Private sector engagement in large scale solar power deployment in Sri Lanka: Role of green climate fund

  • Sri Lanka has strongly understood the importance of mitigation of climate change and various measures have been taken. To tackle the climate change, after ratifying Paris Agreement, Sri Lanka has pledged to reduce her greenhouse gas emission in the energy sector by 20% (16% unconditional and 4% conditional) by 2030 based on the BAU scenario. Simultaneously, the government introduced its new energy policy and strategies in 2019 with a vision of achieving carbon neutrality by 2050. This paper survey related key government documents, policies, reports, and academic articles to investigate opportunities for the private sector to invest large scale solar power deployment (10 MW or above) and to get support from climate finance under article 6 of the Paris Agreement. It has found, growing concern on the environment, energy security issues and increase import expenses for fossil fuels are the main influencing factors to move renewable sources. Further, government investment and FDI both have gradually decreased in the energy sector. Therefore, an alternative financing mechanism is needed. Although the private sector allowed investing in the energy sector since 1996 with the introduction of IPP (Independent Power Producers), it could not make considerable progress on involving large scale solar utility projects. This has revealed government policy is not aligning with the long term generation plan of the electricity sector. The study has also found, it needs more strategic road map, coordination with different institutions, monitoring system to enhance large scale solar contribution.

  • This paper presents the heating and cooling load estimations for the library of a cultural center building located in Gwangju Korea by TRNSYS with Type 56 of multi-zone building components. In this study, energy rate control mode is selected and the design temperatures for heating and cooling are specified respectively as 20oC and 26oC. Reading rooms of the library are located on the third floor of the cultural center building, and this third floor space is modeled as the five thermal zones for the TRNSYS simulation. Among the five zones, attention is given to the two zones which are the reading rooms 1 and 2. Since these two zones are to be heated and cooled by the solar thermal system which is planned to be installed in the building, dynamic thermal behaviors of the two zones are analyzed by the heating and cooling load estimations.

  • Recently, switchboards for MV/LV distribution customers have been united and digitalized rapidly. This paper proposes the effective information visualization method for the data measured from cubicle switchboards for MV/LV distribution customers. We developed the algorithm that analyzes abundant data measured by switchboards and displays them to overall users, such as fire information index, power condition index, switchboard safety index, and power diminution index. Using a touch screen made users to operate it easily. User interface was also improved by taking graphic visualization. We guess the information visualization method suggested in this paper shows the new direction that heavy electrical equipments including switchboards are going to develop in the future.

  • Since the atmospheric clearness index is main factor for evaluating global-dimming of atmosphere environment, it is necessary to estimate its characteristics all over the major cities in Korea. We have begun collecting clearness index data since 1982 at 16 different cities and considerable effort has been made for constructing a standard value from measured data at each city. The new clearness data for global-dimming analysis will be extensively used by evaluating atmospheric environment as well as by solar PV application system designer or users. From the results, we can conclude that 1) Yearly mean 61.9 % of the atmospheric clearness index was evaluated for clear day all over 2) A significant difference of atmospheric clearness index is observed between 1982-1989 and1990-1997, 1998-2005 through 16 different cities in Korea.

We have begun collecting clearness index data since 1982 at 16 different cities in South Korea and estimated using empirical forecasting models at 12 different stations over the North Korea from 1982 to 2006. This considerable effort has been made for constructing a standard value from measured data at each city. The new clearness data for global-dimming analysis will be extensively used by evaluating atmospheric environment as well as by solar application system designer or users.

  • According to the climate change and the improvement of income level, floating building on water has been emerging as a strong alternative. This study was intended to suggest some reference materials of sustainability for new floating building projects. The concept of sustainability and floating building was investigated, and 3 realized projects and 3 planned projects were reviewed in terms of sustainability. Sustainable features of the sample projects can be summarized as recycled and relocatable usage, adoption of various renewable energy techniques, installation of self-supporting plant, application of modular system and others like new material & open layout. Sustainable features need to be developed more and more in detail and applied to many types of floating buildings.

  • The development of decentralized power has appeared as part of an effort to decrease the energy loss and the cost for electric power facilities through installing small renewable energy generation systems including solar and wind power generation. Recently a new era for decentralized power environment in building is coming in order to handle the climatic and environmental change occurred all over the world. Especially solar and wind power generation systems can be easily set up and are also economically feasible, and thus many industrial companies enter into this business. This paper suggests the overall architecture for the decentralized renewable power system and the prediction method of power on climatic change. The ultimate goal is to help manage the overall power efficiently and thus provide the technological basis for achieving zero-energy house.

The Selection of Promising Wind Farm Sites in Gangwon Province using Multi Exclusion Analysis (다중 배제분석을 이용한 강원도 내 풍력발전단지 유망후보지 선정)

  • Promising onshore wind farm sites in Gangwon province of Korea were investigated in this study. Gangwon province was divided into twenty five simulation regions and a commercial program based on Reynolds averaged Navier-Stokes equation was used to find out wind resource maps of the regions. The national wind atlas with a period 2007-2009 developed by Korea institute of energy research was used as climatologies. The wind resource maps were combined to construct a wind resource map of Gangwon province with a horizontal spatial resolution of 100m. In addition to the wind resource, national environmental zoning map, distance from substation, residence and automobile road, Beakdudaegan mountain range, terrain slope, airport and military reservation district were considered to find out promising wind farm sites. A commercial wind farm design program was used to find out developable wind farm capacities in promising wind farm site with and without excluding environmental protection regions. The total wind farm capacities with and without excluding the protection regions were estimated to be 46MW and 598MW, respectively, when a 2MW commercial wind turbine was employed.

  • The power to gas (P2G) is one of the energy storage technologies that can increase the storage period and storage capacity compared to the existing battery type. One of P2G technologies produces hydrogen by decomposing water from renewable energy (electricity) and the other produces $CH_4$ by reacting hydrogen with $CO_2$. The objective of this study is the reaction of $CO_2$ methanation which synthesized methane by reacting carbon dioxide and hydrogen. The effect of $CO_2$ conversion and $CH_4$ selectivity on reaction temperature, pressure, and methane contents over 40% Ni catalyst was mainly investigated throughout this study. As a result, the activity of this catalyst appeared to be the highest in $CH_4$ yield at around $400^{\circ}C$ and the selectivity of $CH_4$ increased with increasing reaction pressure. The methane content was not significantly influenced below 3% of all componets. As the space velocity increases from 10,000 to 30,000/hr, the $CO_2$ conversion rate tends to decrease.

  • This study analyzes the economic efficiency of utilizing hot waste water at a thermoelectric power plant, which is part of recent projects supported by the Korean government to foster new energy industry. The author proposes an institution that provides economic incentives to promote the project. Based on a method of calculating Levelized cost of energy (LCOE), this study finds that the LCOE of using hot waste water at power plants is higher than that of oil boiler, biomass and a power plant's auxiliary steam but similar to that of the geothermal system. Also, according to sensitivity analysis on the LCOE of each element in the system of using hot waste water, a distance of heat supply is most sensitive. Therefore, this study shows that when the government devises an incentive-based institution to expand the project of utilizing hot waste water, it is necessary to establish Renewable Energy Certificate (REC) weights that are differentiated by a distance of heat supply.
