  • Rapid development of Information Technology(IT) requires new changes in overall official sections, and government also makes effort to promote the productivity and efficiency of official sections with IT. Objectives of this research are to evaluate the management of Electronic Approval System and to present the efficient way of using Electronic Approval System. In this research, we presented that the efficient use of Electronic Approval System requires systematic education, improvement of approval procedure, stability of system, improvement of system operation speed and connection with other official department.

  • Recently, increases in major disasters such as fires, earthquakes and typhoons have raised public expectations for safety. In addition to this increase in expectations of safety, the government continues to push for more manpower and better treatment for firefighters who are operating in the disaster scene. Despite the improvement of working conditions and increased welfare for firefighters, however, the incidence and turnover of various mental diseases continues to increase. It is reported that many of the diseases such as post-traumatic stress disorder and the turnover of firefighters are due to a mismatch in individual's personality and work environment. In this study, 108 firefighters were evaluated for their vocational aptitude in the new curriculum. Based on the analysis results, new firefighters were proposed to provide employment and education training improvements, and to provide job security suitable for the individual's personality type through the introduction of the vocational aptitude test for firefighters who are working in the fire service. In addition, we would like to use the vocational aptitude test as a material for reducing post-traumatic stress disorder and increasing turnover through long-term tracking and observation, rather than from a one-off perspective.

Performance Based Fire Engineering in Japan

  • This paper explains the Japanese present situations relevant to the fire resistance performance. Performance-based fire provisions was introduced in 1998 for the first time when the Building Standard Law was amended. However, performance-based fire resistance design had been used since long before the official introduction of performance-based provisions. A Comprehensive Technology Development Project of Ministry of Construction from 1982 to 1986 established a technical basis for performance-based fire safety engineering in Japan. A system of calculation methods for fire resistance verification was prescribed in the Ministry Notification in 2000 utilizing the results of this project as a background. This method, referred to as the Fire Resistance Verification Method (FRVM), is the standard method to verify the fire resistance performance of principal building parts such as columns, beams, and walls of steel, concrete, or wood structured buildings. For tall buildings, however, more advanced method for performance verification is often necessary because new building materials or structural systems are often used for these buildings. An example project of tall building owned by a major newspaper company is presented in this paper. Advanced thermal deformation analysis is executed to secure the fire resistance of the building.

On Hwagwan(火官) carved on the tombstone of King Munmu of Silla (문무왕릉비의 화관(火官))

  • The people of Silla was described as the descendants of Hwagwan(official of fire) on the tombstone of King Munmu(文武王), and Gim Yusin(金庾信) was described as the descendants of Shaohao Jintian(少昊 金天) and Huangdi Xuanyuan(黃帝 軒轅) on his tombstone. It says that the royal households of Silla and Gaya had common ancestor. Hwagwan was the official who took charge of fire management and the ritual for Antares(${\alpha}$ Sco) in ancient China. Hed founded State Ra(羅國). The name of Silla(新羅) means new State Ra, so he could become the ancestor of the people of Silla. He was the son of Zuanxu Gaoyang. State Gaya(加耶), the fatherland of Gim Yusin had been called Geumgwan-gug(金官國) which means the state of official of metal. Geumgwan was the son of Shaohao Jintian. Silla was the state of Hwagwan and the Gaya was the state of Geumgwan. Hwagwan, the founder of the royal household of Silla was the son of Zuanxu and Geumgwan, the founder of the royal household of Gaya was the son of Shaohao. Zuanxu and Shaohao was the descendants of Hwangdi, so Hwangdi was the common ancestor of Silla and Gaya. Finally Hwangdi became the same ancestor of Gim Yusin and King Muyeol(武烈王) who was the father of King Munmu. The tombstone of King Munmu and Gim Yusin manifests the union of the blood of Gim Yusin and King Muyeol. But it was not the fact but the rhetorical fiction.

