was estimated by the application of the above system for Chuncheon City. The detailed results of these studies are as follows; The pollutant loading estimation system was developed for more convenient estimation of pollutant loading rate in watershed, and the system load was minimized by the separation of estimation module for point and non-point source. This system on the basis of GIS is very economical and efficient because it can be applied to other watershed with the watershed map. System modification is not needed. The pollutant loading estimation system for point source was developed to estimate the pollutant loading rate in watershed through the extraction of the proper data from all districts and yearly data and the execution of spatial analysis which is main function of GIS. From the verification result of spatial analysis, real watershed area and the administrative districtarea extracted by spatial analysis were $1,114,893,340.15m^2$ and $1,114,878,683.68m^2$, respectively. It shows that the spatial analysis results were very exact with only 0.001% error. The pollutant loading estimation system for non-point source was developed to calculate the pollutant loading rate through the overlaying of land-use and watershed map after the construction of new land-use map using the land register database with most exact land use classification. Application result for Chuncheon City shows that the proposed system results in one percent land use error while the statistical method results in five percent. More exact nonpoint source pollutant loading was estimated from this system.
To survive competitive global market, textile and fashion business incorporated Supply Chain Management strategy to make product and information flows fast and correct. Especially textile and fashion industry involves many complicated channels from up stream, middle stream, to down stream for delivering their production. Evaluating SCM performance is very critical to make better business profit model. Representative Scor model and BSC method are well fitted into textile and fashion business because of distributional complexity, non-financial factors to be considered, and innovative product characteristics. But there was little study to compare these two methods for textile and fashion business. Therefore, the purpose of this study was to investigate the Scor model and BSC method based upon review of literatures. The results of this study were as follows: Scor model had some strengths which were availability to apply for various industries due to standardized process, operation process emphasized, various customizable factors to compose for the company, and premise on SCM strategic execution. BSC method had some strengths which were the balance including financial and non-financial factors, qualitative analysis, and considering the goal and vision to convey organically from top to bottom of organization. The main differences between them were different scope to deal with performance estimating index from qualitative to quantitative analysis, the scope of human resources to manage, and possibility of performance comparison among companies.

Communication occurs through verbal elements, which usually involve language, as well as non-verbal elements such as facial expressions, eye contact, and gestures. In particular, among these non-verbal elements, gestures are symbolic representations of physical, vocal, and emotional behaviors. This means that gestures can be signals toward a target or expressions of internal psychological processes, rather than simply movements of the body or hands. Moreover, gestures with such properties have been the focus of much research for a new interface in the NUI/NUX field. In this paper, we propose a method for recognizing the number of fingers and detecting the hand region based on the depth information and geometric features of the hand for application to an NUI/NUX. The hand region is detected by using depth information provided by the Kinect system, and the number of fingers is identified by comparing the distance between the contour and the center of the hand region. The contour is detected using the Suzuki85 algorithm, and the number of fingers is calculated by detecting the finger tips in a location at the maximum distance to compare the distances between three consecutive dots in the contour and the center point of the hand. The average recognition rate for the number of fingers is 98.6%, and the execution time is 0.065 ms for the algorithm used in the proposed method. Although this method is fast and its complexity is low, it shows a higher recognition rate and faster recognition speed than other methods. As an application example of the proposed method, this paper explains a Secret Door that recognizes a password by recognizing the number of fingers held up by a user.
Recently, computer systems have encountered difficulties in making further progress due to the technical limitations of DRAM based main memory technologies. This has motivated the development of next generation memory technologies that have high density and non-volatility. However, these new memory technologies also have their own intrinsic limitations, making it difficult for them to currently be used as main memory. In order to overcome these problems, we propose a hybrid main memory system, namely HyMN, which utilizes the merits of next generation memory technologies by combining two types of memory: Write-Affable RAM(WAM) and Read-Affable RAM(ReAM). In so doing, we analyze the appropriate WAM size for HyMN, at which we can avoid the performance degradation. Further, we show that the execution time performance of HyMN, which provides an additional benefit of durability against unexpected blackouts, is almost comparable to legacy DRAM systems under normal operations.
For the bridges managed by the municipalities, there is a need for a maintenance management system for the municipal governments for the scientific and systematic maintenance standard and the scientificization of the budget acquisition and execution through the quantified data base. The purpose of this study is to develop a system for efficient management of small bridgies maintained by the municipality and use ICT convergence technology such as BIM / GIS technology. The details of the system development include the development of the small bridgies maintenance program for mobile devices, the development of the small bridgies maintenance database, the development of the small bridgies integration maintenance management, and the reliability of the program system developed by checking the construction and operation contents of the small bridgies test-bed. The developed program system is linked to the development of smart name plate and reader module of non - power system.
VLIW architecture has emerged as one of the most effective architectures in dealing with multimedia applications. In multimedia applications, there is ample potential for parallelizing the execution of multiple operations because such applications typically have data intensive processing which often has limited data and/or control dependencies. As the degree of instruction-level parallelism increases, non-clustered VLIW architectures scale poorly because of the tremendous register port pressure. Therefore, clustered VLIW architecture is definitely preferred over non-clustered VLIW architecture when a higher degree of parallelizing is possible as in the case of multimedia processing However, having multiple clusters in an architecture implies that the amount of hardware is quite large, and therefore, power consumption becomes a very crucial issue. In this paper, we propose an algorithm to minimize the peak power consumption without incurring little or no delay penalty. The effectiveness of our algorithm has been verified by various sets of experiments, and up to 30.7% reduction in the peak power consumption is observed compared with the results that is optimized to minimize resources only.

