In Korea we didn't have fundamental legal system on telecommunication until 'Communication Act'(Act No. 923) of Dec. 1961. After then, with rapid advances of technology and increases of request to telecommunication services in the field of telecommunication, circumstances around the telecommunication market have been changed. The market has been enlarged and slowed. Regulating of that field has been diverse and complex, Specially, as WTO went into effect, it's been recognized that standardization is more important for correspond to openness and liberalization in the field of telecommunication. In our country, national industry standardization began with 'Industry Standard Act of 1961', but it put mainly importance in manufacturing standard or industry standard till 1980's. Telecommunication standardization began to be active as TTA was set up in 1989. Now regulating rules to telecommunication standard are including 'the Fundamental Act of Information Promotion', 'Telecommunication Act', 'Act relating to Telecommunication Network Use Promotion, etc:, 'Software Industry Advancement Act','Knowledge Information Resource Act'. In this paper, we will survey regulating rules to telecommunication standard and Produce the future proposal to that.
Recently, due to the increase of power conversion devices and nonlinear loads with the development of information, communication and control technologies, the instantaneous minute interruption factors such as voltage & current harmonics, surge occurring frequency, instantaneous voltage variation, voltage unbalance, flicker etc. have greatly threatened the power quality, and the deterioration of electric power facilities and the functional error of controllers are increasing. As such an instantaneous minute interruption appears to be small and local, accurate evaluation with measurement is difficult and total analysis system is required through a wide range of power quality effect analysis such as the simultaneous measurement on various power supply phenomena and the analysis on the interrelation with system loads. Most of conventional power quality diagnosis equipments have beer developed and applied, which were able to measure the stability rate of frequency, the stability rate of voltage, the electricity-failure duration etc, However, they were insufficient to analyze the system present situation, understand the cause of the failure occurred by the problem of power quality and analyze out the phenomena. Accordingly, this study will address the development of the system for a wide range of power quality diagnosis over the present level, the system for supporting the determination such as the analysis on risk factors, failure mode and impact, the system for harmonic evaluation based on international standards(IEC 61000 Series) and the total power quality diagnosis network & system with the extension and openness as a local and national-scale broadband power quality diagnosis system.

With the advance of wireless communications technology, mobile communications have become more convenient than ever. Nowadays, people can communicate with each other on any place at any time. However, because of the openness of wireless communications, the way to protect the privacy between communicating parties is becoming a very important issue. In this paper, we present a study on the authentication and message encryption algorithm to support roaming service to the GSM network. To propose an authentication and message encryption algorithm applicable to the GSM system, the security architecture of the GSM outlined in the GSM standard is briefly introduced. In the proposed cryptosystems we use a new hash function for user authentication and a stream cipher based on Linear Feedback Shift Register(LFSR) for message encryption and decryption. Moreover, each algorithm is programmed with C language and simulated on IBM-PC system and we analyze the randomness properties of the proposed algorithms by using statistical tests.
Effects of deposition parameter on the ionic conductivity and structural change of the Lithium borosili-cate solid electrolyte films, prepared by rf sputtering using 7$LI_2O-3B_2O_3-1SiO_2$ single phase target and also a mosaic target enriched with $LI_2O$, were analyzed by measuring AC impedance and IR absorption spectra for the films. Thed solid electrolyte film deposited from the single phase target exhibited very low ionic conductivi-ty of $10^{-10}{\Omega}^{-1}cm{-1}$ at room temperature, a result of low $Li^+$ ion content(7.52 at%) in the film. The $Li^+$ con-ductivity for the films deposited from the mosaic target, however, significantly increased to $10^{-7}{\Omega}^{-1}cm{-1}$ due to both an increased $Li^+$content (14.75 at %) and a structural change of the films. The increased ionic conduc-tivity of the film appears to be associated with an easiness of ionic mobility by structural change of glassy film from a some close packed network structure to a open one. These structural changes of film were found to be closely related to the increase in the peak intensity at~$960cm^{-1}$ of IR absorption spectra for the glassy films. With increasing either argon pressure from 3 to 21 mtorr or rf power from 2 to 3 W/$cm^2$, the $Li^+$ conduc-tivity for the films significantly increased to an order of $10^{-6}{\Omega}^{-1}cm{-1}$ due to an increase in openness of film structure, as confirmed by both an increase in the IR absorption peak intensity at ~$960cm^{-1}$ and a resultant reduction of activation energy for mobility of $Li^+$ ion.

