국내 신재생에너지기술개발 현황 및 정책동향 (The R&D policy and status of New and Renewable Energy in Korea)

  • 최근 전세계적으로 신재생에너지에 대한 관심과 투자가 증폭되고 있으며, 우리나라에서도 그 간의 지속적인 연구개발 지원에 힘입어 국산기술 확보 및 산업화가 점차적으로 이루어지고 있는 것으로 분석되고 있다. 더욱이 신정부에서는 국정지표인 녹생성장의 실현방안으로 신재생에너지에 대한 지원을 대폭 확대하고 있어 관련 기술개발 투자도 지속적으로 확대될 것으로 보인다. 본 고에서는 이러한 국내 신재생에너지 기술개발 관련 정책 및 기술개발 동향에 대하여 알아보고, 특히 급속한 성장세 속에 2008년 전세계 태양전지생산량이 7.9GW1) 에 달한 태양광 분야는 우리나라가 강점을 갖고 있는 반도체, LCD 기술과 유사하여 국내의 축적된 기술과 인프라를 활용할 경우 조기에 세계수준의 기술력을 확보할 것으로 기대되고 있으며, 정부에서는 태양광 분야를 수출전략산업화 하기위해 집중적인 투자에 나서고 있다. 이러한 상황에서 그간의 기술개발 현황, 실적 및 향후 전망 등에 대하여 살펴보고자 한다.

수소에너지 정부 정책 동향 및 R&D 역할

  • New and renewable energy has attracted a significant attention since the Paris Agreement in 2015. Especially hydrogen energy is important for reducing greenhouse gas produced during transportation. The new government suggested that the eco-friendly vehicles, hydrogen infrastructure and the development of new and renewable energy are the major growth engines in the future. Hydrogen energy is also concerned as the main part of our economy in the national affairs. In the policy of Mission Innovation Strategy and the third Eco-Friendly Vehicle Master Plan, government presents the status, future direction, technical road map and distribution road map of hydrogen energy. With this trend, investments in the research and development on hydrogen and fuel cells have expanded and will continue to expand for the implementation of the policy. The cost reduction, technical innovation and the increase in the localization rate are required for the new and renewable energy, including hydrogen energy, to become the future growth engine.

풍력분야 고용 현황과 한국정부의 풍력분야 연구개발 투자의 고용창출 효과 분석 (Employment Statistics on Wind Energy and Analysis of Employment Effects of Korean Government's R&D Investment in Wind Power)

  • The South Korean government invested about 560 billion won in research and development in the wind power sector over 30 years from 1989 to 2019. In addition, the government has been setting up conditions for the country's wind industry to grow through various policies, including the RPS (Renewable Energy Portfolio Standard). As a result, the size of Korea's wind industry has grown to 1.1 trillion won in annual sales and there are 2,000 people working in the wind energy sector. While the domestic market is weak due to the small size of Korea and there are problems with the NIMBY, the government has continued to support technology developments and support market policies. Despite insufficient performance in overseas markets, the effect of the government is still significant on the growth of the wind industry. In particular, the government's R&D investment program, which focuses on enhancing companies' competitiveness, has spurred job creation in the wind industry and a stable research environment for researchers. In this study, we compared the differences between methods of investigating employment statistics in Korea and those of other countries. We also proposed effective investment measures for the government by analyzing the investment effects according to value chain and types of organization.

해외 수소에너지 정책 및 연구개발 프로그램 분석 (Analysis of the hydrogen energy policy and R&D program of foreign countries)

  • Hydrogen is getting more attention owing to the seriousness of air pollution and dependance on oil import, UNCCC(United Nations Convention on Climate Change) for reducing the emission of $CO_2$. This fact is not confined in a certain country but global recognition and several countries initiated R&D competition for commercializing the hydrogen fuel cell vehicle. Within 20${\sim}$30 years cost effective hydrogen production can be possible using fossil fuels because so much research is carried out up to now. But it is so far to produce the most of the hydrogen using renewable resources considering the present status of R&D and cost effectiveness. Several automobile companies planed for mass production of hydrogen vehicle by 2010 but changed or canceled the plan owing to the difficulty of R&D and the low status of infrastructure penetration. This paper surveyed the hydrogen energy policy, R&D program and commercialization strategy of advanced country, international agency, automobile and energy company to analyze the global status of R&D and policy. And the survey of R&D program is focused on the part of hydrogen production, storage, delivery and fuel cell.

  • The increase of exhaust gas which is caused by with the industry activity which follows in the Industrial Revolution of the human being has had an influence on the globe climate system so that causes the problem of the greenhouse effect. As a comprehensive countermeasures, it has been prompted to save energy, build a structure environmentally friendly and use renewable energy sources that are continually replenished by nature-the sun, the wind, the Earth's heat, and plants. In addition, new technologies that turn these fuels into usable forms of energy-most often electricity, but also heat, chemicals or mechanical power have been applied actively to the social infrastructure. Therefore, there should be methods to manage forms of renewable energy effectively and securely. This paper proposes the web-based monitoring system for the wind power system of these methods and introduces the real web-based monitoring system installed in Daegwallyeong.

  • The R&D budget of energy technology development has increased in the sector of Korean energy technology development continuously. In addition to that, KIER, the government invested research institute and unique energy technology R&D research institute, is trying to plan for a big-sized energy R&D program for the well focused R&D and excellent research outcomes. In the phase of R&D process, the planning is one of the most important sectors because it drives the direction of R&D. In this study, we suggest the assessment criteria to select a strategic energy technology R&D programs by the analytic hierarchy process, which is one of multi-criteria decision making method (MCDM). We structure 2 tiers of hierarchy for assessing a big-sized R&D program and also establish 6 criteria in the level 1, which are energy environment, economic spin-off, technical spin-off, marketability, KIER mission, and cost. We allocate the relative weights of criteria by checking the values of consistency ratio as making pairwise comparisons. The result of this research will provide the decision makers as they select a right well focused R&D program.

수소.연료전지 연구개발 투자현황 분석 (Analysis of R&D Investment for Hydrogen and Fuel Cell)

  • Research and Development (R&D) investment of hydrogen and fuel cell, funded by government from 2007 to 2008 in Korea, has been analyzed. R&D investment of hydrogen and fuel cell in 2008 would see 9% and 29% of total budget in the field of renewable energy, respectively. It was found that R&D investment is mainly dependent on mission of Ministry in Korea. Basic and apply research would be mainly invested by Ministry of Education, Science and Technology (MEST), while development research would be conducted by Ministry of Knowledge Economy (MKE). In R&D investment by performer, hydrogen technology would be conducted by government-funded institute and university. It was also shown that funds for hydrogen production have been much supported than hydrogen storage. Meanwhile, fuel cell would be mainly conducted by major companies. It was also shown that funds for proton exchange membrane fuel cell (PEMFC) have been much invested than other technology in fuel cell.