In this paper, the real-time facility of the operating system for a VOD(Video On Demand) server have been analyzed and implemented. The requirements of the real-time scheduling have been gathered by analyzing the model of the video-data-transfer-path. Particularly, the influence of the bottleneck subsystem have been analyzed. Thus, we have implemented the real-time scheduler and primitives which is proper for processing the digital video. In performance measurements, the degree of the guarantee of the real-time scheduler have been experimented. The measured data show that the most time constraints of the process is satisfied. But, the network protocol processing by the interrupt is a major obstacle of the real-time scheduling. We also have compared the difference between the real-time scheduler and the non-real-time scheduler by measuring the inter-execution time. According to the measured results, the real-time scheduler should be used for efficient video service because the processor time allocated to the process can't be estimated when the non-real-time scheduler is used.
This study aims to suggest the direction of urban regeneration policies of Gangwon-do in accordance with COVID-19 outbreak, and the results are as follows. First, it is inevitable to urgently execute the project from the perspective of cities and counties in Gangwon-do, where the promotion of urban regeneration projects has been delayed due to COVID-19 incident. As a result, it is highly likely to cause the employees overloaded and have negative effect on achieving the goals of urban regeneration, so, it is necessary to provide support measures at the government and provincial level, such as the actual execution index and the adjusting time of start and completion of particular business. Second, as the uncertainty of COVID-19 continues, it needs to strengthen the operation and monitoring of urban regeneration support centers in Gangwon-do and examine the changes in business operation plans in advance. In particular, the decrease in visitors to traditional markets and restaurants is expected to have a direct effect on small business owners engaged in the service industry. Therefore, it is necessary to actively consider the utilization plans of smart city regeneration, such as online shopping and non-contact payment. Third, it is necessary to phase in smart urban regeneration training focused on information weakness to narrow the digital gap, in preparation for general lifestyle changes such as contactless and non-face-to-face interactions. At a time when new light is being shed on local areas, which are quieter than heavily populated cities, a project that reflects the regional characteristics and culture of Gangwon-do is necessary.

This is a case study of private sector's development of long-term unexecuted urban parks in Pohang through a special act, which provides a guideline of 30% of land for non-park while 70% of land for park. The strategy has a lot of validity in many respects along with the urban planning sunset system, but even with the special act it would not easy to be implemented in Pohang, where the guideline has been modified to 20% for non-park, mostly multi-family housing projects while 80% for park. Thus, participation of private companies would be discouraged due to low commercial validity. Also, there would exist various risks because the project would be completed through a long-term decision-making and execution process. Thus, this study argues that it would be better for Pohang to follow the original guideline of the government for better implementation of the projects, along with preparation of a law with which the government be able to recoup excess profits when too much profits would be given to private developers. For the project implemented smoothly, it is also important to understand local housing market and fluctuating economic conditions, and to prepare various incentives for private companies. In addition, to secure publicity, guidelines on the level of publicity of the project should be prepared through negotiation by parties to prevent the project being discouraged too much.

The exploitation of locality of reference in shared memory NUMA multiprocessors is one of the improtant problems in parallel processing today. In this paper, we propose a revised hardeare reference counter to help operating system to manage locality. In contrast to the previous one, the value of counter can abe adjusted dynamically and periodically to adapt the page replication policy to the various memory reference patterns of processors. We use execution-driven simulation of real applications to evaluate the effectiveness of our adjustable DELAY counter. Our main conclusijon is that by using the adjustable DELAY counter the t normalized average memory access costs and the variance of them become smaller for most applications than the previous one and more robust memory management policies can be provided for the operating systems.