Recently, DDoS amplification attacks using servers that provide Microsoft Active Directory information using CLDAP protocol are increasing. Because CLDAP is an open standard application that allows a wide range of directory information to be accessed and maintained in a network, the server is characterized by its openness to the Internet. This can be exploited by the Reflector server to perform an amplification attack by an attacker. In addition, this attack can be attacked with a packet that is amplified 70 times more than the conventional UDP-based flooding attack, and it can block service to small and medium sized server. Therefore, in this paper, we propose an algorithm that can reduce the DDoS amplification attack using CLDAP server and implement the corresponding CLDAP server environment virtually, and implement and demonstrate the corresponding algorithm. This provides a way to ensure the availability of the server.
The openness of the Web allows any user to access almost any type of information easily at any time and anywhere. However, with function of easy access for useful information, internet has dysfunctions of providing users with harmful contents indiscriminately. Some information, such as adult content, is not appropriate for all users, notably children. Additionally for adults, some contents included in abnormal porn sites can do ordinary people's mental health harm. In the meantime, since Internet is a worldwide open network it has a limit to regulate users providing harmful contents through each countrie's national laws or systems. Additionally it is not a desirable way of developing a certain system-specific classification technology for harmful contents, because internet users can contact with them in diverse way, for example, porn sites, harmful spams, or peer-to-peer networks, etc. Therefore, it is being emphasized to research and develop context-based core technologies for classifying harmful contents. In this paper, we propose an efficient text filter for blocking harmful texts of web documents using context-based technologies.

The study aims to analyze the posts of depression-related Facebook groups to understand major topics discussed by group users. Specifically, the purpose of the study is to identify the topics and keywords of the posts to understand what users discuss about depression. Depression is a mental disorder that is somewhat sensitive in the online community, which is characterized by accessibility, openness and anonymity. The researchers have implemented a natural language-based data analysis framework that includes components ranging from Facebook data collection to the automated extraction of topics. Using the framework, we collected and analyzed 885 posts created in the past one year from the largest Facebook depression group. To derive more complete and accurate topics, we combined both automated and manual (e.g., stop words removal, topic size determination) methods. Results indicate that users discuss a variety of topics including depression in general, human relations, mood and feeling, depression symptoms, suicide, medical references, family and etc.
This paper deals with our experience for the design and implementation of Transport and Session managers in the Integrated Streaming Service Architecture (IS SA) that was developed by the authors. The ISSA is a streaming framework that allows to develop integrated multimedia streaming applications such as VOD system in unicast/multicast and real-time broadcastOive-cast). It also facilities standard real-time transport protocols such as RTp(Real-Time Transport Protocol)/RTCP(Real-time Control Protocol) and RTSP(Real-Time Streaming ProtocoD that allows to user openness. The ISSA supports diverse media fonnats and is independent from underlying networks and operating systems, and compatible with the global real-time multimedia database system (BeeHive) so that streaming media are efficiently retrieved, stored, and serviced. The role of the Transport Manager is to do packetization and depacketization for the different types of multimedia data and delivers the packetized media data in real-time. The Transport Manager uses RTP protocol. The role of the Session Manager is to establish and control the media channel by using RTSP protocol and to deliver the database transactions for the multimedia database by using RTTP(Real-Time Transaction Protocol) protocol. Both the Transport and Session Manager are doing their functions through the network interface in the ISSA that allows developers to various network programming interfaces and provides flexibility to the system.

