  • This paper reviews the concept and limits of rural community development, examines the relation between consciousness education and movement, and suggests the model of social consciousness education to rural community movement. Since consciousness education is closely related to social movement methodologically, organizational and systematic community development movements for re-structuring the urban-oreiented policies and education which back up them be followed as natural consequence. Based upon the results of this study, the new paradigm is suggested. As shown in the model, new understanding of urban-rural continuum theory, new roles and concept of social consciousness education should be emphasized to solve the contemporary rural community problems. The organizational community development movement for the rural-oriented policy should be an essential process, and peoples' re-orientation, such as 'breaking stereotype', 'assumming a critical thinking toward social reality' etc., is the indispensible background of successful movement.

  • This study aimed to identify a difference in project implementation between villages that had executed rural village community activation support work successfully and those that had quit in the middle from the new endogenous development theory perspective. As a result, it was found that the main factors used for promoting to increase endogeneous development capabilities existed more in villages that executed project implementation support work successfully than in villages that had quit in the middle. Successful villages have a difference from the villages that had quit in the middle in that they have established a participatory decision making and cooperation system for stable operation even before their support work began, they have more assets for promoting community activity, residents' interaction and communal activity are becoming more active, and reciprocity-based mutual aid culture exists in many forms. In conclusion, seeing from the new endogenous development theory perspective, villages are developed under the interaction between internal and external factors, but the outcome of project implementation depends on whether village community holds its endogenous development capability to operate and develop such whole process of development. Therefore, village community activation policies need to be reinforced in the direction toward promoting to create the main factors for enhancing endogenous development capabilities.

Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. • Power generation using solar PV and wind power are more feasible to compete with fossil fuel power generation. However, residential acceptance is still a big challenge in the deployment of renewable energy. The Korean government has implemented various policies to support the development of renewable energy in which communities invest. However, there are very few cases of the commercial operation of community-invested renewable energy power plants. Renewable energy has attracted attention in the reduction of greenhouse gasses (GHG) effects and economic feasibility. However, it is also necessary to focus on socio-economic effects to overcome the economic recession while reducing greenhouse emissions. Community-invested renewable energy development projects can positively revitalize the local economy in many aspects, such as resident income, job creation, and the growth of local businesses. This study analyzes the local economic impact of renewable energy development projects on residents' income and job creation. It increased local companies' sales through community-invested development projects in Korea.