Job Satisfaction Improvement Ways of Fire Official - With a Focus on First-aid Staff - (소방공무원의 직무만족도 향상방안 - 구급대원을 중심으로 -)

  • The result of survey on job satisfaction of first-aid staff found that degree of work-related stress of 119 first-aid staff got total average 2.54 point (SD.44) out of 4. The degree of fatigue that first-aid staff feel got 2.09 point (SD.49) out of 4. The degree of job satisfaction of 119 first-aid staff got 2.71 point out of 5. This study suggests increasing of new hire, continuous education through teaching before employment, studying abroad, and so on, expansion and modernization of first-aid equipment, introduction and management of OAT institution for improvement of job satisfaction of first-aid staff.

Development of Burn Ointment using Algin (Algin을 이용한 화상연고제의 개발)

  • Burns can be caused by fire, chemicals, heated object and fluids. Distinguishing a minor burn from a more serious burn involves determining the degree of damage to the tissues of the body. Algin is known as natural polymer marine plants, we prepared the official burn ointment which is made by Algin. This burn ointment was covered on the skin wound of artificial burned and their effect of healing was investigated by the evaluation of histological and hematological change as a function of time. The result of rats test showed that burn ointments made from Algin was effective in formation of the new tissue and reduction of inflammation.

A Study on the Changes in the Back Garden of Gyeongbokgung Palace during Cheongwadae Period through an Interview with Landscape Manager (조경 관리자 인터뷰를 통한 청와대 시기 경복궁 후원의 변화에 관한 연구)

  • This study conducted interviews with former and current managers of Cheongwadae landscape architecture to provide basic information necessary to preserve, manage, and utilize Gyeongbokgung Palace's back garden, and the main conclusions summarized are as follows. First, the topography changed a lot with the construction of the main building and the official residence under President Roh Tae-woo. The water system was connected to Gyeongbokgung Palace in the past, but is now disconnected. Second, in the case of planting, the most important principles were the president's security and protocol, and accordingly, trees were placed or managed. Trees were planted by introducing excellent trees in various regions, and wildflowers and ground cover plants were frequently replaced according to the season. Third, facilities and roads were arranged for the president's protocol, hobbies, and workers' rest, and fire-fighting facilities were installed to prevent disaster in the forest area of Baegaksan Mountain. Fourth, the biggest inflection point of Gyeongbokgung Palace's back garden during Cheongwadae period was the change in topography due to the new construction of the main building and official residence during President Roh Tae-woo, the removal of A and B barbed wire fences that separated space during President Roh Moo-hyun, and the extensive landscaping carried out for the G20 Summit under President Lee Myung-bak. The area of Gyeongbokgung Palace's back garden is expected to face another inflection point due to the opening of Cheongwadae on May 10, 2022, and the work of evaluating the historical, academic, and landscape values of Gyeongbokgung Palace's back garden should be carried out while preserving the status.

Seismic Performance and Damage Prediction of Existing Fire-protection Pipe Systems Installed in RC Frame Structures (철근콘크리트 구조물 내 부착된 수계 관망시스템의 내진거동 및 손상예측)

  • Reliability of piping systems is essential to the safety of any important industrial facilities. During an earthquake, damage to the piping system can occur. It can also cause considerable economic losses and the loss of life following earthquakes. Traditionally, the study of the secondary system was less important than primary structure system, however it has recently been emerging as a key issue for the effective maintenance of the structural system and to help reduce nonstructural earthquake damage. The primary objectives of this study are to evaluate seismic design requirements and the seismic performance of gas and fire protection piping systems installed in reinforced concrete (RC) buildings. In order to characterize the seismic behavior of the existing piping system in an official building, 10 simulated earthquakes and 9 recorded real earthquakes were applied to ground level and the building system by the newmark average acceleration time history method. The results developed by this research can be used for the improvement of new seismic code/regulatory guidelines of secondary systems as well as the improvement of seismic retrofitting or the strengthening of the current piping system.