Seen topographically, Busan is a city that is coastal and hilly. In the city, most parks have been formed around mountain areas that are not so useful. They also are unbalanced in location among different regions of the city. The purpose of this study is to find how to manage urban parks towards green network promotion. For the purpose, this researcher first analyzed physical and environmental characteristics of urban parks located within the main living spheres of Busan. Then, the researcher examined interactive relations between those parks and downtown areas surrounding them to classify types of the parks. In association, the researcher classified the entire of the city into inland and coastal regions. And the researcher examined mountainous and hilly urban parks that were 150 to 300 meters above sea level in the former region and 100 to 150 meters above sea level in the latter. Findings of the study can be summarized as follows. The above examination found that parks of Busan feature physically penetrating and overlapping with downtown areas of the city. How well the green zones of Busan in form of urban park are inter-connective and influential to each other heavily depends on shapes and functions that the downtown areas of the city have. In this study, urban parks of Busan were grouped according to their types and then analyzed. Based on results of the analysis, the researcher tried to find how to increase the utility of another urban parks that are expected to be formed and how to promote so-called the green network that integrates greens. Considering findings of the study, the researcher would make the following suggestions. In case of forming an urban park in a gently sloped green zone which is easily accessible and noticeable, it's important that the park should include a stream to which another green zone is converged or, if the park is located near a costal area, contribute to promote urban functions and openness. While, in a high-altitude green zone, it's more effective to form so-called the green way that consists of some limited usable site of the zone and greens behind it and then form a hub of regional community at the intersection between the main road and main gate to the urban park, contributing to the green network promotion.
The purpose of this study was to investigate the clustering and Big Five Personality domains in discriminating groups by level of school-related adjustment, as experienced by Social Sims game users. Social Games are based on web that has simple rules to play in fictional time and space background. This paper is to analyze the relationships between social networks and user behaviors through the social games . In general, characteristics of social games are simple, fun and easy to play, popular to the public, and based on personal connections in reality. These features of social games make themselves different from video games with one player or MMORPG with many unspecific players. Especially Social Game show a noticeable characteristic related to social learning. The object of this research is to provide a possibility that game that its social perspective can be strengthened in social game environment and analyze whether it actually influences on problem solving of real life problems, therefore suggesting its direction of alternative play means and positive simulation game. Data was collected by administering 4 questionnaires (the short version of BFI, Satisfaction with life, Career Decision-.Making Self-.Efficacy, Depression) to the participants who were 20 people in Seoul and Daejeon. For the purposes of the data analysis, both Stepwise Discriminant analysis and Cluster analysis was employed. Neuroticism, Openness, Conscientiousness within the Big Five Personality domains were seen to be significant variables when it came to discriminating the groups. These findings indicated that the short version of the BFI may be useful in understanding for game user behaviors When it comes to cultural research, digital game takes up a significant role. We can see that from the fact that game, which has only been considered as a leisure activity or commercial means, is being actively research for its methodological, social role and function. Among digital game's several meanings, one of the most noticeable ones is the research on its critical, social participating function. According to Jame Paul gee, the most important merit of game is 'projected identity'. This means that experiences from various perspectives is possible.[1] In his recent autobiography , he described gamer as an active problem solver. In addition, Gonzalo Francesca also suggested an alternative game developing method through 'game that conveys critical messages by strengthening critical reasons'. [2] They all provided evidences showing game can be a strong academic tool. Not only does a genre called social game exist in the field of media and Social Network Game, but there are also some efforts to positively evaluate its value Through these kinds of researches, we can study how game can give positive influence along with the change in its general perception, which would eventually lead to spreading healthy game culture and enabling fresh life experience. This would better bring out the educative side of the game and become a social communicative tool. The object of this game is to provide a possibility that the social aspect can be strengthened within the game environment and analyze whether it actually influences the problem solving of real life problems. Therefore suggesting it's direction of alternative play means positive game simulation.
